Challenges of PRF - A Cruise Line Perspective International Workshop on Port Reception Facilities for Baltic Sea as Special Area according to MARPOL Annex IV Lucienne Damm, Environmental Manager, TUI Cruises Kiel, June 30 th 2016
Agenda 1) TUI Cruises 2) PRF in the Baltic Experience so far 3) CLIA Baltic Simulation ) Greatest Challenges? TUI Cruises Environmental Management Lucienne Damm Workshop on PRF for Baltic Special Area
TUI Cruises + Joint venture: 50 % TUI Aktiengesellschaft & 50 % Royal Caribbean Cruises Ltd. Since 2009 take people on their holiday at sea with our wellbeing fleet, providing more than 8,848 beds in total. The Mein Schiff fleet will comprise 6 in 2019 Our Newbuilds 2018 & 2019 will replace the Mein Schiff 1 as well as Mein Schiff 2 leaving us as one of the youngest and most modern cruise fleet Environmental Officers are planning each voyage carefully regarding all environmental operation such as solid waste (hazad. & non hazad.) management, waste water management, incinerator operation, ballast water operation, chemical management etc. TUI Cruises Environmental Management Lucienne Damm Workshop on PRF for Baltic Special Area
Operation around the world // Northern Europe TUI Cruises Environmental Management Lucienne Damm Workshop on PRF for Baltic Special Area
PRF in the Baltic Experience so far TUI Cruises Environmental Management Lucienne Damm Workshop on PRF for Baltic Special Area
Overview TUI Cruises & the Baltic In 2016, Mein Schiff 4 & Mein Schiff 5 deployed in the Baltic Baltic routings included in our itinerary since the beginning CLIA policy for no discharge of untreated sewage into Baltic Example regular use of shore side facilities for waste water landing in the past (above & beyond compliance) Installation of Advanced Waste Water purification systems in new builds Scanship AWP system is prepared to meet the new IMO Marpol MEPC 227(64) standard for special area Baltic Sea In 2019: all TUIC ships will have an AWP that is prepared for Baltic special areas Evaluating retroffit of AWPs depending on PRF conditions TUI Cruises Environmental Management Lucienne Damm Workshop on PRF for Baltic Special Area
Experiences so far Using Port reception facilities in the Baltic Infrastructure some ports offer free service and shore side connection issue to connect upon arrival if 2 or more vessels arriving at the same time (longer waiting times due to missing man power to connect all vessels) Not all the piers in the ports do offer shore side connections for grey water Some ports offer only trucks or barge more time necessary to do discharge due to longer connection times, exchange of trucks and availability of trucks Possibility to use PRF depends on assigned pier Costs Cost schemes not standardized: no special fee, no special fee with certain volume limits, additional costs per m³ Some efforts necessary to collect all data and plan cruise accordingly TUI Cruises Environmental Management Lucienne Damm Workshop on PRF for Baltic Special Area
CLIA Baltic Simulation 2016 TUI Cruises Environmental Management Lucienne Damm Workshop on PRF for Baltic Special Area
CLIA Baltic Simulation TUIC/ RCL joint Simulation in Summer 2016 CLIA Member lines recognize the extraordinary eutrophication situation in the Baltic Sea, which necessitated its designation as a Special Area under MARPOL Annex IV The IMO Guide to Good Practice for Port Reception Facility Providers and Users, encourages shipping companies, even when the Special Area has not yet come into effect, to endeavor to meet the requirements as if the Special Area status had taken effect Consistent with the spirit of MARPOL and the port reception facility guidance, CLIA Member lines have adopted a policy that, when operating in the Baltic, ships are to discharge MARPOL Annex IV waste ashore where adequate port reception facilities are available under a no special fee arrangement TUI Cruises Environmental Management Lucienne Damm Workshop on PRF for Baltic Special Area
Purpose of this approach gather information about the adequacy of current PRFs in the Baltic Ships are required to land to ports with adequate port reception facilities (PRF). To be considered an adequate PRF, a port must: Have a pier connection available (no trucks or barge) Not have any unreasonable additional costs incurred by the vessel (landing/marpol fee in included in the vessel s port fees) Operational implementation on TUIC/ RCL ships (in short): EO plans discharges to maximize offloads / discharges to PRFs while maintaining stability / safety of ship ( Baltic PRF Discharge Plans ) EO plans such that discharges to sea of Treated Sewage / AWP or MSD Effluent can be minimized. EO signs for the sewage offload. Record all discharges of Black Water (UTS, TS) on the Baltic Season PRF Discharge Form. When experience has been gained (after a few voyages), revisit Baltic PRF Discharge Plans to determine if adjustments are needed TUI Cruises Environmental Management Lucienne Damm Workshop on PRF for Baltic Special Area
First insights from the Baltic Simulation exercise Summary of discharges (until June 24 th ) TUI Cruises used adequate PRF in: Helsinki Stockholm (only amount produced from last port without fee) Gothenburg Kiel (*extra fee) RCL used adequate PRF additionally in: Copenhagen (only turn-around pier) Warnemünde St. Petersburg (*extra fee) Tallin (only 7m³ covered in port fees) TUI Cruises Environmental Management Lucienne Damm Workshop on PRF for Baltic Special Area
First insights from the Baltic Simulation exercise Amounts of discharges at PRF Shore Connection: between m³ (each call) Truck connection between m³ (each call) Barge connection 124m³ (once) TUI Cruises Environmental Management Lucienne Damm Workshop on PRF for Baltic Special Area
First insights from the Baltic Simulation exercise General Feedback Indication that most effective port reception facilities are those with fixed reception points on the pier Stockholm and Helsinki are good examples of ports with this type of reception facility. Additionally, these 2 ports include an unlimited amount of black and grey water discharge in the vessel's MARPOL fee Only one of the piers in Copenhagen has a fixed reception point the ship can connect to (only untreated black water), Grey water requires and additional fee and bioresidue cannot be accepted. This makes it difficult to land for ships with AWP systems Tallinn has one shoreside connection available, but the other berths require truck service (covers only 7m³ in fee) hardly enough to make the operation worthwhile (3 minutes of discharge) TUI Cruises Environmental Management Lucienne Damm Workshop on PRF for Baltic Special Area
Greatest Challenges? TUI Cruises Environmental Management Lucienne Damm Workshop on PRF for Baltic Special Area
Greatest challenges Looking at the operations its simple: Cost no special fee scheme helps to use PRF more frequently and to encourage cruise lines to discharge shore side Availability adequate PRF are not sufficiently available, the trucks and barges discharges complicated Time long waiting time in busy ports means shorter/ less discharge volumes if ports would offer FREE offload of waste water we would always offload all of our waste water, even if there is no soft enforcement. It is a common sense that, if service is for free, we should use it instead of throwing it overboard. (EO/ Mein Schiff Fleet) TUI Cruises Environmental Management Lucienne Damm Workshop on PRF for Baltic Special Area
Greatest challenges Cooperation & Dialogue more questions than answers What will the Ports do? planning relaibility What information do Ports need from Cruise liners to plan properly? What PRF infrastructure & cost schemes will be offered in the future? What strategic approach to take as a Cruise Line? Ship side solutions (invest in AWPs/ MEPC 227(64)) and/ or port side solutions (adequate PRF)? Tradegy of the Commons (by Elinor Ostrom) use of common goods: interests of all user to maintain and protect the Baltic Sea common goods an only be used in a sustainable and ecominic way as long as cooperation and proper regulation is in place and enforced Our common challenge!
