Also in this newsletter we try to address some confusion in the industry pertaining to the correct process for checking cylinder markings to verify its suitability for use in Australia. These are simply explanations of the requirements of the Standards and regulations under which we all have to operate. 3 1. CYLINDER DESIGN VERIFIACTION VS REGISTRATION 1.1. Overview A number of people are unclear about the requirements of the standard for checking cylinder markings. Our aim in this newsletter is to clarify 2 issues when checking cylinder markings to ensure the cylinder is suitable for use in Australia. A. What markings to look for on the cylinder B. Distinguishing and separating between 3 terms o an acceptable cylinder standard (manufacturing standard or specification); o cylinder design verification; and o cylinder design registration or approval 1.2. What markings to look for on the cylinder A cylinder to be used in Australia cannot be filled (or returned to service) unless it carries either one or both of the following markings stamped on the cylinder: a) a valid legible stamp of a certified Australian Gas Cylinder Test Station (GCTS); or b) a design registration/approval number from an Australian regulatory authority NOTE: Examples for regulatory design approval/design registration number in previous old and new format are shown below) The presence of the cylinder standard (specification) stamped on a cylinder, for example AS1777, is NOT evidence that the cylinder design has been verified and is suitable for use in Australia Distinguishing and separating between 3 terms o Acceptable cylinder standard/specification Some cylinder standards recognised by AS are listed in clause 4.2 of AS such as ISO, DOT, CEN, to mention some. As noted above, stamping of a standard that is recognised by AS on the cylinder should NOT be taken as proof that the cylinder is suitable for use in Australia. It has no bearing by itself without either a valid legible stamp of an Australian certified GCTS or a design registration number from an Australian regulatory authority. 4 o Cylinder design verification It is a requirement of the standard that ALL new cylinder designs (or models), including one-off, are verified to confirm that the cylinder design and materials in fact comply with the nominated specification stamped on the cylinder. This includes all type tests which are conducted in accordance with the cylinder Standard and witnessed or verified by a competent design verifier (usually engaged by the cylinder manufacturer or supplier/importer). o Cylinder design registration/approval Whist ALL new cylinder designs (or new models) are required to have a design verification NOT ALL cylinders are required to have a design registration/approval number. Any exemption from design registration is the decision of the regulatory authority. NOTE: Examples for regulatory design approval/design registration number in previous old and new format are shown below) 1.4. How the system works To clarify this further, the process is also illustrated in the diagram below. [Diagram 1 Requirements before stamping of a gas cylinder]. It should be noted, a test station carrying out initial inspection and stamping of a gas cylinder is required to hold the manufacturing specification for that cylinder. This means the test station then takes responsibility for the first stamp. For new imported cylinders, the documentation from the manufacturer should demonstrate that the cylinders (identified by their serial numbers) are the same as those design verified or registered and that all the tests specified in the relevant Standard have been conducted with satisfactory results, and that the marking on the cylinder is compliant. For this purpose, the GCTS is required to hold a copy of the cylinder technical specifications, design verification (and design registration if applicable) as well as a copy of the manufacturing Standard. Additionally, AS :2009 Clause 5.4 requires that the importer shall retain the manufacturers documentation for at least 20 years. Clause 5.1 of AS requires GCTS applying the initial Australian certified test station mark to also hold documented proof and records of the cylinder design. Reference should be made to AS :2004 Clause 4.3 and to AS :2009 Clauses 5.3, 5.4 and 6.1 for more detail of the requirement. 7 2. NEW & CANCELLED SAIG LICENCES SINCE THE LAST NEWSLETTER Since the last newsletter a number of new gas cylinder test stations were certified by SAIG as well as some licenses have ceased. You can always check the currency of any GCTS we have registered by consulting our website Search can be either by company name or license number or both. Licences issued by SAI Global can be in any one of the following 3 different formats. GC0xxx (GC followed by zero and the test station 3 digit number), or GC00xxx (GC followed by 2 zeros and the test station 3 digit number), or GCT20xxx (GCT20 followed by the test station 3 digit number) Therefore, when searching on SAI Global register it is important to remember if one format does not return a result try the other formats. For example, if GC0xxx does not have a result, try one time using GC00xxx and if still no record then try with GCT20xxx. 8 If all 3 formats do not return a result, then either the licence has been cancelled or SAI Global has not granted certification. There may be regulatory requirements for GCT s to be licensed. Certainly this is a requirement in AS We are not in a position to give advice on regulatory requirements or about the law. 3.
