4 INVITATION TO SUBMIT PROPOSALS FOR ONLINE COURSE CURRICULUM MATERIALS FOR CURATION AND APPROVAL The Kenya Institute of Curriculum Development wishes to invite Publishers registered or legally represented in Kenya to purchase the Online Course Materials Submission, Curation and Approval Procedures These Procedures are to enable interested Publishers submit online Course Materials proposals for curation and approval for use in Kenyan educational institutions. Publishers are therefore invited to submit proposals for suitable Course Materials to the Kenya Institute of Curriculum Development in accordance with the requirements and time table established in the Procedures. The Online Course Materials Submission, curation and Approval Procedures may be obtained from the Kenya Institute of Curriculum Development website ( on payment of a non-refundable fee of Kenya shillings 15,000/= (Fifteen thousand only) for a set of documents. All prospective publishers should submit their materials online after filling the online course materials submission form. Publishers submissions for any of the listed subjects for curation and approval must be made not later than the dates indicated on the website. Any submissions coming after the deadline will not be received. Each submission has to be accompanied by a non-refundable curation fee paid online as per the Course Materials to be submitted. Submissions are required for the following levels: ECD, Primary, Secondary and Teacher Training Colleges. The Online Course Materials Submission, Curation and Approval Procedures are available at the KICD website 4

7 GENERAL INFORMATION SUBMISSION, CURATION AND APPROVAL PROCEDURES FOR ONLINE COURSE MATERIALS This document provides details under which Publishers will submit online course materials proposals for curation and approval for new or revised ECDE, Primary Schools, Secondary Schools and Teacher Training Colleges. Eligibility Submissions will only be accepted from qualified Publisher. Qualified Publishers are defined as Publishers who are legally incorporated and registered in Kenya and who can provide, on request, a valid certificate of incorporation and legal operation 1. There should be evidence to show that the Publisher has Business premises Definition of Approved Online Course Materials An approved Online course materials (plus accompanying teacher s guide), is one which has been evaluated and approved by KICD in accordance with the specified procedures, methodology, criteria and marking scheme. Duration of Approved Online Course Materials Status: Any Online course material which is awarded Approved status as a result of the curation procedures will be maintained on the approved list for as long as there are no changes in the relevant curriculum. The KICD and MoEST will not accept any responsibility for marketing approved online course materials to the learning institutions. Equally, they will not accept any responsibility if approved online course materials fail to achieve acceptable sales. The Maximum Number of approvable online course materials for any subject in ECDE,Primary Schools, Secondary Schools and Teacher Training Colleges It is the policy of the MoEST to maintain the widest possible choice of competing online course materials from which learning Institutions can select the titles that they wish to use from the list of 7
8 the approved status materials. Course materials curation will therefore be competitive with all the materials meeting the specified standards being approved. Course materials are required for all subjects and activity areas across the different levels of education for both regular and special needs learners. Course Materials and Teacher s Guides Submissions for curation and Approval in conformity with the Curriculum and Syllabus requirements and objectives are required for the following Activity Areas for Day Care, Pre-primary 1 and Pre-primary 2: (Level I, II & III respectively) Note: All the Activity Areas Materials should come in complete Submissions of Learners Book accompanied by the Teacher s Guide, apart from Creative Outdoor/Psychomotor and Musical Movement Activities, which require only Teacher s Guide. Online Timetable for Submission, Curation and Approval The online timetable will provide details on activities in regard to submission, curation and approval of online course materials. 8
9 GENERAL STANDARDS Online course materials will be curated on the following broad areas: Conformity to the curriculum Accuracy and currency of the content in the material Language use Promotion of positive values and attitudes Responsiveness to contemporary and emerging issues Assessment Multimedia elements within the content Technical design User guide Cloud content attributes 9

11 Conformity to the Curriculum The material must cover all syllabus topics, concepts and skills for the level addressed. Content The material must have content relevant to the Subject Specific Objectives Concept s should be sufficiently developed Skills should be sufficiently developed The content in the material should be correct and accurate. Information in the material should be current Content should be appropriate to the level of the learner The organisation of the subject matter need not follow sequence in syllabus. However sequencing of topics and information within a topic throughout the text should be logical Promotion of Contemporary and Emerging Issues Content (text, images, animations and audio ) within the material should stress issues such as Gender responsiveness, the environment, HIV and AIDS, Integrity/anti-corruption, Drug and Substance Abuse, Child and Human Rights, Peace/conflict resolution, Disaster management, Technological development, good governance and Guidance and Counselling, Education for Sustainable Development (ESD), financial literacy, radicalization, security, climate change and Health and Sanitation. Promotion of Positive Values and Attitudes Content should promote positive values and attitudes LANGUAGE The language should be correct and accurate Vocabulary and sentence structures should be appropriate to the level of the Learner EXERCISES AND ACTIVITIES Exercises and activities should be relevant to the subject specific objectives 11

13 Adapting Multimedia Elements for Learners with Special Needs Content meant for learners with special needs should be adapted appropriately. Learners with visual impairment The published content should be compatible with screen readers. Materials that require sight should be provided with accompanying audio The platform displaying the content should have screen magnifiers to cater for learners with low vision. Colours used should be bright to cater for learners with low vision Learners with hearing impairment There should be appropriate signing provided to accompany sound Videos should have accompanying text (text transcripts). Relevance of multi-media elements All multi-media elements used in the material should be relevant to the subject matter Interactivity of the elements The multi-media elements used in the content should have features that make it interesting and interactive. Multimedia elements used should contribute to understanding the content. Multimedia elements should not distract the user. Variety and Adequacy of multimedia elements Multimedia elements used should be varied and adequate Clarity, Colour and Proportion of elements All multimedia elements should be clear The colour used in multi-media elements should be appropriate All multimedia elements should be correctly proportioned 13
14 Captioning and/or Labelling Multi media elements should be well labelled Multi media elements should be well captioned Sound management Sound should be properly synchronised with all the elements Sound effects used should be appropriate There should be proper pronunciation, articulation, intonation and pace Sound should be audible 14
15 Navigation throughout the System TECHNICAL DESIGN There should be provision for navigational aids The navigational aids should enable the user move easily around the resource and foster independent use There should be provision for book marking or saving of position Hyperlinks should be useful and functional Links and hyperlinks should lead users to appropriate sites There should be exit points at any stage Interface / Layout Architecture Screen layout should be logical and consistent Page layout should be appropriate to the target level and subject The layout should enhance readability and ease of reference There use of font face throughout the material in highlighting topics and sub-topics should be rational Multimedia elements should be correctly positioned in relation to the relevant text The screen forms should be scalable Availability of essential modules There should be a functional Search facility There should be a functional Help facility There should be a functional Glossary facility The content should be compliant to universal and open standards Architectural Quality Attributes The system should be totally functional i.e. it should produce the results for which it was designed. CLOUD CONTENT ATTRIBUTES Availability of content The online content should stream smoothly The online content should download with ease The content should be adaptable to different devices TEACHER S GUIDE Provision of extra information The guide should provide extra information that is relevant and appropriate for the teacher Accuracy and correctness of content The content in the guide should be correct and accurate Methodology The guide should provide guidelines that set out the approach to teaching at topic level The guide should provide guidelines that set out approach to developing skills and attitudes 16

20 SUBMISSION FORM Publishers and producers should provide the following: Evidence of official registration and incorporation in Kenya Evidence of Agency Agreement or Representation Authority for Publishers acting on behalf of foreign firms Proof of operational premises Certificate of originality Evidence of payment Pin registration Tax compliance 20
21 APPPENDIX 1: Definition of Terms Animation: movies with drawings, computer graphics, or photographs of static objects, including all techniques other than the continuous filming of live-action images. Any Other (Specify)-Grace Community of practice (COP): It is a group of people who share common interest for something that they all do and learn how to do it better through their regular interaction. A COP, in this case, will come about because members are motivated to share their digitally generated resources which they want to improve through their collective quality assurance process. Course Content (CC): Course content refers to any information or subject matter that is related to a specific subject taught in Kenyan institutions of learning which is submitted to the KICD Education Cloud Platform (KICD EdCP) for online evaluation. Course: An accredited unit of curriculum. Creative Material: Martin Digital Learning Content: Assembly and aggregation of discreet, digital (or electronic for display on a computing device) learning objects designed to meet intended learning outcomes. Content is a specific package of material for use in an overall curriculum. Guidelines: Suggested or recommended approaches. Guidelines are speculative and assume certain conditions that may not apply in all situations. A guideline is a suggest. Interactive: Interactive - allowing a two-way flow of information between a computer and a computer-user; responding to a user s input: Instructional Design: Systematic method of planning, developing, evaluating and managing instruction to ensure competent performance by the learner. Metadata: Metadata is a set of words or phrases that summarizes the who, what, where, when and why of a learning object (content), what their preference, learners should have Multimedia: Multimedia is a computer application which represents information through audio, animation, text, graphics drawings, still and moving images, and any other media where every type of information can be represented, stored, transmitted and processed digitally. Plug-in: A file containing data used to alter, enhance, or extend the operation of a parent application program. Revision Material: Materials that provide further practice and review the knowledge, skills and attitudes acquired through activities, assignment and tests. Revision materials involve revision books and workbooks. Supplementary Content: Refers to content that s addresses 21

Standards tend to go through a relatively slow evolution, are conclusive and complete, and are criteria specific. A standard is a must. Learning Content: Assembly and aggregation of discreet learning objects designed to meet intended Learning resource: A learning asset or assets designed to address an intended learning outcome(s). Learning Outcomes: They are statements of what learners are expected to know and do at the end of an indicated grade or course. 22
