4 Regulatory Mandate Protecting the public from incompetent, unethical or incapacitated professionals 1 st object in the Act 4

5 What does it mean to be regulated? As a regulator, HRPA: Grants membership and designations Sets standards for certification Establishes continuing professional development (CPD) requirements Sets standards for professional practice or conduct Handles complaints against members Disciplines members 5

6 Obligations of Regulation Regulation requires HRPA members to comply with: Registered Human Resources Professionals Act, 2013 HRPA By-laws HRPA Rules of Professional Conduct 6

7 Obligations of Regulation Public Interest HRPA investigates complaints against members and a member may be referred for a discipline hearing if the complaint results in allegations of professional misconduct CHRP designates must meet ongoing continuing professional development (CPD) requirements to maintain their designation Member information is made publicly available on the register 7

8 Benefits of Regulation for Regulated Professionals Increased status A preference for regulated professionals in the marketplace Increasing the salary that regulated professionals can command in the marketplace 8

9 Certified Human Resources Professional Designation The CHRP Designation signifies to employers that an HR professional is: Competent Committed Current 9

10 Overview of CHRP Requirements HRPA's certification process has five components: Membership Coursework Comprehensive Knowledge Exam (CKE) Degree Experience 10

11 Coursework Requirement Nine required HR courses: HR Management Organizational Behaviour Finance and Accounting Occupational Health and Safety Labour Relations Compensation HR Planning Recruitment and Selection Training and Development 11

12 Coursework Requirement (continued) Each course must be approved by HRPA and taken within 10 years of writing the NKE Online tool to search approved courses Courses can be submitted by applicants for approval An overall average of 70% is required in all nine courses, no individual mark less than 65% Original transcripts are required 12

13 Alternate Route This system gives points for HR experience, formal training, coursework, and other relevant designations A total of 50 points is required to be successful Two types of applications: Education and HR Designations (Academic Stream) Experience, Education and HR Designations (Experience Stream) 13

14 What are activities and credentials worth? Alternate Route Points Advanced degree in HR or IR 50 Approved executive program in HR 50 Senior Professional in Human Resources (SPHR) 50 Chartered Member of CIPD 50 Other HR-related designation (see application for details) 10 or 20 Responsibility for overall HR function in medium to large organization Practice in employment law Experience at a professional level in HR Experience as an independent HR consultant Experience teaching an HR course at an accredited institution 10/year 10/year 5/year 5/year 5/year Courses in HR from the approved list 5/course 14

15 Exam Requirement - Comprehensive Knowledge Exam 3.5 hour exam; 175 multiple choice questions Offered each year in June and November With successful completion of CKE, members are authorized to use the status CHRP Candidate Note: You must maintain your HRPA membership in order to use the CHRP Candidate status. 15

16 Experience Requirement Three years of demonstrated HR experience at a professional level Evaluations conducted by the Experience Assessment Committee through the Validation of Experience application Activities must be at the professional level HR activities must make up at least 51% of the job Experience must be within the past 10 years Must have worked in HR for at least 3 months within the past 2 years 16

17 What Does in HR Mean? Any of the following: The development and implementation of human resources policies and procedures Consultation in the area of human resources management Providing advice to clients, managers, and employees in matters pertaining to management of human resources The representation of clients and organizations in proceedings related to human resources management 17

18 What Does in HR Mean? (continued) Program development and evaluation in the area of human resources management The supervision of other human resources professionals whether registered or non-registered Coaching of employees, managers, and other individuals in matters relating to work and employment The conduct of research in the area of human resources management Teaching in the area of human resources management 18

19 What Does Professional Level Experience Mean? Independence of actions A depth of work requirements (data analysis) Level of interaction Responsibility for work outcome *All 4 dimensions must be present for the experience to be considered at a professional level* 19

20 Degree Requirement Degree does not have to be in HR Certificates and diplomas do not meet the degree requirement NOTE: A degree is required to earn the CHRP, not to write the CKE 20

21 Degree Requirement Degrees from non-canadian educational institutions must be deemed equivalent to a Canadian degree by a recognized credentialing agency: World Education Services-Canada (WES Canada) International Credential Assessment Service of Canada (ICAS) Comparative Education Service (CES) 21

22 Continuing Professional Development (CPD) To maintain the CHRP designation, a minimum of hours of CPD needs to be logged every three years CPD activities include: Continuing education (seminars, conferences) Leadership activities (volunteering, mentoring) Instruction Significant work projects Research or publication 22
