4 HUMAN RESOURCES AGENDA Roster/Confirmation of Personnel Matters LAW Request to (i) Ratify Damages Compensation, and (ii) Authorize the Executive Director to Enter into a Settlement Agreement Relating to the Irvington Bridge Deck Reconstruction R Project No Amount: $120, The Authority entered into a temporary construction easement with a property owner that limited vehicular access to the property owner s businesses for the initial phase of construction. Once construction began, however, it became necessary to close off vehicular access to the property owner s businesses completely. This Agenda Item seeks to (i) ratify the damages compensation to the property owner in line with the Authority s appraiser s recommendation, and (ii) authorize the Executive Director to enter into a settlement agreement with the property owner along those terms Authorization to Settle Litigation in the Matter of Erica Collins v. Kenneth A. Dadd, New Jersey Turnpike Authority, et. als. R Account No: Amount: $450, The litigation arises from a motor vehicle accident involving a State Trooper and Plaintiff. Plaintiff claims an aggravation of existing neck and back injuries, which required two surgeries. Outside counsel has reached an agreement with plaintiff s counsel and recommends settlement in the amount of $450,000. That amount is consistent with a determination of the trial judge at a recent settlement conference. The Authority s third party claims administrator, Inservco, and the Law Department confirm that this value is reasonable Authorization to Settle Formal Workers Compensation Matter Lawrence Kee, Jr. v. Sanzari, Inc., A Joint Venture - R Shoulder and Ramp Bridge Deck Reconstruction and Miscellaneous Improvements, Milepost N0.00 to N6.00 Ten Year Capital Program Fund No Amount: $55,726, This contract will provide for bridge deck reconstruction of Str. No. N0.28C, HLT/HNO Ramps, shoulder and parapet reconstruction, miscellaneous structural, roadway and lighting improvements on the west approach of the Newark Bay Bridge and westbound shoulder and parapet reconstruction of the Southeast Viaduct, Str. No. N3.73. The contract also includes Bridge Deck Repairs in the project corridor from Milepost N0.00 to N6.00. B. ORDER FOR PROFESSIONAL SERVICES (OPS) Recommendation to Issue Order for Professional Services No. T3616 New Jersey Turnpike CB&I Environmental & Infrastructure, Inc. - R Supervision of Construction Services for Contract No. T Shoulder and Ramp Bridge Deck Reconstruction and Miscellaneous Improvements - Newark Bay-Hudson County Extension, Milepost N0.00 to N6.00 Ten Year Capital Program Fund No Amount: $7,355, This OPS will provide supervision of construction services for Contract No. T Recommendation to Issue Supplement A to Order for Professional Services No. P3367 Garden State Parkway Greenman-Pedersen, Inc. - R Design Services for Interchange 145 Improvements Ten Year Capital Program Fund No Original OPS Amount: $3,760, Amount of Supplement: $ 785, Revised OPS Amount: $4,545, Supplement A will compensate Greenman-Pedersen, Inc. for additional design services not originally anticipated for this Order for Professional Services. These services include incorporating plans and specifications for repairs to 5 (five) additional structures that were originally planned to be repaired under another contract into Contract No. P to eliminate conflicts and impacts to the traveling public; design of additional milling, resurfacing and traffic signal upgrades to South Oraton Parkway impacted by the proposed contract detour route; and the design of a protection structure to avoid relocating the PSE&G 42-inch gas main that was found to be in conflict with the new ramps during field investigation. 6 Recommendation to Issue Supplement A to Order for Professional Services No. A3458 Garden State Parkway and New Jersey Turnpike Michael Baker Jr., Inc. - R Supervision of Construction Services for: Contract No. T Replacement of Maintenance Building at Turnpike District 6 Yard, Milepost E Contract No. T Construction of Troop D Newark Station, Turnpike Milepost 104 SB Contract No. A Construction of Troop D Moorestown Station, Turnpike Milepost 37 NB and Galloway Station, Parkway Milepost 42 Ten Year Capital Program Fund No Original OPS Amount: $6,500, Amount of Supplement: $2,030, Revised OPS Amount: $8,530, This Order for Professional Services was issued at the December 2012 Commission Meeting in the amount of $6,500, to provide supervision of construction services for Contract Nos. T , T and A to ensure that the referenced contracts were constructed in accordance with the Contract Plans and Specifications. Contract No. T has incurred significant time delays due to various reasons including defective precast panel finish and documented poor production. Additional construction supervision services will be required for approximately 1.5 years beyond the original scope. The Authority will be seeking liquidated damages from the Contractor. Contract No. T was terminated by Commission action at the Authority s July 2015 Commission Meeting and then rebid and awarded as Contract No. T at the Authority s September 2015 Commission Meeting. Additional construction supervision services will be required for approximately 1 year beyond the original scope. Contract No. A duration has been extended by over a year. This is largely due to HVAC and humidity revisions required based on site conditions and coordination with adjacent contracts. This Supplement will authorize Michael Baker Jr., Inc. to provide additional supervision of construction services for the reasons noted above Recommendation to Issue Supplement B to Order for Professional Services No. T3201 New Jersey Turnpike Authority CB&I Environmental & Infrastructure, Inc. - R Supervision of Construction Services Interchange 6 to 9 Widening Program, Section No. 4 (Interchange 7A) Ten Year Capital Program Fund No Original OPS Amount: $21,100, Amount of Supplement A: $ 1,100, Amount of Supplement B: $ 790, Revised OPS Amount: $ 22,990, Page 6 BM
7 Supplement B will compensate CB&I Environmental & Infrastructure, Inc. (CB&I) for unanticipated additional professional services. These services are primarily comprised of two components: (1) Out-of-scope construction supervision services, and (2) Authority support during Contractor negotiations for additional compensation. Subsequent to the roadway openings, the Contractor was directed to perform additional work. This work was supervised by CB&I and not provided for in the original scope of work or Supplement A. In addition, CB&I has provided extensive support services to the Authority during protracted Contractor negotiations. These negotiations are ongoing requiring CB&I to continue to provide professional services in a support capacity until final settlement is reached with the Contractor Recommendation to Issue Supplement C to Order for Professional Services A3330 New Jersey Turnpike and Garden State Parkway Gannett Fleming, Inc. - R Design Services for Replacement of Authority State Police Facilities Ten Year Capital Program Fund No Original OPS Amount: $2,990, Amount of Supplement A: $1,350, Amount of Supplement B: $ 540, Amount of Supplement C: $ 350, Revised OPS Amount: $5,180, Supplement C will provide for design services and post-design services for work at the Brookdale North Service Area in support of the Sunoco relocation as well as the contract termination and re-advertisement for the NJSP Newark Station project. At Brookdale North, additional excavation and construction of a sheet pile wall is required in the area of the existing Sunoco gasoline station in order to remove contaminated soils. Additional design and post-design services costs increased as a result. At Newark, the contract documents had to be re-packaged to remove work performed by the original contractor at this site who was terminated due to non-performance. The contract was re-advertised, requiring additional support from the consultant s staff during the bid / award cycle. In addition, post-design services were duplicated included preconstruction meeting support, repeat shop drawing review and additional meetings with the contractor which necessitated additional work. PUBLIC BID AWARD OF CONTRACTS Recommendation to Award Contract No. T New Jersey Turnpike WHL Enterprises, Inc., T/A Bill Leary AC & Heating - R HVAC Upgrades at Interchanges 4, 7, 10, 16/18E and Interchange 14 in Burlington, Essex, Hudson, Mercer and Middlesex Counties Supplemental Capital Fund No Amount : $1,708, This contract consists of upgrading HVAC equipment including the replacement of existing cast Iron boilers and the addition of air handling units, heating and ventilation units, radiant floor heating, condensing boilers and all associated work. R (Maintenance) Budget Code: Amount: $52, Under this contract, Nilfisk, Inc. will provide one (1) hybrid diesel combination rider sweeper-scrubber to be used to clean areas such as toll booth lanes and vehicle storage facility floors Safety and First Aid Supplies The Olympic Glove and Safety Co., Inc. (NJ SBE Vendor) RM (Inventory) Budget Code: Various Amount: $84, (1 year) Under this contract, The Olympic Glove and Safety Co., Inc. will provide safety and first aid supplies which will be kept in inventory for use on both Roadways. Bidders were required to bid unit and total prices for 122 items including but not limited to first aid kits, safety glasses, hardhats and respirators, as well as a percentage discount off list price for other related items. The term for this contract will be for one (1) year with two (2) 1-year extension options. B. STATE/GOVERNMENT CONTRACTS State Police Vehicle Accessories Municipal Equipment Enterprises, LLC R / R / R / R (State Police) Budget Code: State Contract No expiring 10/31/2016 Amount: $130, Under this contract, Municipal Equipment Enterprises, LLC will supply vehicle accessories to be installed into the 2016 New Jersey State Police (Troop D) vehicle fleet. These items include 40 partition transfer kits, 40 prisoner partitions, 48 truck trays, and 48 radio consoles for Chevy Tahoes, Chevy Caprices, and Dodge Chargers. The State Police Vehicle Accessories are available from NJ State Contract No expiring 10/31/ Mobile Data Computers Advanced Electronics Design, Inc. R (State Police) Budget Code: State Contract No Expiring 10/31/2016 Amount: $423, Under this contract, Advance Electronics Design, Inc. will provide 70 mobile data computers ( MDCs ) for the State Police 2016 Vehicle Fleet. These in-car computer systems are used in all patrol vehicles. The vendor will supply MDC software and accessories that are compatible with the current New Jersey State Police MDC system. Page 9 BM
10 State Police In-Car Camera Systems Mobile Vision, Inc. R (State Police) Budget Code: State Contract No expiring 10/31/2016 Amount: $402, Under this contract, Mobile Vision, Inc. will provide complete in-car camera systems for 65 new State Police vehicles utilized by Troop D. The NJSP Division supports the software, and all video will be transferred to Division via current servers installed at each station Annual Computer Hardware Refresh II SHI International Corp. R (ITS) Budget Code: State Contract No expiring 3/31/2017 Amount: $150, Under this contract, SHI International Corp. will supply 100 HP computer workstations, 5 HP severs, 150 APC uninterruptible power supply backup units and miscellaneous hardware required to support the Authority's end-user computing hardware infrastructure. This project replaces on average 15% of the Authority s computer hardware resources on an annual basis. This allows the ITS Department to continually refresh equipment providing the latest technologies in a phased deployment model. This method has the least impact on end-users and allows adjustment to new technologies without adversely effecting productivity and hardware stability Network Switches eplus Technology, Inc. R (ITS) Budget Code: IT State Contract No expiring 5/31/2019 Amount: $124, Under this contract, eplus Technology, Inc. will supply network switches to be installed at 27 locations as part of the Facilities Improvement Program. The switches will communicate and integrate with the Authority s existing IT and Security components. These components include C-Cure card readers as well as security cameras. Under the terms of the underlying construction contracts, these devices were specified as Authority supplied. The switches are available under NJ state contract No valid through 5/31/ IBM Software Maintenance and Support PCMG, Inc. R (ITS) Budget Code: State Contract No expiring 6/30/2020 Amount: $331, Under this contract, PCMG, Inc. will provide the annual renewal of software maintenance and support for WebSphere, FileNet, Tivoli Storage Manager, Visual C++ and Intelligent Operations Transportation (IOT) products from IBM. These products compose and support a variety of the Authority s software platforms such as the Intelligent Transportation Management System (ITMS) and toll collection system. Page 10 BM

R (ITS) Budget Code: IT State Contract No expiring 5/31/2019 Amount: $2,616, Under this contract, eplus Technology, Inc. will provide routing and switching equipment to be installed in both of the Authority's Active Data Centers. The current routing and switching environment located in the Authority Data Centers are 10 years old. The equipment is end-of-sale and end-of-life. Throughout the last 5 years the Authority has tripled the bandwidth utilization on these devices with the increase of video, voice, radio, and data traffic. Furthermore, due to the business requirement to maintain high availability and disaster recovery environments, the proposed equipment will allow the Authority to achieve this goal with a simpler and cost effective design Intelligent Transportation Management System Release 2 Asset System Support SHI International Corp. R (ITS) Budget Code: State Contract No expiring 6/30/2020 Amount: $479, Under this contract, the Authority will procure IBM services through SHI International Corp. to provide an additional twelve months of technical support for Release 2 of the Authority s Intelligent Transportation Management System (ITMS) through May, This software platform is used by the Operations Department to manage Intelligent Transportation Devices on both Roadways. Technical support will be provided to the Authority by IBM s ITMS project team and will provide level 3 software support to ITS staff GM OEM Auto Parts Modification Princeton Chevrolet, Inc. RM /Contract No.1900 (Maintenance/Inventory) State Contract No expiring 6/25/2017 Budget Code: Various Current Authorized Amount: $745, Requested Amount: $150, New Authorized Amount: $895, Under this contract Princeton Chevrolet, Inc. supplies GM OEM auto parts for Authority and State Police vehicles. Vehicles include passenger, light and heavy duty trucks. The New Jersey State Contract has been extended to 6/25/2017 and additional funds are needed to purchase necessary auto parts through the remaining term of the contract. Items under this contract include, but are not limited to, strobe lights, lens, light bars, bulbs, switches, and wire harnesses. The New Jersey State Contract has been extended through 10/31/16 and additional funds are needed to purchase the necessary warning lights and accessories through the remaining term of the contract. RM /Contract 2258 (Maintenance) Budget Code: Various / State Contract No expiring 1/29/2017 Current Authorized Amount: $34, Requested Amount: $50, New Authorized Amount $84, Under this contract, Lawson Products, Inc. provides parts and services to repair and maintain the Authority s roadway maintenance vehicles, such as graders and excavators, on both Roadways. Parts for repair under this contract include, but are not limited to, hydraulic pumps, motors, fittings and hoses. The New Jersey State Contract expires 1/29/17 and additional funds are needed to purchase the necessary parts and repair services through the remaining term of the contract Paint and Related Supplies Modification Ricciardi Brothers, Inc. RM /Contract 1741 (Maintenance) Budget Code: Various State Contract No expiring 7/31/2016 Current Authorized Amount: $70, Requested Amount: $20, New Authorized Amount $90, Under this contract, Ricciardi Brothers, Inc. provides paint and related supplies, including but not limited to, paint brushes, rollers, aerosol paints, thinners, and drop cloths. These supplies are essential to the maintenance and operation of the Authority s buildings and facilities. The New Jersey State Contract is valid through 7/31/16 and additional funds are needed to purchase the necessary paint and paint supplies through the remaining term of the contract. C. SOLE SOURCE Mobile Digital Video Recorder Annual Maintenance and Support LINK Communications, Ltd. R (ITS) Budget Code: Amount: $136, Under this contract, LINK Communications, Ltd. will provide one-year, on-site response on the 160 MDVR systems in New Jersey State Police (Troop D) vehicles. This contract also includes one-year on-site hardware maintenance for eight (8) Link MDVR servers and four (4) access points. LINK Communications, Ltd. is the sole manufacturer and supplier of the (Linkview 2020) MDVR model. In addition, this model is the only MDVR compatible to the existing server and software database infrastructure which the New Jersey State Police uses in their vehicles. Page 13 BM
14 Renewal of Oracle Software License and Technical Support Services Agreement Oracle America, Inc. R (ITS) Budget Code: Amount: $756, Authorization is requested to award a sole source contract to Oracle for the renewal of the Software License and Technical Support Service Agreement for Oracle products. Oracle will continue to provide technical support and software upgrades to the Authority s, Enterprise Resource Planning Platform and databases supporting KRONOS, Geographic Information System, and toll collection applications. The maintenance also includes patches to the software as well as trouble-shooting and error recovery assistance. The services cover the period of July 1, 2016 to June 30, Annual Support and Maintenance for Computerized Maintenance Management (CMM) System Infor, Inc. R (ITS) Budget Code: Amount: $81, At the October 25, 2005 Commission Meeting, the Board of Commissioners approved the award of a sole source contract to Spear Technologies, Inc. (succeeded by Hansen Information Technologies, Inc.) (Agenda Item 291G-05) to install a Computerized Maintenance Management ( CMM ) System. The CMM System is used to manage work force, monitor maintenance assets and identify overall performance statistics. Annual software support and maintenance are required to perform operational enhancements, corrections and upgrades. The services cover the period of August 1, 2016 to July 31, D. EMERGENCY PROCUREMENT kw Stand-by Generator Cooper Power Systems R (Maintenance) Budget Code: G Amount: $56, Authorization is requested to ratify the award of a contract to Cooper Power Systems made under the emergency exception to the public bidding laws. On May 2, 2016, the 20-year old stand-by emergency generator located at Turnpike Interchange 14 failed to operate. The generator is essential to the operations of the toll facility and its absence would pose a threat to the welfare and safety of the public and/or employees as well as the Authority s ability to collect tolls. The circumstances warranted that the Authority procure a replacement generator in an expeditious manner. Requests for quote were sent to four (4) vendors listed in the Authority s database for the referenced commodity and three (3) quotes were received. Page 14 BM
