3 Kontext iniciatívy júl 2012 Komisia požiadala EIOPA o technickú pomoc v otázke ako vytvoriť jednotný trh pre osobné dôchodky EIOPA má zvážiť 2 prístupy: EU passport: sloboda usídľovania a voľné poskytovane služieb 2 nd regime (28th/29th regime) Prepojenie na bielu knihu o dôchodkoch: bezpečné, udržateľné a adekvátne dôchodky január 2013 EIOPA vytvorila Task Force on Personal Pensions (TFPP) 17 členov: SK, CZ, DE, ES, FR, HU, IT, LV, NL, PL, PT, RO, UK 3
4 Motivácia EK Úspory z rozsahu (economy of scale) Rozloženie fixných nákladov na väčší počet klientov by mohlo usporiť až 25% nákladov na správy (DNB study) Diverzifikácia rizík Uľahčenie voľného pohybu zamestnancov Zmiernenie zlyhávania trhu Zmiernenie informačnej asymetrie Zosúladenie záujmov finančných inštitúcií a klientov 4
