For further information visit City of Perth Parking (CPP) The CPP strives for excellence in its parking services; continually improving and facilitating easy and accessible parking for its 10 million customers. Recently the CPP has made upgrades to its car parks, won awards for its services, and extended its operations to commercial businesses. The improvement and extension of CPP facilities and services makes parking within the city more environmentally and user friendly. Recent Upgrades Recent upgrades to CPP car parks include: The installation of a License Plate Recognition System at Goderich Street car park with future upgrades planned for Council House, Regal Place and Mayfair Street car parks. The upgrade of CCTV with IP technology at the Convention Centre car park with future upgrades planned for all multi-storey car parks. These upgrades aim to allow faster and easier parking, facilitate an improved level of security and reduced paper waste due to ticketless parking systems. Awards Achievements for CPP include: International Parking Institute (IPI) Award- CPP was recognised as the Parking Organisation of the Year 2013 Mobile Application Awards 2012 Parking Association Awards (PAA) 2012 Award for excellence in product innovation. These awards highlight international and national recognition of CPP services. Extended Services Car parking Services supplied to Turvey lane on the corner of Railway Parade, McCourt St and Cambridge Street. Event Parking for City of Perth Events. Private hire of car parks for independent organisations e.g. Rooftop Cinemas at the Roe Street car park. These ventures allow CPP to support local businesses and allow CPP to support and invest in advances in parking technology. 4 5

4 Greener Parking CPP strives for greener, more environmentally friendly parking systems. Two of the leading car parks in this field are Elder Street and Goderich Street. Elder Street - Designed to reduce energy consumption and vehicle gas emissions by incorporating a range of green initiatives including solar panels, rain water harvesting, self-cleaning toilets, electric vehicle charging facilities and automatic CO2 monitoring. Elder St car park uses solar powered ticket machines, low energy lighting and natural ventilation; all with a focus on reducing CO2 usage. The aim of the car park is to be user friendly, modern and with a sense of space, whilst integrating a number of sustainable environmental initiatives that contribute to making the facility a greener place to park. Goderich Street - This car park uses innovative license plate recognition technology, linked to payment systems to make parking both easier and paperless; improving customer service and reducing our impact on the environment. In addition the City of Perth is the first local authority in Australia to commit to a climate change initiative in the form of carbon sequestration by planting and maintaining 255,000 trees for a 40 year production life funded from fees paid by parking customers; demonstrating the City s commitment to reducing atmospheric carbon. 18 ACROD PARKING The City of Perth provides up to two hours free parking in car parks for people with accessibility requirements who hold a valid ACROD permit. The permit holder must be in the vehicle, either as driver or a passenger. Concessions are also applicable to kerbside parking. These concessions are valid within the boundaries of the City of Perth only. The City of Perth recognises international and inter state disabled permits. These are valid for a period of 3 months after the person arrives in Western Australia after which a new ACROD permit needs to be obtained from National Disabilities Services (NDS). For ACROD parking outside the City of Perth applicable ACROD conditions should be obtained from the local council. Concession in Car Parks Car park concessions are applicable only to hourly rates and do not apply to block (10 hour, 12 hour, etc) discounted fees or event parking. ACROD permit holders may not return to the same car park within two hours. Ticket Machine Operated Car Parks: When an ACROD permit holder is parked in an unstaffed car park operated with ticket machines, they must purchase a ticket and display it on the dashboard with their valid ACROD permit. The ticket will remain valid for a further two hours after the expiry time. Where the permit holder stays for two hours or less, they must purchase a ticket for the minimum amount (10 ). The permit holder may not re-enter the same car park for a minimum of two hours. Boom Gate Operated Car Parks: (when staffed) When an ACROD permit holder is parked in a staffed car park where they are issued with a ticket at the entry boom gate, the driver will need to redeem their free parking by visiting the Customer Service Office prior to exiting the car park. The Customer Service Officer will need to sight the original permit and will also collect any monies owing for parking in excess of two hours. The permit holder may not re-enter the same car park for a minimum of two hours. Boom Gate Operated Car Parks: (when unstaffed) The ACROD permit holder should pay the full fee and obtain a receipt, then post, or fax their receipt and a legible copy of their permit to Off Street Parking for a refund. Permit holders do not need to redeem their concessions individually; they may retain their receipts and send several at once. Use of ACROD ACROD permit holders who do not require a wheelchair or walking frame can park in any non-reserved bay within a car park and still receive concessions, thus leaving the extra-wide bays for over-size vehicles or customers requiring extra clearance around the vehicle. Parking On Street (kerbside) The City of Perth provides parking concessions on street (kerbside) for people with accessibility requirements who hold a valid ACROD permit. Kerbside parking bays are On Street parking bays controlled by green permissive parking signs e.g. ¼ P, 1P, 2P. There are three sign types: (a), (b) and (c). a) Time restricted no fee payable. (General Bays) A vehicle displaying a valid ACROD permit parking in a time restricted parking bay may park for double the limit indicated on the sign. Once this time expires the vehicle must vacate the parking bay and may not return to the same bay within one hour. b) Time restricted fee payable. (General Bays) A vehicle displaying a valid ACROD permit parking in a time restricted parking bay where a fee is payable must pay the applicable fee for the time allowed to park. After the purchased time expires the vehicle may remain parked for the same time again but once this second period expires the vehicle must vacate the parking bay. c) Time restricted fee payable. (ACROD Specific Bays) Parking in a time restricted ACROD bay is limited to the period stated on the sign. Fees apply. These concessions do not apply to restricted parking areas (information on sign is written in red) such as Clearways, Loading Zones, Bus Zones, Taxi Zones. Failure to adhere to the above concessions may result in a parking infringement being issued. 19 CAR POOLING A discounted car pooling rate is available at Mayfair Street, Roe Street and Queens Gardens car parks. To be eligible for car pooling, there must be a minimum of two people in the vehicle and the vehicle must enter the car park between 6.30am and 8.30am Monday to Friday, except public holidays. Parking is for a maximum of 10 hours only, thereafter hourly rate applies. Car pooling bays are subject to availability. ELECTRIC VEHICLE CHARGING Electric vehicle charging facilities are available at the following car parks: Elder Street, His Majesty s, Cultural Centre, Concert Hall, Roe Street, Pier Street, State Library, Citiplace, Mayfair Street, Regal Place, Council House and Convention Centre. Charging facilities are 32 Amp 3 Phase outlets. All parking bays that have electric vehicle charge points are not dedicated electric vehicle bays, therefore a minimum of one day notice is required in order to keep the bay open for an electric vehicle. This will only be possible if the bay required is vacant at the time. There is at present no charge for electricity use, only the parking fee is payable. City of Perth is not liable in contract, tort, statute or otherwise for any loss of, or damage to property or personal injury, arising from any use of electric vehicle charging facilities. MOTORCYCLE PARKING Motorcycle bays are provided at most CPP car parks. These bays are marked specifically for motorcycle parking (inclusive of all motorised two-wheel vehicles) usage. It is an offence for motorcycles to be parked in bays designated for motor vehicles (i.e. cars, vans, trucks) unless a sidecar is attached. In most open air and some under cover car parks there are parking meters at the motorcycle bays. In staffed car parks the motorcyclist presents the ticket obtained at the entry boom gate to the Customer Service Officer to obtain a 33% reduction on the car parking hourly fee. Please note: no early bird or concessions apply to the already reduced motorcycle parking fees. New Motorcycle Entry System: City of Perth Parking has installed dedicated motorcycle entries at some CPP car parks. These new motorcycle entries mean that motorcyclists can automatically redeem their 67% discount on parking fees by simply taking their parking ticket to the pay station to pay and validate. To access the dedicated motorcycle entry, go to the MC entry gate at the car park. Once there, ride up to the small MC only boom gate, take a ticket from the dispenser unit and park in a designated MC bay. Any ticket issued from the motorcycle entry can be paid at any auto pay station within the car park at the discounted rate. Remember that only tickets dispensed from the dedicated motorcycle entries are entitled to the discounted motorcycle rates. For more details visit: BICYCLE PARKING (Elder Street Car Park Only) At Elder Street car park, City of Perth Parking has introduced a dedicated bicycle parking area that can hold up to 54 bicycles. The designated bicycle area has its own entrance with a turnstile gate located at the Elder Street side of the car park next to the motorcycle parking area. When approaching the gate, take a ticket from the dispenser unit, then enter via the turnstile gate and park bicycle in a designated bicycle bay. Any ticket issued from the bicycle entry can be paid at any auto pay station. Only tickets dispensed from the dedicated bicycle entries are entitled to the discounted bicycle rates. HOW TO PAY FOR PARKING Ticket machines (pay and display ticket): These machines are found in the majority of CPP car parks, including open air, ground level and some of the undercover car park facilities. Under this system customers must purchase a ticket from the ticket machine for the required time that the vehicle will be parked and display the ticket face up on the left hand side of the dashboard. Parking Cards are available which offer a coin free option in the pay and display machines. Cards can be purchased from the Council House customer service desk, staffed car parks, or an application form can be downloaded from the website Automated pay machines (pay as you leave): Automated pay machines are used in the following under cover car parks: Concert Hall, Citiplace, Convention Centre, Cultural Centre, Elder Street, His Majesty s, Pier Street, Roe Street and State Library. This system is also in the Terrace Road open air car park

20 A ticket is issued at the entry boom gate. Before returning to the vehicle to exit the car park, customers must pay for their parking by visiting one of the automated pay machines. The machine will collect monies owing and validate the ticket. Customers can then return to their vehicles and exit the facility by inserting the ticket at the exit boom gate. Licence Plate Recognition System: On entry to the car park, the boom gate will automatically open. The licence plate of the vehicle will be captured by a camera when entering. No ticket will be issued. The option to pre-pay for parking is available along with the option to pay when leaving. The payment machines have a touch screen. Simply enter the licence plate number on the screen or the approximate time entering the car park to bring up images of the vehicle that matches the licence plate. Once selected, either press the pre-pay button or the pay for exit button to make payment. Payment can be made by cash, credit card, EFTPOS or Parking Card. Press on the screen for a receipt if required. If payment has been made to exit the car park, the boom gate will automatically open when the vehicle approaches the exit. If the boom gate does not open, press the intercom button for assistance. Credit Card and EFTPOS Facilities: Credit card (Visa, Mastercard, American Express) and EFTPOS facilities are available at all CPP staffed car parks. Credit cards (Visa, Mastercard, American Express) are also accepted in unstaffed CPP car parks via the pay and display ticket machines or automated pay machines. This facility is also available on street ticket machines in the CBD and parts of West Perth, Northbridge and East Perth. The minimum transaction is $2.00. If the credit card payment option is offline or the transaction cannot be completed, the customer must pay by cash or use another machine. CASHLESS PAYMENT CPP Parking Cards (mag stripe) can be used in all car parks and conveniently reduce the need to carry coins to pay for parking. By entering and using this Parking Facility or utilising On-Street Parking you agree to the terms set out below. GENERAL TERMS AND CONDITIONS 1.
