1 SeaPort-e Contract N D-7950 The SEMCO Team is prepared to deliver innovative, efficient and quality engineering and logistics support services for all NAVSEA Program Executive Offices, Directorates, Warfare Centers and Field Activities utilizing the NAVSEA SeaPort Enhanced (SeaPort-e) Contract across all functional areas of the contract and seven geographical zones. The period of performance for SeaPort-e is November 19, 2013 through April 4, 2019 including award term options. As a prime Contractor, under the Seaport Enhanced Contract, SEMCO will use a Systems Engineering approach across the functional areas identified in the requirements section of the SOW Paragraphs 3.1 through Team SEMCO was carefully selected to ensure that qualified personnel with requisite skill sets and experience are available to execute the Systems Engineering process within a tasked mission area across the applicable functional areas. Team SEMCO consists of Northrop Grumman Defense Mission Systems, AdvantEdge Technology and CACI Technologies, Inc. Team Members Systems Engineering & Management Company (SEMCO) SEMCO s experience and expertise goes across the Life Cycle of a system; from performing Supportability Analysis, developing Acquisition Logistics Support Plans (ALSP), Configuration Management Plans, Maintenance Plans, User s
2 Logistics Support Summaries (ULSS), Logistics Support Guides (LSG), Installation and Checkout Support, and developing the Tomahawk Weapons Control System Diminishing Manufacturing Sources and Material Shortages (DMSMS) and COTS Management Plan (DCMP). SEMCO is a recognized expert at NSWC PHD in the use of the Logistics Management Information (LMI) Performance Specification MIL-PRF that replaced the Logistics Support Analysis (LSA)/Logistics Support Analysis Record (LSAR) MIL-STD A/2B. SEMCO also designs and builds Video and Telemetry Receivers, Video and Telemetry Transmitters, RF Command/Data Links, Integrated Voice, Video and Datalink Systems at our 43,000 square foot facility in Vista, California. Northrop Grumman Northrop Grumman (NG) has a well-earned, worldwide reputation for outstanding performance on defense programs. In January 2003, Forbes ranked NG as the Company of the Year. In Business Week s spring 2003 ranking of Fifty Best Performers, Northrop Grumman was one of only two defense firms listed. As a principal services contractor to NAVSEA and its field activities, NG is recognized for cost efficiency in delivering quality products and outstanding expertise in systems Engineering, Test and Evaluation (T&E), installation and/or technical support, and system and/or equipment Configuration Management (CM) support. The NG engineering and technical staff consists of 400 professional engineers supporting the NSWCs with a surge capability of nearly 1,000 professional personnel. NG offers a technically diverse and experienced team with proven success on NAVSEA warfare center contracts. AdvantEdge Technology AdvantEdge Technology is headquartered in Port Hueneme, CA and structured as a woman owned small business. The primary focus is providing engineering services to key federal government agencies, with an emphasis on serving the US Departments of Defense. Their core competencies include the following: Test & Evaluation, Systems Engineering, Facility Engineering, Information Technology, Operation & Maintenance, Training and Program Management.

Our approach to quality management of contracts, projects, tasks, and teams will use ISO 9001-based Quality Management System (QMS). Team SEMCO s Quality Assurance (QA) mission mandates quality customer service and these procedures provide and promote continual process improvement. Team SEMCO s structured QA approach provides definitive QA responsibilities and accountability, as well as an independent reporting tool to top management. Our QMS provides timely deliverables that meet all contract and mission requirements, including identification of critical processes, and documents its application in a Quality Manual (QM).
