2 Legislation Defining Organic Production at the National and European Level governments of five EU member states (Austria, Denmark, Spain, Finland and France) and Switzerland recognized a need to anchor national standards in law, and introduced national, legally enforceable definitions of organic production and in some cases also national certification procedures and labels DAC, New Delhi 2

3 Austria-1983 In Austria, the initiative to develop a regulation came from the Ministry of Consumer Protection, which created an organic section in the national food law, the Austrian Codex Aoimentarius, in 1983 DAC, New Delhi 3

4 Danish Danish law on organic farming gave guarantees to consumers, defined the principles of organic farming and introduced public certification. It also set out the condition that peoducers receiving payments for conversion to organic production had to follow DAC, New Delhi 4

5 France, organic farming was first recognized in the policy context in 1980 in the Agricultural Law No (4 July 1980). The national logo for organic products (Agriculture Biologique) was introduced in 1984; detailed standards for crops were officially approved in 1986; DAC, New Delhi 5

6 Spain and Finland-1990 In 1990, Spain and Finland introduced legally enforceable national organic standards. DAC, New Delhi 6

7 UPTO 1990 Most other EU member states (except Greece) had a national definition of organic farming overseen by the organic movement and recognized by producers and consumers. In the case of Sweden and the UK, these were also accepted by the government as a basis for policing under food and trading standards DAC, New Delhi 7

8 Why organic legislation Started Private organic certification marks and labels appeared on organic products in shops across Europe. At the same time other products were labelled as more environment friendly, green or natural (even if they did not originate from a different farming system), contributing to increased confusion. 9 EU organic legislation International Federation of Organic Agriculture Movements (IFOAM) and with the organic movement of some countries (e.g. France), the EU began to draft legislation. EC Reg.2092/91 defining organic crop production was published in 1991 (European Commission, 1991) and became law in 1993 DAC, New Delhi 9

10 ORGANIC FARMING IN INDIA Launched National Programme for Organic Production (NPOP) in April 2000, notification effective from Ist October 2001 with objective: Framing of National Standards for Organic Production and Processing Establishing certification measures and policies Regulation for use of India Organic Logo Establishing equivalency in standards with other countries Promotion of Agri-expo zones (Tripura, Assam, Orissa & Sikkim) DAC, New Delhi 10

11 DOMESTIC ORGANIC NORMS IN INDIA Notified under the Agricultural Produce Grading and Marking Act on the similar lines of NPOP. DAC, New Delhi 11

Initiatives UNDER NCOF SCHEME Launched National Project on Organic Farming in October 2004, objectives: Capital Investment Subsidy up to 60 Lakhs for setting up of: Fruits & Vegetables Waste/agro-waste Compost Production Units and Bio-fertilizer and Bio pesticide production Units Human Resource Development through trainings on; 1. Certificate Course on organic farming 2. Refresher Training course for analysts 3. Trainers trainings 4. Training of Field Functionaries / Extension Officers on Organic Farming International trainings/exposures for trainers DAC, New Delhi 18

19 National Horticulture Mission (NHM) Scheme Assistance for adoption of organic Rs.10,000/- per hectare for maximum area of 4 hectares per beneficiary, for setting up of vermicompost 50% of the cost, subject to a maximum of Rs. 30,000/- per beneficiary, and for organic farming Rs.5.00 lakh for a group of farmers covering an area of 50 hectares. 20 Rashtriya Krishi Vikas Yojna (RKVY) Scheme Assistance for decentralized production, marketing and certification of organic fertilizers is available under Rashtriya Krishi Vikas Yojna (RKVY) for projects formulated and approved by the State Level Sanctioning Committee. DAC, New Delhi 20

21 Macro-management of Agriculture (MMA) 25% of total cost limited to Rs. 1000/- per ha is being provided for integrated nutrient management in conjunction with organic sources of nutrients like FYM, Compost, Vermicompost, Biofertilizers etc. DAC, New Delhi 21

22 National Project on Management of Soil Health and Fertility (NPMSHF) Rs.500 per ha for promoting use of Integrated Nutrient Management-Organic Manures under DAC, New Delhi 22

23 ICAR, Network Project on Organic Farming ICAR is implementing a Network Project on Organic Farming to develop package of practices of different crops under organic farming in different agro-climatic regions of the country. ICAR also imparts training and organizes front line demonstrations to educate farmers on various aspects of organic farming DAC, New Delhi 23

24 Awareness of Organic farming Government is spreading awareness about organic farming through various extension activities such as exhibitions and fairs, Agri- Clinic and Agri-Business Centres, mass media support activities, radio talks, Kisan Melas, etc. DAC, New Delhi 24
