PRC Review & Update Phil O Donnell, WECC Manager Operations & Planning Audits
2 PRC Quick Review of the Requirements The extra things you need to do Version 1 Version 2 Transition Notes System Monitoring Encouraging more than minimum Unresolved Maintenance Issues
3 All For One and One For All PRC Transmission and Generation Protection System Maintenance and Testing PRC Implementation and Documentation of Underfrequency Load Shedding Equipment Maintenance Program PRC Undervoltage Load Shedding System Maintenance and Testing PRC Special Protection System Maintenance and Testing PRC PRC PRC PRC PRC-005-2
4 PRC Requirements R1-R5 Definitions: Some in NERC Glossary some in the Standard Tables must be followed as a requirement Attachment A must be followed as a requirement for performance based maintenance.
5 Requirement 1 Each Transmission Owner, Generator Owner, and Distribution Provider shall establish a Protection System Maintenance Program (PSMP) for its Protection Systems
6 Requirement Identify which maintenance method (time-based, performance-based per PRC-005 Attachment A, or a combination) is used to address each Protection System Component Type.
7 Requirement 1 Except of course for batteries: All batteries associated with the station DC supply Component Type of a Protection System shall be included in a time-based program. Should I have a time based program For batteries?
8 Requirement Include the applicable monitored Component attributes applied to each Protection System Component Type consistent with the maintenance intervals specified in Tables 1-1 through 1-5, Table 2, and Table 3 where monitoring is used to extend the maintenance intervals beyond those specified for unmonitored Protection System Components.
9 Requirement Translation Are you using any type of monitoring to determine the maintenance or testing interval? If Yes: Then the verification of the monitoring capability must be specified in your program!
10 Requirement 2 Each Transmission Owner, Generator Owner, and Distribution Provider that uses performance-based maintenance intervals in its PSMP shall follow the procedure established in PRC-005 Attachment A to establish and maintain its performancebased intervals. If you do not use performance-based maintenance R2 is not applicable.
11 Attachment A To establish a performance based program: Five (5) steps which should be considered as requirements for compliance purposes To maintain a performance based program: Four (4) additional steps should be considered as annual requirements for compliance purposes. One (1) additional step if program does not work.
12 Requirement 3 Each Transmission Owner, Generator Owner, and Distribution Provider that utilizes time based maintenance program(s) shall maintain its Protection System Components that are included within the time-based maintenance program in accordance with the minimum maintenance activities and maximum maintenance intervals prescribed within Tables 1-1 through 1-5, Table 2, and Table 3.
13 Requirement 3 Audit must include verification that the specified maintenance tasks have been done. If monitoring is used, Audit must include verification of alarming capability per Table 2
14 Requirement 4 Each Transmission Owner, Generator Owner, and Distribution Provider that utilizes performance-based maintenance program(s) in accordance with Requirement R2 shall implement and follow its PSMP for its Protection System Components that are included within the performance-based program(s).
15 Unresolved Maintenance Issue Unresolved Maintenance Issue A deficiency identified during a maintenance activity that causes the component to not meet the intended performance, cannot be corrected during the maintenance interval, and requires follow-up corrective action. The maintenance interval is the interval specified in the tables (or per performance based plan)
16 Unresolved Maintenance Issue An unmonitored non-microprocessor relay was last maintained 5 years ago. During a scheduled calibration test the technician could not calibrate the device to within specification. Is this an Unresolved Maintenance Issue (Ref: Table 1-1)
17 Requirement 5 Each Transmission Owner, Generator Owner, and Distribution Provider shall demonstrate efforts to correct identified Unresolved Maintenance Issues. Entities should be tracking UMI as of April 1, Evidence of efforts to correct the UMI may be requested for those outstanding on April 1, 2015.
18 Do the right thing! What If your program specifies maintenance activities to be performed that are not listed in the tables and you fail to perform those activities? NO penalty for trying to do more!
19 The Tables Table 1-1 Protective Relay s Table 1-2 Communications Systems Table 1-3 Sensing Devices Table 1-4 (a-f) DC Supply Table 1-5 Control Circuitry Table 2 Alarming Paths Table 3 Distributed UFLS and UVLS Systems Attachment A Criteria for a Performance Based Protection System Maintenance Program.
20 The (1-4) Tables Table 1-4a DC Supply (VLA Batteries) Table 1-4b DC Supply (VRLA Batteries) Table 1-4c DC Supply (NiCad Batteries) Table 1-4d DC Supply (non- Battery Table 1-4e DC Supply for SPS, non-distributed UFLS, and non-distributed UVLS systems Table 1-4f Exclusions for Protection System Station dc Supply Monitoring Devices and Systems
21
22 Beware! Read the Table Carefully Table 1-3: Component Type - Voltage and Current Sensing Devices Providing Inputs to Protective Relays Component Attribute Voltage and Current Sensing devices connected to microprocessor relays with AC measurements are continuously verified by comparison of sensing input value, as measured by the microprocessor relay, to an independent ac measurement source, with alarming for unacceptable error or failure Maximum Maintenance Interval No periodic maintenance specified Maintenance Activities None.
23 Beware! Read the Table Carefully Table 3: Maintenance Activities and Intervals for distributed UFLS and distributed UVLS Systems Component Attribute Voltage and/or current sensing devices associated with UFLS or UVLS systems. Maximum Maintenance Interval 12 calendar years Maintenance Activities Verify that current and/or voltage signal values are provided to the protective relays.
24 Protection System Monitoring PRC allows Implementation of Protection System Monitoring to alter the interval for specified tests in the tables. Monitoring capability must be as specified in the tables. Monitoring System itself must be maintained as specified in Table 2
25 An Alarming Fact! For monitoring to have any impact on maintenance interval it must have associated alarms. The Alarm Path itself must have testing performed (12 year interval) unless. The Alarm Path itself is monitored.
26 Monitoring and Version 1 For PRC-005 version 1, an entity may use monitoring to satisfy testing requirements under the following conditions: The entity has described what is monitored within its program, and has specified continuous as the established interval for that testing. Monitoring must be applied per the attributes listed in the tables in PRC If monitoring is used as a basis to establish maintenance intervals, the monitoring processes and systems must be maintained as specified in PRC Table 2. In no case may monitoring be used as a basis to extend maintenance intervals beyond what would be allowed for the same component in PRC
27 Transition Notes Can continue to use PRC and other Legacy Standards during implementation period for version 2. After you complete all maintenance tasks specified in the tables for a component that component has been transitioned to version 2. You must keep all records associated with your version 1 program until you have performed two maintenance activities under version 2 OR you have been audited.
28 Transition Notes PRC was effective April 1, The first compliance date is April 1, Must have a PSMP (TBM, PBM or both). Current plan may be used to become compliant with PRC Must be compliant with R1, R2 & R5
29 Transition Notes PRC R3 and R4: Phased Implementation Implementation based on maximum intervals Applies to both time based and performance based programs. PRC-005 Implementation Plan
30 Transition Notes Auditors will check on status of transition from Version 1 to Version 2. Failure to meet the implementation goals specified in the implementation plan would be considered as a possible violation of R3 or R4.
