2 NEPAD core functions 1. Facilitate and coordinate priority project/programme development and implementation to enhance regional integration 2. Build and Strengthen partnerships and international cooperation 3. Mobilize resources for investment for the implementation of Africa s priority programmes/projects from domestic, international and private sector 4. Facilitate and coordinate research and knowledge management to support policy formulation and implementation 5. Monitor and evaluate progress in the implementation of projects/programmes and governments pronouncements 6. Mobilize, advocate and communicate to African stakeholders and partners increased awareness and ownership of NEAD core principles, objectives & priorities
3 How NEPAD Delivers Through continental & regional projects/programmes Continental Frameworks (CAADP, Infrastructure, health, peace and security etc.) Alignment of national policies and continental frameworks through core delivery processes Implementation through Regional Economic Communities (RECs) and countries (in 8 key sectors - ) Nutrition at NEPAD is primarily delivered under (CAADP) Agriculture in conjunction with Health, Education, Social Affairs, Gender etc.

11 CAADP 4 mutually supporting pillars Pillar I : Framework for Sustainable Land and Water Management: extending the area under sustainable land management and reliable water control systems; Pillar II s Framework for Improving Market Access (FIMA): improve rural infrastructure and trade-related capacities for market access; Pillar III s Framework for African Food Security (FAFS): improve risk management, increase food supply, improve incomes for the poor and reduce hunger and malnutrition; and Pillar IV s Framework for African Agricultural Productivity (FAAP): improve agricultural research, technology dissemination and adoption profitable and sustained agricultural growth. 14 NEPAD FNS Flagship Programmes Home Grown School Feeding Reduction of Micronutrient Malnutrition Promotion of nutrient rich foods including traditional and indigenous Dietary diversity (horticulture, fisheries, poultry, etc.) Policy Advocacy and Support Capacity Development to reduce hunger and malnutrition
15 AU Summit Outcomes of 2010 Kampala, Uganda Recalled relevant previous Assembly decisions on agriculture, Food and Nutrition including CAADP Noted Africa s potential in becoming food secure and the global momentum to support Africa s cause Welcomed and endorsed a proposal to establish a strategic group to spearhead and monitor the African Food Basket Decided that an Africa Food and Nutrition Security Day (AFND) will be commemorated on 30 th October every year Requested the AU Commission to coordinate efforts with Member States to commemorate the AFND Also requested the AU Commission together with NEPAD Agency in collaboration with development partners to take necessary steps to develop and coordinate the implementation of a strategy to take forward the vision of a food and nutrition secure Africa
16 Why have we not achieved our goal of reducing malnutrition? Neglect of priority areas/misplaced running after fashions Lack of coordination & communication across sectors (health, agriculture, education, trade etc.) Silo mentality and approaches to programmes Poor governance & management of institutions and resources Preaching to the converted (experts and policy makers alike) Leaders and managers change too frequently no continuity Low investment in the priority areas MCH, Nutrition etc. Lack of follow through and implementation We fail to take programmes/projects to scale (lots of proven interventions and good practices) Project (piece meal) mentality instead a broad sustainable programme approach

19 Way Forward: The Building Block (An Except from the IFPRI 2020 Conference on Leveraging Agriculture for Improved Nutrition and Health Feb2011 Delhi) 3. Seek out and scale up innovative solutions by designing agriculture, nutrition, and health programs with cross-sectoral benefits incorporating nutrition into value chains for food products using all available levers for change, including economic, social, science and technology, and governance and inclusion levers increasing consumers nutrition literacy and highlighting the consequences of dietary choices Up-scaling successful interventions 4. Create an environment in which cooperation can thrive by building partnerships among agriculture, nutrition, and health developing mutual accountability mechanisms among the three sectors correcting market failures using communication and advocacy to promote change
