2 CenterPoint Energy develops the Business Energy Efficiency Programs to assist Commercial and Industrial customers in reducing demand and energy usage. These programs offer incentives that promote the installation of a variety of energy efficiency and load management measures. CenterPoint Commercial and Industrial Standard Offer Program (SOP) /commercialandindustrialstandardoffer/ Commercial and Industrial (C&I) Standard Offer Program provide incentives for the installation of a wide range of measures that reduce summer peak demand and save energy in non- residential facilities. Incentives are paid on the basis of deemed savings or verified demand and energy savings that occur at CenterPoint Energy commercial and industrial customers facilities. The incentives are based solely upon kw peak demand and annual kwh energy savings. The incentives are priced at $175/kW and $0.06/kWh. For Large commercial customers, each project of one or more sites must provide a total estimated summer peak demand reduction of at least 20 kw or 120,000 kwh. For Small commercial customers, each project of one or more sites must provide a total estimated summer peak demand reduction of at most 20 kw. The summer peak period is defined as the non- holiday weekday hours occurring between 1 PM and 7 PM from May 1 until September 30. Prescriptive incentives are available on equipment upgrades and improvements such as high efficiency lighting, HVAC, Variable Speed Drives, and Premium Efficiency Motor. Eligible measures include, but are not limited to: HVAC - Packaged cooling unit replacement, HVAC Unitary and Split A/C system replacement, HVAC Heat Pump replacement, Water- cool Chiller replacement, Fan and Pump motor efficiency upgrades, VSD installations, high- efficiency lighting, lighting controls, CFLs with hard- wired ballasts, window films installation. Program Highlight: For small commercial customers with less than 250 kw aggregate peak demand, incentives will be capped at 20 kw reduction. Project Sponsors can reserve or receive more than 20% of the C&I Standard Offer Program incentive budget in a given year. No more than 65% of the total demand and energy savings may come from lighting only measures; the program is designed to encourage the implementation of multiple energy conservation measures. 2

3 CenterPoint Load Management Standard Offer Program /loadmanagementstandardoffer/ This program is designed to reduce summer peak demand. The summer peak period is defined as the non- holiday weekday hours occurring between 1 PM and 7 PM from June 1 until September 30. Participating customers are required to have a normal aggregate peak demand of 750 kw or greater, with each participating site having at least 250 kw normal peak demand and capable of curtailing at least 100 kw. Program Highlight: There is a one- year commitment for the participating customer or the project sponsor without any penalties for opting out before the end of the one year term. CenterPoint Energy will pay up to $40 per kw of verified curtailed load. CenterPoint Retro-Commissioning Program / Technical Energy Analysis /retro- commissioning/ This program promotes the tune- up of major energy- consuming systems in existing commercial buildings, including manufacturing facilities, hospitals, educational campuses, retail stores etc. Eligible measures include HVAC Temperature Reset; Outside Air Reduction; Optimize HVAC Start- Up; Lighting (de- lamping, day- lighting, etc.); Add VFD s; etc. To be eligible, existing facilities should be at least 400,000 square feet of air- conditioned space for RCx "Full" projects; or, between 150,000 and 400,000 square feet of air- conditioned space for RCx "Fast Track" projects. Technical Services Program (TSP) is a new segment of the CenterPoint Energy Retro- commissioning (RCx) Program, available for the 2011 program year. TSP is being offered to support the City of Houston s Energy Efficiency Incentive Program (EEIP), which is aimed at reducing energy consumption in office buildings. TSP includes a comprehensive energy audit by a certified energy manager at no cost to qualifying customers. The program requires that customer must install at their own cost (totaling at least $10,000) identified in the audit, which reduces operating and energy costs resulting in a simple Payback < 3 years. Program Highlight: Customer has opportunity to earn incentives up to $10,000 based on verified energy savings from implemented measures. 3

4 CenterPoint Advanced Lighting Program /advancedlightingprogram- commercial/ The Commercial LED Lighting Program offers incentives for CenterPoint Energy commercial customers to upgrade parking lots, garages and other facilities with LED lighting and controls. Incentives are based on verified on- peak demand and annual energy savings resulting from the installation of qualified LED measures and lighting controls. Incentive rates for 2011 are $230/KW for on- peak demand savings, and $0.14/KWH for annual energy savings. Gulf Coast Region, Texas Texas-New Mexico Power Company (TNMP) 2010 Commercial Standard Offer Program (SOP) The Commercial and Industrial Standard Offer Program provides incentives for the retrofit installation of a wide range of measures that reduce customer energy costs, and reduce peak demand and/or save energy in non- residential facilities. Incentives are paid to energy efficiency service providers on the basis of deemed savings or measured savings. The primary objective of the program is to achieve cost- effective reduction in peak summer demand. The incentives on energy and peak demand savings are priced at $195/kW and $0.067/kWh. During the summer peak period, Commercial Small project must have demand reduction of at least 1 kw, and Commercial Large project must have at least 20 kw demand reduction. The summer peak period is defined as the non- holiday weekday hours occurring between 1 PM and 7 PM for the months of May through September. TNMP has budgeted a total of $74,700 in incentives for the Commercial SOP for Project Sponsors may apply for incentives of up to 20% of the total budget. The minimum projects size is 1 kw for Small Commercial and 20 kw for Large Commercial. All projects must be fully completed by November 15, 2011 Eligible Projects include, but are not limited to: Constant Air Volume (CAV) to Variable Air Volume (VAV) conversion, chiller replacement, HVAC - packaged cooling unit replacement, fan and pump motor efficiency upgrades, (VSD) installations, thermal storage, high- efficiency lighting, lighting controls to reduce operating hours (in conjunction with lighting efficiency measures only), CFLs with hard- wired ballasts, air cooling and refrigeration compressor replacement, and motor- efficiency upgrades. 4

5 Texas-New Mexico Power Company (TNMP) 2010 Solar PV Pilot Program Texas New Mexico Power (TNMP) offers rebates to its customers that install photovoltaic (PV) systems on buildings. The program is currently slated to operate on a pilot basis for two years. TNMP is committing $108,000 in incentives in 2011 in support of customers that install solar PV systems meeting TNMP s eligibility criteria for system interconnection and expected performance. The 2011 incentive level is $2.00 per DC watt and covers up to 10 kwdc. Larger systems are eligible, but may only receive incentives for the first 10 kilowatts (kw) of installed capacity. The program budget is $108,000. 5
