1 Page 1 of 6 JOB TITLE: WASH Manager, Zimbabwe LOCATION: Harare - Zimbabwe SALARY: JOB FAMILY: Programme Technical LEVEL: C1 National OXFAM PURPOSE: To work with others to overcome poverty and suffering TEAM PURPOSE: To act with poor people as a force for change in addressing the causes of poverty, suffering and injustice and alleviating their symptoms JOB PURPOSE: To strengthen Oxfam's humanitarian and development WASH role in Zimbabwe (priority 1 country) by developing a strategy to address both short and long term needs, managing risk analysis, programme design and quality control of emergency response and resilience programmes, and to assess and build capacity of Oxfam partners and staff in line with regional and organisational objectives. REPORTING LINES: Post holder reports to: Deputy Country Director Staff reporting to this post: Matrix management of PHE and PHP direct management of technical staff in an emergency scale up. BUDGET RESPONSIBILITY: to be decided by Humanitarian Programme Coordinator Background The WASH context in Zimbabwe has extended beyond emergency response and now requires a more holistic approach to resilience programming. This is inspired by the realisation that due to climate change, increasing population and other factors, the nature of water related challenges in the region require broader approaches. Evolving regional and national political processes also point towards the need for integrated water resource management in processes that span major river basins and engage with relevant policy processes that govern the right to water. Oxfam will engage in broader intervention frameworks that bring together economically sustainable livelihood activities, self sustaining and low cost water extraction technology, stronger service provision by authorities, waterway catchment area level interventions, and conservation of the environment. Yet even within this broader approach, Oxfam will maintain capacities to respond to WASH related crises as vulnerability is still widespread. In Oxfam, the humanitarian team, comprised of a Humanitarian Programme Coordinator, a Food Security Coordinator and a WASH Manager will work with partners to respond to emergencies and ensure that there are clear strategic and practical links to longer term initiatives. Oxfam will continue to influence the humanitarian sector in Zimbabwe and provide technical support to the Government of Zimbabwe and to other humanitarian stakeholders, using organisational global experience and expertise. The humanitarian team will also engage strategically with coordination structures, donors and other decision making bodies, using evidence based research to influence them for action nationally and regionally, and to ensure that the good practices in Zimbabwe are shared globally. Globally, Oxfam is one of the leading agencies WASH agencies, leading on innovative emergency and resilience work. The WASH Manager will be responsible for ensuring that this work is integrated into the Zimbabwe programme, and that the correct technical expertise is available to the team to ensure that Oxfam can provide technical support to others.
2 Page 2 of 6 The Humanitarian team will be responsible for ensuring that Oxfam maintains excellent technical programme quality of food security and WASH programmes, and will spend at least 50% of their time on direct support to Oxfam partners. They will work to help to build the capacity of partners in mitigation, preparedness, response and recovery within the core Oxfam Zimbabwe programme structure. During larger emergencies, the Humanitarian team may be tasked by the Country Leadership Team with directly managing the response. DIMENSIONS: Diverse and complex problem-solving, requiring professional knowledge, field experience and an understanding of development and humanitarian work. Problem-solving and analysis often involves difficult decision-making with no precedent, although difficult decisions taken with manager. Information sources are diverse, ranging from academic research to data collection in programme and non-programme areas and often requires a judgement on credibility and accuracy of the information. Work patterns are not routine and often high pressure. Makes complex technical information accessible and usable by non-specialist. Creates opportunities to develop work within a framework plan. Knowledge required includes broad understanding of and their relevance to own specialism. Experience of development and humanitarian work gained in professional work inside and outside Oxfam. Impact on external policy and practice of other agencies through advocacy and policy work. KEY RESPONSIBILITIES: 1. Provide professional, strategic and technical support to WASH partners in Zimbabwe to be able to assess, design, implement WASH programmes in the country. This will require deliberate efforts to build the capacities of WASH OXFAM partner staff in order to develop strong Water, Sanitation and Hygiene promotion expertise in country that would enable the teams to respond to WASH needs in normal situations and in different emergencies e.g. cholera outbreaks, natural disasters (floods) common in Zimbabwe. 2. The Country WASH Manager role will also support operational implementation of the country WASH strategy that will steer the WASH sector towards overall efficiency and effectiveness in delivery of WASH services. This will entail provision of support to local partners: governmental institutions (such as DWSSC, PWSSC, MOHCC, DDF...) and local WASH organisations to enhance capacity; and influence policy decisions that would encourage good governance within WASH structures in Zimbabwe. 3. To ensure that Oxfam has a continual and comprehensive analysis of the WASH situation in Zimbabwe, and is prepared to respond quickly and effectively. To directly manage large scale wash responses if the context changes, under the management of the HPC. 1. Strategy Development 1. Complement and support the Humanitarian Programme Coordinator on WASH strategy (ensuring adequate focus on PHE and PHP) development and implementation, ensuring integration of DRR work in both emergency responses and longer-term programmes. 2. Input into the humanitarian strategy, under the guidance of the HPC. 3. Work closely with programme colleagues to develop good linkages and strategic plans related to Oxfam s humanitarian, preparedness, recovery and developmental programme elements, and take part in the strategic reviews of the country strategy. 4. Work with the HPC to ensure that WASH capacity building features in the Humanitarian Investment Plan for the country.
3 Page 3 of 6 5. Input into the regional WASH strategy where required by the Regional WASH Coordinator. 2. Partnership and Collaboration: 1. With the support of the HPC, build excellent relationships with national WASH stakeholders, representing OXFAM in WASH co-ordination meetings and bilateral meetings with the government and donors, ensuring sufficient coordination and information sharing with key WASH actors. 2. Ensure effective networking through comprehensive collaboration and consortiums with other INGOs, UN agencies and donors, in liaison with OXFAM affiliates and other technical counterparts and continue to assert Oxfam s position as a leading WASH technical stakeholder in Zimbabwe. 3. Support the team to develop, expand and maintain effective relationships with relevant District level WASH stakeholders, including: governmental institutions (particularly DWSSC, PWSSC, MOHCC DDF..), local authorities, local NGOs and the civil society; ensuring that OXFAM s WASH responses build on local capacities. 3. Technical support 1. Provide overall technical guidance to Oxfam s WASH programmes (implemented with partners) to carry out programme delivery, formulate, implement and monitor planned WASH activities while ensuring alignment with the country strategies and approaches. 50% of the WASH Coordinator s time will be spent supporting partners in field locations. 2. Support WASH programme partners to prepare scenario/contingency planning (for floods and cholera outbreaks, etc), that take into consideration the dynamic nature of the Zimbabwe situation 3. Pursue a one-programme approach for the WASH sector, that will not only take into consideration both technical and promotion aspects in all WASH programmes, but also integrate Livelihoods, Resilience /DRR and Mainstreaming sectors into WASH programme plans during the concept formulation and implementation phases. 4. Link Oxfam s WASH programmes in Zimbabwe with the regional and the humanitarian department s technical advisory support to ensure that the programmes plans are technically appropriate and achieve wider support; 5. Lead the Zimbabwe team to carry out assessments with partners of the public health risks faced by communities in targeted areas. Make recommendations for strategic response interventions which are consistent with Oxfam s policies and guidelines. 6. Technically lead and task manage the country WASH team (by matrix management) to implement and monitor appropriate WASH interventions in both long term and emergency contexts. Provide input into budget monitoring design and tracking for sectoral activities; 7. As necessary, give support to recruitment, training and supervision of WASH staff. This may involve writing work schedules, training plans, performance objective setting and appraisals. 4. Programme approach: 1. Support partners to ensure that all members of the community, women, men and children are involved in all aspects of programme implementation from planning to evaluation; 2. Support partners to ensure that all work is carried out in a way that is sensitive to community needs and gender issues. In particular, promote the full and equal participation of women in all aspects of work and ensure that OXFAM s response is in line with the needs of the affected people; 3. To ensure that work aims to meet SPHERE and OXFAM s Minimum Standards and adheres to Zimbabwe s government guidelines and protocols;

Continually analyze the appropriateness and the operational aspects of the long-term strategy for WASH, considering the changing humanitarian contexts in Zimbabwe; and make recommendations for realignment to emerging realities 2. Work with the Funding team to identify opportunities for funding and provide technical support in writing of funding proposals for resource mobilization for both humanitarian and development programmes; and donor reports. Build working technical relationships with donors. 3. Assist in designing and implementing effective monitoring and evaluation systems, ensure that both qualitative and quantitative aspects of the programmes are captured, and feedback mechanisms (accountability) incorporated in WASH programmes to improve programme quality 4. Support research and innovative approaches to delivery of water supply, sanitation and hygiene promotion programmes in Zimbabwe, particularly with a focus on urban programming. 6. Programme planning and reporting: 1. As part of an integrated team, contribute towards planning, monitoring and evaluating progress of agreed activities of the programme in designated geographical area, under the guidance of the HPC. 2. Contribute to regular internal (Sitreps ) and external (donors) reports adhering to OXFAM and donors reporting formats at intervals to be decided by the HPC; 3. When requested by HPC, attend and contribute to senior management team meetings, especially when addressing key decisions affecting WASH programmes. 7. Capacity Building: 1. Conduct capacity assessments of WASH national partners to identify areas for capacity building. Develop comprehensive training plans for partners. 2. Reinforce emergency response skills of WASH partners to be able to prepare, assess and respond appropriately and in a timely manner in case of an emergency in the country. 3. Organize formal and informal learning events for WASH partner staff in thematic areas such as: household water treatment; low cost urban sanitation; setting up cost recovery systems for water supply projects; behaviour change communications and social mobilization. 4. Advise HR on the recruitment of WASH staff, and in the identification of capacity building needs for the WASH programme teams, and organize relevant trainings/mentoring programmes/exchange visits to build strong WASH expertise in-country
5 Page 5 of 6 SKILLS AND COMPETENCIES: ESSENTIAL Technical skills Advanced education qualifications in water supply management, community development, or other social or technical sciences related to the WASH fields (e.g. urban water supply systems, appropriate environmental sanitation technology, solid waste management, integrated resource water management, participatory approaches and/or behaviour change communication) At least five years of progressively professional work experience in WASH leadership capacity with a humanitarian organization, particularly working in both humanitarian and development contexts (note that work experience may substitute for higher degree qualification but not vice versa) Excellent technical knowledge of emergency preparedness and response (including contingency planning) Experience in WASH development programmes, preferably with a strong focus on rights-based programming and a good understanding of humanitarian and resilience links. Sound knowledge and ability to apply NGO/Red Cross Code of Conduct, the People in Aid Code, SPHERE, the Good Enough Guide, Humanitarian Accountability Principles and Oxfam International procedures and other regulatory codes. Willingness to travel to field locations for at least 50% of the time. Management skills Strong facilitation and capacity building skills, with experience in working with partners and WASH governmental institutions Strong team leadership skills and the ability to motivate and facilitate the work of WASH team colleagues. Experience of performance management is desirable. Analytical and strategic planning skills Experience in developing strategies and innovative approaches to WASH work and reconstruction in the short, middle and long term; Proven experience in leading and coordinating Rapid Needs Assessments, and starting up emergency response projects. A proven record of effective project and people management; Excellent capacity building skills the ability to work with people of different technical abilities and support them to gain confidence in WASH and resilience programming. Proven excellent influencing, negotiating and representation skills with internal and external audiences; Excellent teamwork skills and the ability to build good relations both internally and externally; Good communication skills in written and spoken English are essential; Demonstrable understanding and experience of gender equity issues and their relevance to humanitarian response work; Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts; Desirable: Knowledge and understanding of monitoring and evaluating programmes activities; Proven numeracy and financial management skills desirable the willingness to learn about financial management is essential. Ability to take the initiative and make decisions with limited support in fast moving environments. Written and spoken Shona and/or Ndebele. Knowledge of the dynamics of Zimbabwe contexts and cultures would be an advantage.
