General Information: The University of Oregon on behalf of the Oregon Institute of Marine Biology (OIMB) ( University ) is issuing this RFQ for the procurement of Gas Chromatograph Mass Spectrometer (GCMS). Use this form to submit your signed quote pursuant to the submittal instructions by the Closing Date and Time shown above. If you do not use this form your quote may be deemed non-responsive. If you do not sign this Request for Quotes form or submit it to University by the Closing Date and Time, your quote will be deemed non-responsive and will not be considered for award. By providing a quote in response to this RFQ, Contractor agrees to the terms and conditions contained in this RFQ and further agrees to the University Standard Terms and Conditions found at Any contract resulting from this RFQ will be subject to the University Standard Terms and Conditions. Quotes submitted that contain any exceptions or modification to the terms and conditions contained in this RFQ or the University Standard Terms and Conditions, may be deemed non-responsive by University in its sole discretion. If modifications to the University Standard Terms and Conditions are requested, the sections and specific modifications must be provided. Separate terms submitted to replace the University Standard Terms and Conditions in its entirety will not be considered. Quotes submitted in response to this RFQ will be retained by the University for the required retention period and made a part of the file or record that will be open to public inspection. If a response contains any information that is considered a trade secret under ORS (2), mark each page containing such information with the following legend: TRADE SECRET. The Oregon public records law exempts from disclosure only bona fide trade secrets, and the exemption from disclosure applies unless the public interest requires disclosure in the particular instance. Non-disclosure of documents or any portion thereof or information contained therein may depend on official or judicial determinations made pursuant to law. An entire response to this RFQ marked as trade secret is unacceptable, and all parts of such quote will be deemed available for public disclosure. 2 RFQ for Gas Chromatograph Mass Spectrometer (GCMS) Anticipated Term: If checked, it is anticipated that the term of the contract awarded under this RFQ, will be for [a/an] [#] year initial term, with the option, in University s discretion, to extend the contract for [#] additional [#] year period(s), for a total possible contract term of [#] years. If checked, it is anticipated that the contract awarded under this RFQ, will terminate upon completion of the work contemplated herein. Specifications: The minimum performance requirements for the Gas Chromatograph Mass Spectrometer with dual injectors and detectors are as follows: The Mass Spectrometer ( MS ) must have a Twin Line MS option, in order to install two narrow-bore capillary columns into the MS simultaneously, so that the user can switch between applications or perform second-column confirmation without venting the MS. The Gas Chromatograph ( GC ) must be able to control the carrier gas flow in to achieve the optimal column performance. The GC must have retention time repeatability of <0.004% RSD. The GC column flow, septum purge flow, and split ratios must be settable from the software or keypad. The split/splitless injection system must be backpressure regulated to maintain retention time stability. The GC must have a self-diagnostics function with safety features to help prevent unexpected instrument malfunctions (e.g., including diagnosis of the septum and insert usage status, temperature sensor errors, gas supply pressures, and control status of each gas, ignition function, DC voltage, AD converter). The GC must have a sample injection system consisting of a single- and dual-tower auto injector with a sampler tray accommodating >100 samples. The autosampler must allow random access in sequencing, allow from 1 - >50 injections per sample, and have the capability of providing a solvent flush method and standard addition method for cleaning the syringe. The MS must be capable of scanning at 20,000 amu/second (single scan) with 0.1 amu step resolution, to obtain classic, library-searchable mass spectra for narrow peaks. The MS must be equipped with a high sensitivity ion source that has an ion optical system with high transport efficiency and temperature homogenization of the ion source box. The GC and MS must have a resource saver mode of some kind that both: 1) reduces carrier gas consumption after injection or during stand-by, without affecting performance and RFQ for Gas Chromatograph Mass Spectrometer Page 2 of 4

3 RFQ for Gas Chromatograph Mass Spectrometer (GCMS) without requiring a second gas type (e.g. nitrogen); and 2) significantly reduces power consumption in standby mode at the end of a batch, to reduce power and carrier gas consumption during standby. In order to help reduce down time, the ion source must be removable without removing filaments or the lens. The ion source must be accessible from the front of the machine (maintenance), and must have 2 filaments available for both EI and CI ionization modes, allowing automatic switching to another filament when one fails. The MS must include a split flow pump capable of working for the twin line setup. The GC interface must have a temperature setting range of 50 to 350 C and maintain temperature stability. The GC interface must be capable of simultaneously accepting two capillary columns with internal diameter of 0.25 mm or smaller, which will enable the user to maintain vacuum for different analyses. The system set up must include the following basic support supplies, at minimum: a) a system a tool kit; b) a spare EI ion source; c) a 1-year consumables kit; d) a system PC, flatscreen monitor, and the latest version of software for using the GCMS; e) an optional Twin Line MS kit, for dual analysis; f) an autosampler capable of liquid and headspace injections in a single module, controlled by the main software. The software must be capable of analyzing >300 compounds in a single method, i.e., to streamline the number of runs required. The software must be able to automatically optimize event and dwell times for all compounds, and acquire SIM events across multiple groups so peaks are not missed if retention times shift. The software must automatically update retention times during method creation from the database without requiring any additional steps or user action, allowing easy calibration after user clips a column. The software must be able to: a) fully control the instrument with pre-stored methods with all operating parameters, b) include easy maintenance wizard for proper routine GC maintenance; c) include wizards for method and batch creation; d) provide library search utility that allows input of multiple libraries that can be searched during a single search operation; and e) allow calibration curves for up to 1,000 compounds per method. The system must be fully supported (installation, in person service, training and phone support) by the manufacturer or representative agent for the region. Special Terms and Conditions: 1. Delivery: Quotes will include delivery, FOB Destination Freight Prepaid and Allowed, which means all transportation charges from vendor to University are prepaid and borne by the Contractor. If you do not quote FOB Destination Freight Prepaid and Allowed, all transportation and handling charges must be indicated separately and will be considered in the award. 2. Approved Equals. Unless otherwise specified, approved equals may be considered. If alternatives to specifications are offered, include brand, model number, and complete information so offer may be properly evaluated. 3. Reservations: University reserves the right to accept or reject quotes on each line separately, or as a whole, to reject any or all offers, to waive any informalities or irregularities, to award items separately or in aggregate, and to contract in the best interest of University. 4. Insurance Requirements: If checked below, the specified insurance is required for any contract resulting from this Request for Quotes.
