2 Date: Page: 2 1 BUSINESS ENVIRONMENT OF THE CEN/TC 1.1 Description of the Business Environment The construction industry is one of the largest European industries (10% of the GDP of the EU and 20 million jobs). It has to increase its competitiveness and must become more sustainable. Key drivers to make this happen are Information and Communications Technology (ICT) supported by standardisation. Current practices and studies show how traditional processes repeatedly experience dramatic information loss, especially in the steps between the main processes and life-cycle stages. Digital processes often are supported with manual processes to build and rebuild information. Therefore: Construction cost is increased by splitting up of processes and lack of communication; Without a common language there are often significant communication errors and loss of information; The same information is re-entered several times in different systems before the building is handed over to owner organisation; Same information is also re-created several times by different software packages. Building Information Modelling (BIM) is a way of structuring building information. A model consists of digital objects representing their equivalent real-life object geometrically and their properties. A BIM can be visualised as a virtual geometrical representation of the real building and can report object properties and relations. BIM gives an intuitive understanding of complex building information and support many digital tools for effective information handling. BIM improves handling of information and is a condition for instance for Lean Design and Construction, digital access to, maintenance of project as well as product information during Facility Management or Operation. With a BIM information-based construction process, loss of information between processes and/or stages can be eliminated or at least strongly reduced. This requires the development and implementation of an open and interoperable BIM supported by standards used across the European construction industry. 1.2 Quantitative Indicators of the Business Environment The Building Industry consistently fails to measure results and effects of changes. The following mentioned studies try to overcome the lack of information. They indicate substantial positive effects of BIM. They do not deal with the effects of BIM standardisation on regional or international level. It is implicit that standardisation improving the uptake of BIM simultaneously causes the mentioned positive effects in an increasing number of projects. A Danish openbim study reports substantial cost reductions on entire life-cycle : increase of construction productivity by 70%, reduction of bid price by 30%, reduction of design faults found on site by 90% and reduction of cost of FM/Operation by 20% (DTU Byg Rapport SR 12-06) A US study discloses that lack of access to information in FM and Operation of buildings cost in general $ 0.23 per Sq.ft. each year. A m 2 building generates an extra cost over 30 years of almost EUR 2 mill. Easy access to correct and update project and to product information with BIM will have a major positive effect on company and society level (Cost Analysis of Inadequate Interoperability in the U.S. Capital Facilities Industry - NIST GCR ).

3 Date: Page: 3 A British BIM report discloses that BIM increases competitiveness and the ability to export service in the Building Industry. As an example, the report shows that "There has been an 18% improvement in productivity on UK Government projects using BIM". ( A National BIM online survey conducted by Masterspec in conjunction with NBS (UK) states on barriers to BIM adoption: "In seeking what next steps the industry needs to take, we first need to be aware of what the current barriers might be. Clearly the big three issues are: lack of expertise, lack of standardised tools and protocol, and lack of collaboration. ( BIM will profoundly affect the European construction industry, not only within Europe, but also globally, as it is anticipated that BIM will be adopted internationally by many regions to eventually become the current information-based construction process. According to FIEC, the EU total construction output amounted to 1,172 billion in We know from many projects that BIM easily contributes to a five to ten percent cost reduction on project cost simply by better coordinated construction models/drawings and better construction processes. Five percent of 1,100 billion is 55 billion. This number does not take into account the benefits of use of BIM within the construction products procurement and FM/Operation parts of the value chain and without the effect of combining BIM with Lean principles.

4 Date: Page: 4 2 BENEFITS EXPECTED FROM THE WORK OF THE CEN/TC The overall benefits of the work from the CEN/TC are through BIM to support the visions for sustainable growth based on better resource efficiency and interoperability in the construction industry in Europe. The building model part of the BIM has reached a high maturity level, and its potential is understood. But this being the case, the full potential of BIM is far from being utilized since the information part and interoperability are still very limited. When looking at the different ISO standards we find that there are natural causes for this, since these standards have recently been developed, and that there has not been much time for them to be implemented in the construction industry yet. There are currently no CEN standards similar to these ISO standards addressing BIM. The benefits and opportunities of adopting the BIM are summarised as follows: Increase the competitiveness of the European Construction sector (e.g. engineering firms, contractors, designers and product manufacturers) in their world-wide activities; Deliver efficiencies for contractors and manufacturers through standardised product selection and ordering processes Substantial reduction in cost and resources in the European Building Industry; European ICT support of increased sustainability and greenhouse-gas emission goals for the Building Industry; Increased certainty for construction clients to achieve their built asset objectives and improvements in briefing as a result of improvements in post occupation evaluations Provide a common understanding regarding the design of built environment between owners, operators and users, designers, contractors and manufacturers of construction products; Facilitate the exchange of construction services between stakeholders; Facilitate the marketing and use of construction components and kits of parts for stakeholders; Provide a common basis for research and development in the construction sector; Allow the preparation of common design aids and software packages. Support the objectives of European Governments (as part of the European Public Estate Owners project) in achieving their targets for BIM adoption as defined in the BIM Maturity Model NOTE: opportunity to use the UK BIM maturity model is subjected to copyright approval. 3 PARTICIPATION IN THE CEN/TC All the CEN National Standards Bodies are entitled to nominate delegates to CEN Technical Committees and experts to Working Groups, ensuring a balance of all interested parties. Participation as observers of recognised European or international organisations is also possible under certain conditions. 5 Date: Page: 5 4 OBJECTIVES OF THE CEN/TC AND STRATEGIES FOR THEIR ACHIEVEMENT 4.1 Defined objectives of the CEN/TC The CEN/TC prepares a structured set of BIM standards, specifications and reports for the construction industry stakeholders to define, describe, exchange and record built environment data, semantics and processes in a more efficient and sustainable way. The objectives of the CEN/TC are: Establish a common BIM exchange language between all stakeholders for a life-cycle information in the built environment; Produce a structured set of shared standards, data and guidelines, which specify methodology to define, describe, exchange and record built environment data, semantics and processes in a more efficient and sustainable way; Recommend level of information exchange at all stages of building procurement and building life according to design, planning, construction, operation, maintenance and deconstruction. 4.2 Identified strategies to achieve the CEN/TC's defined objectives Survey Based on the work currently carried out in ISO (ISO/TC 59/SC 13 and ISO/TC 184/SC 4), it should be valuable to follow up what is done. In addition several European countries are currently more or less involved in the implementation of BIM in their country respectively. There are several current National BIM standardisation projects and more will probably be seen as implementation increases. The CEN BIM standardisation TC will be the home for European BIM standardisation. It will be the central place to go for coordinating European BIM harmonization. It should be noted that a Data Dictionary implementing the IFC Standard is already available and ready to use. It is run by buildingsmart International, the organization that is also responsible for the development of the IFC Standard. The buildingsmart Data Dictionary (bsdd) contains valuable information including classifications like OmniClass and Uniclass, all defined property sets for IFC 4 (ISO 16739) and a comprehensive number of definitions for building elements provided by Standards Norway and other organizations. There are also a number of research projects under way that have identified the bsdd as the key place to store metadata information, e.g. a project from the University of Innsbruck to define the properties for building elements in cooperation with Austrian Standards and the German Speaking Chapter of buildingsmart. The bsdd also allows to associate properties with LOD (level of development) information so that it can be identified when the value for a certain property needs to be provided in the life cycle of a project. The bsdd can be used via a browser interface ( and has a REST interface so that it can easily be accessed from software applications. It is of key importance that a common data dictionary is used throughout Europe or even across the whole world because only this will guarantee that there is no duplication of property definitions

6 Date: Page: 6 and that the GUID issued by bsdd for a property, measure or value becomes a real universal key, and still allows names and descriptions to be provided in any language Adopt ISO standards as EN-ISO standards The roadmap should be, according to the Vienna agreement and where appropriate, to make current ISO standards for openbim valid as EN standards. This will make them implemented as national standards within EU Member States. Candidates are: ISO Industry Foundation Classes for data sharing in the construction and facility management industries ISO :2007 Building construction -- Organisation of information about construction works -- Part 3: Framework for object-oriented information ISO :2010 Building information modelling -- Information delivery manual -- Part 1: Methodology and format ISO :2012 Building information models -- Information delivery manual -- Part 2: Interaction framework Nevertheless the following comments have to be taken into account: ISO (IFC) specifies a conceptual data schema and an exchange file format for Building Information Model data. It represents an open international standard for BIM data that is exchanged and shared among software applications used by the various participants in a built environment construction or facility management project. A subset of the data schema is referred to as a Model View Definition (MVD). A particular Model View Definition is defined to support one or several recognised workflows in the construction sector. Each workflow identifies data exchange requirements. Direct use of ISO is hampered by the lack of implementation guidelines. There are so many IFC entities, each of them with so numerous optional attributes, that it becomes difficult to select the most adequate ones without shared guidelines. Furthermore, the IFC model allows describing entities in various ways which makes their automatic handling by software tools very complex. There is a need to define or revisit the business exchange processes according to the building life-cycle phases, the disciplines and stakeholders (roles, responsibilities) involved in the exchange, the expected deliverables, the current Level of Development (LoD). In particular, the coordination process including the aggregation of deliverables provided by different stakeholders as well as the data versioning is critical regarding the adoption of this new way of sharing information IFD standards IFD (International Framework for Data Dictionaries) is a standard for Data Dictionaries. A Data Dictionary connects the entire world s domain terminology with internationally standardised and machine-readable concepts. A Data Dictionary can link together all existing and new databases and registries in the world. It enables to search information from around the world with a standardized interface. Data dictionary can be used both to secure unambiguous information flow with IFC files and can be used in direct communication with databases without the use of the IFC model. The data dictionary should be used both for unambiguously information flow via IFC files and in direct communication with the database without using the IFC model. bsdd (buildingsmart Data Dictionary) is an existing implementation of the IFD standard allowing integration of Data Dictionaries to IFC.

7 Date: Page: 7 Standardised API's to a common Data Dictionary can provide a common platform for applications and are candidate for European standardisation. Adoption of ISO does not include adoption of any of the current implementations e.g. buildingsmart Data Dictionary. A common understanding of concepts and terms are key factors within standardisation, and for openbim, bsdd is a potential framework for this, and the following candidates have been identified: Harmonisation of construction product properties Regarding Product Dictionaries, the ISO standards define the framework. The current tricky problem is related to the number of product dictionaries and the need to avoid misunderstanding of attribute naming convention: same name but different meaning or same concept but different names. A standard is necessary to address the topic. An experimental standard ("Definition and management of construction product properties" - prxp P07-150) is currently being developed in France by the standardisation committee AFNOR/PPBIM. Additional work has been developed in the UK with the National BIM Library and current development of BS Library Objects Product Declarations. European Data Dictionary An actual implementation of the IFD standard in a common Data Dictionary will act as the shared placeholder for national and regional context projects and make them general accessible. A candidate for adoption as a European Data Dictionary is the buildingsmart Data Dictionary. For more information about the buildingsmart Data Dictionary read the Annex Harmonisation of European classification tables ISO Building construction -- Organisation of information about construction works consists of the two parts: Part 2: Framework for classification of information; Part 3: Framework for object-oriented information (IFD). Part 2, which currently is under revision, gives both a framework for classification and recommended classification tables. Derived from Part 3 - IFD Library, the International Framework for Dictionaries, is a standard for terminology libraries or ontologies. Candidates for further European standardisation is both standardisation of common European classification tables according to part 2 where there is maturity for this, and to use IFD dictionary for mapping national tables for areas were where this is not maturity for common tables. Dictionaries and Object Libraries Access to generic and product specific object libraries is a key for effective design and access to properties on available products. A first step is to standardise European Dictionaries based on either common classification tables or national tables cross referenced according to the IFD standard. Standardisation of rules for BIM object libraries makes it possible to use object libraries from all of the CEN countries regardless of local documentation requirements. Object Library rules will be standardised with the use of Dictionaries and common rules and guidelines for modelling and documenting naming and properties. 8 Date: Page: IDM standards Information Delivery Manual (IDM) captures (and progressively integrates) business processes whilst at the same time providing detailed specifications of the information that a user fulfilling a particular role would need to provide at a particular point within a project. IDM's will be basis for Model View Definitions (MVD) and consequently also for certification of software. To achieve the openbim information highway, there are many IDM and MVD candidates for BIM standardisation including: Framework for BIM manuals BIM manuals can be seen as a collection of IDM s giving guidance and requirements for using BIM in projects. Several such manuals have been developed and are under development, typically by large clients or by organisations representing different interest groups. A good framework will be very important for a consistent development and improvement of such manuals, and are framework standard for BIM manuals is a very good candidate for international standardisation. IDM - Model checking The consistency and quality of building information models can be secured by utilizing BIM Rules and requirements: Checking of geometry Checking of properties Building regulations Standards IDM energy assessment Energy efficiency of the building and its technical building systems are important, and like many other calculations require IT support to find optimal solutions. For instance to support the practical implementation of EN 15603, this area is a very good candidate for further standardisation: IDM for energy assessment, Harmonisation regarding National construction measuring rules. IDM - The Life Cycle concept Life Cycle Costing (LCC) is concerned with resource efficiency in monetary terms, and Life Cycle Assessment (LCA) is concerned with resource efficiency with regards to environmental impacts. Both LCC and LCA are well covered within CEN / TC 350 and corresponding ISO standards, and are key issues for achieving a sustainable construction industry, and are good candidates for further openbim standardisation. Life Cycle Costing LCC Life Cycle Assessment LCA Facility Management and Operation Access to relevant, updated FM/Operation documentation is a common challenge in all projects. BIM can provide effective workflow for easy on-site access. European harmonization of requirements for BIM FM/Operation documentation is a good candidate for European standard. Standardisation includes IDM's, MVD's and guidelines for BIM supported FM/Operation processes. Building Application Digital rule based Building Application and processing can substantially improve both efficiency and quality of the AEC Industry's interaction with Planning and Regulatory Authorities. Standardising IDMs and MVDs for Building Application deliveries supports harmonising of rules and processes.

9 Date: Page: Extend and develop standards for industrial facilities and infrastructure BIM extensions are requested, in particular regarding industrial facilities and infrastructure. The description of the industrial process being already defined by ISO 15926, a link between the two standards has to be clarified. An industrial facility or an infrastructure is always located in a geographical area. BIM should rely on the work already carried out and associated standards to tackle that purpose. This work will be carried out in close co-operation with ISO standards on BIM, ISO on process plants and CEN/TC 287 on Geographic information in order to avoid duplication of work or to embrace already existing work and according to the INSPIRE directive. INSPIRE stands for Infrastructure for Spatial Information in the European Community Record management Record management on BIM's data is necessary. In practice, to be efficient, the BIM's data produced for a building shall be readable and useful during all the stages of the building life (from design, construction, operation, maintenance to deconstruction). This work is broader than BIM and relates to Long Term Record Management. It will be carried out in close co-operation with ISO standards in order to avoid duplication of work or to embrace already existing work. 4.3 Environmental aspects Drafting instructions The business plan shall include consideration of the environmental aspects associated with the work of the CEN Committee. Detailed guidance on how to address environmental issues in standards can be found in the CEN Guide 4 available in BOSS. This will include: 1. A review of the key environmental issues associated with the scope of the work covered by the CEN/TC 2. How these will be reflected in all New Work Item Proposals (NWIPs) and formatted resolutions when new work items are adopted by the CEN/TC 3. Objectives regarding addressing environmental issues and consideration of how to assess progress in achieving those objectives For further assistance, CEN/EHD should be contacted Key environmental issues Construction Industry energy use represents about 40% of total energy consumption (Norwegian figures). A reduction of the Building Industry's energy consumption and production waste is

In addition, the UK CarbonBuzz project had identified a 30% performance gap between the design carbon performance of a project and its in use performance. Reduction in resources equals a reduction in local environmental impact and emission of green house gasses. Ability to perform complex performance analysis creates a potential to focus on environmentally low-impact design, construction and operation Environmental issues reflected in new projects Standardised handling of information can predict environmental performance and thereby improve decision on impact from: construction (emissions, resource and waste) operation (energy consumption, construction product life-cycle, maintenance) construction in local setting (transport, exchange of heat/cooling and electricity, shade, wind effect, water treatment) CEN TC Work Items to support: better planning and design on energy and emissions; coordination of domains during design and construction to reduce waste; resource effective operation; long-term BIM analysis of Cost and Resource; harmonising BIM services; document Environmental Impact Factors in Object Libraries Objectives Environmental objectives are to support planning, building and operation of low resource (including energy) and long life-cycle constructions. 5 FACTORS AFFECTING COMPLETION AND IMPLEMENTATION OF THE CEN/TC WORK PROGRAMME Drafting Instructions Describe any specific factors that could negatively impact the completion or business community acceptance and use of the CEN committee's standards. Examples of such factors could include: Expert resources are not sufficiently available (for certain projects); Specific expertise for a project is lacking, which could affect the project s development as well as the credibility of the resulting standard in the business community. Validation of a test method is dependent upon funding being available to undertake the necessary pre/co-normative research; Legal/regulatory issues such as uncertainties regarding a possible EC Directive, which in turn may necessitate modifications of the content and target dates for projects in the work program.
