5 What is the aim of the Construction Products Regulations (CPR)? The Construction Products Regulations (CPR) came into effect in across the EU on 1st July The aim of the regulation is to harmonise the safety performance of construction products across the EU and they apply to anything placed on the market, whether imported or manufactured in the EU. The CPR defines seven basic requirements + for materials that are to be used in civil engineering: i. Mechanical resistance & stability ii. Safety in case of fire iii. Hygiene, health & the environment iv. Safety and accessibility in use v. Protection against noise vi. Energy economy & heat retention vii. Sustainable use of natural resources Refer to the information leaflet titled Information Note on the Construction Product Regulation (in the information pack for more information on the CPR). Since July 2014 Structural Steelwork and Aluminium now fall under the CPR and therefore must carry CE marking to demonstrate that they comply with harmonised standard EN :2009. What are the specific requirements of the CPR for Structural Steel/ Aluminium work? Of the above seven basic requirements of the CPR, for steel/aluminium products and ancillaries only mechanical resistance and stability and safety in case of fire apply. The harmonised standard break down these general requirements into specific measureable properties termed essential performance characteristics and establish the values to be met. - Constituent products: Steel components per EN1090-2, Aluminium components per EN Tolerance on dimensions and shape. - Weldability - Fracture toughness - Structural characteristic: Load bearing capacity, Fatigue strength, Resistance to fire, Deformation at serviceability limit state. - Reaction to fire. - Dangerous substances - Impact resistance - Durability NSAI I.S. 6 Safety critical products like structural steelwork /aluminium and components are at attestation of conformity system 2+. This means that the manufacturer is not allowed to fix CE marking without having a suitable factory production control (FPC) system in place. This is verified by a notified body (NB) after initial inspection and subject to continual surveillance. The NB issues a certificate confirming that the manufacturer s FPC is adequate and that the manufacturer can produce products that comply with the harmonised standard. Irish NBs must be notified by the notifying authority (DoECLG) and accredited by a National Accreditation Board (e.g. in Ireland this is INAB). The basis of CE marking is that the manufacturer declares that its products meet specific performance characteristics that are defined as essential to the application of products in the field of construction. In order to do this the manufacturer needs to : - Know the requirements in terms of defined essential performance characteristic and required values to be met. For structural steel/aluminium components these requirements are defined in Clause 4 of EN Use specific test methods that can evaluate whether products conform to the specific requirements. For structural steel / aluminium components these evaluation methods are defined in Clause 5 of EN Implement a system of controlling regular production. For structural steel/aluminium components the system for evaluation of conformity is defined in Clause 6 of EN Mark the products in the correct way using a suitable classification and designation system. For structural steel/aluminium components the marking system is defined in Clause 7 and 8 of EN EN deals with the manufacturer of load bearing components and kits of components for use in structures. The components can be made of steel /aluminium material that is hot rolled, cold formed or produced with other technologies. They may be produced of sections /profiles with various shapes, flat products (plates, sheets, strip), bars, castings, forgings made of steel or aluminium materials, unprotected or protected against corrosion by coating or other surface treatments e.g. anodising, galvanising. The standard does not cover conformity assessment of components for suspended ceilings, rails or sleepers for use with railway systems. See document titled List of items not covered by EN 1090:2009+A1:2011 in information pack for additional items NOT covered by the standard. How is compliance addressed? Market surveillance has been delegated by the Department of Environment, Community & Local Government to the Local Authorities to ensure compliance. Under S.I. 225 of 2013 is a criminal offence to supply structural metalwork after the 1st of July 2014 unless it conforms to this standard and carries a legitimate CE mark. Penalties for breaches of the CPR include fines and imprisonment. NSAI I.S. EN Information Document 2

7 What are the requirements? Purchasing systems will need to buy only CE Marked sections, bolts and welding consumables. Designers will identify the execution class of the product, as defined in the companion standard I.S. EN (for Steel structures) and I.S. EN (for Aluminium structures), which is determined by the potential risk to the public if the component or structure fails. The designers will also need well-defined specifications for components and kits. The following provides a basis for determining EXC: EXC1 Farm buildings EXC2 Building (similar to the scope of the NSSS) EXC3 Bridges EXC4 Special structures (long-span bridges etc.) Prototypes will be produced and subjected to initial type testing. Where type testing is impractical, for example on bespoke designs, the company can use calculations to serve the same purpose. In many cases the purchaser provides the component specification including all the necessary technical information to manufacture the component Purchaser provided component specification (PPCS), as an alternative to the Manufacturer provided component specification (MPCS). Key Control Checks must be monitored within a quality control system, called Factory Production Control (FPC). The FPC system also covers design (where applicable) and drawing controls; competence and training of staff; equipment maintenance & calibration; control of non-conforming product & keeping of records. Where welding is part of the process, a Welding Quality Management System (WQMS) is needed and this must conform to I.S. EN ISO Where applicable, the company should either employ, or have access to, a Responsible Welding Coordinator (RWC) to control their welding quality management system. What does Factory Production Control entail? CE marking requires the manufacturer to operate a factory Production Control (FPC) system certified by a Notified Body (NB). The FPC system is a management control system that focuses mainly on the manufacturing operations. FPC is all about producing products with the same declared characteristic time and time again. A FPC system conforming to the requirements of EN ISO 9001 and made specific to the requirement of EN can be considered to satisfy FPC requirements. The following includes the manufacturing and design procedures that must be covered in a typical FPC system. NSAI I.S. EN Information Document 3

8 Personnel, Cl of EN The manufacturer shall document the responsibility, authority and relationship between personnel that manage perform and verify work affecting the characteristics of the manufactured product. This can be simply done by developing an organogram showing the names of key personnel, their function and the lines of communication. The system should also show the measures to ensure that personnel have adequate training and qualification for the range of steelwork/aluminium the company fabricates and the Execution Classes used. Equipment, Cl of EN All weighing, measuring and testing equipment that may have an influence on the characteristics of the steel or aluminium frames/members must me calibrated, regularly maintained and inspected. Each company will need to define the inspection procedures and frequency of inspection required. Manufacturing equipment (cutting, sawing and drilling equipment) must be regularly inspected and maintained to ensure it remains accurate and that wear and failure does not cause inconsistencies in the fabrication process. The procedure should also document the frequency of inspections and maintenance requirements and for how long this information should be retained (10 years minimum). Structural design process, Cl of EN In the case where structural design is carried by the manufacturer and design characteristics are declared as part of CE Marking, the manufacturer needs to establish procedures to control and verify compliance with the design brief, for checking calculations and for ensuring the competence of individuals responsible for the design. This may include: - A design plan defining the principle design activities in logical sequence. - Procedure for controlling design variations, changes and concessions. - Design documentation, production and checking procedures. - A check that any software used in the design has been validated. - Handling and transport requirement. All record shall be sufficiently detailed and accurate. A record of the documents must be retained for a period as defined in the manufacturers FPC procedure. Constituent products used in manufacture, Cl of EN The manufacturer must develop and implement a written inspection procedure for checking and recording that constituent products conform to the specification and that traceability of these products through the factory conforms to the requirements for traceability given in EN (Steel) and EN (Aluminium), which is dependent on execution class (EXC). Again, documentation related to the constituent products must be retained in accordance with the manufacturers FPC procedures. Constituent products are defined as materials or products used in manufacture with properties that enter into structural calculations or otherwise relate to mechanical resistance and stability of the structure and / or fire resistance, including durability and serviceability. 9 This will include products such as: - Steel /aluminium sections, plates and strips. - Structural bolts - Cladding, sheeting, purlins and side rails. - Welding consumables. - Plating and galvanising - Castings, bearings. Component specification, Cl of EN The component specification is defined as a document (or documents) that give all the necessary information for fabricating the structural components in most cases this will be the fabrication drawings. In addition to the normal information included on the drawing (dimensions, steel grade, weld size etc.) the specification must include the Execution Class applicable. The component specification shall be prepared from design information. In many cases the responsibility for preparation of the component specification will be shared between the manufacturer and the purchaser. The manufacture must develop and implement a written inspection and test plan for checking and recording that manufactured components conform to the component specification i.e. make sure you have made what you are supposed to make. Product Evaluation, Cl of EN The manufacturer must establish procedures that the declared values and classes of the characteristics are maintained. Table 2 of EN gives details of the means of production control and sampling methods required. Additional prescribed inspection and test plans identified in the component specification must also be included where applicable. Non-conforming products, Cl of EN The manufacturer must set up a written procedure that states how the company will deal with non-conforming products (e.g. frame members that do not comply with the specification). This procedure must comply with EN and EN (for steel) / EN (for aluminium). All non-conformities must be recorded as they occur and records kept for the period identified in the manufacturers FPC procedure. NSAI I.S. EN Information Document 5

11 What is required regarding the activities associate with managing and controlling the welding processes and the requirements for the Responsible Welding Coordinator? Responsible Welding Coordinator (RWC) ISO 14731:2006 (Welding Coordination- Tasks and responsibilities). Responsible welding coordination personnel shall be allocated from one of the following groups, depending on the nature and/or complexity of the production: - Personnel with comprehensive technical knowledge, where full technical knowledge is required, in accordance with 6.1, for the planning, executing, supervising and testing of all tasks and responsibilities in welding fabrication. - Personnel with specific technical knowledge, where the level of technical knowledge needs to be sufficient for the planning, executing, supervising and testing of the tasks and responsibilities in welding fabrication within a selective or limited technical field. - Personnel with basic technical knowledge, where the level of technical knowledge needs to be sufficient for the planning, executing, supervising and testing of the tasks and responsibilities within a limited technical field, involving only simple welded constructions. Essential welding-related tasks for the RWC in accordance with ISO 14731:2006/ ISO 3834 to be considered when appropriate. Review of requirements. The following elements shall be considered in a review of requirements: a) The product standard to be used, together with any supplementary requirements. b) The capability of the manufacturer to meet the prescribed requirements. Technical review The following elements shall be considered in a technical review: a) The parent material(s) specification and welded joint properties. b) The joint location with relation to the design requirements. c) Quality and acceptance requirements for welds. d) The location, accessibility and sequence of welds, including accessibility for inspection and non-destructive testing. e) Other welding requirements, e.g. batch testing of consumables, ferrite content of weld metal, ageing, hydrogen content, permanent backing, use of peening, surface finish, weld profile. f) The dimensions and details of joint preparation and completed weld. 12 Sub-contracting With regard to sub-contracting, the suitability of any sub-contractor for welding fabrication shall be considered. Welding personnel The qualification of welders and welding operators, brazers and brazing operators shall be considered. Equipment The following elements shall be considered with regard to equipment: a) The suitability of welding and associated equipment. b) Auxiliaries and equipment supply, identification and handling. c) Personal protective equipment and other safety equipment, directly associated with the applicable manufacturing process. d) Equipment maintenance. e) Equipment verification and validation. Production planning The following elements shall be considered with regard to equipment: a) Reference to the appropriate procedure specifications for welding and allied processes. b) The sequence in which the welds are to be made. c) Environmental conditions (e.g. protection from wind, temperature and rain). d) The allocation of qualified personnel. e) Equipment for preheating and post-heat treatment, including temperature indicators. f) The arrangement for any production test. Qualification of the welding procedures With regard to the qualification of the welding procedures, the method and range of qualification shall be considered. Welding procedure specifications With regard to welding procedure specifications, the range of qualification shall be considered. Work instructions With regard to work instructions, the issuing and use of work instructions shall be considered. NSAI I.S. EN Information Document 8

13 Welding consumables The following elements shall be considered with regard to welding consumables: Materials a) Compatibility. b) Delivery conditions. c) Any supplementary requirements in the welding consumable purchasing specifications, including the type of welding consumable inspection document. d) The storage and handling of welding consumables. The following elements shall be considered with regard to materials: a) Any supplementary requirements in the material purchasing specifications, including the type of inspection document for the material; b) The storage and handling of parent material; c) Traceability. Inspection and testing before during and after welding. Before welding a) The suitability and validity of welders' and welding operators' qualification certificates. b) The suitability of the welding procedure specification. c) The identity of the parent material. d) The identity of welding consumables. e) Joint preparation (e.g. shape and dimensions). f) Fit-up, jigging and tacking. g) Any special requirements in the welding procedure specification (e.g. prevention of distortion). h) The suitability of working conditions for welding, including the environment. During welding a) Essential welding parameters (e.g. welding current, arc voltage and travel speed). b) The preheating/interpass temperature. c) The cleaning and shape of runs and layers of weld metal. d) Back gouging. e) The welding sequence. f) The correct use and handling of welding consumables. g) Control of distortion. h) Any intermediate examination (e.g. checking dimensions). After welding a) The use of visual inspection (for completeness of welding, weld dimensions, shape). b) The use of non-destructive testing. c) The use of destructive testing. d) The form, shape, tolerance and dimensions of the construction. 14 e) The results and records of post-operations (e.g. post-weld heat treatment, ageing). Post-weld heat treatment With regard to post-weld heat treatment, performance in accordance with the specification shall be considered. Non-conformance and corrective actions With regard to non-conformance and corrective actions, the necessary measures and actions (e.g. weld repairs, re-assessment of repaired welds, corrective actions) shall be considered. Calibration and validation of measuring, inspection and testing equipment With regard to the calibration and validation of measuring, inspection and testing equipment, the necessary methods and actions shall be considered. Identification and traceability The following elements shall be considered with regard to identification and traceability: a) The identification of production plans. b) The identification of routing cards. c) The identification of weld locations in construction. d) The identification of non-destructive testing procedures and personnel. e) The identification of the welding consumable (e.g. designation, trade name, manufacturer of consumables and batch or cast numbers). f) The identification and/or traceability of parent material (e.g. type, cast number). g) The identification of the location of repairs. h) The identification of the location of temporary attachments. i) Traceability for fully mechanized and automatic welding units to specific welds. j) Traceability of welder and welding operators to specific welds. k) Traceability of welding procedure specifications to specific welds. Quality records With regard to quality records, the preparation and maintenance of the necessary records (including subcontracted activities) shall be considered. Welders Qualifications, I.S. EN ISO :2013 The qualification of welders is based on essential variables. For each essential variable, a range of qualification is defined. If the welder has to weld outside the range of welder qualification, a new qualification test is required. The essential variables are: Welding process(es). Product type (plate or pipe). Type of weld (butt or fillet). Filler material group. Filler material type. Dimension (material thickness and outside pipe diameter). Welding position. Weld detail(s) (material backing, gas backing, flux backing, consumable insert, single side welding, both side welding, single layer, multi-layer, leftward welding, rightward welding). NSAI I.S. There is also a link to download a Pre-audit Questionnaire which provides the scope of the NSAI assessment (Doc No. CL-80-03). Pre-audit Questionnaire document included in information pack. On receipt of the RFQ form, NSAI will send a quotation to the client. If they are happy to proceed they must sign and return same to NSAI. Once NSAI receive signed quotation we send the official copy of the questionnaire, to be completed by the client and a copy of the checklist used by NSAI during the assessment process. (Doc No. CL-80-02). Audit checklist included in information pack The client must complete the questionnaire and provide soft copies of all supporting documentation listed therein. The audit cannot proceed until documentation had been provided. The assessment is performed in two stages - Stage 1. Preliminary Desktop Audit To ensure all required information is available and has been provided. - Stage 2. Registration audit - Audit of the manufacturing facility (full day audit). After both the Stage 1 and Stage 2 audits, the client is sent a confidential Audit Report identifying the audit summary, findings and conclusions. Costs: Stage 1 audit: Vat Stage 2 audit: 1,100 + Vat Clients are invoiced after the individual audits take place. Primary standards I.S. EN & I.S. EN /-3 will be made available, through the Local Enterprise Offices, to industry at a discounted packaged rate. What happens if Stage 1/Stage 2 audits are not successful? After both the Stage 1 and Stage 2 audits the client is sent a confidential Audit Report identifying the audit summary, findings and conclusions. The organisation is required to determine the cause of each Category 1 or 2 findings and put in place appropriate correction and corrective action within the time frame indicated. Failure to address the non-conformances within the required time frame may result in a re-audit requirement incurring additional fees. There are three possible categories of finding resulting from the audits. Category 1: A nonconformity i.e. the absence of, or the failure to implement and maintain, one or more required system elements, or a situation which would, on the basis of available objective evidence, raise significant doubt as to the capability of the system to comply with the requirements of I.S. EN , including the need to meet the reasonable expectations of stakeholders and customers. NSAI I.S. EN Information Document 12

17 As a default, it is expected that a satisfactory action plan for Category 1 cause(s), corrective action will be received by NSAI within 30 days after the audit and that the effectiveness of correction and corrective action can be demonstrated within 90 days. Example: No documented FPC system A failure to comply with the requirements of the scheme that is less significant than, and does not meet the definition of a Category 1 Audit Finding. Category 2: A failure to comply with the requirements of the scheme that is less significant than, and does not meet the definition of a Category 1 Audit Finding. It is expected that a satisfactory action plan for Category 2 cause(s), correction and corrective action will be received by NSAI within 30 days after registration and reassessment audits (and, when required, at surveillance audits). Example: A measuring tape (used to check dimensions at the end of the fabrication process, influencing the conformity of the components) which has not been added to the calibration register. Category 3: A comment, an opportunity for improvement or request for clarification, identified by the auditor and defined within this report. What happens after a successful audit? After completion of a successful registration audit, companies will be provided with a certificate of factory production control and a certificate of welding (where relevant), and will be listed on the NSAI website as certified to IS EN No logo is provided. 20 What happens then? Once the FPC Certificate has been issued by the Notified Body (NB), the manufacturer shall prepare and retain a declaration of performance, which entitles the manufacturer to affix CE marking to their product/s. See EN Annex ZA. This declaration shall include: - Name and address of the manufacturer and place of production. (The manufacturer may also be the person responsible for placing the product onto the EEA market, if he takes responsibility for CE marking). - Description of the component and a copy and a copy of the information accompanying the CE marking, see ZA.3 of EN Provisions to which the product conforms - Particular conditions applicable to the use of the product - The number of the accompanying factory production control certificate - Name and position held by the person empowered to sign the declaration on behalf of the manufacturer. 22 The manufacturer is then responsible for the affixing of the CE marking. The CE marking symbol affix shall be in accordance with directive 93/68/EC and shall be shown on the component or may be on the accompanying label, the packaging or on the commercial document. Annex ZA of EN includes four templates for CE marking linked to the preparation of the component specification. The following information shall be added to the CE marking symbol: - Identification number of the certification body for the FPC. - Name or identifying mark and registered address of the manufacturer. - The last two digits of the year in which the marking is affixed. - Number of the EC factory production control certificate. - Reference to this European Standard. - Description of the components; generic name, materials, dimensions and intended use. - Information on those relevant essential characteristics taken from Table ZA.1 which are listed in the relevant Clause ZA.3.2, ZA.3.3 or ZA.3.4 of the standard. - No performance determined" for characteristics where this is relevant. - The execution class of the component referring either to EN or EN Reference to the component specification. Note: In addition to any specific information relating to dangerous substances shown above, the product should also be accompanied, when and where required and in the appropriate form, by documentation listing any other legislation on dangerous substances for which compliance is claimed, together with any information required by that legislation. 24 Is there an annual requirement? The first surveillance shall be carried out one year after the initial assessment. If no significant corrective actions are needed, the frequency of inspection may be decreased unless one of the following situations arises: - New or changed essential facilities. - Change of responsible welding coordinator. - New welding processes, type of parent metal and the associated welding procedure qualification record (WPQR) - New essential equipment. If none of these situations have occurred the following inspections intervals will apply. Execution class EXC1 and EXC2 EXC3 and EXC4 Intervals between inspections of manufacturer's FPC after the ITT (years) In periods where the interval between the inspections is 2 or 3 years, the manufacturer shall make a declaration each year that none of the listed situations has taken place. In the case of a major non-compliance (Category 1 finding) and after correction of the non-conformity, the frequencies for assessment shall revert to the regime following initial surveillance where the provisions given in the again apply. Your welding processes may already bee compliant with EN if you already follow/adhere to EN ISO 3834 (welding quality requirements) but you will still need to be audited. If you are certified to EN ISO 9001, then your factory production control system may be well on the way to being EN compliant. However, youu should still work through this checklist and ensure you have covered all action items and a you will still need to be auditedd for EN compliance.
