Dr. Robertson provided a brief update on the status of items approved at previous meetings. New Cybersecurity AAS Ms. Margaret Leary (IT, AL) explained that with the support of the IT Advisory Committee and the IT deans, the IT Cluster proposes a 66 credit Cybersecurity AAS degree program to be offered initially at the Alexandria, Manassas, and Woodbridge campuses. It will soon also be available through ELI. The proposed program prepares students for work as cybersecurity analysts who are needed anywhere that has networks and information that needs to be secured. Cybersecurity analysts are employed by financial institutions, educational institutions, large corporations, healthcare organizations, federal agencies, military organizations, and contractors. The demand for cybersecurity staff is growing at far faster than the overall job market with an estimated 50% increase in positions in the Washington, D.C. region. In our area, most cybersecurity jobs are with defense and civilian agency contractors, so graduates who have or at least are eligible for a security clearance are highly prized. Local employers are especially interested in hiring veterans, most of whom can obtain security clearance; the already-evaluated Marine Corps Military Occupational Specialties will provide opportunities for credit equivalent to several IT courses required in this proposed program. Ms. Leary stated that the degree serves multiple purposes to meet the widely differing demographics of students interested in it. Its principal purpose is to prepare students for careers as cybersecurity technicians or analysts. According to a Fall 2013 student survey, 24% of those enrolled in the existing IST AAS and Cybersecurity career studies certificate already work in Information Technology and are enrolled in the program to transition into the cybersecurity field. Almost half of the students in our existing IST AAS degree and Cybersecurity career studies
2 Page 2 of 6 certificate program already have at least an associate s degree, usually in an unrelated discipline. However, the students at the Woodbridge campus tend to be more traditional college-age students who are not already working in the field and who do not already have a bachelor s degree in something are likely to need to transfer. Students will be able to transfer into George Mason University s BAS for Cybersecurity; Mason does well with job placement of its IT graduates. Ms. Leary noted that students already transfer to George Washington and Marymount Universities, both of which offer academic pathways to the master s degree. Dr. Schiavelli stated that this will serve as a model for the transfer of AAS degrees. Despite the likelihood that many Cybersecurity students will transfer, NOVA proposes a careerfocused AAS rather than a transfer-oriented Associate of Science (AS) in order to meet local employers needs while taking advantage of partnerships that allow students to transfer their credits to some excellent universities with IT programs. Use of an AAS rather than an AS also takes into account the nature of the expected student population. Ms. Rynn noted that General Dynamics is interested in our AAS students and will pay for them to initiate the security clearance process. Clearance is crucial in the cybersecurity field. Mr. Foley recommended reminding military spouses of My CAA benefits available to them. The proposed curriculum is an enhancement of the existing AAS Information Technology degree in combination with our Cybersecurity Career Studies Certificate and will use existing courses. These courses have been shared with the National CyberWatch Center (NCC) and are consistent with the NCC Model Cybersecurity Curriculum that is shared with other community colleges across the nation. These courses have already been mapped to the National Security Agency s (NSA s) and the Committee on National Security Systems (CNSS) standards, recognizing NOVA s cybersecurity program as a Center of Academic Excellence Two-Year (CAE2Y). Where academic partners have expressed desires for specific humanities, math, language courses, they will be captured in Academic Advising Sheets for students desiring to transfer to one of the partnered programs. The program also will help prepare students for industry certification exams in CompTIA A+, CompTIA Network+, CompTIA Linux+, CompTIA Security+, Microsoft Certified Solutions Associated Windows Server, EC-Council Certified Ethical Hacker. The program will assist with preparing students to take the exams required for various security certifications such as (ISC)2 CISSP, but the courses are not considered certification-focused. Ms. Leary reported that NOVA has a partnership with CompTIA that enables us to offer 30% discounts to students who purchase CompTIA exam vouchers. The Curriculum Committee approved the Cybersecurity AAS, to be effective Fall Dr. Schiavelli described the next steps in the approval sequence.
3 Page 3 of 6 Advanced Standing for Northern Virginia Criminal Justice Training Academy Mr. Dennis Staszak (ADJ, WO) presented a proposal to give graduates of the Northern Virginia Criminal Justice Training Academy (NVCJTA) credit for completion of the training. NVCJTA graduates work with the various county, city and law enforcement agencies throughout Fairfax, Arlington, Fauquier, Loudoun Counties, as well as other cities throughout Northern Virginia; Mr. Staszak noted that even NOVA police may attend the NVCJTA. From March 2001 through June 2012, NOVA granted up to 25 credits for the Basic Law Enforcement School; 12 credits for the Combined Basic Deputy Sheriff School (Basic Court Officer) or 12 credits for the Combined Basic Deputy Sheriff School (Basic Jailor). No more than a total of 28 credits were given. As our SACS visit approached, ADJ faculty reviewed and the Administrative Council approved credit for prior learning obtained through the Fairfax County Criminal Justice Academy (FCCJA) and Prince William County Criminal Justice Academy (PWCCJA), but did not have time to also evaluate the NVCJTA. Thus, we stopped awarding advanced standing for NVCJTA graduates. Over the summer and fall of 2013, ADJ Cluster chair Jo Ann Short painstakingly reviewed more than 200 lesson plans, assessments, and instructors backgrounds (all would be eligible to work as ADJ adjuncts at NOVA). The ADJ Cluster, ADJ Advisory Committee, and Credit for Prior Learning Committee considered the evidence and agreed with Ms. Short s recommendations. Thus, the ADJ faculty propose offering the same advanced standing credit to NVCJTA graduates as is available to graduates of the FCCJA and PWCCJA. 4 Page 4 of 6 Mr. Staszak explained that they are not yet recommending credit for the West Point Leadership course taught at NVCJTA, but will do so separately. In addition to the obvious benefits to students, granting credit for learning at the NVCJTA serves as a recruiting tool and enhances public relations. No more than 32 credits will be given to students placed in the ADJ AAS. No more than 26 credits can be applied to the ADJ certificate because of the SACSCOC residency requirement. The NVCJA curriculum will be reviewed again in academic year The faculty and Credit for Prior Learning Committee further recommend that NOVA grant advanced standing credit as previously granted under the agreement which expired 2011 and was extended through June 2012 for graduates of NVCJTA who completed their credits prior to January This would afford advanced standing credit to all successful NVCJTA graduates retroactively since the expiration of the previous agreement. This arrangement would be good for five years, then must be reevaluated. The Curriculum Committee approved the credit for NVCJTA training as proposed by the ADJ faculty and approved by the Credit for Prior Learning Committee. Mr. Staszak noted that in addition to the ADJ programs, the Cybersecurity AAS is of interest to police. Mr. Foley suggested marketing both types of programs to active duty military personnel. Hospitality Management Program Review Action Plan Accompanied by her associate dean, Dr. Jovana Pantovic, Ms. Janet Sass (HRI, AN) thanked Readers Judy Snyder and Kris Winner for their thoughtful comments on the Hospitality Management program review. Based at the Annandale Campus, it includes the Hospitality Management AAS; the Food Service, Hotel Management, and Nutrition specializations; and the Culinary Arts and Meeting, Exhibition and Event Management certificates. There are only four other community college Hospitality programs in Virginia (Tidewater, J. Sargent Reynolds, Dabney South Lancaster, Virginia Highlands) and four institutions offering related baccalaureate degrees (Virginia Tech, Virginia State, James Madison University, George Mason University). Ms. Sass stated that over 500 students are enrolled in the program and that approximately 300 other students take the dietetics course in support of allied health programs. She also noted that two have been apprentices in the White House as chefs. The Hospitality program has a high minority population and boasts many military students for whom advanced standing is available. Most students want to work with hotels, but many others hope to open restaurants. One adjunct is a Global Master Chef. Ms. Sass stated that the Hospitality faculty need to improve the advising and transfer options available to them. She reported that the curriculum is evolving, with the addition of a TRV course, the offering of more hybrids, and the availability of 11 ELI sections. As the curriculum evolves, the faculty continue to work on SLOs. Dr. Leidig asked about the demand by hotels. Ms. Sass replied that a bachelor s degree is needed
5 Page 5 of 6 for most upper management positions, although an AAS plus hard work can also lead to these jobs. This is one reason the program is seeking to develop transfer pathways. Readers Snyder and Winner stated that the Hospitality Management Program Review describes a productive, academically sound single-campus program. Students enrolled in this program participate in close to 20 different professional organizations and just in the past year have attended or been a part of over 25 professional activities, conferences or events. The program also hosts a student club which is a branch of the National Society of Minorities in Hospitality and offers a 60 Second Chef series on NOVA TV. It is making good progress with definition and assessment of SLOs. The Readers recommended approval of the Hospitality Management Program Review and its action plan. The Curriculum Committee accepted the Hospitality Management Program Review and approved its action plan. 200-Level Literature Courses This item was tabled because no one attended the meeting to present the item. Readers for the Marketing Program Review Ms. Gershman and Mr. Simons volunteered to serve as Readers for the Marketing program review report. Business Management Essentials Concept Paper Ms. Hopkins presented a concept paper proposing a Management Essentials career studies certificate. She stated that every industry needs management. The Manassas Campus plans to offer a weekend program in Fall 2014 for a cohort. Administrators with the Prince William County Public Schools have indicated that the proposed courses would be good for school personnel. The committee commended Ms. Hopkins for working with employers early in the curriculum development process. Ms. Hopkins stated that some of the courses in the program could be applied to the Business Administration AS degree. The faculty plan to run a case study that continues through several courses in the program. Assignments would be applicable to students work. The program would be offered at the Innovation Park center. There would be two classes per semester. Classes would be offered Saturday mornings for working adults. Dr. Leidig noted that some employers might be willing to give employees time off to attend classes. If students already had one or more of the required courses, they could still participate in other required courses.
6 Page 6 of 6 Advice to Ms. Hopkins included: We just closed several Business-related career studies certificates. So, collect strong evidence from employers that this program is needed. Sometimes employers think a program is a good idea, but their employees have other ideas. Collecting evidence from the employees themselves would be enlightening. NOVA might be an audience for the Management Essentials career studies certificate. Be sure this would prepare students for Project Management certification. Since the program is conceived as offered to a cohort, think about how to make the classes run if several people in the cohort already have some of the courses. Ask employers if seeing this on a resume would cause them to hire someone or give an existing employee a raise. There was some concern about students following through over the summer it sounds good in theory, but often students who have worked hard through Fall and Spring need a break in the summer, especially if they are working adults. The Curriculum Committee thanked Ms. Hopkins for piloting the concept paper process.
