1 Rules of Selection Research Scientist I (CS I) and Research Scientist II (CS II) (Senior Researchers at ELI-NP) The process of selection of Senior Researchers [Research Scientist I (CS I) and Research Scientist II (CS II)] under the project is carried out based on the COMPETITION for employment on the positions and the professional degrees of Research Scientist I and Research Scientist II (Senior Researchers at ELI-NP). I. In order to register for the COMPETITION organised for employment on the positions and the professional degrees of Research Scientist I and Research Scientist II (Senior Researchers at ELI-NP) the candidates are required to submit a folder which must contain the following documents: 1. Candidate s application addressed to IFIN-HH management, whereby requesting registration for the competition to fill the position of Research Scientist I/Research Scientist II in original (form as per Annex 1) - below; 2. Application Form (form as per Annex 2) - editable; 3. Proof of compliance with the minimum standards imposed by the Order of the Minister of Education, Research, Youth and Sport no of 20 th December 2012 on approving the minimum standards necessary and mandatory to confer teaching degrees in higher education, professional degrees for research & development and the accreditation certificate. The fulfilment of these requirements shall be proved by completing the self-assessment sheet, according to Annex 3 - editable; 4. CV, accompanied by an activity report and a list of papers, signed by the candidate in original; 5. Translation into Romanian, English or French in legalised copy of the Employment Record Book or the Employment Certificate/Certificates, from which to result the length of service in research or in higher education and the total employment history; for employers who are Romanian legal persons extract from the Register of Employees, in original; 6. Translation into Romanian, English or French in legalised copy of the PhD diploma and legalised copy of the recognition certificate (the latter for diplomas issued by institutions abroad, according to the procedure in Annex 4) - below; 7. Translation into Romanian, English or French in legalised copy of the bachelor s diploma or equivalent, transcript and legalised copy of the certificate of recognition (the latter for diplomas issued by institutions abroad, according to the procedure in Annex 4) - below; 8. Translation into Romanian, English or French in legalised copy of the high-school graduation diploma or equivalent and transcript; and, as applicable,

Translation into Romanian, English or French in legalised copy of the master s diploma or equivalent, transcript and legalised copy of the recognition certificate (the latter for diplomas issued by institutions abroad, according to the procedure in Annex 4) - below; 10. Translation into Romanian, English or French in legalised copy of the birth certificate and as applicable, of the marriage certificate; 11. Identity document/passport, copy; 12. Declaration of liability, completed according to the instructions and the model in Annex 5 - below; The evaluation of candidates professional performances within the competition for employment on the position of Research Scientist I/Research Scientist II (Senior Researchers at ELI- NP) shall be conducted by the Competition Committee consisting of the following persons according to Law no. 319/2003 on the Status of research and development staff. Upon candidates evaluation the total maximum score which may be obtained by a candidate is 100 points, by relating to the following criteria: o Previous experience in fields relevant to ELI-NP and professional recognition: 50 o Understanding of the tasks of the position applied for: 50 The admission for the position of Research Scientist I/Research Scientist II (Senior Researchers at ELI-NP) shall be made in the descending order of the scores obtained. The candidates who obtained a score below 70 points shall not be admitted. The grade admitted/rejected for the position of Research Scientist I/Research Scientist II (Senior Researchers at ELI-NP) shall be communicated to each candidate. Prior to submission of the competition folder, the candidates shall have an interview with the members of the ELI-NP team, based on a letter of intent (by indicating 5 specialists who can provide references) and the CV, accompanied by an activity report and a list of papers. These documents shall be sent in advance to the Human Resources Department. The submission of the competition folders shall be made after the candidate has been given notice of the opinion formulated by the members of the ELI-NP team (after the interview and the review of recommendations provided by the persons nominated by the candidate) regarding the candidate s potential to integrate in the Project activities. II. Employment of the candidates declared ADMITTED following the competition organised for employment on the positions and the professional degrees of Research Scientist I and Research Scientist II (Senior Researchers at ELI-NP) After the end of the competition at institute level the competition folders shall be submitted by the employer (IFIN-HH) to the National Committee for Certification of Academic Degrees, Diplomas and Certificates (CNATDCU) for conferring the professional degree of Research Scientist I (CSI) or Research Scientist II (CSII). 2

3 13. The employment of admitted candidates shall be made after they are awarded by Minister Order the scientific title of Research Scientist I / Research Scientist II and after having fulfilled the formalities regarding the right of stay and work in Romania (Annex 6) - below; 3

5 Annex 4 Recognition in Romania of the diplomas issued in other countries The recognition in Romania of the diplomas obtained abroad is regulated by the Order of the Minister of Education (OM) no of , OM no. 3894/ and OM no. 3158/ and it is operated by the National Centre for Recognition and Equivalence of Diplomas (CNRED), The diploma recognition procedure may be carried out through the intermediation offered by the employing institution, i.e. Horia Hulubei National Institute of Physics and Nuclear Engineering (IFIN-HH). In such case, the persons selected to register for the COMPETITION stage shall send to IFIN-HH (personally or by post) the following: 1. Bachelor/Master Studies: the diplomas accompanied by transcripts, in legalised copies if the original is in Romanian/English/French or legalised translation in original into English/French for all diplomas issued in other language than Romanian/English/French, the diplomas accompanied by transcripts shall be submitted also in simple copy of the original; all diplomas must be endorsed with the Apostille of Hague by the competent authorities from the issuing countries for the states which are part of the Hague Apostille Convention; for the other states the diplomas shall be supralegalized by the competent authorities in the country of origin. copy of the passport (for foreign citizens), identity document respectively (for Romanian citizens); empowerment for folder submission, according to the enclosed model form 4.3; if the certificate of recognition is picked up by the empowered person, he/she must also present a power of attorney. 2. Doctoral Studies 1. application request according to the enclosed model - form 4.1; 2. copy of the passport (for foreign citizens), identity document respectively (for Romanian citizens); 3. proof of name change (if applicable), in copy; 4. PhD diploma, in legalised copy if the original is in Romanian/English/French or legalised translation in original into English/French for all diplomas issued in other language than Romanian/English/French, 5. the diploma awarded in the previous university cycle that allowed access to doctoral studies, in legalised copy (if the diploma is obtained in Romania) or the certificate of recognition or equivalence, or the certificate of recognition or equivalence, in copy (if the diploma is obtained abroad); 6. curriculum vitae; 7. PhD thesis, in PDF format; audio, video materials or graphic illustrations may be excepted from this rule; 8. PhD thesis summary (15-20 pg., depending on the field of studies), in PDF format, into Romanian, English or French. 9. Authorization for verification form, according to the enclosed model form 4.2; 5

6 10. Simple copy of the proof of payment of the folder evaluation fee amounting to RON 50; 11. Empowerment for folder submission, according to the enclosed model form 4.3; 12. Upon release of the certificate of recognition it is mandatory to present in original the PhD diploma for verification. If the certificate of recognition is picked up by the empowered person, he/she must also present a power of attorney in addition to the original PhD diploma. In case the evaluation of the diploma recognition certificate is completed without the certificate being released, the candidate shall not be hired at ELI-NP. The above mentioned documents shall be accompanied by the electronic scanned version, in PDF format. the PhD thesis, in electronic PDF format (the scanned version shall not be accepted); audio and video materials or graphic illustrations may be exempted from this rule; the summary of the PhD thesis (15-20 pages, depending on the field of studies), in electronic PDF format, in Romanian, English or French (the scanned version shall not be accepted). 4. 9 Form 4.2 Authorization Permission to disclose academic records/transcripts/any type of information related to my studies I have applied to CNRED for recognition of my PhD degree issued by (name of institution)... from... and I hereby authorize CNRED to obtain any and all documents and/or information regarding my academic records/transcripts. I also authorize CNRED to disclose certain information about me to any person or organization that I designate in writing and any other recipient that CNERD believes has a legitimate interest in receiving it (such as government agencies or potential employers). CNRED may disclose the information and documents pertaining to my academic records/transcripts, the status of any reports, evaluations or verifications prepared by CNRED, any other information obtained by CNRED and the results and reasons for any action that CNRED may take against me. 11 Annex 5 MODEL DECLARATION OF LIABILITY I, the undersigned.born on in. residing in Personal Identification Number CNP*.., declare on my honour that the information in the folder submitted to fill the position of **..., in: nuclear physics, laser physics and related areas, within Horia Hulubei National Institute for Research and Development in Physics and Nuclear Engineering IFIN-HH, announced in the newspaper*** of****..and at the headquarters of the institute, present my own achievements and activities and I hereby acknowledge that otherwise I shall bear the consequences of making false statements, in accordance with the legislation in force. 12 Annex 6 Obtaining the Work Permit for Romania and/or the Hosting Agreement for non-eu citizens In accordance with Ordinance no. 25 of 26 August 2014 on employment and posting of foreign citizens on the territory of Romania and for amending and supplementing normative acts on the conditions for foreign citizens in Romania, foreign citizens from non-eu countries may be hired in Romania only after obtaining the Work Permit. This permit is issued by the General Inspectorate for Immigration ( ). The formalities for obtaining the work permit shall be carried out by the employing institution, IFIN-HH. To this end the candidates shall send the following to IFIN-HH: - copy of the valid border crossing document; - two photographs type ¾; - legal record or other document having the same legal value, issued by the authorities in the country of origin or residence; - Curriculum Vitae containing also the declaration of honour that he/she is medically fit for employment and has minimum knowledge of the Romanian language, standard form to be sent by IFIN-HH; Based on these documents IFIN-HH shall prepare the candidate s folder and shall submit it to the General Inspectorate for Immigration. In case the Romanian authorities request any other documents in order to issue the Work permit, IFIN-HH shall request the candidates to complete the folder. The candidate shall be hired at ELI-NP only after having obtained the Work Permit. If an entry visa is required for access on the territory of Romania, based on the Work Permit, the candidate shall have to obtain from the diplomatic mission and the consular offices of Romania from the country of origin or residence, the long stay visa type D/AM. By exception from the rule of obtaining the Work Permit, based on Order no. 2414/2007 foreign candidates from non-eu countries who will carry out, as IFIN-HH employees, scientific research activities for a definite period, may be hired by the institute based on a Hosting Agreement concluded between the candidate and IFIN-HH and endorsed by the competent authority in Romania. If an entry visa is required for access on the territory of Romania, based on the Hosting Agreement, the candidate shall have to obtain from the diplomatic missions and the consular offices of Romania in the country of origin or residence, the long stay visa type D/CS. 12
