The Department of MHRH is administering the grant, and has convened an advisory committee to assist with the planning and implementation of the goals and objectives. The main goals of the program are: Coordination of a collaborative effort to address underage drinking and youth access to alcohol with a focus on environmental prevention strategies; A review of Rhode Island s alcohol beverage control policies and regulations; Implementation of best practice models of regulatory strategies for preventing youth access to alcohol; Increased enforcement of alcohol beverage sales laws; Public advertising to increase the public s perception of risk associated with underage alcohol use; Training for youth, police, juvenile hearing boards, prevention and treatment professionals regarding successful strategies for reducing underage drinking.

Components of the program include an experiential 13 session parenting curriculum for low literacy immigrant parents at risk for substance abuse; and parent/child sessions using homework for extended practice of skills learned during classroom sessions. Program: Rhode Island Teen Institute The Rhode Island Teen Institute (RITI), a comprehensive prevention program targeting positive and negative peer leaders of secondary school age. The primary target is middle school youth. Using a cross-peer model, RITI is designed to maximize the impact of prevention on the youth of Rhode Island by identifying peer leaders in a broad range of community settings, enhancing their leadership skills, reinforcing or fostering their commitment to wellness, and training them to organize their peers to work for prevention in their own community.

The program will provide group activities designed to promote constructive behaviors, discourage ATOD use, and develop social and physical environments that facilitate drug free life styles. Pawtucket Substance Abuse Prevention Task Force 137 Roosevelt Avenue Pawtucket, Rhode Island Tel: Fax: Program: Creating Lasting Family Connections Creating Lasting Family Connections (CLFC) a Center for Substance Abuse Prevention designated Effective Program. The program will become part of Project FIRST, which will connect CLFC with the Creating Solutions for Independence (CSI) program in Pawtucket. The implementation of the family based CLFC will create a comprehensive family based program that will see the expansion of services to include parents and family members of youth currently served by CSI. Providence Housing Authority 100 Broad Street Providence, Rhode Island Tel: Fax: Programs: I Can Problem Solve, Raising a Thinking Child and Life Skills Training (LST) To replicate three age appropriate model, promising, and effective programs to address the substance abuse prevention education needs of low income, minority youth and their families living in Providence public housing. The programs to be offered are to children and their parents are I Can Problem Solve and Raising a Thinking Child as well as an enhancement of the Life Skills Training program. Services will be offered to approximately 130 youth at three PHA owned and operated community centers in Providence.

The Rhode Island Certification Process is designed to measure counselor competency. RIBCCDP recognizes that Chemical Dependency Counselors are necessarily educated in a wide range of disciplines, therapeutic approaches and counseling techniques. The Chemical Dependency counseling profession is comprised of persons with diverse educational and experiential backgrounds. This certification system is designed to accommodate and evaluate those counselors who are experientially trained as well as those who are academically trained. It defines the core knowledge and skill based needed by all counselors regardless of treatment setting or professional training and orientation. The Rhode Island Board for the Certification of Chemical Dependency Professionals follows the guidelines and standards set forth by the International Certification and Reciprocity Consortium to certify all eligible counselors. We will continue to afford all applicants with a state-of-the-art certification process. The proposed will adapt the Dare to Be You design to work with teen families that have infant and toddler age children (birth to 24 months). Project objectives include increased self-sufficiency, prevention of repeat pregnancies, reduced use of illicit substances, and improved parenting practices.
7 Rhode Island Substance Abuse Prevention Act (RISAPA) Substance Abuse Prevention Task Forces In 1987, the Rhode Island General Assembly passed the Rhode Island Substance Abuse Prevention Act (RISAPA) RI General Laws to promote comprehensive prevention programming at the community level. Fund for the RISAPA is provided through an annual legislative appropriation administered by the Department of Mental Health, Retardation and Hospitals (MHRH). Thirty-five municipal task forces, representing all of the State s thirty-nine cities and towns conduct local needs assessments; and engage in planning, implementation, and evaluation of preventive interventions designed to produce long-term reductions in rates of alcohol, tobacco, and other drug use and abuse. General Laws ) was established by the Rhode Island General Assembly in The Statute authorized funding to establish student assistance programs (SAPs) in junior high and middle schools throughout the state. Modeled on employee assistance programs (EAPs), SAPs focus on behavior and performance at school, using a process to screen students for alcohol, and other drug problems. The counselor provides early identification, comprehensive assessment, intervention and referral, if necessary, to adolescents who are experiencing high risk behaviors. The counselor also acts as a liaison between the school and school personnel, parents and a variety of community agencies. This model enables a school to more effectively and efficiently carry out its function of educating students.
