8 NAIS - RISKS COVERED Comprehensive risk insurance will be provided to cover yield losses due to non-preventable RISKS (i) Natural Fire and Lightning (ii) Storm, Hailstorm, Cyclone, Typhoon, Tempest, Hurricane, Tornado etc. (iii) Flood, Inundation and Landslide (iv) Drought, Dry spells (v) Pests/ Diseases etc.
9 NAIS - AREA APPROACH Area approach is different from Individual approach, where individual farmer ( farm or house or vehicle ) is treated as one unit. All the farms (farmers) in a homogenous area are treated as single unit of insurance

12 CROP ESTIMATION SURVEYS Multi Stage, Stratified Random Sampling Actual Yield assessment on the basis of Crop Estimation Surveys comprising of a series of Crop Cutting Experiments (CCE) Size of sampling unit is 5x5 m 2 plot
13 NAIS - INDEMNITY Actual Yield (AY) : Yield of insured crop in the insurance unit estimated on the basis of Crop Cutting Experiments. Threshold Yield (TY) : Moving average of past 5 years (3 for Paddy/Wheat) AY multiplied by the Indemnity Level. Coefficient of Risk Category Indemnity Variation Level =< 15% LOW 90% 16-30% MEDIUM 80% > 30% HIGH 60%
14 NAIS - INDEMNITY If there is a shortfall in the actual yield per hectare of the insured crop as compared to threshold yield, each of the insured farmers growing that crop in the defined area will be eligible for indemnity calculated as under : Shortfall in yield* X sum insured of farmer Threshold yield { * Threshold yield less the actual yield for the defined area}

31 Prominent features of Andhra Pradesh in Crop Insurance 1 st State to adopt Village as Insurance Unit in all the 22 Districts of United Andhra Pradesh from Kharif 2008 season Maximum number of Crops covered under Crop Insurance Programmes All the mandals / Villages are brought under the Crop Insurance Coverage. Highest Coverage in terms of Farmers, Area, Sum Insured and Farmers benefited in the last 4 years. Launched MNAIS, WBCIS, NCIP from the 1 st season of launching of the schemes.
32 1 st State to cover the TENANT farmers. Installed Automatic Weather Stations owned by the Government. Created necessary infrastructure and technical support for all the schemes. CLAIMS: Under NAIS so far in 13 Districts of Andhra Pradesh Rs Crores amount of claims were released in favour of lakh beneficiaries. Similarly under MNAIS Rs crores released to 6.56 lakh farmers; WBCIS Rs crores released to lakh farmers in the State.
33 SUGESSTIONS - MNAIS & WBCIS MNAIS The premium rates need to be more rational and affordable high premium rates are increasing the financial burden to the Govt. and the farmers contribution is also un-affordable. In case of sowing failure, RS data may be used since the crop sown data would not be available for 2 to 3 months. For assessment of damage due to localized calamities professional loss assessors to be developed. Relaxation in the cut off dates based on Crop Calendar to improve the participation Delay of more than one year in claims settlement. Suggested one month time to release the claim after receiving the yield data.
34 WBCIS Need for improvement in the Design of Weather index products Coverage of critical perils to reduce the premium rates. Minimizing the infrastructure cost Use of remote sensing technology Increase in the density of Weather Stations Improving the accuracy of Weather Data The quantum of pay out should be higher for the damages caused by frequently occurring weather perils. Claims to be released with in 45 days after receiving the weather data.
35 Proposed National Crop Income Insurance Scheme (NCIIS) and suggestions: Integration of YIELD and PRICE mechanism MSP / MARKET PRICE which ever is higher to be adopted For Commercial Crops like Chilly, Turmeric the scheme is necessary and Market Price may be adopted. Last 5 years / 3 years good years data for working out Guaranteed income Premium rate should be capped at 4%
