You are kindly requested to submit your proposal and quotation according to the requirement of the attached Terms of Reference (TOR) by close of business on Friday, 19 March Scope of Service You are kindly requested to submit your quotations according to the Terms of Reference as attached in Annex I. Your quotation should also include: links to no less than 3 web sites which you yourself designed and built and the address of a contact person for each from whom we can obtain a reference samples of 3 publications designed by you personally, together with the address of a contact person for each from whom we can obtain a reference. 2. Period of Validity of Quotation Please advise what would be your fee (lump sum or daily) for this assignment. Your quotation shall remain valid for at least 30 days after the date of submission. 3. 2 ANNEX I TERMS OF REFERENCE: WEB DATABASE DEVELOPER - UNDP/GEF Location: UNDP/GEF offices HQ (NY) Languages Required: English Starting Date: 1 April 2010 Duration of Initial Contract: 9 months Supervisor: Deputy Executive Coordinator, UNDP-GEF Background The Web Database developer will design and build a distributed database system, including web based interfaces and reports, to update and connect the various server and end-user databases currently in use by the Environmental Finance team in UNDP s Environment and Energy Group. This is in preparation for broader integration of the Environmental Finance database systems with the corporate Peoplesoft based Atlas ERP. UNDP is one of the largest brokers of environmental grants in the developing world, directly disbursing around US$250 million per year and over US$750 million per year in co-financing from public and private sources to support sustainable development. UNDP s Environmental Finance team consists of more than 150 environment and energy experts located in headquarters and six Regional Service Centres. This team supports UNDP s more than five thousand staff distributed across more than 160 countries. The Environmental Finance team supports UNDP country offices in helping country partners identify, access, combine, and use the various financial mechanisms available to support environmental management including: payments for ecosystem services; multilateral grant financing such as the Global Environment Facility (GEF) Trust and Adaptation Funds (LDCF, SCCF); the various emerging carbon funds, including REDD, the Adaptation Fund and the Carbon Investment Funds (CIF) of the World Bank; and market based mechanisms such as the CDM and voluntary markets. Currently the team has more than 1,000 projects in its portfolio. Expertise is currently grouped into four advisory platforms: low carbon climate resilient development strategies; ecosystems and natural resources; energy, infrastructure, and transport; and chemicals. These are supported by a central strategic planning and management team. Currently data and documents are stored and accessed through a variety of largely independent end-user and server based databases located both in Headquarters (New York) and five regional centres. Applications in use include Microsoft Access, SQLServer, and Cold Fusion. These are not currently linked to the corporate Peoplesoft ERP or other corporate applications in Drupal.

3 Expected Outputs The developer will update, adjust the data structure of, and combine, the server based PIMS2 (currently a custom SQLServer/Cold Fusion application) and end-user (Microsoft Access) systems, together with the associated web and desktop interfaces, and the query, reporting and downloading systems. While the software to be used will be agreed between the developer and supervisor as will the development, testing and roll-out platforms, there is a strong preference for the use of Open Source platforms and Drupal in order to link effectively with other corporate systems. The expected outputs from the Web Database Developer are: 1.Analysis and Planning Review current systems in use. Elaborate weaknesses and opportunities Design updates, new components, and connectors between the systems Due date: 23 April Project Tracking Programme, document, and build system components to track project identification, development, approval, and implementation milestones, including reporting and exporting. Run trial connections and imports of data into the new system (mostly from Access database) Verify the data imports and test all functions with key users Due date: 2 July Training and Roll-out Project Tracking Module Prepare user guides Train users Due date: 16 July Financial Data Programme, document, and build system components to import and manage downloaded project financial information from the corporate ERP (Atlas), including reporting and exporting. Run trial connections and imports of data into the new system Verify the data imports and test all functions with key users Due date: 13 August Documents Programme, document and build system components to import and manage project document files (word, excel, pdf) from PIMS2. Due date: 15 October User Interface Programme, document and build improved user interfaces in response to user issues. Due date: 10 December 2010 Competencies Professional: high level logical skills extensive experience with web based and end-user databases advanced programming skills in Drupal, Oracle, SQLServer, MySQL or equivalent advanced end-user interface design experience in implementing the use of open-source software in order to reduce development time Planning and Organizing: Strong systematic and organizational skills demonstrating attention to detail as well as broader strategy Judgment/Decision-Making: Mature judgment and initiative Communication: Able to communicate effectively with non-technical staff, explaining advanced database and computing concepts simply and clearly Client Orientation: Ability to identify needs and propose appropriate solutions Integrity: Demonstrated integrity

5 Qualifications Education: Masters degree in computer science, software engineering, or equivalent Experience: 5 years in web and database design, programming and implementation Experience in implementing existing open-source based solutions. Experience in PHP, Python, Perl Java or similar web-based development language. Experience in SQL-based database management. Experience in UNDP s current platforms including PeopleSoft, Cold Fusion, MS- SQL, and Microsoft Access are highly desirable.
