1 373 Elizabeth Street North Hobart, Tasmania 7000 PO Box 547 North Hobart, Tasmania Assessor Advice Re: CPC and CPC08 Training Packages Artibus Innovation acknowledges the work that the CPSISC undertook with the Australian Institute of Building (incorporated by Royal Charter) to provide more detailed advice than included in the CPC08 Construction, Plumbing and Services Training Package and CPC Construction, Plumbing and Services Training Package to ensure compliance of Assessors with the Standards for Registered Training Organisations (RTOs) 2015, specifically: Formal recognition of competency at least to the level being assessed; Relevant industry experience, that is, workplace experience within the last two years in the competency area being delivered; and Relevant occupational registration or licensing in areas where this is a regulatory requirement to practice in the jurisdiction where the qualification is being assessed. All of the above must be complied with. Requirements for Assessors of Select CPC08 Certificate IV, Diploma and Advanced Diploma Qualifications This information relates to the following qualifications: Certificate IV in Building and Construction; Diploma of Building and Construction; and Advanced Diploma of Building Construction Management. In order to deliver the qualifications contained in this Training Package, assessors delivering qualifications from this CPC08 Construction, Plumbing and Services Training Package should have the following minimum competency, recognition and experience: Formal recognition of competency at least to the level being assessed o In the case of the Certificate IV in Building and Construction this can be evidenced (as cited by the Training Package since 2006) by the successful completion of that same qualification or the completion of a former TVET
2 qualification in building (not engineering, architecture, drafting or building design) at the same or higher AQF Level or the successful completion of and AIB, AIQS, or any other nationally accredited building, construction, construction management or applied science degree recognised by regulators for the purpose of builders licensing in its own right or accreditation as a Chartered Builder on the National Building Professionals Register. o In the case of both the Diploma and Advanced Diploma of Building and Construction this can be evidenced (as cited by the Training Package since 2006) by the successful completion of that same qualification or the completion of a former TVET qualification in building (not engineering, architecture, drafting or building design) at the same or higher AQF Level or the successful completion of an AIB, AIQS, or any other nationally accredited building, construction, construction management or applied science degree recognised by regulators for the purpose of builders licensing in its own right or accreditation as a Chartered Builder on the National Building Professionals Register. o Note: Given that RPL has long been a critical part of TVET delivery there is no reason, nor is it permitted, that Assessors have only incomplete qualifications, let alone qualifications which are not in a building (as opposed to Architecture or Engineering) discipline. Relevant industry experience, that is, workplace experience within the last two years in the competency area being delivered (this is a requirement in addition to the above) o In the case of the Certificate IV in Building and Construction this can be evidenced (as cited by the Training Package since 2006) which is by current registration on National Building Professionals Register (at either levels 1 or 2) or current registration on the National Building Technologists Register (at level 1) or by evidence of experience in the last 2 years of full time paid employment in the following capacities: Principal or senior manager of a building practice constructing several complete houses a year; or Project manager, contracts manager, site manager, quantity surveyor; or General foreman on larger construction project. o In the case of the both the Diploma and Advanced Diploma of Building and Construction this can be evidenced (as cited by the Training Package since 2006) Page 2
3 which is by current registration on National Building Professionals Register (at either levels 1 or 2) or by evidence of experience in the last 2 years of full time paid employment in the following capacities: Principal or senior manager of a building practice working in the commercial construction sector and/or completing a significant number of residential or commercial projects each year, including a number of concurrent projects; or Project manager, contracts manager or other senior manager for a building practice working in the commercial construction sector and/or completing a significant number of residential or commercial projects each year, including a number of concurrent projects. o RTOs are expected either to maintain a record of those projects (including employer details), on which their Assessors had the above rolls or alternatively maintain record of current registration by their Assessors on either the National Building Professionals Register (at either levels 1 or 2) or registration on the National Building Technologists Register (at level 1). o Maintaining registration upon either the National Building Professionals Register (at either levels 1 or 2) or registration on the National Building Technologists Register (at level 1) is suitable evidence of industry currency (due to the CPD requirements of each) similarly proof of compliance with the CPD requirements of any State or Territory regulator (only where such exists) is also adequate proof of industry currency. Relevant occupational registration or licensing in areas where this is a regulatory requirement to practice in the jurisdiction where the qualification is being assessed (this is a requirement in addition to both of the above) o In the case of the CIV in Building and Construction this CAN be evidenced by the following: Western Australian Builders Licence; or Queensland Medium Rise Builders Licence or a Queensland Open Builders Licence; or Tasmanian Medium Rise Builders Licence or a Tasmanian Open Builders Licence; or ACT Class B Builders Licence or an ACT Class A Builders Licence; or Page 3
4 Victorian Domestic (unrestricted) and a Victorian Commercial (unrestricted) Builders Licence; or South Australian registration for supervision of Class 1 and 10 building works without height restriction and South Australian registration for supervision of Class 2-9 building works not exceeding three storeys; or Accreditation as a Chartered Builder on the National Building Professionals Register. Note: Whilst neither a NSW Building Contractors Licence nor a Northern Territory Builders Licence are directly applicable, as neither covers low rise commercial or industrial works Assessors in those jurisdictions MUST possess these licenses as minimum requirement. In the case of both the Diploma and Advanced Diploma of Building and Construction this can be evidenced by the following: o A Western Australian Builders Licence; or o A Queensland Open Builders Licence; or o A Tasmanian Open Builders Licence; or o An ACT Class A Builders Licence; or o A Victorian Commercial (unrestricted) Builders Licence; or o South Australian registration for supervision of any building works without height restriction; or o Accreditation as a Chartered Builder on the National Building Professionals Register. o Note: Whilst neither a NSW Building Contractors Licence nor a Northern Territory Builders Licence are directly applicable, as neither covers low rise commercial or industrial works Assessors in those jurisdictions MUST possess these licenses as minimum requirement. 5 Requirements for Assessors of CPC Building Surveying Qualifications This information relates to the following qualifications: Advanced Diploma of Building Surveying; and Graduate Diploma of Building Surveying; and Building Surveying Skills Sets. This new suite of Building Surveying qualifications and units of competency have been endorsed in a new Training Package, CPC Construction, Plumbing and Services Training Package. This Training Package complies with the Standards for Training Packages. Instead of the Assessor Requirements as described in CPC08 which apply across sectors or in some case the whole Training Package the units of competency include very specific Assessment Requirements and also include the information on assessor requirements. Refer to the attached unit CPCCBS6002 Research and evaluate construction methods and materials for commercial buildings to three storeys. The Assessment Requirements for this unit require very detailed knowledge and application of BCA for Classes 2 to 9. The Assessor Requirements for this unit and the other new Building Survey units state: Assessor requirements: Assessors MUST satisfy the assessor requirements in the Standards for Registered Training Organisations (RTOs) current at the time of assessment. In addition, assessors MUST also demonstrate current membership of a relevant industry association and have registration on the National Building Professionals Register in the Building Industry Control category (level 1) OR be accredited under the Australian Institute of Building Surveyors (AIBS) National Accreditation Scheme at Building.
