6 IECEx CoC Major Updates A major update completed this year includes the following: Preventing CoCs to be made current if - The field Approved for issue on behalf of the IECEx Certification Body is empty. The field Position is empty. They do not have a linked ExTR or QAR. The linked ExTR or QAR is still in draft form. 6

26 IECEx Reminder of Features introduced previously Following request from ExCBs the Secretariat arranged for two major features to be added to the IECEx On-line website to provide separate listings for the following: ExCBs, QARs out of date ExCBs, CoCs with QARs out of date Each ExCBs are only able to view their own lists. Guidance is provided in Document ExTAG/245/INF 26

30 ExCBs, QARs out of date All ExCBs have been requested to review their list of out of date QARs and arrange for the surveillance audits of manufacturers (where these have not been done), as a priority and then update the on-line QARs When the QAR is updated and no longer out of date, it will be automatically removed from the QAR, out of date list 30

31 ExCBs, QARs out of date Also when the QAR is updated any associated CoCs will be removed from the ExCBs, CoCs with QARs out of date list automatically. Note: A CoC may have multiple QARs attached and more than one QAR may need to be updated before the CoC is automatically removed from the list. 31

32 ExCBs, QARs out of date It is noted that some QARs will never be updated. The reasons for this include the following: The CoC has been cancelled. Another ExCB has taken over the surveillance of the manufacturer. The ExCB has raised another QAR to supersede the original QAR. In such cases ExCBs are requested to advise the IECEx Secretariat and if it can be shown that the QAR will never be updated and all Current CoCs linked to the now out of date QAR have been updated and linked to a valid QAR, the Secretariat can remove the QAR from the ExCBs QAR, out of date list. 32

34 ExCBs, QARs out of date Also when a QAR has been removed from an EXCBs ExCBs, QARs out of date list any linked CoCs will be removed from the ExCBs, CoCs with QARs out of date list. 34

35 ExCBs, QARs out of date In accordance with Document ExTAG_245_Inf, the Secretariat has been working with ExCBs providing assistance with the review of Out of date QARs and removing them from the ExCBs Out of date list as they will no longer be updated. A list of the ExCBs, QARs concerned and CoCs reviewed are contained in the following Table. 36 IECEx Reminder of Features introduced previously Document ExTAG/164/INF Scheduling of Surveillance Assessments + Re Assessments for the IECEx 02 Certified Equipment Scheme. The Document Draws ALL ExCBs ATTENTION to the requirements of IECEx Operational Document OD 025, regarding the need to conduct Surveillance assessments of manufacturers within the 3 year validity period of IECEx Quality Assessment Reports (QARs) The process for handling the situation where a manufacturer decides to change ExCB for their site assessments and hence new QAR Changing ExCBs for QARs is considered a technical change to the certification. 36

37 IECEx Reminder of Features introduced previously Operational Document OD 009 IECEx Certified Equipment Scheme, Procedures for the Issuing of IECEx Certificates of Conformity, IECEx Test Reports and IECEx Quality Assessment Reports OD 009 indicates that it is the responsibility of the ExCB creating the original CoC to keep it up to date. The following is an extract from OD 009 Certification Maintenance begins, with the ExCB issuing the IECEx Certificate of Conformity being responsible for the ongoing maintenance of the certificate- 37

39 IECEx Reminder of Features introduced previously The IECEx Secretariat has been asked questions related to a feature introduced previously. This is Unit verification CoCs. Therefore as a reminder all information is available on the website in the following documents: IECEx Operational Document OD 033 Document ExTAG/214/INF Document Special Addendum to OD 011 Part 2 39

40 IECEx Reminder of Features introduced previously Operational Document OD 033 Unit Verification Certificates The OD contains the following Section 1 Procedures for issuing an IECEx Unit Verification Certificate Section 2 Changes to products covered by IECEx Unit Verification Certificates Annex A Documentation checklist for applications IECEx Unit Verification Certificate In addition some important items to remember are as follows: An IECEx Certificate covering Unit Verification can be issued for a Defined number of items under a single production run. IECEx Unit Verification Certificates do not cover future production runs. No limit to the number of Units permitted to be covered, BUT all serial numbers or other individual identifications SHALL be listed on the IECEx certificate. A Full and complete ExTR to be issued, according to IECEx 02. New issues of Issued Unit Verification CoCs are NOT permitted. 40

42 IECEx On Line Certificate System Update The assistance requested by ExCBs include the following: a) Requests (133) to add U to Equipment Component CoCs. This provides a very good opportunity for the Secretariat to continue the review of CoCs at an early stage of creation. b) Requests (77) to reset CoCs to draft to allow editing after the initial 14 day editing period. This is only allowed after a detailed review of the CoC. c) Requests (5) to Suspend CoCs or reset Suspended CoCs to Current. d) Requests (37) to Cancel CoCs. e) Requests (198) to delete unwanted CoCs, ExTRs and QARs. f) Correction of ExTRs. g) Change of ExCB name, address or logo, requiring changes to the ExCB profile. h) Scope extensions. i) Change of CoC number (with help from IEC IT Administrator). 42
