6 5 - MITIGATING THE EFFECTS OF FIRE Means of fighting fire: Portable extinguishers situated throughout premises appropriate for the risk. See plan. All extinguishers regularly maintained by contractor. Records in maintenance file. Nominated staff are able to to receive training in use of equipment if desired. Means for restricting fire spread Hazards Identified Fire spread beyond floor of origin / room to room. Control Measures Fire resistance construction between floors and enclosing staircase None / Maintain existing measures Means of segregating areas of higher fire risk Hazards identified Storage of cleaning materials in stores on ground floors. Control measures Store is fully enclosed in secure cupboards. Doors kept locked shut. None / Maintain existing measures 6 - FIRE DEVELOPMENT Having regard to information contained in section 1-5 describe the most likely worst case scenario fire situation to be encountered. The two most likely cause of fire would be: Electrical fault in electrical equipment such as a computer, cooker or chiller etc. This would initially be a slow developing fire with a lot of smoke generated in area of origin. If clubhouse was unattended this may develop and fully involve the clubhouse within approximately 8-10 minutes. On the first floor the fire would be noticed within minutes. On the Ground floor the smoke would enter the corridor but should not spread to other floor due to the present construction. Kitchen gas appliance left unattended. This would be a slow developing instance as the heat builds up but once the fire had started this would be intense and be difficult to contain. This is unlikely to occur when the clubhouse is attended but rather if left on by mistake. As the first floor is usually occupied and circulation routes are in frequent use any outbreak should be detected in early stages. 5

7 The ground floor is made up mainly of empty changing rooms with the exception of the Managers office and the beer cellar. Action required Ensure that the kitchen has a written check list which can be used by all all a visual reminder as to all the appliances that have to be turned off when leaving the kitchen. The kitchen will also be checked as a matter of routine when the clubhouse is locked up at the end of the day. 7- OCCUPANTS of occupants All employees are able-bodied and the club procedure ensures that they are all familiar with building. New employees receive induction training. Emergency procedures are clear visible on the notice board by the front entrance and in the club house for all to see. Contractors would be accountable to the Clubhouse Manager/Groundsman and supervised by maintenance manager who would monitor work as necessary. Occupants are alert and likely to react promptly in an evacuation due to staff training. of any persons considered to be particularly at risk e.g lone workers, visitors, people with special needs. Occasional staff work alone with very few members in the clubhouse. Employees work late in evening and at weekends. Action required Restrict areas of lone working or upgrade fire alarm to include automatic fire detection in escape routes. 8 - RAISING THE ALARM Means of detecting and giving warning of fire Action required manual electric fire alarm installed throughout premises to BS See plan. Mainintain existing measures 6

8 9 - ESCAPE ROUTES Escape routes and exits available for occupants Existing provision See plan. Two exits at each end of building lead directly to open air. Two escape stairs from first floor discharge directly to outside. All final exits are normally open during business hours. Mainintain existing measures Means for ensuring escape routes can be safely used during evacuation Existing provision See plan. All exits are adequately signed. Escape routes are illuminated by escape lighting units. Doors are provided with selfclosing devices. Exit doors are always unlocked when building is occupied and escape routes are maintained free of obstructions. Mainintain existing measures 10 - EVACUATION PROCEDURES Emergency action plan Existing Procedure Notices detailing the procedure are displayed in the clubhouse and included in staff training sessions. Policy is to raise alarm and evacuate building. Only persons who are trained will attempt to fight fire if safe to do so after raising the alarm.. Mainintain existing measures 11 - FIRE SAFETY MANAGEMENT Fire safety policy statement General health & safety policy statement is contained in H&S file and also displayed on staff notice board. Statement confirms company commitment to maintaining high levels of safety for staff & visitors 7

9 Mainintain existing measures Procedures in place to monitor and review fire safety procedures in the premises H&S audits are done monthly and Fire Safety procedures are reviewed regularly. Reports are submitted by the clubhouse manager to the Exec. Committee. Staff training includes fault reporting procedures. Mainintain existing measures 12 - MANTENANCE OF EQUIPMENT Maintenance programme for preventative & protective measures. Fire Service and Fire Alarm professionals carry out regular audits. All staff are aware of the defect reporting system. Grasshoppers have a maintenance contract for the alarms, extinguishers and emergency lighting system. All above are maintained in accordance with relevant british standards. Maintain existing measures 13 - TRAINING Fire safety training provided for relevant persons All staff are briefed in evacuation procedures on induction and twice yearly. Evacuation drills are carried out twice yearly. Maintain existing measures 8

10 14 - RECORDS Records of maintenance & training All maintenance records kept are kept in ClubHouse Managers Office. Manager maintains records of staff training. Maintain existing measures 15 - CO-OPERATION & CO-ORDINATION Procedures in place to ensure co-operation and co-ordination between occupiers of relevant premises N/A N/A N/A Consultations carried out with interested parties during risk assessment process. E.g. Employees/safety representatives Clubhouse staff consulted and assisted in assessment process. Club website provides updated information to all employees and Members. Maintain existing measures Procedures in place for any necessary contact with external emergency services, particularly as regards fire-fighting, rescue work, first-aid and emergency medical care. Fire service have carried out familiarisation visit Maintain existing measures 9

11 16 - CONCLUSIONS Conclusion Escape routes are maintained free of combustible materials, therefore most likely fire would occur in office. If persons are in office fire would be noticed in early stages and staff could safely vacate room. Staff are trained and would raise alarm by actuating call point. Remaining staff would evacuate. If safe to do so trained staff would attempt to extinguish fire. If office were unoccupied staff using circulation routes would hear and smell fire development before the room was fully involved. Alarm would be raised and all persons can travel away from fire to final exit in relatively short distance and time. Evacuation drills demonstrate that building could be fully evacuated within 4 minutes. Action required: Maintain existing measures 17 - REMEDIAL ACTION PLAN Deficiency Remedial action required.
