2 Yad Vashem International School for Holocaust Studies European Department The European Department at the International School for Holocaust Studies at Yad Vashem was established in 2005 to empower educators with pedagogical guidelines and tools to teach the lessons of the Holocaust using a multidisciplinary, multi-cultural, and age-appropriate approach. The program equips teachers with the skills needed to convey the importance of safeguarding human rights and to encourage their students to form deeper levels of understanding. After organized an unprecedented number of seminars for educators resulting in the creation of a European network of Holocaust educators. The overall satisfaction of seminar participants is extremely positive and the evaluations undertaken have shown that these seminars contribute to the professional development of educators. with many ministries of education and non-governmental organizations in approximately thirty nations across Europe that develop Holocaust education training programs and provide follow-up support for teachers. In addition, the School works with 1

3 multilateral European organizations, such as the Fundamental Rights Agency of the European Union and the Council of Europe to further Holocaust education initiatives. within the Department, primarily for teachers. 4 AUSTRIA Over the last nine years, Yad Vashem has developed a very productive professional partnership with the Ministry of Education in Austria (BMUKK) and its association erinnern.at, the Ministry s agency for the promotion of Holocaust education and remembrance that provides extensive support and networking opportunities for Austrian educators. Yad Vashem coordinates two seminars every year in Israel. In addition, preparatory seminars and follow-up graduates seminars are organized by BMUKK. Over seventeen courses have been held over the last ten years and more than 400 educators have graduated from the seminars. Most recently, a cooperation agreement was reached with BMUKK. BELGIUM Key to Yad Vashem s work with Belgian educators is cooperation with the Maison Européenne pour le Rayonnement de la Citoyenneté (Fondation MERCi) of the Luxembourg Province. The Foundation has undertaken the organization of Holocaust education activities in Israel and in Belgium including preparatory and follow-up seminars in Belgium for educators and local politicians from the province. Seminars for educators were held at Yad Vashem in 2007 and in 2008 for Luxembourg educators. Yad Vashem also has a longstanding partnership with The Jewish Museum of Deportation and Resistance in Mechelen, beginning in Seminars were held in 2007 in Jerusalem and in 2008 in Belgium. 3

5 Lighting Chanuka Candles in Westerbork, The Netherlands CROATIA Since 2006, the Croatian Ministry of Education has recruited on an annual basis local English-speaking teachers to study at Yad Vashem. More than 1 00 teachers from Croatia have attended Yad Vashem programs in Israel. In conjunction with the Jasenovac Memorial Site, a follow-up teachertraining seminar also takes place every year in Croatia. A number of seminar participants have produced follow-up projects with their students. Yad Vashem has developed materials in Croatian which are available on its website. 4

6 CZECH REPUBLIC Yad Vashem has a longstanding relationship with the Czech Ministry of Education, Youth and Sport and the Terezin Memorial. An educational partnership with the Jewish Museum of Prague and the local chapter of the International Christian Embassy Jerusalem (ICEJ) has been developed in the last year. Seminars held on an annual basis. Czech educators have extensive training in Holocaust education and prepare projects before attending the Yad Vashem seminar. More than 1 00 Czech educators have attended Yad Vashem programs. Yad Vashem has also developed a number of Holocaust educational materials in the Czech language. 7 DENMARK A longstanding relationship with Danish educators has been cultivated since the 1 990s. Danish educators participated in a Scandinavian educator initiative in 2007 and 2008 at Yad Vashem. Since that time, a strong partnership has been established with the Danish Institute for International Studies (DIIS) and in cooperation with DIIS, separate seminars have been successfully organized for Danish educators at Yad Vashem. A follow-up seminar for seminar graduates in Denmark is currently being planned. ESTONIA Yad Vashem has forged a new partnership with the Estonian Ministry of Education and Research and the program were taken with the participation of a Yad Vashem educator in a seminar in Estonia and a seminar in 2008 at Yad Vashem. A seminar for Estonian educators in is currently being planned. Yad Vashem looks forward to further cooperation in the future. 6

8 FINLAND In 2006 and 2007, Finnish teachers attended seminars at Yad Vashem. Currently, Yad Vashem is working with Finnish authorities to coordinate another seminar for Finnish educators in as a foundation for establishing deeper ties and sustainable cooperation. FRANCE For a number of years, a Yad Vashem expert worked with French teachers at the Memorial de la Shoah. In 2009, in conjunction with this leading institution in France, a seminar for French teachers at Yad Vashem took place. Yad Vashem also cooperates with the Institut National de Recherche Pédagogique (INRP) since 2006 and organizes seminars at Yad Vashem as well as a follow-up seminar in France and has worked closely with the Vashem. Yad Vashem has also begun initial contact with the Ministry of National Education, Advanced Instruction, and Research and was pleased to receive the Minister as well as its representatives at Yad Vashem. 7

9 Women Selected for Work, Auschwitz-Birkenau, Poland The educational cooperation with Germany is one of Yad Vashem s most developed initiatives in recent years. More than 700 German educators and professionals have successfully completed Yad Vashem seminars. Currently, Yad Vashem coordinates activities with several partners throughout Germany. For example, in 1 998, relations were established with the State of North-Rhine Westphalia (NRW), and since then this federal state sends educators to Yad Vashem on an annual basis. In 2008, Yad Vashem began educational cooperation with the law enforcement authorities of Düsseldorf. Seminars at Yad Vashem for jurists have been organized for participants from NRW and Saxony. Yad Vashem has also signed cooperation contracts with of Mecklenburg Vorpommern organizes annual seminars at Yad Vashem. Each year the local Ministry of Culture holds pre- and post-seminars for the seminar participants. In 2008, the State of Saxony began sending teachers to Yad Vashem, and since then, holds pre- and post-seminars in Dresden with Vashem is also pleased to have worked for several years with the German Protestant Network, an organization that trains primarily Protestant educators in Holocaust Studies. A representative of Yad Vashem based in Berlin works to build and strengthen partnerships and provides support for curricular development. Additionally, Yad Vashem has created a number of interdisciplinary materials including an extensive German-language version of its website, print materials and an online pedagogical course in German. 10 GREECE Yad Vashem held a seminar for Greek educators in Jerusalem in 2008 and over the past several years has participated in seminars held in Greece in cooperation with the Jewish Museum of Greece. Yad Vashem looks forward to greater collaboration in the future with the Greek Ministry of National Education and Religious HUNGARY Yad Vashem has worked closely with the Hungarian Ministry of Education and Culture. Since 1 997, 400 Hungarian educators have attended Yad Vashem seminars. The Ministry often sends Vashem seminar graduates. Yad Vashem also works in close cooperation with the Holocaust Documentation Center and in Yad Vashem s online course, developed in the Hungarian language and accredited by the Hungarian Ministry of Education and Culture, as well as to prepare follow-up activities and design educational resources. 9

11 Two Children Wearing the Yellow Star in the Kovno Ghetto, Lithuania IRELAND In 2008 and 2009 the Holocaust Educational Trust of Ireland held Holocaust education seminars for Irish educators in Dublin and invited Yad Vashem experts to model pedagogical tools and techniques to educators. In addition, in 2008 Yad Vashem held a seminar for Irish educators and expects to hold another seminar in Cooperation with Italian educators at Yad Vashem began with a seminar in Yad Vashem is pleased to work in cooperation with the Italian Ministry of Education, Universities and Research and the Associazione Figli della Shoah. Yad Vashem signed a cooperation contract with the Region of Lombardia in 2007 and stronger cooperation with the Region of Lazio is currently being explored. 12 LATVIA Yad Vashem is pleased to have started a partnership with the Ministry of Education and Science together with the non- Latvian educators is scheduled to take place in Follow-up seminars will be held in Latvia in cooperation with Yad Vashem pedagogical experts. LIECHTENSTEIN Cooperation with Liechtenstein has been coordinated with the Friends of Yad Vashem Association that is in contact with the Liechtenstein was held in Yad Vashem in A second successful seminar in 2009 was organized and ongoing contact with the seminar participants is maintained. 11

13 In 2002, Yad Vashem signed a cooperation contract with the International Commission for the Evaluation of the Crimes of the Nazi and Soviet Occupation Regimes in Lithuania. Since 2004, Yad Vashem has worked with seven Lithuanian groups comprised of more than 1 50 educators, to attend seminars. Together with the Commission, Yad Vashem also conducted pre- and post-seminars in Lithuania for approximately 300 educators. Yad Vashem has developed Holocaust education materials online and in print in the Lithuanian language. LITHUANIA Yad Vashem has worked with several Dutch organizations to promote Holocaust education in the Netherlands and provide professional development seminars for Dutch educators and professionals including the Centre Information and Documentation on Israel (CIDI), the Anne Frank House and the Centre for Holocaust and Genocide Studies (CHGS). Since 2007, Yad Vashem has organized an annual seminar for Dutch educators and professionals. In addition, Yad Vashem experts regularly participate in pre- and post-seminars held in the Netherlands. Seminar graduates have successfully set up a forum to discuss issues in Holocaust education, exchange ideas and share projects. THE NETHERLANDS 12

14 NORWAY Norwegian educators participated in the Scandinavian seminars at Yad Vashem in , organized in conjunction with HL-Senteret in Oslo. Yad Vashem looks forward to working with Norwegian educators again in the future. POLAND Since 1 993, Yad Vashem has worked in cooperation with the Auschwitz-Birkenau State Museum and organizes three seminars every year in Jerusalem for educators, docents, and clergy. Yad Vashem also works closely with The National Agency for Teacher Training (CODN). Every year, the CODN organizes a group of teachers for a seminar held at Yad Vashem with follow-up seminars in several regions in Poland. In 2009, a new seminar was launched for CODN and Auschwitz-Birkenau State Museum participants, focusing on pedagogical methodology. In addition, Yad Vashem educators provide educational support by participating in CODN and Council of Europe (COE) seminar trainings. Yad Vashem is continually developing Polish language materials for online and print distribution. 13

15 Since 2008, Yad Vashem has been working with Portuguese educators and the next seminar is planned to take place in August Yad Vashem graduates have founded an association in Lisbon for promoting Holocaust education and remembrance. The development of Portuguese pedagogical materials in conjunction with this association and the educational authorities is currently being explored. Yad Vashem expects the cooperation to grow further. PORTUGAL in The Romanian Ministry of Education, Research and Innovation partners with Yad Vashem to coordinate educational activities for Romanian teachers and assists in the coordination of annual teacher training seminars at Yad Vashem. Previously, graduates and other Romanian teachers participated in seminars organized by the Bolyes-Bolyai University in Cluj-Napoca, University of Bucharest and the European Association of History Educators (EUROCLIO). Educational materials in the Romanian language are available on the Yad Vashem website. ROMANIA Yad Vashem coordinates its educational activities for Russian educators with three partners. For more than ten years, Yad Vashem has worked closely with The Holocaust Foundation in Moscow to organize groups of educators, seminar graduates and journalists to attend customized seminars at Yad Vashem and pre- and post-seminars in Russia. Additionally, as of 2008, in coordination with the Ministry of Education and Science of the city of Kazan, Tatarstan, Yad Vashem holds annual seminars for educators. Recently, Yad Vashem partnered with the regional Ministry of Education of the city of Ekaterinburg in the Ural Region of Russia and expects that cooperation will expand further. Yad Vashem also developed many age-appropriate and multidisciplinary materials in the Russian language. RUSSIA 14

16 SERBIA In 2008, Yad Vashem began working with the Serbian government to organize annual seminars at Yad Vashem. Follow-up seminars are organized in Belgrade with the participation of Yad Vashem experts. A work plan to promote Holocaust education has now been formulated together with the Serbian Ministry of Education. A Yad Vashem representative traveled to Serbia in 2007 to meet with President Tadic, and Yad Vashem has established close ties with the Serbian Orthodox Church in Jerusalem. Currently, Yad Vashem is creating additional Holocaust educational materials in the Serbian language. SLOVAK REPUBLIC Since 2002, Yad Vashem has worked with the Slovak Ministry of Education to organize three seminars for Slovak educators at Yad Vashem. In recent years, a close working relationship with the Holocaust Documentation Center in Bratislava has also been established. Yad Vashem looks forward to further cooperation with the Slovak government and non-governmental organizations to promote Holocaust education and remembrance. 15

18 SWEDEN Yad Vashem has developed a close working relationship with the Swedish Committee Against Antisemitism (SKMA) since Since that time, Yad Vashem has held seminars designed enjoyed strong ongoing partnerships with the SKMA and the Living History Forum. SWITZERLAND Yad Vashem is currently in contact with the Swiss Conference of Cantonal Ministers of Education (EDK) and has worked with Swiss educators in the 1 990s through its cooperation with Coordination Intercommunautaire Contre L'antisémitisme et la connections with Swiss educational authorities in the future. 17

19 In the last few years, Yad Vashem has coordinated educational activities primarily with three partners in the UK. Since 2006, Yad Vashem has conducted seminars with the Imperial War Museum (IWM), which annually arranges training programs for teachers in Holocaust education at Yad Vashem as part of a yearlong program based in London, as well as with the Holocaust Educational Trust (HET) that annually organizes a group of teachers from all over the UK to take part in Yad Vashem seminars and follow-up seminars in the UK with the participation of Yad Vashem experts. Additionally, since 2007, Yad Vashem has organized seminars with the International Council of Christian and Jews (ICCJ) for groups of clergy and instructors of religious studies. UNITED KINGDOM UKRAINE Yad Vashem has partnered with the Holocaust Center in Kiev and Tkuma in Dnepropetrovsk to further Holocaust education in the Ukraine. In the last few years, four groups of educators have participated in seminars. Pre- and postseminars were held in the Ukraine for seminar participants and other professionals. Yad Vashem has many materials available in the Ukrainian language online with a print publication to be released in the near future. 18
