This vademecum is meant as a reference booklet helping you to deal with our somewhat cumbersome bureaucracy and to make the best of your time in the Milan area. In this guidebook you will find some basic information about paperwork to be filled out in Italy or in your country of origin. The guide is not intended to be exhaustive, but to provide you with some essential information to help you navigate more easily amidst paperwork and procedures relating to immigration. Moreover, this booklet contains useful clues regarding healthcare, sports, public transportation, cultural activities and more. 4 BEFORE YOUR ARRIVAL IN ITALY AFTER YOUR ARRIVAL IN ITALY Applying for your Visa All foreigners intending to enter Italy must state the reasons for and expected duration of their stay. In some cases, immigrants are required to exhibit the availability of sufficient financial means and of a lodging place. In some cases a visa is required, and should be applied for prior to entering Italy, at the Italian and Consulate or Embassy nearest to your city of residence (visit the web site The visa is will be stamped on your passport. If you plan to spend less than 90 days in Italy All foreigners intending to stay in Italy for up to 90 days (for business, tourism, study and health reasons), do not need to apply for a visa. The visa is required in all other cases. Staying in Italy for over 90 days All foreigners intending to stay in Italy for more than 90 days must apply for visa, describing their status under one of the categories listed below: a) Student b) employee c) Self-employment The list of paperwork and the forms required to apply for a visa can be obtained in any Italian Embassy / Consulate located in your country of origin. Applying for a Residence Permit If you plan to spend up to 90 days in Italy Foreigners wishing to stay in Italy for less than 90 day for tourism, business, visiting or studying are not required to apply for a residence permit. a. non-schengen countries Foreign nationals from non-schengen countries can access the country freely. Their passport will be stamped at the customs. b. Schengen countries Foreign nationals from Schengen countries can access the country freely. They must report their status to the nearest police station filling out the relevant form (available on the following web site: within 8 days of their arrival in Italy. If foreign citizens are staying in a hotel/guesthouse, the hotel management will provide them with a hotel report (according to the Italian law). If you plan to spend over 90 days in Italy a. non-schengen countries Foreigners who would like to stay in Italy for more than 90 days must apply for a residence permit (permesso di soggiorno) within 8 days of their arrival in Italy. The application forms ( yellow kit are available at all post offices ( portelloamico.shtml). 4
5 The application forms, in an open envelope, can be submitted to the nearest post office (Sportello Amico line). Application costs (payable at the post office upon submission of the application) are: - Euro to be paid using a"conto corrente" form; - Euro for Marca da bollo (gov't tax); - Euro for processing charges. The post office officer will issue the foreigner: 1) a receipt with a user id and password to be used to enter the immigration web site or to call the toll-free line to check the progress of your application; 2) the date and time of your appointment at Questura (police station) during which your "permesso di soggiorno" (residence permit) will be issued. N.B. For alleged security reasons, foreign citizens are fingerprinted at the Questura. b. Schengen countries Schengen country Citizens must apply for registration at the Registry Office (Anagrafe) of the town of residence. Applying for an EU Long-Term Residence permit The EU Long-Term Residence Permit (ex Residence Card) is issued to: - Foreign citizens with a residence permit and resident in Italy for a minimum of 5 years; - Evidence of a minimum yearly income equivalent to the amount of the social security benefit (currently Euros / person) The EU Long-Term Residence Permit is: - valid for an indefinite period of time; - valid as personal identification document for 5 years, and is renewable. The EU Long-Term Residence Permit may not be requested by holders of a study- or professional training permit. Application forms for The EU Long-Term Residence Permit are available free of charge (yellow kit) at any post office near you. The kit contains instructions and the paper titled Issue/renewal of the Residence Permit. Family Reunion A foreign national who is the holder of a residence permit or of an EU Long-Term Residence Permit, valid for at least one year, can apply for a family clearance for the family members (right to family reunion). Application forms for an entry clearance (nullaosta) must be submitted to the competent Sportello unico and must contain information on the applicant's accommodation and income, and a photocopy of the Interested family member must submit an application for family reunion to the nearest Italian Consulate / Embassy in the his/her country of residence, providing legal evidence of existing family ties. A foreign national applying for family reunion will obtain a receipt of the application. If legal requirements are met, the Sportello Unico will issue an entry clearance within 90 days of the application and will inform the relevant Italian consulate / embassy. Within 8 days of his/her arrival in Italy, the family member is required to go to the Sportello Unico where the entry clearance was issued. There, the family member must apply for a residence permit. 5
6 After collecting the application form from the "Sportello Unico, the family member is required to submit the relevant form contained in the yellow kit. The post office will issue the following: 1) a receipt with a user id and password required to enter the web site. Applying for a Fiscal Code Renewing a residence permit The application for renewal of the residence permit must be submitted at least: - 90 days before its expiry, in case of a residence permit valid for 2 years - 60 days before its expiry, in case of residence permit valid for 1 year - 30 days before its expiry, in case of all other permits. Application forms for renewal are contained in the so-called yellow kit that can be obtained free of charge at any post office ( portelloamico.shtml). The application kit must be returned in an open envelope, to the dedicated window of the post office called "Sportello Amico". Charges are the following: - Euro to be paid using a "conto corrente" form; - Euro for Marca da bollo (gov't tax); - Euro for processing charges. The post office will issue the following: The fiscal code allows foreign nationals to be resgistered with the Italian revenue services. Any resident of Italy is required to have a fiscal code in order to be able to open a bank account. The fiscal code will be issued by the Italian revenue services headquarter (Agenzia delle Entrate) nearest to your town of residence. To apply for a fiscal code (codice fiscale) you will need to exhibit a valid passport. On the web site: glese/ please find a list of the Revenue Service Offices in the Milan area. A foreign national can obtain fiscal code prior to entering Italy, from any Italian Consulate/Embassy in his / her country of residence. Applying for an Italian ID (carta d'identità) An Italian carta d'identità (CdI) can be obtained by foreign nationals who reside in Italy. It is issued to all citizens over 15 6
7 years of age either officially resident or currently living in this country. It is valid for ten years. A foreign national (whether EU or non-eu) applying for this document must exhibit three identical passport photos, his / her permesso di soggiorno and a valid passport / ID. The charge for the issue of a carta d'identità is Euro 5.42). A foreign national cannot use and Italian CdI to cross the Italian border. a CdI can be obtained at the municipality offices (Comune) of your town of residence. - via Paravia, 26 - viale Ungheria, 29 - via Oglio, 18 - via Quarenghi, 21 - via Sansovino, 9 - piazzale Stovani, 3 - viale Tibaldi, 41 - viale Legioni Romane, 54 - largo De Benedetti, 1 - via Faenza, 29 - via Passerini, 5 - piazzale Accursio, 5 - via Padova, 118 Enrolling at the Registry Office (Anagrafe) of the city of residence Foreign nationals with a permesso di soggiorno should sign up at the registry office (Anagrafe) of their town of residence in Italy. If you do not sign up at the registry office you will not be entitled to renew your permesso di soggiorno. To sign up at the Anagrafe you will need the following: - your passport or identity card and a photocopy of it (front and back for the carta d'identità; the main page with your photo for the passport) - your original permesso di soggiorno and a photocopy of it. To make an appointment and apply for residency log on to: follow the path: Servizi Online > Servizi anagrafici > Residenza stranieri select the Registry Office (Comune di Milano) nearest to you: - via Boifava, 17 - via Bovisasca, 173 Enrolling in the National Healthcare Service Enrollment in the National Healthcare Service ensures that foreign citizens receive the same right to healthcare as Italian citizens do. This can include rehabilitation and prothesis. Obbligatory enrollment in the national healthcare service is intended for: - foreigners possessing a permesso di soggiorno and regular employment or who are registered at the unemployment office - foreigners who have requested the renewal of the permesso di soggiorno. Enrollment can be completed at the national healthcare center (Italian acronym: A.S.L.) of the town in which you officially reside, as indicated in your permesso di soggiorno. There is an option for a reduced annual fee, however this does not apply to dependent family members. Upon you enrollment, you will receive a healthcare card (tessera sanitaria), that will entitle you: - to choose a family doctor and a pediatrician for children aged up to 12 years - to be admitted into any public hospital free of charge. 7
8 Although the bulk of outpatient and inpatient care is provided by the Italian health care system free of charge, some services are subject to payment of a moderate ticket. Opening a bank account If you are a non-resident, you are only entitled to open a non-resident account (conto estero). Only foreign currency or imported euros can be paid into a nonresident account, which pays higher interest than resident accounts. There is no withholding tax on interests earned on deposits made in a non-resident account. If you are a non-resident, you can still make your payments using travellers cheques and credit cards, or with cash. If you have a second home in Italy, you can have all documentation (e.g. cheque books and statements) sent to an address abroad. Some Italian banks offer their clients the option of receiving correspondence (balances, statements) written in in English. To open a resident s account you must hold a certificate of residence (certificato di residenza) or provide evidence that you have a job in Italy. It is best to open an Italian bank account in person, rather than remotely, such as from your native country. Ask your friends, neighbours or colleagues for advice, go to the bank of your choice and introduce yourself. You must be 18 or older and show a passport of valid ID, and your address in Italy (a utility bill is usually deemed sufficient). Before choosing a bank, it is wise to compare the fees charged for international money transfers and other services, which can be high. Near the Hospital there are two Banks: Post Offices Near the Institute you will find a post office: the address is Strada di Spina, Milano 2 Segrate. Opening times: Monday to Friday: Saturday: In general, Milan has a wealth of post offices providing a variety of useful services. Transports ATM Azienda Trasporti Milanesi offers different kind of transportation: subway (metro, MM), bus, tram. Web site: orti The tube has 3 lines: Linea 1 (red line), Linea 2 (green line), Linea 3 (yellow line), open from 6AM to 1AM. Currently one ticket costs 1 : you can buy it at most newspaper kiosks, tobacconist s shops and bars. Season tickets are also available. Milan is served by three airports: Milan Linate (7 km from the city center), Milan Malpensa (45 Km from the city center), Bergamo Orio al Serio (50 Km from downtown). The main railway station (Stazione Centrale), is located on Piazzale Duca D Aosta, near the city center, and can be reached by underground train (MM2, green line, or MM3, yellow line): from here trains leave for all destination. 9 How to reach our Institute By public transportation Take MM2 (geen line) to the Cascina Gobba station, then the shuttle train to San Raffaele (or Bus to Milano 2). Happy hour time is between 6.30 and 9.00 PM in a lot of bars/pubs across town. Drinks are often reasonably priced and food is mostly free of charge. Some movie theaters feature shows in original languages on certain nights of the week. These include cinema Arcobaleno (address: Viale Tunisia 11) and cinema Mexico (address: via Savona 57). 10 Sports and culture Numerous swimming pools and sports centers are available in Milan and neighbouring towns. For information go to: Milan offers a wide choice of museums and galleries housing permanent and temporary exhibitions. These include two large science museums and several modern design galleries The city is also home to important exhibitions of modern and classical art, that are often situated in attractive locations.
