5 MAGNIFICENT ITALY T F [email protected] The purpose of MAGNIFICENT ITALY is to provide international professionals with a practical and handy guide to the opportunities available in Italy for the production and promotion of film and audiovisual works. Italy is a country with the richest and most varied culture and landscape. It offers a whole range of different locations in terms of natural environments or related to art and architecture, providing solutions and emotional backgrounds for all kinds of film or audiovisual products and for all sorts of promotional or business initiatives. At a central level but even in the more remote corners of the country there are public institutions that are fully engaged in supporting the film industry and especially the production companies that decide to produce their works in these areas: the kind of support they can offer ranges from providing indications and logistic support for filming or organising events in these areas. They can also provide contacts with high level professionals with expertise in all the different film and television professions, as well as providing financial backing. In particular, there are many different forms of economic support available in Italy for international productions that can cover a range of different aspects of production. These are essentially divided into two categories: - the funds issued by the central state, that are also subdivided into the two sub-categories of "direct funds", that are highly selective and granted as a returnable loan, or "tax credits", which are assigned automatically and entail tax rebates; - the funds made available by the Italian regions, that vary in terms of contribution size, type of financial product, beneficiary eligibility, selection criteria and how the funds are paid out. This publication describes all the main features of the funds that can be accessed from both the State and the Italian Regions, how they are managed and how they are paid out. The External Tax Credit can only be accessed by companies that are not part of the film production process that invest in the production of Italian films through profit sharing agreements. Pre-requisites Compulsory request for Italian nationality Compulsory enrolment in the Film Company Register Payment Method: The contribution will be paid out in two instalments Timing: the first 70% on signing of the funding contract; the remaining 30% on presentation and approval of the final version of the treatment and the final expense accounts. If the eligible costs actually incurred by the company during the development phase are lower than those estimated, the CMF and the DGC will review the amount of the funding based on the actual costs incurred and the beneficiary, in this case, will be required to return any additional sums already received. Notes The Canadian side of the project must include a development fee covering 25% of the Canadian development budget guaranteed by an eligible Canadian television broadcaster. 24 ALTO ADIGE BLS FILM FUND & COMMISSION T F [email protected] BLS FILM FUND finanziamenti-offerti-dalla-bls The Autonomous Province of Bolzano allocates annual funds totalling Euro 5 Million to cover production and pre-production costs for film and television productions Applications for the funding can be made to BLS regardless of the nationality of the production company presenting the application. Funding is foreseen for feature length fiction and documentary films for cinema release or television broadcasting and for television series. Project assessment by BLS and a team of expert consultants. Once the budget is closed and the final project documentation has been reviewed by a chartered accountant firm appointed by BLS: a unilateral statement of commitment (funding contract) is issued which details the conditions for fund disbursement. The funding instalments are paid out by BLS based on project progress reports. Once the project has been positively assessed, the final instalment of the grant can be paid out. Project closure: verification of costs and expense accounts (with particular care taken over insuring that the territorial effect has been complied with) carried out by a chartered accountant firm appointed by BLS. 25 APULIA BLS APULIA Film Fund FILM & COMMISSION Commission T +39 T F F @apuliafilmcommission.it [email protected] APULIA FILM FUND In collaboration with the Apulia Film Commission, the funds are issued to audiovisual production companies that film in the Puglia Region: full feature films, TV films, TV series, Web series, documentaries and short films. 26 Contribution Ceiling: 200,000 euro (two hundred thousand,00) for full feature films, TV films and Web series; 30, euro (thirty thousand euro) for documentaries; 10, euro (ten thousand,00) for short films. Maximum share of industrial cost: The percentage of funding provided in favour of audiovisual works cannot exceed 47% of eligible costs. Type of funding Free grant Payment Method: in a single instalment, at the end of the post-production stage in two instalments which shall include: payment of an advance of 35% of the sum awarded on presentation of a surety; payment of the remaining share of the sum awarded, as balance of the sum in question, at the end of post-production. Deadlines: The payment will be made once the final expense accounts have been presented, drafted according to the agreed format. Pre-requisites Minimum number of working days on the territory: 6 working days for full feature films, TV films, TV series and Web series; 6 working days for documentaries. 44 ANICA Founded in 1944, ANICA is the association that represents the Italian film, audiovisual and multimedia industries in dealings with political and union institutions while establishing relations with all the key players in the promotion of films and communication products in Italy and abroad. Within Italy s Federation Confindustria Cultura Italia, ANICA is a member of Confindustria (the Italian Industry Confederation), actively representing the film industry. The association is divided into three sections: producers, distributors and technical enterprises (printing and development, film studios and sound-sets, equipment rental, editing, audio and video post-production, dubbing and transport). As Academy of Motion Picture Arts and Sciences representative in Italy, ANICA selects Italy s Oscar candidate for best foreign film. 46 CREATIVE EUROPE Creative Europe Desk Italy is the information and promotion office for the new EU Programme CREATIVE EUROPE ( ). Launched in January 2014, Creative Europe with a budget of 1.46 billion euros, brings together a Culture sub-programme, which provides funding for the cultural and creative sectors, and a MEDIA sub-programme, which invests in film, television, new media and games. The MEDIA sub-programme of Creative Europe supports the EU film and audiovisual industries financially in the development, distribution and promotion of their work. It helps to launch projects with a European dimension and nurtures new technologies; it enables European films and audiovisual works including feature films, television drama, documentaries and new media to find markets beyond national and European borders; it funds training and film development schemes. The coordinating body of the Creative Europe Desk Italy (CED) is the General Secretary of MIBACT and the host organisation for the three MEDIA offices based in Rome, Turin and Bari is Istituto Luce Cinecittà srl. The CED offers companies and professionals working in the national audiovisual sector a complete information and consultancy service concerning initiatives and support schemes provided by the MEDIA sub-programme. 50 MAGNIFICENT ISTITUTO LUCE ITALY CINECITTÀ Istituto Luce - Cinecittà is the state-owned company whose main shareholder is the Italian Ministry for Culture that subsidizes its activities on an annual basis. Istituto Luce - Cinecittà is responsible for one of the most important European film and photographic Archives which preserves and is digitally cataloguing both its own collections, and materials from private collections and acquisitions from a variety of sources. It is a major audiovisual collection concerning the history of the twentieth century, and it has also been included in UNESCO s Memory of the World registry. Istituto Luce Cinecittà distributes and supports theatrical releases of Italian first and second time feature films in domestic circuits; moreover it distributes films and documentaries made by Italian and European directors and guarantees they are given an adequate release in the national market. Istituto Luce - Cinecittà s institutional work includes promoting Italian cinema both at home and abroad by means of projects dedicated to great authors, actors and personalities of the past and their most famous films, as well as contemporary ones. Members of the IFC Network are based in most regional and provincial areas, where they are in close contact with local authorities and the peripheral offices of national government bodies, facilitating access to the extraordinary variety of sceneries and locations that is the envy of the rest of the world. Italian Film Commissions provide comprehensive, practical services on demand, meeting the creative, organisational and logistic needs of every kind of production. Above all, the IFC network guarantees quality and the availability of top professional skills in each and every Film Commission. A wide range of services are flexibly adapted to suit the requirements of audiovisual production. 53 MINISTRY OF CULTURAL HERITAGE AND MAGNIFICENT ACTIVITIES AND TOURISM ITALY DIRECTORATE-GENERAL CINEMA The Italian state acknowledges film as a "fundamental means of artistic expression, cultural development and social communication" and also considers "film production as having cultural relevance, partly as a result of its economic and industrial significance" (article 1 of the Italian Legislative Decree no. 28 of 22 January 2004.) In accordance with this principle, the state provides economic support for film production through the Film Department of the Ministry of Culture: the Directorate-General Cinema. Directorate-General Cinema promotes and coordinates initiatives for the development and improvement of film production and the distribution of national films in Italy and abroad and, in league with the Ministry of Foreign Affairs and International Co-operation, encourages and fosters film exchanges and co-productions with foreign countries through international reciprocity agreements. Directorate-General Cinema supports the film industry during all production and distribution phases with two types of actions: direct support and indirect support. Direct support entails support funding for the development, production and distribution of Italian films, including international co-productions. Direct production support involves both selective and automatic funding programs. For works at the project stage the support is selective and is granted to works that have cultural relevance while for works that have already been completed the support is governed by automatic mechanisms based on the film's theatrical revenue. A conspicuous part of direct support is also invested in the promotion of film culture by providing financial support for festivals, showcases, events, film archives, conferences and publications. Direct support is also provided for cinemas that show experimental and quality films in addition to contributions to improve movie house facilities. Indirect support is guaranteed by means of tax incentives that provide tax rebates for film production and distribution and the digitalisation of cinemas. Tax credit can be accessed for the production of Italian films - including international co-productions - as well as foreign film productions filmed on Italian soil. For Italian films tax credits can be granted to investors that are not involved in the film industry so they may provide funds for production. Since 2015 a tax credit system is also in place for audiovisual productions, mainly for television and web broadcasts. Once again, the support is also granted to foreign productions for expenses incurred on Italian soil. The Directorate-General Cinema also supports three sector institutions: Istituto Luce - Cinecittà, that is involved in the development and promotion of Italian film in Italy and abroad, the distribution of quality film productions and runs the extensive film archive; the Centro Sperimentale di Cinematografica (Experimental Film Centre), that includes the historic National Film School and the National Film Archive; the Venice Biennale which organises the oldest and highly prestigious International Film Festival.
