16 The Business Processes We Use We plan, program, budget, are funded, and execute annual programs by business lines Civil Works Military R&D Headquarters provides policy and program oversight We execute work (contracts) through our 45 geographic g districts and 3 operating centers Majority of our work done via contracts Nearly all work openly competed via Federal Acquisition Regulation-based contracts We also have vigorous Small Business program that includes variety of preference programs such as small-disadvantaged, women-owned, servicedisabled/veteran-owned preferences Use variety of formal acquisition (sealed bid) tools as well as negotiated acquisitions for A-E services, construction, other services, and supplies to include single project contracts and multi-year indefinite delivery-indefinite quantity contract terms. 16
