3 THE PUBLIC WORKS COMMITTEE The Public Works Committee is established pursuant to sections 12A, B and C of the Parliamentary Committees Act, 1991, proclaimed February The following members constitute the Eighteenth Public Works Committee as reconstituted on 5 March 2013: Mr Alan Sibbons MP (Presiding Member) Mr Paul Caica MP Ms Zoe Bettison MP Mr Martin Hamilton-Smith MP Mr Michael Pengilly MP Executive Officer: Administrative Officer: Dr Paul Lobban Mr Toby Gajewski THE FUNCTIONS OF THE COMMITTEE Section 12C of the Parliamentary Committees Act defines the functions of the Public Works Committee as: (a) to inquire into and report on any public work referred to it by or under this Act, including- (i) (ii) (iii) (iv) (v) (vi) (vii) the stated purpose of the work; the necessity or advisability of constructing it; where the work purports to be of a revenue-producing character, the revenue that it might reasonably be expected to produce; the present and prospective public value of the work; the recurrent or whole-of-life costs associated with the work, including costs arising out of financial arrangements; the estimated net effect on the Consolidated Account or the funds of a statutory authority of the construction and proposed use of the work; the efficiency and progress of construction of the work and the reasons for any expenditure beyond the estimated costs of its construction; (b) to perform such other functions as are imposed on the Committee under this or any other Act or by resolution of both Houses. 4 PART ONE: PREAMBLE AND PROJECT SUMMARY 1.1 Term of Reference Parliamentary Committees Parliamentary Committees have the specific task of examining individual initiatives, projects or policies of the government of the day, or issues of importance to society as a whole. Standing Committees are created by Act of Parliament and charged with the ongoing examination of subject categories such as public works. Parliamentary Committees are made up of both government and opposition Members, with numbers of each calculated according to rules which reflect the numbers of seats each group holds in the Parliament. Much of the Committee process is open to the public, and completed reports are public documents. This Project The Department for Education and Child Development (DECD) has referred the Windsor Gardens Vocational College Redevelopment project to the Public Works Committee pursuant to the requirements of the Parliamentary Committees Act Please refer to the "Functions of the Committee" on the previous page for a full description of the Committee's tasks. 1.2 Further Reporting to the Committee DECD must notify the Committee immediately in writing should there be substantial changes to the nature of the project or the evidence provided to the Committee. To enable appropriate monitoring of the project, DECD must also provide quarterly reports to the Committee on the progress of construction. Pursuant to section 12C (vii) of the Act, these reports must outline the efficiency and progress of construction and provide an explanation of any expenditure beyond the estimated costs quoted in this report. Evidence of any substantial changes to, or the withdrawal of, any approval (provisional or otherwise) must also be relayed to the Committee immediately with an appropriate explanation, and an assessment of the probability of a suitable resolution. In addition, the Committee requires that it be notified of the proposed date for the commissioning of the works. The Committee has the authority under Section 16 (1)(c) of the Parliamentary Committees Act to reopen investigations into any project for the purpose of further examination and monitoring. 1.3 Scope of This Report This Report examines the history of the proposal and the efficacy of the application of South Australian taxpayer funds to the Windsor Gardens Vocational College Redevelopment. The Report structure is guided by, and largely limited to, the terms of the Parliamentary Committees Act. It describes, in summary, the evidence presented to the Committee and concludes with a brief summary incorporating findings and recommendations. Detailed evidence upon which the Committee's decision is based is held in Parliament and, in most cases, can be examined by making an application to the Committee Administrative Officer. 5 1.4 Project Background Windsor Gardens is a medium sized secondary school that commenced as a vocational college in 1999 with the Centre for Hearing Impaired incorporated in Several facilities have been purpose built for the delivery of very specific vocational pathways for students and to serve the specific needs of the hearing impaired students. The site occupies approximately 8.3 hectares with the front of the college located on suburban McKay Ave. The rear of the college is set back from Sudholz Road and is separated from the main arterial road by three ovals. The buildings affected by this proposal consist of a three solid construction buildings built between 1958 and 1973, a timber clad transportable, a DEMAC transportable and a timber shelter/shed. The Department for Education and Child Development (DECD) commissioned a feasibility study for Windsor Gardens Vocational College in 2011 through the Department for Planning, Transport and Infrastructure (DPTI). The study considered the need for modernizing the college's accommodation to meet enrolment demand for music courses and to compact the site by reducing the number of outdated, temporary accommodation (transportable buildings). Windsor Gardens Vocational College was included in the DECD Capital Works Program announced in the 2012/2013 State Budget. Public Works Committee 4 Windsor Gardens Vocational College Redevelopment

6 PART TWO: EXECUTIVE SUMMARY The project proposed by the Department for Education and Child Development (DECD) involves the new build of a 21s t Century learning and teaching facility for middle school students and staff and the refurbishment of some existing facilities at an estimated cost of $4.22M (excluding GST). The scope of the redevelopment is summarised below: A new build combining three general learning areas and six specialist spaces for music instruction, practice, recording and performance. A teacher preparation area is also provided. Refurbishment of the canteen to accommodate the PE laboratory and a teacher preparation area Refurbishment of technology studies to accommodate electronics. Demolition of one solid and two transportable buildings and a timber shed to make way for the new build and improve site amenity. Compaction of site facilities for improved staff and student circulation Improved street presence and enhancement of the college's identity. The key drivers for the redevelopment proposal are to: Provide a state of the art 21 st century learning and teaching facility with specialist learning areas for music that caters to increased demand for music courses. Improve the educational accommodation for the school and avoid the ongoing cost of maintenance of aged timber and DEMAC buildings Create an appealing street presence and facilitate greater community participation in school music concerts/events. 7 PART THREE: EVIDENCE PRESENTED TO THE COMMITTEE 3.1 The Current Proposal The Windsor Gardens Vocational College redevelopment project will deliver the following: A new build combining three general learning areas and six specialist spaces for music instruction, practice, recording and performance. A teacher preparation area is also provided. Refurbishment of the canteen to accommodate the PE laboratory and a teacher preparation area Refurbishment of technology studies to accommodate electronics. Demolition of one solid and two transportable buildings and a timber shed to make way for the new build and improve site amenity. Compaction of site facilities for improved staff and student circulation Improved street presence and enhancement of the college's identity. The design solution will address accommodation functions currently provided at the existing school, along with a new Middle School building for Music and General Learning. The floor areas provided within the new development and redevelopment are based on DECD standards and Windsor Gardens Vocational College's entitlements. The design solution for Windsor Gardens Vocational College provides: Three new Middle School General Learning Areas New Music facilities including a large space for music instruction and performance, a recording room, four practice rooms and a secure music store New office accommodation for PE and Middle School staff Consolidation & reduction of existing canteen facilities to accommodate relocated P.E Lab and staff preparation areas Refurbishment of technology studies to accommodate relocated electronics The Information and Communication Technology (ICT) component of this project involves the extension of the school's Local Area Network for computing, and the telephone communication lines to the new joint Administration. 3.2 Consultation The Principal, Governing Council, school staff and the Regional Director endorse the redevelopment and scope of works in this project. Throughout each stage of this project the Governing Council and staff of the School has been closely involved with direct representation on the project development. During the concept planning stage, care has been taken to consult widely to ensure the needs of all stakeholders have been considered. 3.3 Aboriginal Heritage The Committee accepts that investigations undertaken by the proposing agency indicate that the proposed works will have no impact upon any sites of Aboriginal significance. 8 3.4 Heritage Buildings The Committee is told there are no local or heritage places or contributory heritage items on this site, 3.5 Ecological Sustainability The consultant and stakeholder project team for the Windsor Gardens Vocational College redevelopment recognise the importance and benefits of incorporating Ecologically Sustainable Development (ESD) principles into the new facilities. In particular the project team recognises that: A facility with good environmental qualities will provide a positive work environment for students and staff; A facility that consumes less energy, reduces waste and encourages reuse of resources will provide benefits for both the school facility itself, and for the wider community. ESD Initiatives Included In this Project The Design includes the following ESD initiatives. Passive Design Passive design principles are incorporated wherever practicable. Design features of the new building include: High levels of insulation will be used in the walls and ceilings of the new building Roof overhangs and verandahs have been designed to shade windows and walls from the sun Light coloured roofing and wall materials to reflect summer heat High and low level operable windows to promote natural cross ventilation High performance single glazing for heating, cooling and acoustic purposes. Mechanical Plant Energy efficient heating and air conditioning systems include the following energy saving provisions: O Heat recovery, multi-head split type (VRVNRF) air conditioning systems to serve the new building O Energy recovery ventilation systems within the General Learning Areas O Demand control ventilation to the Music room, to automatically adjust the amount of outside air provided in response to space occupancy (via sensing of space carbon dioxide levels) O Sweep fans for the breakout area as an alternative to air-conditioning on certain days. O All air cooled, reverse cycle air conditioning to incorporate variable output inverter compressors. Lighting Extensive window provision along the north-east and south-west facades to maximise natural light in General Learning Areas of the new building. It is proposed to increase the existing window openings in the refurbished canteen and PE lab to increase natural lighting and meet BCA minimum requirements. 9 High efficiency LED and T5 Lighting in the new building and the refurbished canteen and PE lab. Use of automatic dimming to ensure constant lighting levels in response to ambient daylight penetration to luminaires and occupancy sensing. Use of lighting control systems incorporating movement sensors to de-energise lighting in areas not being occupied within enclosed offices, meeting rooms, stores, utility and lunch rooms. Water Re-use It is proposed to install one 10,000 litre rainwater collection tank at the rear of the new building to provide water for reuse within the building and adjacent landscaping. Solar Panels The project incorporates a 5kW solar photovoltaic (PV) system located on the roof of the new Music and GLA building to generate renewable energy on site. 10 PART FOUR: FINDINGS OF THE COMMITTEE 4.1 Project Justification The proposed project aims to provide modern, efficient and functional areas for the delivery of education for the students at Windsor Gardens Vocational College. The key drivers for the redevelopment proposal are to: Provide a state of the art 21 st century learning and teaching facility with specialist learning areas for music that caters to increased demand for music courses. Improve the educational accommodation for the school and avoid the ongoing cost of maintenance of aged timber and DEMAC buildings Create an appealing street presence and facilitate greater community participation in school music concerts/events. 4.2 Public Value of the Proposed Project The project will provide modern educational accommodation, meet legislative compliance requirements and deliver DECD benchmark accommodation for the secondary school students. Students It will allow students to experience accommodation specifically designed to support contemporary teaching methodologies in-line with 21s t century learning. Staff It will provide opportunities for enhanced professional learning for staff. Cornmunity o o Improve the amenity of the site for the wider community; Aesthetically improve the presentation of the site. 4.3 Revenue Earning Capacity of Proposed Project The project is not constructed with a view to raising revenue. 4.4 Whole Life Costs of the Project The estimate for the redevelopment works is summarised below. 11 4.5 Estimated Net Effect of the Work, and Its Use, on Public Funds There is no additional impact on the consolidated account. Forecasted cash flow as follows; Year Forecast Expenditure per year 2012/2013 $200, /2014 $2,300, /2015 $1,615, /2016 $105,000 Total $ 4,220, Project Delivery The following are the key project program dates for the Windsor Gardens Vocational College redevelopment Activity Date Documentation Complete June 2013 Planning Approval Granted June 2013 Public Works Committee Hearing July 2013 Public Works Report to Parliament August 2013 Tender Call August 2013 Tender Appraisal September 2013 Award Contract October 2013 Construction Commencement November 2013 Construction Complete December 2014 The staff and students will remain at the school site during the course of the construction period. However, there will be no need to provide additional temporary accommodation for the staff and students affected by the re-development. Buildings 17 and 20 have been identified through consultation with DECD, DPTI, Windsor Gardens Vocational College staff leaders and design consultants, as the ideal venues to set up the temporary accommodation for Music. However, the canteen will shut down in Stage 1 until the refurbishment of Building 2A is complete. With these plans in place it is not anticipated that there will be a significant impact on the school's teaching delivery during the project works. In order to minimise disruption to the school, the re-development of Windsor Gardens Vocational College will be staged as follows: Stage 1 Temporarily relocate Canteen out of Building 2A Renovate Building 2A for PE Laboratory and Canteen Renovate Building 3A for Electronics Relocate PE Laboratory and Canteen back into Building 2A Relocate Electronics to Building 3A Public Works Committee 10 Windsor Gardens Vocational College Redevelopment

12 Temporarily relocate Music into Buildings 17 and 20 Stage 2 Demolish of transportable buildings 6, 11, 14 and Shed 8 and site works for new build Build new Music facilities and General Learning Areas building Relocate Music facilities into new building The location of the building contractor's site compound will be negotiated with the successful contractor. The contract specifically requires that the Head Contractor takes action to protect persons and property from construction. 4.7 The Efficiency and Progress of the Project and Justification of Any Expenditure Beyond Estimated Costs The Committee will monitor the progress of the project as required by the Parliamentary Committees Act through the regular reports the proposing agency is required to provide prior to the completion of construction (refer to "Further Reporting to the Committee"). The Committee will provide a further statement to Parliament in the event that subsequent information provided renders this Report inaccurate or misleading. 13 7-) - PART FIVE: CONCLUSION & RECOMMENDATION The Public Works Committee has examined written and oral evidence in relation to the Windsor Gardens Vocational College Redevelopment. It has also been assured by DECD that acquittals have been received from the Departments of Treasury and Finance, Premier and Cabinet and the Crown Solicitor that the works and procedures are lawful. The Committee is satisfied that the proposal has been subject to the appropriate agency and community consultation and meets the criteria for examination of projects as set out in the Parliamentary Committees Act Based upon the evidence considered, and pursuant to Section 120 of the Parliamentary Committees Act, 1991, the Public Works Committee reports to Parliament that it recommends the proposed public work. / Alan Sibbons MP PRESIDING MEMBER Public Works Committee 7 /2013 Public Works Committee 12 Windsor Gardens Vocational College Redevelopment
