2 Minister s Message I am pleased to introduce the Yukon Film & Sound Incentive Programs Annual Report. Yukon film and sound incentive programs support Yukon producers to create projects that demonstrate commercial potential, maximize Yukon employment opportunities in the film and sound industries, and assist in the development of the professional careers in these two industry sectors. During the fiscal year, $1,187,534 in funding was approved under the programs to support a variety of film and sound projects. Since the inception of the programs in 2003, over $7,315,176 million has been awarded to 392 film and sound-related projects and initiatives. Yukon continues to prove itself as a premier film location with a number of diverse productions choosing the territory as a backdrop for their film projects. Our music industry continues to grow and stage successful showcases and tours throughout Canada and around the world. The Government of Yukon is pleased to support these programs and provide opportunities for career and industry growth. Yukon musicians, media producers, professional crew and technicians have garnered many outstanding achievements, and I recognize and applaud them as important contributors to the diversification of Yukon s economy. 3 Yukon Film Location Incentive Total Approved Amounts 2014/15 $993, s The Film Location Incentive encourages production companies from outside Yukon to film in Yukon and hire and train Yukoners. There are three components to this incentive program. Yukon Spend Rebate - Television programs, television movies (Movies of the Week), documentaries and feature films (but not commercials) are eligible for a rebate of up to 25 per cent of below-the-line Yukon spend, provided criteria are met. Training Rebate - Productions (not commercials) are eligible for a rebate of up to 25 per cent of wages paid to individuals providing on-set training (techniques and equipment) for eligible Yukon labor. Travel Rebate - Productions (including commercials) are eligible for a 50 per cent rebate on travel costs, subject to a percentage and dollar maximum, depending on the production type. There were six complete applications to the Film Locations Incentive Program in 2014/15. 4 Yuko n Fi l m & S o u n d I n c en t i ve Pr og ra m A nnua l Re por t Yukon Film Development Fund Under the Film Development Fund, up to 50 per cent of actual Yukon expenditures to a maximum of $35,000, or 33 per cent of total project expenses (whichever is the lesser), is available to Yukon residents or Yukon corporations to assist with the cost of development of film projects in Yukon. The applicant is required to have marketplace support in the form of a broadcast development agreement or a distribution arrangement. An additional $10,000 is available to an applicant if the broadcaster or distributor requires more senior personnel, not available in Yukon, to be attached to the project. 5 Yukon Film Production Fund Total Approved Amounts 2014/15 $49, s Under the Film Production Fund, up to $500,000 per project is available to Yukon corporations with significant financial and creative control over a film project, to assist with the costs of producing the film in Yukon. The applicant is required to have marketplace support in the form of a broadcast license or a distribution arrangement. Requests for amounts over the maximum of $500,000 are subject to Management Board approval. For productions solely controlled by a Yukon resident or corporation, the contributions will be based on 30 per cent of Yukon expenditures, or 30 per cent of total production costs (whichever is the lesser). For co-productions, the contribution will be based on 30 per cent of Yukon expenditures, or 20 per cent of total production costs (whichever is the lesser). 6 Yukon Film Training Initiative Total Approved Amounts 2014/15 $56, s Under the Film Training Initiative, up to $3,000 per person per year is available to Yukon residents for training for a career in the film industry. Applicants must have demonstrated a commitment to a career in this field (such as significant recent course work or work experience). Yukon film industry organizations are also eligible for funding to support local film workshops. There were 9 complete applications to the Yukon Film Training Initiative in 2014/15. 8 Yukon Sound Recording Program Total Approved Amounts 2014/15 $45, s The Yukon Sound Recording Program supports the Yukon sound recording industry by providing financial assistance for demo and full-length sound recording projects. There are two intakes per year: May 1 and November 1. There are two components to the Sound Recording Program: Professional Demo Recording of up to $2,000 for producing a CD with a minimum of two tracks or five minutes. Professional Sound Recording of up to $5,000 for producing a CD with a minimum of six tracks or 20 minutes. There were thirty-two complete applications to the Yukon Sound Recording Program in 2014/15.
