Telephone or faxed bids will not be accepted. All materials and all work will be in accordance with the 2012 MDOT Standard Specifications for Construction. Insurance and bonding requirements shall be in accordance with the 2012 MDOT Standard Specifications for Construction. Award is contingent upon Board, township and MDOT approval. The Wexford County Road Commission, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, SubTitle A, Office the Secretary, Part 21, Nondiscrimination in Federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contact entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The Board reserves the right to reject any or all bids or any part of the same, to waive irregularities and/or informalities and to make the award in part or entirety in any manner deemed to be in the best interest of the Wexford County Road Commission. Contractors / suppliers that do not honor their bid throughout the season may at WCRC discretion be precluded from future bid lettings. These bids, by mutual agreement of both parties, may be extended for additional one-year periods, each year hereafter. Request for contract extensions must be in writing and received by the Road Commission prior to bidding of seasonal supplies of each year for the upcoming year. 2 M-37 and M-55 Road Milling and Resurfacing Project Bid Proposal #1 This work MUST be completed by August 26, Project Locations: M-37 and M-55 multiple locations Wexford County, Michigan Description of Work: The intent of this work is to mill/trench and resurface the areas where the lane and shoulder is deteriorating and pave it back to extend the roadway s life. This work involves milling/trenching and paving of one course of HMA 4E1 (as directed by the Engineer) all millings will be property of contractor. The contractor will be responsible for all items of work listed in the Bid Proposal. The contractor will submit a separate price for maintaining traffic as item- Maintaining Traffic The contractor operations must be done during daylight hours from Monday through Thursday. General Log Notes: 1. Milling/trenching (see note 6 below) will be done at the direction of the engineer. The entire pavement width shall be milled to a depth of 2 and paved back to a depth of 2 at the following locations: M-37 the snow mobile crossing total length 500, M-55 Snowmobile crossing total length, M-37 south of Peterson bridge guardrail inside of curve mill/trench 1350 x 8 wide (mill and pave this location at 275 #/syd, M-37 south near the address M-37 for a length of 200 mill out full width and pave back to fill in The excess Millings/ trenched material will be hauled by the contractor. Sufficient trenched material to be left windrowed at shoulder point to place 2ft aggregate shoulder to back up the new pavement. 2. Surfacing material shall be HMA, 4E1, placed at 220 #/SYD (275#/syd for shoulder mill/trench location) in one course at a width to match the milled edge and provide a consistent slope to the lane and shoulder that were removed. 3. The Engineer will establish exact limits of operations in the field prior to work. 4. The 2012 MDOT Standard Specifications for Construction and 2010 Michigan Manual of Uniform Traffic Control Devices and MDOT Standard Plans shall apply. 5. The AWI for the top course of bituminous pavement shall be 220min. 6. Where existing pavement is to be removed to depth of 2 it shall be paid for as cold Milling HMA. In instance where the existing pavement falls apart during the milling operation it shall be removed and paved back in multiple courses. Any milling of gravel as a trenching operation shall be paid for as Cold Milling HMA. The milled material shall be used as shoulder gravel along roadway but the excess shall be hauled off becoming property of the contractor. The Wexford County Road Commission will perform preparatory work, and aggregate shoulder work after bituminous paving is complete. The contractor will be responsible for all items of work listed in the Bid Proposal. Project Schedule: Timing is critical with this project and necessary to be completed prior to September 15, No work on Saturdays, Sundays, or holidays. General Log Notes: 1. Surfacing material shall be HMA, 4E1, placed at varying rates for location. Limited to Tier 1 on RAP. The binder shall graded PG. 2. Bituminous paving will be variable in width but a wedge on the outside tapering to the quarter crown point and full width as directed by the engineer. 3. The Engineer will establish exact limits of operations in the field prior to work. 4. Description of Work: This work involves the paving of a overlay of bituminous pavement over the existing pavement to achieve strength and proper cross section and where necessary and directed by engineer. Some locations may require a scratch course pulled through then finish course pulled through with mainline. The Wexford County Road Commission will perform preparatory work and aggregate shoulder work if necessary after bituminous paving is complete. The contractor will be responsible for all items of work listed in the Bid Proposal. In locations with lots of driveways contractor is responsible to have sufficient staff and equipment finish the widening to the driveways with accounting for the speed of cooling, workability of material, making sure to not affect ride quality of the mainline. Project Schedule: This project must be completed prior to September 1. No work on Saturdays, Sundays, or holidays. General Log Notes: 1. Surfacing material shall be HMA, Ultra-thin, Medium Volume placed at varying rates for location but estimated at lbs/syd. There shall be no Recycled Asphalt in this product. 2. Bituminous paving will be variable in width full width as directed by the engineer. 3. The Engineer will establish exact limits of operations in the field prior to work. 4. Paving at the existing pavement shall match the existing pavement with a tapered joint. 5. The contractor shall maintain traffic during paving operations. 8 SPECIAL PROVISION FOR MAINTAINING TRAFFIC KFH / WCRC 1 of Description: This work shall consist of all labor, materials, and equipment required to maintain traffic as specified herein. General: Traffic shall be maintained in accordance with Section , , and 812 of the 2012 MDOT Standard Specifications for Construction, including any supplemental specifications, and as herein specified. All traffic control devices and their usage shall comply with the 2010 edition of the Michigan Manual of Uniform Traffic Control Devices (MMUTCD). The Contractor shall submit a written plan for maintaining traffic prior to beginning work, and subsequent updates of the plan to the Engineer for approval prior to putting changes into effect. The information shall note the traffic control devices and their placement, the location of flag persons, and intermediate flag persons as necessary. The maximum length of a flag control sequence shall be two miles with only one flag control sequence allowed at a time. Flag persons shall be equipped with two-way radios and a warning garment that is both fluorescent orange and reflectorized. Flag persons shall be used at crossroads or other traffic generators within the lane closure as directed by the Engineer.
9 SPECIAL PROVISION FOR MAINTAINING TRAFFIC KFH / WCRC 2 of Traffic Restrictions: All work shall be confined to daylight hours. No work shall be permitted on Sundays, holidays, holiday weekends, or during special events. All lanes of traffic shall be open at the end of each working day. A minimum of one lane of traffic shall be maintained at all times, except where noted in the plans. Current MDOT signing sequences shall be utilized for the operation being performed. Commercial and residential driveways shall remain accessible at all times. Measurement and Payment: The completed work for Traffic Control, including all labor, materials, and equipment as required, shall include, but not be limited to, the following items as described in the 2012 MDOT Standard Specifications for Construction: Flag Control Minor Traffic Devices Sign, Type B, Temporary Lighted Arrow, Type A Sign Covers Temporary Pavement Markings These items will not be paid for separately, but will be included in and paid for at the unit price for the following contract pay item: Pay Item Unit Maintaining Traffic LSUM
10 WEXFORD COUNTY ROAD COMMISSION SPECIAL PROVISION FOR HMA, Ultra-thin, Medium Volume WCRC: KFH 1 of a. Description. This guide specification provides acceptance testing requirements for use on HMA Ultra-thin Overlay mixture. b. Materials. The HMA and materials shall meet the following requirements: 1. Bond Coat. The bond coat material will be emulsified asphalt conforming to the requirements of Section 904 of the Michigan Department of Transportation (MDOT) 2012 Standard Specifications for Construction, Type SS1h. 2. HMA Ultra-thin Overlay. The Ultra thin HMA Overlay shall be composed of a mixture of aggregate, asphalt binder, and if required, mineral filler, as listed in Table 1. AWI of 220 is required for projects with less than or equal to 2000 ADT, projects with ADT greater than 2000 the minimum AWI requirement is 260. In addition, the sum of the shale, siltstone, ochre, coal, clay-ironstone and particles which are structurally weak or are found to be non-durable in service shall not exceed 8.0 percent. 4. Performance Graded (PG) Asphalt Binder. Binder selection is based on present day two-way commercial ADT as listed in Table 4. The PG binder shall meet all the requirements in Section 904 of the MDOT 2012 Standard Specifications for Construction. The bond coat material will be applied to completely cover the prepared surface at a rate of gal/syd. 2. Mixture Application Rate. The target application rate shall be 85 lb/syd, unless specified by the engineer to address special circumstances. 3. Mix Design. The Contractor shall submit to the Owner a complete mix design for review prior to the start of production. 4. Quality Control. The Contractor shall provide and follow a Quality Control (QC) plan for the Ultra thin HMA Overlay that will maintain adequate QC for production and construction processes applicable to this specification and the contract documents. For QC purposes, the Contractor must perform at least one QC test per day for gradation, AC content, and air voids, and is allowed to take informational cores for application rates. The Owner shall be provided a copy of the QC plan for review, prior to mix production and placement. After the job-mix-formula is established, the aggregate gradation and the binder content of the HMA mixture furnished for the work shall be maintained within the Range 1 uniformity tolerance limits permitted for the job-mix-formula specified in Table 5. However, if deviations are predominantly either below or above the job-mix-formula, the Owner may order alterations in the plant to bring the mixture to the job-mix-formula. If two consecutive aggregate gradations on one sieve, or binder contents as determined by the QC tests, are outside Range1 but within Range 2 tolerance limits, the Contractor shall suspend all
12 operations. Contract time will continue during these times when the plant is down. Before resuming any production, the Contractor shall propose, for the Owner s approval, all necessary alterations to the materials or plant so that the job-mix-formula can be maintained. The Owner, after evaluating for effects on AWI and mix design properties, will approve or disapprove such alterations. Additionally if any one test, Contractor or Owner, indicates the Binder Content is more than 0.10% below the job-mix-formula, the Contractor shall suspend all operations. Before resuming any production, the Contractor shall propose, for the Owner s approval, all necessary alterations to the materials or plant so that the job-mix-formula can be maintained. The mixture shall be proportioned to test as closely as possible to the Job-Mix-Formula. ** Air Void limits apply to QC testing and are optional for Acceptance testing. 5. Crushed Particle Content. The crushed particle content of the aggregate used in the HMA mixture shall not be more than 10 percentage points above or below the crushed particle content used in the job-mix-formula nor less than the minimum specified for the aggregate in the project documents. 6. Density. Thoroughly compact the mixture immediately after placement using the number of rollers method. i. Number of Rollers Method. The number of compactive and finish rollers used shall be as specified in Table 6 based on the square yards per hour of Ultra thin HMA Overlay being placed. Acceptance Sampling and Testing. Acceptance sampling and testing may be performed by the Owner. Each day of production, a minimum of two samples will be obtained for each mix type. Acceptance testing will be performed at the frequency specified by the Owner. No less than three samples shall be obtained for each mix type.
13 e. Rejected Mixtures. If for any one mixture, two consecutive aggregate gradations on one sieve or binder contents as determined by acceptance tests exceed the uniformity tolerance of Range 2 under Table 5, or do not meet the minimum requirements for crushed particle content specified in the project documents, the mixture will be rejected. If such mixtures are placed in a pavement, the remaining portions of the failing acceptance samples (split sample) will be sent to an independent Laboratory to confirm the acceptance test results. If the Laboratory s results do not confirm the acceptance test results, then no price adjustments will be made for the mixture involved. If the Laboratory s results confirm the acceptance test results and if, in the Owner s judgment, the defective mixture can remain in place, the contract unit price for the defective mixture involved, as determined from acceptance tests, will be decreased on the following basis: The contract unit price for material outside of Range 2 will be decreased 25 percent. The Owner may take into account the Contractor s QC test results when making acceptance decisions and price adjustments. f. Measurement and Payment. The completed work as measured will be paid for at the contract unit price for the following contract item: Contract Item (Pay Item) HMA, Ultra-thin, Medium Volume Pay Unit Ton Payment for HMA, Ultra-thin, Medium Volume, includes all materials, equipment, labor for preparing the surface, placing the HMA, Ultra-thin Overlay mixture and complying with all requirements. The placement includes placement of a single course of mixture for full width coverage as specified in the plans.
