2 CONTENTS Section 1 - School Board Executive Staff Job descriptions filed in this section are for paid professionals who report directly to the Board of Education. In many school districts this may only be the SUPERINTENDENT OF SCHOOLS. Section 2 - Administrative Personnel (Excluding Chief School Executive) Job descriptions filed in this section are for those jobholders who have management and/or supervisory responsibilities, regardless of whether these responsibilities are considered in the "professional" or "nonprofessional" realms. Examples of job titles appropriate for filing in this section are ASSISTANT SUPERINTENDENT, BUSINESS MANAGER, PRINCIPAL, MAINTENANCE, TRANSPORTATION, AND FOOD SERVICE DIRECTORS, etc. Section 3 - Professional Personnel (Excluding Administrative Personnel) Jobs descriptions filed in this section are for those job-holders who have a primary responsibility to deliver professional services directly to clients of the school district. The management and/or supervisory responsibilities of these jobholders are minimal compared to those classified in Section 2. Examples of job titles appropriate for filing in this section include SECRETARY, BUS DRIVER, CUSTODIAN, etc. Section 5 Paraeducator Personnel (Non-Certified) Job descriptions filed in this section are for job-holders who, under the guidance of professionals, help deliver professional services directly to the clients of the school district. 3 FORMAT The job descriptions in this Reference Handbook all follow the identical format. It is a format developed for NSBA's JOB DESCRIPTIONS IN EDUCATION SERVICE after careful examination of hundreds of actual "position guides. The following reviews the format item-by-item. 1. JDE LOCATOR: In the JDE filing scheme, each model has a 3-digit "locator.@ The first digit indicates the personnel group or Manual section to which the model belongs. The second set of digits is the job title's assigned number within the personnel group. The third set of digits is the number of the model for the same job title. 2. TITLE: Standard titles are provided for all job descriptions. 3. QUALIFICATIONS: Here, the job descriptions list specific employment criteria. The Board of Education itself or its agents must determine actual qualifications, and most particularly, those mandated by state law. 4. REPORTS TO: The meaning is apparent: the location of the job in the organization chain and to whom the person is immediately responsible. 5. SUPERVISES: If the job entails any supervisory responsibility, it is noted here. If there is no supervisory responsibility, this heading is omitted in the job description. 6. JOB GOAL: The aim of this entry is to move the job description from the list of concrete assignments to a direct tie-in with the primary purpose of every school system: the best education possible for students. This is the statement that attempts to relate the job to the needs of its student-client. 7. PERFORMANCE RESPONSIBILITIES: Lists specific responsibilities, assignments, and obligations for each job description. 8. TERMS OF EMPLOYMENT: The phrases of this entry are the result of an employer/employee agreement about the job contract. The length of the contract (nine, ten, eleven or twelve month year) is indicated here. The Board of Education, of course, is the authority for the establishment of these terms. 9. EVALUATION: If the job description is not to wither in a file, it must have a definite purpose in the employer-employee scheme. One obvious function is to serve as an instrument for performance evaluation. This entry relates the job description to the school system's evaluative machinery.
4 SECTION 1 SCHOOL BOARD EXECUTIVE STAFF ABOUT SECTION 1: For the purpose of classification, the term "School Board Executive Staff" refers in this Reference Handbook Manual to professionals who report directly to the Board of Education. In most school districts, the Superintendent of Schools is the only person who reports directly to the Board, or those to whom he delegates responsibility Superintendent of Schools Locator 1.01
5 TITLE: Superintendent of Schools REPORTS TO: SUPERVISES: JOB GOAL: Board of Education All administrative and supervisory personnel of the district. To inspire, lead, guide and direct every member of the administrative, instructional and support services team in setting and achieving the highest standards of excellence so that each individual student enrolled in the district may be provided with a complete, valuable, meaningful and personally rewarding education. To oversee and administer the use of all district facilities, property and funds with a maximum of efficiency, a minimum of waste and an ever-present overriding awareness of and concern for their impact upon each individual student's education. PERFORMANCE RESPONSIBILITIES: 1. Attend and participate in all meetings of the Board of Education and its committees accept when own employment or salary is under consideration. 2. Advise the Board on the need for new or revised policies, and sees that all policies of the Board are implemented. 3. Prepare the annual operating budget recommendations and implements the Boardapproved budget. 4. Prepare and submit to the Board recommendations relative to all matters requiring Board action, placing before the Board such necessary and helpful facts, information and reports as are needed to insure the making of informed decisions. 5. Inform and advise the Board about the programs, practices and problems of the schools, and keep the Board informed of the activities operating under the Board's authority. 6. Secure and nominate for employment the best qualified and most competent teachers and supervisory and administrative personnel. 7. 6 8. Report to the Board the case of any employee whose service is unsatisfactory, and recommend appropriate action. 9. Hold such meetings of teachers and other employees as necessary for the discussion of matters concerning the improvement and welfare of the schools. 10. Keep the Public informed about modern educational practices, educational trends and policies, practices and problems in the district's schools. 11. Delegate, at own discretion, to other employees of the Board the exercise of any powers or the discharge of any duties with the knowledge that the delegation of power or duty does not relieve the superintendent of final responsibility for the action taken under such delegation. 12. Keep informed of modern educational thought and practices by advanced study, by visiting school systems elsewhere, by attending educational conferences and by other appropriate means, and keep the Board informed of trends in education. 13. Study and revise, together with the staff, all curriculum materials and courses of study on a continuing basis. 14. Make recommendations with reference to the location and size of new school sites and of additions to existing sites, the location and size of new buildings on school sites, the plans for new school buildings, all appropriations for sites and buildings, and improvements, alterations and changes in the buildings and equipment of the district. 15. Recommend to the Board for its adoption all courses of study, curriculum guides and major changes in texts and time schedules to be used in the schools. 16. Submit to the Board a clear and detailed explanation of any proposed procedure which would involve either departure from established policy or the expenditure of substantial sums. 17. Maintain adequate records for the schools including a system of financial accounts, business and property records, and personnel, school population and scholastic records. Act as custodian of such records and of all contracts, securities, documents, title papers, books of records and other papers belonging to the Board. 2 of 3 JDE Locator Make recommendations to the Board concerning the transportation of students in
7 accordance with the law and the requirements of safety. 19. Provide suitable instructions and regulations to govern the use and care of school properties for school purposes. 20. Attend, or delegate a representative to attend, all meetings of municipal agencies at which matters pertaining to the public schools appear on the agenda or are expected to be raised. 21. 9 SUPERVISES: JOB GOAL: Staff members as designated by the superintendent To assist the superintendent substantially and effectively in the task of providing leadership in developing, achieving, and maintaining the best possible educational program and services. PERFORMANCE RESPONSIBILITIES: 1. Serve as Director of Vocational Education and Chapter I Director. 2. Serve as Director of Grants Programs, both federal and state. 3. Prepare and submit proposals for new and continuation programs to the proper state and federal offices. 4. Work cooperatively with staff, local agencies, and state agencies in supervising, evaluating, and establishing programs. 5. Work with Northeastern Junior College administration and staff to coordinate all programs, facilities, and equipment needed in programs contracted by RE-1 Valley School District with Northeastern Junior College. 6. Coordinate establishment of curriculum, supervision of curriculum, and improvement of curriculum. 7. Work with district advisory committees in various programs. 8. Assist the superintendent, principals, and supervisors in the employment and evaluation of personnel used in the educational programs in the district. 9. 10 11. Coordinate all district in-service programs and college courses for staff. 12. Report on the status of district programs and services at the request of the superintendent. 14. Perform such other tasks and assumes such other responsibilities as the superintendent may assign from time to time. 15. Attend all regular meetings of the Board of Education. 16. Assist in the development of district policies and administrative rules. 17. Remain abreast of developments and innovations in the field by reading current and cogent literature, attending professional meetings and conferences, and discussing developments and problems of mutual interest with others in the field. 18. Collect data and other information as assigned by the superintendent. 19. Assist in supplying information requested through questionnaires or otherwise to other school systems, teachers, colleges, etc. 20. Assist superintendent with evaluation of principals. 21. 11 JOB GOAL: To keep schools properly maintained and the district fiscally solvent PERFORMANCE RESPONSIBILITIES: Transportation 1. Oversee districts transportation system. 2. Work with the Transportation Foreman to see that all vehicles in the transportation department are kept in a good working condition. 3. Consult with the Transportation Foreman on bus routes and student discipline. 4. Work with the transportation department on scheduling out-of-town bus trips. 5. This office gives all written tests for bus drivers licenses. 6. See that daily mileage records are kept on all buses. Maintenance 1. Oversee districts maintenance program. 2. Consult daily with the Maintenance and Grounds Supervisor on mechanical equipment problems, buildings, and grounds. 3. Approve work orders from buildings. Monitor and see that the work has been completed. 4. Make visitations to buildings to discuss with principals any problems connected with the Business Office. 1 of 3 JDE Locator Consult with maintenance supervisor to set up the summer maintenance program for the district through work order. Business 1. Oversee work of Accounting Office.
12 2. Coordinate the October student daily attendance count and inform other school districts on RCCF students attending school in our district. 3. Be responsible for buying all items of supplies and equipment. 4. Present to the Board for approval, bids for buses, equipment, insurance and other proper special items. 5. Review and approve all purchase orders. 6. Monitor the school budget and the work done in the business office. 7. Make investments for the district from General Fund, Capital Reserve Fund, and Bond Redemption Fund. See bids for best interest rates. 8. Consult with and supervise principals on finances allotted them through building budgets. 9. Consult and work with auditors on the annual audit. Food Service 1. Oversee district's school lunch program. 2. Consult with the Food Service Supervisor as needed to solve any problems with this department. 3. See that all equipment is purchased and repaired when reported to this office. General 1. Prepare the annual budget with the superintendent. 2 of 3 JDE Locator Consult with all classified personnel during salary discussions. 3. Screen job applicants for all departments listed above and make recommendations for hiring and dismissal. 4. Prepare the following reports as required by the State Department of Education:

Attend meetings in Denver when called by the State Department of Education. 6. Be responsible for all health, dental and life insurance problems. RE-1 VALLEY SCHOOL DISTRICT, Sterling, Colorado 3 of 3 JDE Locator 2.03 TITLE: Director of Special Services REPORTS TO: Superintendent of Schools QUALIFICATIONS: Specialist Degree or Equivalent with appropriate Colorado Department of Education certification and successful experiences as a special education teacher or support staff member.
14 SUPERVISES: JOB GOAL: FUNCTIONS: Special Educational certified and classified staff Provide leadership in developing quality programs in a cost-effective manner. Responsible for the general management of the Special Services Department which includes: - Special Education Services ages Federal Programs related to SPED - Psychological and Social Services - Medicaid Program Services - Budget and Special Funding Sources - Communication with public and parents PERFORMANCE RESPONSIBILITIES: Director of Special Education 1. Practical Qualifications: Requires extensive knowledge of handicapping conditions and how they relate to both state and federal law requirements - required budgeting, management, supervisory, and in-depth knowledge of student assessment and educational statistics. 2. Duties: a. Supervise and consult with Special Education staff and act as a resource person for principals and regular education staff - frequent contact regarding testing procedures, special education law and student problems. 1 of 3 JDE Locator 2.03 b. Act as custodian of special education student records such as IEP's, parent permission for testing, and goal objectives. All files must be kept up to date. c. Attend IEP staffings as needed to support programs and determine handicapping conditions or continued eligibility for services. d. Attend State Department meetings when scheduled in Denver.
15 e. Prepare yearly program applications and end of year reports on all phases of the program. IDEA Program f. Advise superintendent on Colorado Department of Education staff certification requirements and participate in the screening and hiring process. g. Participate in evaluations on itinerate staff and other special education staff as needed. h. Possess skills in oral and written language. i. Plan and participate in district-wide committees and staff development activities. j. Be able to plan, organize and work with parents and parent organizations effectively k. Demonstrate skills in facilitation, problem solving, conflict management and mediation. l. Possess positive interpersonal skills in rapport building. 1. Qualifications: Minimum MA level in Special Education with emphasis on assessment of children. 2. Duties: a. Direct the activities of school professional and support staff members in the performance of their duties. 4. Supervise the instructional staff in the development of implementation of curriculum and student activities. 5. REPORTS TO: JOB GOAL: Principal Assist the principal in promoting the educational well being of each student in the school. PERFORMANCE RESPONSIBILITIES:

Keep all attendance records, make attendance reports, write excuses for students who are absent or tardy, and check with parents and others to determine causes and work toward proper solutions. 2. Handle discipline problems referred to the office and otherwise generally encountered, and extreme or major problems in conjunction with the principal. With the above duties and responsibilities is delegated the authority to take disciplinary action and make decisions necessary to the proper functioning of the duties imposed. 3. Assist in the scheduling of student activities and to assist the Athletic Director in arranging for sponsorship for night activities and assigning necessary faculty personnel for the proper supervision of such activities. 4. Arrange and supervise student assemblies including the general planning, making of seating arrangements, scheduling, and any other necessary responsibilities in connection with this activity. 5. Assign teachers to the various areas, outlining their duties and responsibilities, with the supervision and cooperation of the principal. 8. Assist the principal in the supervision of teachers especially as this relationship pertains to the solution of student disciplinary problems and particularly as these problems are related to student/teacher interaction in the classroom instructional activity. 9. In the absence of the principal, and at any other time that the principal may request it, to assume the responsibility which normally fell to the principal. Supervise the reporting and monitoring of student attendance and serve as building attendance officer. 5.
