3 2 Introduction Child Care Services (CCS) Certification is the process that allows for the assessment of the level of training of Child Care Providers in the licensed/ regulated child care system, and/or those with a background in Early Childhood Learning and Care. The process of certification results in level(s) and classification(s) being assigned to an individual based on their educational background. CCS Certification is an important first step in obtaining recognition for the valuable work that encompasses the child care sector. It provides a professional career path that recognizes and encourages further professional training and development, which ultimately improves the quality of care for children in our province. CCS Certification also demonstrates to our communities and to our society as a whole that child care providers are a trained, professional group of people who possess the skills, training and ability required to provide care and education to the most vulnerable segment of our society - our children. The Association of Early Childhood Educators Newfoundland Labrador (AECENL) is funded by the Newfoundland and Labrador Provincial Government through the National Child Benefit Reinvestment Program to provide the Child Care Services Certification service and to support the orientation courses that may be necessary for a person to achieve certification in a particular classification. Child Care Services Certification NL Under the Newfoundland and Labrador Child Care Services Regulations, 2005 under the Child Care Services Act individuals who seek employment in regulated child care are required to be certified. A certificate, diploma or degree in Early Childhood Education or a related discipline does not automatically allow you to practice (work) in a regulated child care setting in the province of Newfoundland and Labrador. Child Care Services Certification in Newfoundland and Labrador has both levels (how much post-secondary Early Childhood Education (ECE) an applicant holds) and classification/s (age groups or settings for which you are being certified for) of certification. Applicants are being individual assessed based on their educational background and may receive more than one level or classification of certification. Note that Child Care Services Certification is just one of the requirements to work in regulated child care other requirements include (but are not limited to) a clear Record of Conduct and Vulnerable Persons Record Check please check with licensing authorities in your region to obtain full information.

4 3 The Levels of CCS Certification There are 5 levels of CCS certification: Entry Level without a recognized post-secondary credential in Early Childhood Education (ECE). In order to receive Entry Level CCS certification the applicant may need to complete an orientation course (or equivalent). Level One a provincially approved certificate (normally one-year in duration) in ECE (or equivalent). Level Two a provincially approved diploma (normally 2 to 3 years in length) in ECE (or equivalent). Level Three Level II certification plus a post-diploma ECE certificate or specialization or a University degree plus a provincially-recognized certificate in ECE (or equivalent). Level Four a University degree in ECE or a University degree plus a provinciallyrecognized diploma in ECE. Note: Equivalencies to these levels are assessed by the Registrar and recommended to the Provincial Director of Child, Youth and Family Services for approval. The Classifications of CCS Certification A classification of CCS certification generally indicates the age group or the setting of regulated child care for which you wish to be certified. There are four classifications of CCS certification: Preschool Classification covers children ages 2 to school-entry (who are not attending school full-time) in a regulated child care centre. School-Age Classification covers children ages school-entry to 12 (who attend school) in a regulated child care centre. Infant Classification covers children ages birth to 24 months in a regulated child care centre. Note: There is no Entry Level for Infant classification all applicants must hold at least a provincially-approved certificate in Early Childhood Education. Family Child Care Classification covers children ages birth to 12 years in a regulated family child care setting.

5 4 The Child Care Services Certification Advisory Committee An Advisory Committee meets quarterly to discuss and recommend policy to the Provincial Government with regard to certification and the orientation courses. The committee comprises representation from: Association of Early Childhood Educators Newfoundland Labrador (AECENL) Provincial Association of Childcare Administrators Licentiate (PACAL) Licensed/Approved Family Child Care Early Childhood Education Faculty Department of Child, Youth, & Family Services Government of Nunatsiavut Registrar of Child Care Services Certification Director of Professional Development 2 other positions as deemed necessary If you have an issue that you feel should be discussed by this committee please send a letter outlining your request to either the Provincial Director of Child Care Services or to the AECENL office for inclusion on the committee s next agenda. *NOTE: Individual issues are not discussed by this committee general policy issues only. Child Care Services Certification Requirements In order to receive an initial Level of Certification you must submit an Initial Application to the Registrar accompanied by documentation of any post-secondary programs or courses you have completed that are related to child care services. Your academic qualifications will be assessed by the Registrar of Child Care Services Certification (AECENL) and approved by the Provincial Director of Family and Child Development. Requests for an assessment from anyone other than yourself (the applicant) will not be processed. Information on your certification status may be shared with provincial or regional licensing personnel on request. Otherwise, your file is confidential and will only be discussed with you directly, unless prior written consent for another person to discuss it is in your file. The Registrar reserves the right to verify any information included in an initial or renewal application for certification.

6 5 Applying for Child Care Services Certification General Overview 1 st Step Print an Initial Application for Child Care Services Certification. Application is available from the AECENL website under the Certification tab. Please contact the Registrar if you cannot access the application form and one will be sent to you. 2 nd Step Complete all sections of the application and attach all appropriate documentation as indicated. Incomplete application it will not be assessed and will be returned to you. 3 rd Step Application form with an original signature and accompanying documentation should be sent to the Registrar by mail or hand-delivered. Faxed/ ed or photocopied applications are not acceptable and will be returned to you. 4 th Step Upon receipt of your application package, it will be logged as received and date stamped, checked to ensure that the application is complete and that all documentation is attached as requested. Incomplete Initial Application Package If anything is identified as incomplete or missing the package will be returned to you along with a letter from the Registrar with information what is needed to complete the Initial Application package Complete Initial Application Package If your application is complete your documentation is reviewed to determine your eligibility for certification. 7 6 Complete Initial Application Package Issuing a Child Care Services Certificate number If your assessment determines that you have completed the necessary program or coursework for a level/classification of CCS certification a certificate number will be assigned to you and you will be entered into the certification database. A CCS Certificate indicating the level(s), classification(s) and renewal date will be forwarded to you by mail. Requirement of Orientation Course If your application review determines that you need to complete all or part of an orientation course to receive a classification or level of CCS Certification, this will be communicated to you in a status letter. Certification will be issued after course requirements are met and will be effective from your eligibility date. Initial CCS Certificates are issued for a 3-year period. The effective date of CCS Certification will be the first day of the calendar month in which AECENL receives an eligible and complete application package. 8 7 Application Guide of the Initial Application This guide is for filling out the Initial Application for NL Child Care Services Certification General Instructions: Initial Application is for Individuals who do not hold a Child Care Services Certification number obtained from AECENL Initial Application can be downloaded and printed from AECENL website( under the Certification tab or obtained at AECENL office READ the information on the Application form COMPLETE both sides and all sections of the application PRINT clearly all information ATTACH the applicable documentation to the application (see application guides on pages 8-14 which documentation is required) A clear visible name of the participant needs to be shown on provided documents If an official name change occurs between the issue of the documents and application a photocopy of a legal evidence of a name change must be provided DATE and SIGN the Initial Application Faxed, ed or photocopied Initial Applications are NOT ACCEPTED The completed and signed Initial Application Form with supporting documents can be: mailed to the AECENL office at Association for Early Childhood Educators Newfoundland and Labrador P.O. 9 8 Application Guide for Individuals who hold Certificate/ Diploma/ Degree from Canadian Post-Secondary Institution Section A Check off the classification(s) of CCS Certification you wish to apply for based on the descriptions. If no classification is checked, preschool will be assumed. Applicants Information. Fill in the section completely including your name, birth date, full permanent mailing address (including postal code) and other contact information as indicated in the application. Section B Check and fill out either: Section Completed Degree/Diploma/Certificate Program or is for individuals who completed a post-secondary program and hold a certificate/ diploma/ degree complete. Documentation required: Provide documentation for any programs of study completed after high school through a College or University must be provided. Documentation includes copies of certificates/diplomas/degrees and/or official transcripts of course work that indicate graduation from the program Photocopies are usually acceptable, however you may be asked to submit original transcripts or notarized photocopies. If a transcript is used to document completion of a program of study, the transcript must indicate the name of the student, their student number and must indicate completion of the program. You may be asked to supply official course descriptions with transcripts at the request of the Registrar. Section Individual Post-Secondary Courses Related to ECE is for individuals who do NOT hold a full certificate or diploma or degree but completed individual courses from a post-secondary institution. Documentation required: Provide copies of the transcripts from any recognized post-secondary institution you have listed in the Initial Application. NOTE: If you hold Child Care/Early Childhood Educator registration or certification from another province or territory in Canada you can apply under the Agreement on Internal Trade instead of listing programs/courses.

10 9 Section C Declaration and consent to share information You (the applicant) must read, sign and date the declaration. Your signature indicates your intent to apply for certification and your assertion that the information in the application is true and complete to the best of your knowledge. The declaration authorizes AECENL to share the status of your certification with Child Care Services Licensing in the course of their work. Unsigned applications or applications signed by someone else on your behalf are not acceptable. Size of the certificate Check the box with a desired CCS Certificate size and if applicable attach fee for the desired size. (Cash, money order or cheque are acceptable payment options)

11 10 Application Guide for those who hold Certification from Another Province or Territory - Agreement on International Trade (AIT) Applicants that have been certified (or registered or received a license to practice) with their educational credentials to work in regulated child care services by one of the specified Province or Territory: British Colombia, Saskatchewan, Ontario, Alberta, Manitoba, Prince Edward Island, Yukon or Nova Scotia can apply for certification in Newfoundland and Labrador under the Federal Agreement on Internal Trade (AIT). The agreement enables applicants to receive the certification level in this province that equals the requirements for that certification in the other Province or Territory. The same process applies when you are moving from Newfoundland and Labrador (remember, every place has its own requirements and names for its levels of certification) Section A Check off the classification(s) of Certification you wish to apply for based on the descriptions. If no classification is checked, preschool will be assumed. Applicants Information. Fill in the section completely with your including your name, birth date, full permanent mailing address (including postal code) and other contact information as indicated in the application. Section B Check: Section Provincial/Territorial Agreement on Internal Trade/Mobility Documentation Required: Attach a photocopy of current and valid ECE or Child Care Services certification/registration form from one the following provinces: British Columbia, Saskatchewan, Ontario, Alberta, Manitoba, Prince Edward Island, or Yukon. NOTE: You are not required to check of any other options in Section B or supply documentation for other sections below. Section C Declaration and consent to share information You (the applicant) must read, sign and date the declaration. Your signature indicates your intent to apply for certification and your assertion that the information in the application is true and complete to the best of your knowledge. The declaration authorizes AECENL to share the status of your certification with Child Care Services Licensing in the course of their work. If no classification is checked, preschool will be assumed. Applicants Information. Fill in the section completely including your name, birth date, full permanent mailing address (including postal code), valid and other contact information as indicated in the application. Section B Check and fill out either: Section Completed Degree/Diploma/Certificate Program or is for individuals who completed a post-secondary program and hold a certificate/ diploma/ degree complete. Documentation required: Credential assessment from World Education Services ( Official transcript from the post-secondary institution and must indicate the name of the student, their student number and must indicate completion of the program. An official report of course hours and course description obtained for each individual course you have taken Official translation of documentation if documentation is in language other than English. Contact information for the post-secondary institution Section Individual Post-Secondary Courses Related to ECE is for individuals who do NOT hold a full certificate or diploma or degree but completed individual courses from a post-secondary institution. Documentation required: Credential assessment from World Education Services ( Official transcript from the post-secondary institution and must indicate the name of the student, their student number and must indicate completion of the program An official report of course hours and course description obtained for each individual course you have taken Official translation of documentation if documentation is in language other than English Contact information for the post-secondary institution

As a result of the assessment it may be determined that you need to complete all or part of an orientation course or courses. These courses are not offered outside NL so if you applied for CCS Certification before moving to NL you will need to let AECENL know upon the arrival in the province so that we can get you enrolled in a timely fashion. Orientation courses are offered online (over the internet) or correspondence (by mail) there are no classes to attend. Section B Check Section None of the Above NO documentation is required Section C Declaration and consent to share information You (the applicant) must read, sign and date the declaration. Your signature indicates your intent to apply for certification and your assertion that the information in the application is true and complete to the best of your knowledge. The declaration authorizes AECENL to share the status of your certification with Child Care Services Licensing in the course of their work. Unsigned applications or applications signed by someone else on your behalf are not acceptable. 16 15 Request for Review If you feel that your assessed Level or Classification of Certification is not what you expected you have the option of having your file reviewed. A written request to have your file reviewed may be made to the AECENL Board of Directors, AECENL, P. O. Box 8657, St. John s, NL, A1B 3T1. This request must clearly state the reason for the review. You may be asked to provide further documentation of your academic background in order for the review to proceed. You will receive a letter from the Board detailing the decision made based on the review of your file. If you disagree with the decision of the AECENL Board regarding the review of your file you may request a further review by writing to the Provincial Director of Child Care Services, Department of Child Youth and Family Services, Government of Newfoundland and Labrador, P. O. Box 8700, St. John s, NL, A1B 4J6. The review request letter must clearly state your reasons for the second review. Replacement of the Child Care Service Certificate Child Care Services Certificate can be replaced and a duplicate issued only upon written request from the participant when the original has been lost or destroyed. When requesting for replacement please include: Child Care Certificate Number if known Full name Full mailing address Reason for replacement Reporting a change You should report to the Registrar of Child Care Services Certification and AECENL Office in writing if the following changes emerge: Changes in official name Change of mailing address Change phone number Change of address Change in Child Care Services Certification (change of Level/Classification see the Reissue of the Child Care Services Certificate- on page 16) A written request is: An from your personal account with full name, mailing address and certification number to the Registrar or Clear hand written or computer typed request with full name, mailing address certification number and signature

17 16 Reissue of the Child Care Service Certificate CCS Certificates may be reissued mid-term for the following purposes of: 1. a change in level or a change in classification 2. a change in official name. The change must be requested on a Renewal/Reissue Application Form and supported with appropriate copies of documentation: 1. A change in level or classification: In the Section B in Renewal/Reissue Application Form check the following boxes: A change of Level &/or A Change of Classification Complete Section C and attach copies of documentation (orientation courses/courses/certificates/ diplomas/ degrees of completion of postsecondary programs since certification was issued. Do not include any program here that was included in your original application for Certification - which information is on file and has been assessed already. You may be asked for originals or notarized photocopies 2. A change in official name: Section A (fill out the applicants information with changed name) In the Section B check a name change write your previous name Attach a clear photocopy of a legal evidence of a name change. The following photocopy examples are acceptable proof of a name change documentation: A marriage certificate or Certificate of divorce or Change of Name Certificate or Birth Certificate plus current ID The effective date of reissue will be the first day of the calendar month in which a complete and eligible reissue application package is received by AECENL.

18 17 Maintaining Your Child Care Cervices Certification General overview of Renewal of Child Care Services Certification Every CCS Certificate issued has a valid until or renewal date. In order to renew your Child Care Services Certification a completion of the required 30 hours (plus hours required for any lapsed period of certification based on 1 hour per lapsed month to a maximum of 10 hours per year and 30 additional hours maximum) must be completed in order to have certification renewed. You should apply to renew your certification approximately 30 days before the expiry of your certification if you want to have your paper certificate arrive before your expiry date. The effective date for renewal will be the later of either: The renewal date as indicated on your certificate or The first day of the calendar month in which a complete and eligible renewal application package is received Hours completed beyond the 30 required hours cannot be carried forward to subsequent years. Originals of documentation for all hours of professional development need to accompany filled out Renewal &/or Reissue Application. Keep photocopies of your certificates on file until you receive your renewed certificate from AECENL. Renewal certificates are usually issued for a 3-year period. A shorter period may be issued if renewal is based on completion of a refresher course. Late applications may result in gaps in your certification these gaps may impact your employment or other services that are dependent on valid certification. Renewal certificates will not be back-dated they will be issued effective the first day of the calendar month in which your complete and eligible application is received by AECENL. It is your responsibility to keep track of your renewal date And to ensure an application for renewal is made in a timely manner. The Registrar is not responsible if you do not apply, however, as a courtesy the Registrar will send out reminder letters.

19 18 Application Guide of Renewal of Child Care Services Certification This guide is for filling out the Renewal &/or Reissue Application for NL Child Care Services Certification General Instructions: Renewal &/or Reissue Application is for Individuals who hold a Child Care Services Certification number obtained from AECENL and wish to renew their Child Care Services Certification. Renewal &/or Reissue Application can be downloaded and printed from AECENL website( under the Certification tab or obtained at AECENL office READ the information on the Application form COMPLETE both sides and all sections of the application PRINT all information clearly Attach originals of documentation for all hours of professional development listed on the renewal application. On provided documents a clears visible name of the participant needs to be shown DATE and SIGN the Application Faxed, ed or photocopied Renewal &/or Reissue Applications are NOT ACCEPTED The original, completed and signed Application Form with supporting documents can be: mailed to the AECENL office at Association for Early Childhood Educators Newfoundland and Labrador P.O. 20 19 Renewal Guide for Renewal of the Child Care Services Certification Section A ECE Certification held : Fill in section with Certification number, level of certification and classification you hold Applicants Information. Fill in the section completely including your name, birth date, full permanent mailing address (including postal code) and other contact information as indicated in the application. Section B - Reason for Application - check what applies to you: A name change: Applies to the individuals who have changes their name during the Certification period. You need write your previous name An address change Applies to individuals who have moved during the Certification period A change of Level (complete Section C) Applies to the individuals who have completed provincially recognised postsecondary program after certification was issued. A change of Classification (complete Section C) It applies to the individuals who have completed provincially recognised postsecondary program or orientation courses after certification was issued. Renewal of Certification (complete (complete Section D) It applies to individuals who wish to renew their certification Section C- Change of Level or Classification This section applies only to those individuals who have completed post-secondary programs since certification was issued. Please see Reissue of the Child Care Service Certificate on page 16 Section D - Renewals This section applies only to individuals who are renewing their certification. List all the required workshops in the table in section D (including the name of the workshop/ conference/.., name of presenter, date completed and number of hours). Add the hours Attach original documentation for all required hours of professional development Originals will not be returned unless requested and accompanied by a selfaddressed envelope stamped with sufficient postage for return.

21 20 NOTE: Keep photocopies of your certificates on file until you receive your renewed certificate from AECENL. Certificates for Professional Development hours need to fall in the Child Care Services Certification period Professional Development hours CANNOT be carried forward to or used again on subsequent renewal. Section E Declaration and consent to share information You (the applicant) must read, sign and date the declaration. Your signature indicates the information in the application is true and complete to the best of your knowledge. The declaration authorizes AECENL to share the status of your certification with Child Care Services Licensing in the course of their work. Unsigned applications or applications signed by someone else on your behalf are not acceptable. Size of the certificate Check the box with a desired Certificate size and if applicable attach fee for the size (money, money order or check) Lapsed Certification What Happens if my Certification has Lapsed and I Don t Have Enough Hours for Renewal? Completion of a Refresher Course will allow renewal. The Refresher course is available online registration information is available on our website Once the course is complete submit a renewal application listing the Refresher Course and all additional hours of professional development (as with regular renewals original documentation of PD is to be submitted). The number of additional hours of professional development will determine the length of your renewal between 18 months and a full 3 years. Please note: Regardless of the length of your refresher renewal certificate 30 hours of professional development must be submitted for the next renewal (or more hours if the certificate lapses again) The refresher course can be used for this purpose once per file.

22 21 Professional Development The importance of Professional Development ECE Professional Development is defined as: any course of study or activity that has been established or developed for the purpose of enhancing an individual s skill and knowledge specific to the field of early childhood care and education, and is undertaken by individuals already working in the sector any ECE-specific activity other than pre-service training. 1 Professional development helps early childhood professionals in different roles to stay in touch with current information, trends and best practice and progress along various career pathways. It also increases their knowledge and skills. What is Professional Development? It includes, but is not limited to, workshops, resource nights, conferences, related College/ University courses and orientation courses (except when they are taken as pre-certification training that is before you receive a certification number). Holding an individual (in your own name) membership in a child care related organization is counted as ½ hour professional development per year, per membership - to a maximum of 1 hour per year for memberships held. When you attend a PD event please ensure it is related to early learning and child care sector. Also, if the event that you attended does not issue a PD certificate you can document the name of the event, date, time and presenter s name on piece of paper and have the presenter sign it. When attending webinars the documentation with participant s name, host or facilitator s name, topic covered, time and date of the workshop and conformation of participant s registration and completion is required. This documentation can be found in the participant s registration conformation and the thank you for participating that was send after the webinar. First Aid and required Workplace Health & Safety courses are not considered eligible for the purposes of determining professional development. 23 22 Ways to obtain required 30 hours of professional development for the renewal of Child Care Service Certification There are many Professional Development opportunities in the province: AECENL Online-workshops ( AECENL now offers online workshops accessible from our website Workshop offerings and registration information is available on our homepage. AECENL s Workshop Kits Lending Library AECENL has a number of workshops available to loan to presenters for use in providing PD opportunities please check with the PD Director to obtain a list and discuss availability. Community centres and schools Public libraries Regional Health Authority University, College (online courses) Family and child Care Connections Organizations, Societies and Associations (PACAL, Janeway, Autism Society, ) Online workshops, webinars (links to some of them can be found at AECENL website under Links tab) On AECENL s website under calendar are posted any Professional Development event in NL that AECENL know off. On AECENL s website under inks there is information for other organizations and associations. In-house Professional Development Child Care Centres and Family Child Care Agencies are encouraged to set up inhouse professional development. In order to be considered as professional development hours the event must: fit the definition of professional development not be part of normal program planning be transparent and accountable, for example, the presenter should not be employed by the Centre or be related to the ownership of the Centre if the event is attended only by staff of that Centre. The presenter should sign a description of the event that includes at least the topic; the length of the session; an attendance list. This documentation should be held on file and available at the request of the Registrar. Professional Development Grant Fund A small grant is available to those wishing to set up a professional development opportunity locally. The grant can cover such expenses as room rental, speaker fee, refreshments.
