2 INTRODUCTION The historic County Town of was the Durnovara of the Romans (who founded it in 70AD) and the fictional Casterbridge of Thomas Hardy s novels. The town has a busy shopping centre and flourishing market. It has long been recognised as the administrative centre of the County. There are a variety of Local Authority and commercial estates catering for the light industry and high technology. Plans for the future growth of are closely tied in with the Prince of Wales inspired mixed housing and light industrial development at Poundbury, on the western fringe of the town. lies at the junction of the A35, Coast trunk road, and the A37 to Yeovil and the north. It also has direct rail links to London and Bristol. The result is a natural decline in the Dorchest er Sout h population. Despite this natural decline s Dorchest er Nort h population has increased by 7.1%, just below Dorchest er East than County average. This is due to net inward migration The 2001 Census asked all resident to state if no. of people they had moved house during the previous year and if so to state their previous address. This information enables us to track peoples movements around the Country. During the year before census around 1580 people moved into the town and 1550 moved out, resulting in a net gain of 30 people. However these were not evenly distributed. In East there was a net gain of over 100 people whilst in there was a net loss of over 70 people. 16 INDICES OF DEPRIVATION 2004 The following Indices of Deprivation and the Index of Multiple Deprivation 2004 are measured at Super Output Area (SOA) level. They are a measure of deprivation at small area level. For each Index, the SOA s in England are ranked from 1 (most deprived areas) to 32,482 (least deprived areas). In Dorset there are 247 SOA s in total. Altogether, there are seven Indices of Deprivation, and an overall Index of Multiple Deprivation (IMD 2004), which combines each of the seven individual domains. The seven indices/domains are: 1. Income (22.5%) 2. Employment (22.5%) 3. Health Deprivation and Disability (13.5%) 4. Education, Skills and Training (13.5%) 5. Barriers to Housing Services (9.3%) 6. Crime and Disorder (9.3%) 7. Living Environment (9.3%) Each domain is made up of a number of indicators that had to pass a criteria in order to be included. The overall IMD 2004 is made up of a combination of the seven indices/domains listed above. In order to combine the domains into the IMD each domain is assigned to a weight (listed above in brackets). The Index of Multiple Deprivation (IMD 2004) was created through combining each of the seven domains/indices, using the weightings previously mentioned. It is therefore an overall measure of deprivation. 17 Income Income Deprivation- this domain measures the proportion of population experiencing income deprivation in an area. The Income indicators include /are derived from the following data sources: Adults and children in Income Support households (2001) Adults and children in Income Based Job Seekers Allowance households (2001) Adults and children in Working Families Tax Credit households whose equivalised income (excluding housing benefits) is below 60% of median before housing costs (2001) Adults and children in Disabled Person s Tax Credit households whose equivalised income (excluding housing benefits) is below 60% of median before housing costs (2001) National Asylum Support Service supported asylum seekers in England in receipt of subsistence only and accommodation support (2002) In addition, an Income Deprivation Affecting Children Index and an Income Deprivation Affecting Older People Index were created. The areas which score less in the Income Domain (meaning a higher level of deprivation) are areas such as Littlemoor, ham, Melcombe Regis and Weymouth East. The SOA s covering Preston demonstrate a higher score, and therefore highlight the area as being less deprived. This could link to factors such as Houseprices, the level of employment deprivation and access to housing.
