2 Introduction One of the major commitments of Rhode Island Housing, a privately funded public purpose corporation, is to provide resources to help residents find a safe, healthy and affordable rental home. This rental resource guide contains apartment listings and offers key information on what services are available to Rhode Islanders so they can find an apartment that meets all of their needs. Any resident who is either without a place to sleep or is in an emergency situation regarding housing is encouraged to immediately contact Crossroads Rhode Island at or Crossroads Rhode Island is a nonprofit organization which offers health and social services. The Crossroads staff makes referrals to shelters that have available beds. Shelters provide a temporary place to stay and the basic necessities for individuals and families in crisis. A listing of shelters throughout the state can be found on Pages 14 and 15. United Way in Rhode Island is a 24/7 social and human services helpline that offers free and confidential referrals to programs and services throughout the state. 3 Rental Programs and Assistance Rhode Island Housing provides assistance in accessing homes to rent, as well as rental assistance in the following categories: HomeLocatorRI.net The website is a database of available homes that has an up-to-date listing of affordable homes available to rent or purchase. Rent-Restricted Homes In return for state or federal funding through loans and grants from Rhode Island Housing and/or a municipal subsidy, developers agree to limit apartment rents to an amount determined by state or federal regulations. In general, you must show you have sufficient income to support the minimum rent, which ranges from about $640 for an efficiency apartment to $1,803 for a 4-bedroom apartment. To learn more about qualifying, contact one of the many local community development corporations or nonprofit housing developers listed on Pages 20 and 21. Deeply Subsidized Apartments Deeply subsidized rental homes are state or federally funded properties where families and individuals contribute 30 percent of their income toward rent. A listing of Rhode Island s deeply subsidized developments is on Pages Note: Many of these properties have extensive waiting lists and some are restricted to specific populations, as indicated in the listing. Section 8 Housing Choice Voucher Program (HCVP) The HCVP is a federal program that helps eligible families, senior citizens and disabled individuals afford safe and healthy homes in their communities. Under the HCVP, you find your own rental apartment and use the voucher to pay for all or a portion of the rent. To apply for a voucher, contact your local Public Housing Authority (PHA). With higher housing assistance demand than resources, the lists are usually closed and open up to the public infrequently, and they are usually quite long. If you are already on a voucher waiting list and want to know your status, you can contact your local housing authority. Once a family or individual has reached the top of the list, they are granted a voucher. You can contact your local housing authority to determine the status of the waiting list. A complete list of public housing authorities is on Page 13. Permanent Supportive Housing Special housing accommodations exist for people who are homeless. To join the wait list for these apartments, you must be homeless according to HUD s definition, which is the following: People who are sleeping in places not meant for human habitation such as cars, parks, sidewalks and abandoned buildings, or those who are sleeping in an emergency shelter as a primary nighttime residence. These rental homes provide human and social services to counsel participants on increasing self-sufficiency so they can work to stay in their home. 14 Public Housing Authorities The R.I. public housing programs and the Housing Choice Voucher Program (HCVP) are operated by 25 different Public Housing Authorities (PHAs). Those interested in applying for subsidized rental homes or the voucher program must contact the housing authority in the city or town where you plan to live. You can apply for housing for one of the developments they manage and/or for the Housing Choice Voucher Program (formerly known as Section 8). The Housing Choice Voucher waiting lists are usually closed and open up to the public infrequently. When the lists do open up, there are notices in the newspaper and at housing authorities. For more information, contact the public housing authority located in your desired community. 20 Rental Properties with Project Based Vouchers Similar to the Housing Choice Voucher Program, the PBV Program provides low-and moderate-income households with monthly rental assistance. However, with PBV assistance, the subsidy stays with the unit not the tenant. Rhode Island Housing administers 312 units in twenty-one privately owned rental properties in the State of Rhode Island. Eligible households pay 30% of their adjusted monthly income towards rent and the PBV Program pays the difference between the household s rent portion and the contract rent. Families must qualify for the bedroom size based on household size and composition. Each rental property may have their own preferences and tenant selection process. Applications for these rental properties will be available online at Rhode Island Housing and at the rental property.
