9 International Collaboration through Parallel Funding パラレルファンディングとしての 国 際 協 力 の 取 り 組 み NEDO has been exploring international R&D collaboration through reciprocal, symmetrical funding by NEDO and overseas counterparts which can be carried out through existing NEDO support schemes applied to domestic research. 10 Collaboration with New Mexico, USA 米 国 ニューメキシコ 州 との 協 力 活 動 In order to realize a smart grid, it is necessary to demonstrate technologies and systems on a real scale based on the know-how and experience of NEDO. It is also necessary to consider the current paradigm shift in energy systems as it will create a greater need for larger-scale introduction of renewable energy. This will in turn facilitate the promotion of Japanese technologies to potential partners abroad. Given the above, Japan (METI/NEDO) and the State of New Mexico, LANL, SNL, etc. have undertaken a joint project to conduct demonstration research in New Mexico. 11 Collaboration with Tekes, Finland フィンランドTekesとの 協 力 活 動 NEDO and Tekes* of Finland concluded an information exchange agreement in the areas of energy efficiency technology and renewable energy in 1996 and have since promoted information exchange activities in the two areas. In addition to information exchange activities, a new agreement was signed in June 2009 which enables cooperation in various areas such as joint demonstration projects, looking toward joint activities at a stage close to the practical application of technology. The new agreement also enables an additional cooperation area of industrial technology development in order to accelerate collaboration. *Tekes the Finnish Funding Agency for Technology and Innovation Tekes is the main public funding organisation for research, development and innovation in Finland. 11
12 Collaboration with CDTI, Spain スペインCDTIとの 協 力 活 動 NEDO has started parallel funding with Spain. Under the Japan-Spain Innovation Program (JSIP), NEDO and CDTI support each side of the collaborative research teams. Research activities for two areas have been started soil and groundwater treatment, and sensing technology. 13 Collaboration with ADEME, France フランスADEMEとの 協 力 活 動 NEDO and ADEME (Agence de l Environnement et de la Maitrise de l Energie) concluded an information exchange agreement in 1991 and have since promoted fruitful interaction such as person-to-person exchanges and joint expert meetings. Since the renewal of the information exchange agreement in April 2005, five joint workshops on energy and environmental technologies have been held. Building on information exchange activities, a new agreement was signed in December 2008 which enables cooperative activities such as joint demonstration projects, looking toward joint activities at a stage close to the practical application of technology. ADEME-NEDO Joint Symposium for Innovative Chantal Jouanno, then Chief Executive Environmental Technologies linked to POLLUTEC Officer of ADEME, delivering a speech at 2008, Lyon the ceremony. 13
14 Collaboration with OSEO, France フランスOSEOとの 協 力 活 動 NEDO is exploring the possibility of future mutual cooperation with OSEO in the life science area. We will hold a joint workshop on April to discuss about our mutual interests, starting with biotechnology. *OSEO is a French public institution which supports innovative and growing companies. Collaboration with OPET, Switzerland スイスOPETとの 協 力 活 動 NEDO is also exploring the possibility of future mutual cooperation with OPET in the life science area. We will hold a joint workshop on April 20 to discuss about our mutual interests, starting with biotechnology. *OPET is the Federal loffice for Professional leducation and dtechnology. 14
15 Collaboration with DBU & BMU, Germany ドイツDBU&BMUとの 協 力 活 動 DBU&BMU(ドイツ 連 邦 環 境 財 団 &ドイツ 連 邦 環 境 自 然 保 護 原 子 力 安 全 省 ) The German-Japanese Environment Dialog Forum was started as a result of "German Year in Japan 2005/2006. It aims to develop and disseminate renewable energy and energy conservation technologies for addressing climate change issues through cooperation between the two countries. The first forum was held in September 2007 in Germany. The second forum was held in June 2009 in Tokyo. About 20 speakers from academia and industry fields discussed themes in which both Germany and Japan have interests, such as grid technology, battery technology, and energy conservation technology. 2nd German-Japanese Environment Dialog Forum Efficient energy supply, storage and use as keys to climate protection Participants listening to a lecture (Left to right) Prof. Martin Jänicke, DBU, Mr. Machnig, State Federal Ministry for the Environment, Mr. Koizawa, NEDO The third forum will be held in September 2010 in Berlin. It will focus on e-mobility-related technologies toward a low-carbon society. 15
16 EU-Japan Energy Technology Cooperation (1/3) 日 EUエネルギー 技 術 協 力 について(1/3) ( ) In June 2008, the Minister of Economy, Trade and Industry of Japan and the European Commissioner for Research agreed on promoting cooperation between the EC and Japan in the area of energy research and development. Under this initiative, the EU-JAPAN Joint Strategic Workshop on Energy Research and Technological Development was held in Tokyo in March At this workshop, both sides selected photovoltaics, power storage and CCS as topics for cooperation, and possible ways of cooperation were discussed the workshop s sessions. Session 1: Photovoltaics( 太 陽 光 発 電 分 野 ) / 16 experts from EU & Japan Session 2: Power Storage( 蓄 電 分 野 )/ 17 experts from EU & Japan Session 3: CCS(CO 2 回 収 貯 留 技 術 分 野 ) / 19 experts from EU & Japan 16
17 EU-Japan Energy Technology Cooperation (2/3) 日 EUエネルギー 技 術 協 力 について(2/3) ( ) In order to asses the progress of the cooperation, the EC-METI/NEDO Officials Meeting was held in Naples during October The following joint actions were agreed under the cooperation framework. Photovoltaics: To start working on coordination for a coordinated call and a researcher exchange to be launched in 2010 Power Storage: To prepare for holding an expert meeting on a testing and evaluation methodology for safety in the first half of CCS: To prepare for holding a workshop on non-competitive issues, such as modeling, public perception p and storage safety. 17
18 EU-Japan Energy Technology Cooperation (3/3) 日 EUエネルギー 技 術 協 力 について(3/3) ( ) This framework of cooperation will be implemented under an Administrative i ti Arrangement between the EC, METI, and NEDO in accordance with the Science and Technology Cooperation Agreement between the Government of Japan and the European Union signed on November 30, The Administrative Arrangement will be signed at the occasion of the first Joint Committee Meeting under the Science and Technology Cooperation Agreement, which is expected to be held in Autumn. The next EC-METI/NEDO Officials Meeting will be held back to back with the Joint Committee Meeting. A coordinated call for the photovolotaics-related themes is planned to be launched during summer of this year. Details, including the call text, are now being worked out. 18
19 Possible Implementing Tools for Collaboration with Europe EUとの 協 力 のための 実 施 可 能 性 ツールについて NEDO would like to continue exploring further possibilities of mutual cooperation with Europe. The major implementing tools for such collaborative activities include the following: 1. Information Exchange( 情 報 交 換 ) Information exchange through h workshops among researchers working in the same fields can be a good accelerator for cooperation. 2. Exchange of Researchers( 研 究 者 交 流 ) Closer and more detailed cooperation can be expected through the exchange of researchers, which can contribute to acceleration of research on both sides. 3. Round Robin(ラウンドロビン) This would be an effective method of accelerating research, particularly for developing evaluation technologies, and also establishing international standards in various fields. 4. Coordinated Calls( 共 同 公 募 ) Coordinated calls are one of the most important and effective tools for EU-Japan collaboration aiming to achieve the same goal in research with a borderless concentrated force of the two partners. 5.
