1 Enhancing Knowledge and Application of Comprehensive Disaster Management (EKACDM) Initiative Title of Assignment: Production of Policy Guidelines and Frameworks for Mainstreaming of Comprehensive Disaster Management (CDM) in National Policy of Selected Priority Sectors Date/Updated Date: March 31, Background The Enhancing Knowledge and Application of Comprehensive Disaster Management (EKACDM) Initiative is a five-year sub-project under the Caribbean Disaster Risk Management Programme (CDRMP) funded by Global Affairs Canada (GAC) and aimed at establishing an effective mechanism for managing and sharing Comprehensive Disaster Management (CDM) knowledge that will be of use for various stakeholders, including governments, local communities, the voluntary sector, and the private sector. The Initiative supports the Caribbean Disaster Emergency Management Agency (CDEMA)-led regional CDM Framework by generating and disseminating CDM knowledge and by providing training and tools for the public and private sectors. The Initiative was developed by the Institute for Sustainable Development (ISD) in association with the Disaster Risk Reduction Centre (DRRC) at The University of the West Indies (UWI) in response to gaps identified in implementing CDM in the Caribbean, specifically as it pertains to Knowledge Management for Disaster Risk Reduction (DRR). This Terms of Reference relates to the following Outcomes and Output: Intermediate Outcome 3: Enhanced mainstreaming of gender-sensitive decision-making for CDM in the public and private sectors, in particular SMEs. Immediate Outcome 3.1: Improved awareness of CDM research outputs for policy and practice. Output Policy guidelines and frameworks to include CDM in national policy of selected priority sectors, produced and presented to appropriate policy-makers. 2.0 Purpose of Assignment This assignment takes place under Output of the EKACDM Initiative, its purpose is to: Develop a framework and guidelines for mainstreaming Comprehensive Disaster Management (CDM), into national and sectoral policies for two of the five priority economic sectors water, tourism, finance EKACDM: RFP Output Page 1 of 5

2 and economic development, agriculture, health and wellness. They should be applicable for use in CARICOM countries and will use the initiative's target countries - Grenada, Guyana, St Vincent and the Grenadines, Dominica, Saint Lucia, Antigua and Barbuda, Barbados, Jamaica, and Trinidad and Tobago - as the base for the assessment of current mainstreaming of CDM. The guidelines are to detail inter alia the elements to be considered in integrating CDM, the benefits of integrating CDM into the policies and practice within the sector, the process to be undertaken to integrate them and the relevant stakeholders and their roles in the process. These should be consistent with the DRM objectives of the CDM Strategy Scope of Work In order to produce the Output the Qualified Expert is expected to undertake at least the following: i. Assess the level to which CDM is included in national (Government) and sectoral policies and plans for the five priority economic sectors in the target countries, Dominica, St Lucia and Antigua and provide recommendations to address any gaps. The consultant should at least: consult with relevant government and non-government stakeholders (including private sector) to assess factors affecting the mainstreaming of CDM in policy, planning and practice. assess which CDM strategies are integrated in national policies and strategies, including sectoral polices and strategies assess any CDM strategies that are mainstreamed across sectors in the target countries. assess the roles and level of involvement of relevant authorities/agencies in mainstreaming CDM in their sector References to inclusion of any of the EKACDM cross cutting themes in the policies and strategies reviewed Identify gaps and opportunities for strengthening the inclusion of CDM in the selected sectors within the target countries. ii. Recommend with justification, two priority sectors for which policy frameworks and guidelines for mainstreaming CDM should be produced for the EKACDM Initiative target countries. iii. Validate recommendations through discussions with Initiative team and any stakeholders identified by the team iv. Prepare a framework for mainstreaming CDM in each of the recommended sectors with guidelines taking into account the following: recommendations for mainstreaming CDM in the selected sector with action plans for operationalisation; consultation with the Institute for Gender and Development Studies Regional Coordinating Unit (IGDS-RCU) and the CDEMA gender working group to ensure that gender is appropriately considered and addressed; other cross cutting issues identified for the EKACDM Initiative environment, gender mainstreaming, information and communications technology and climate change must also be appropriately considered and addressed. identification of key stakeholders in the sectors (decision makers, practitioners et al. ), and their role in mainstreaming CDM, and recommendations for improving their effectiveness as it relates to CDM; and EKACDM: RFP Output Page 2 of 5

3 recommendations of tools and any relevant training which would be useful for mainstreaming. v. Validate recommendations, frameworks and guidelines produced through presentation of final drafts to relevant stakeholders identified in consultation with the EKACDM Initiative. 4.0 Duration Qualified Experts should expect to start work on June 1, 2016 and be available through to January 31, 2017 to complete the assignment. 5.0 Deliverables The expected deliverables for the Output are: (i) An Inception Report within seven working days of the signing of the contract, detailing the work plan and methodology for completing the scope of the work, baseline assessments, consultations, key stakeholders and any other element identified during the Inception meeting. (ii) Assessment of integration of CDM in the five Initiative sectors listed above including gaps and barriers to mainstreaming. Any successes should be identified. (iii) Draft recommendation of the two priority sectors for which frameworks and guidelines should be developed, including justification for selection (iv) Report on validation exercise for recommended priority sectors including methodology and approach, results and discussion, stakeholder list and consultations held, attendance registers and presentations from any workshops held. This should at a minimum include the EKACDM Initiative Team and the Peer Review Network (v) First draft policy frameworks policy guidelines for Inclusion of Comprehensive Disaster Management (CDM) in National Policy of Selected Priority Sectors (vi) Report on validation workshop for framework and guidelines including methodology and approach, comments, results and agreements, attendance registers and presentations. (vii) Second draft policy frameworks and guidelines for the inclusion of CDM in policies in the two approved priority sectors within 10 working days of the workshop. (viii) Final policy frameworks and guidelines based on input received and corresponding change log, 1 within 15 working days of receipt of feedback. (ix) Final Report on consultancy 6.0 Management Arrangements and EKACDM Initiative Support 1. The Qualified Experts will work under the direct supervision of the Initiative Manager, with technical input from the Principle Investigators of the EKACDM Initiative as required. 2. The Consultant will provide the Initiative with monthly progress reports covering status of work, challenges experiences, risks identified, and any requested changes to the schedule. The Initiative will: 3. Provide letters of introduction to key stakeholders, as necessary; 1 Change Log is a document which details how comments received, from EKACDM Principal Investigators, PRN and other persons in the peer review process have been addressed. Provide feedback on the Inception Report, Draft Reports, Interview/Focus Group Schedule, Workshop Materials, Guidelines and Frameworks, and Final Draft Report. 7.0 Regional Experts Place of Work and Travel Relevant to Assignment The assignment will be based at the consultant s office. The Qualified Expert is expected to use their own computers and office equipment. 8.0 Financial Remuneration Upon successful completion of a deliverable, the Consultant must forward an invoice, to the EKACDM Initiative Manager in accordance with the payment and deliverable schedule for processing and payment. DELIVERABLES AMOUNT SCHEDULE OF PAYABLE DELIVERY (JMD) 1 Inception Report and Work Plan June 9, % 2 Assessment of Integration of CDM and Recommended Priority sectors August 12, % 3 Final Recommendation of priority sectors and validation exercise report September 19, Draft 1 policy frameworks and guidelines October 31, % 5 Draft 2 policy frameworks and guidelines and Validation workshop report November 30, % 20% 6 a) 6 b) Final policy frameworks and guidelines Final Report January 11, 2017 January 31, % 9.0 Qualification or Specialised Knowledge/Experience Required The Consultant should comprise a team of Qualified Experts with the following education, skills and experience: Master s Degree or commensurate experience in, Disaster Management, Natural Resources Management, Policy or Development Studies or a related field; At least five (5) years experience in Comprehensive Disaster Management, Policy Development or a related field in the Caribbean; Demonstrated knowledge and understanding of and work in Comprehensive Disaster Management issues in the Caribbean pertaining to gender, policy and economic sectors; At least five years of relevant experience, of which a minimum of two years with sectoral policy formulation and program development Experience and expertise in preparing guidelines on disaster risk reduction/climate change adaptation will be given priority Computing skills (word processing, spreadsheets, presentations) with ability to design the guideline for ready to print Fluency in oral and written English; and EKACDM: RFP Output Page 4 of 5
