3 1 INTRODUCTION Language differentiates human beings from animals and culture, from the primitive man. Art and Culture represent the finesse of a civilization and are transmitted through generations and preserved by practice. Buildings and structures constitute the hardware part. Art, music and the like, form the software part. Science and Art are complementary and they contribute mutually to enhance each other. Both have resemblance in exploration, curiosity and creativity. Inventions and innovations in science contribute to better preservation, greater dissemination and higher reach of the art forms. Art gives mental relaxation and rejuvenates us in the hectic schedules. It mitigates misery and alleviates our agony. Apart from imitating nature, they highlight the subtle nuances of human existence. They silently transform us by creating ripples in our sub-conscious minds. Ordinary life gets an extraordinary silver lining by virtue of art and culture. 1.1 The Directorate of Art and Culture was formed in the year 1991 as a separate Directorate by co-ordinating the fine arts educational institutions and cultural organisations. The Department of Art and Culture popularizes art forms, promotes artistic endeavors and patronizes artistes. It preserves our cultural lineage for future generations to refer, rejoice and recapitulate. The ancient art forms, folk arts and classical genre are disseminated to nooks and corners of the State by the ceaseless efforts of this Department. (i) Rupees two for each page (in A-4 or A-3 size paper) created or copied; (ii) actual charge or cost price of a copy in larger size paper (iii) actual cost or price for samples or models; and (iv) for inspection of records, no fee for the first hour; and a fee of Rs.5/- for each fifteen minutes (or fraction thereof) thereafter.
5 3 ( c ) For providing the information under sub-section (5) of section 7 of the Right to Information Act, the request shall be made as at (a) above and the fee as below should be paid as per the mode at (a) above. (i) (ii) for information provided in disc or Rs.50/- (fifty) per disc or floppy; and for information provided in printed form, at the price fixed for such publication. Persons below the poverty line are exempted from the payment of fee mentioned in paragraph 1.2 above for seeking information under the Right to Information Act, The list of persons below poverty line approved by the Gram Panchayat and local bodies will be the basis for claiming this concession. SCHEME FOR GIVING FINANCIAL ASSISTANCE TO THE LEGAL HEIRS OF THE DECEASED ARTISTE (WIFE / HUSBAND) ON THE DEATH OF THE INDIGENT ARTISTE WHO WAS RECEIVING FINANCIAL ASSISTANCE 1 Name of the scheme Giving financial assistance to the legal heirs of the deceased artiste (wife / husband) on the death of the indigent artiste who was receiving the financial assistance. 2 The Officer implementing the scheme The Commissioner, Directorate of Art and Culture, Thendral, Dr.D.G.S.Dinakaran Road (Greenways Road) Chennai Telephone: Benefit of the scheme Financial assistance of Rs.1000/- will be given to the eligible legar heir (wife / husband). 4 Procedure to apply The applicant has to apply to the Commissioner of Art and Culture with the following documents namely, death certificate of the indigent artiste, legal heir certificate, copy of the sanction order for giving financial assistance originally, copy of the authorisation issued by the Accountant General, details regarding last payment from the Treasury concerned, name of the legal heir, relationship, monthly income certificate and specimen signature of the incumbent and three photos attested by the Tahsildar. Sanction order to the eligible applicants will be issued after getting the recommendations from the District

The Regional Cultural Centres headed by the Assistant Directors of Department of Art and Culture on their own and in association with the District Art Societies, Tamil Nadu Eyal Isai Nataka Manram, Tamil Nadu Ovia Nunkalai Kuzhu., Tamil Nadu Jawahar Siruvar Mandrams and other art organisations and in co-ordination with South Zone Cultural Centre which is functioning under the Chairpersonship of His Excellency, the Governor of Tamil Nadu, conduct cultural functions and give training in Fine Arts. Further, the District Art Societies are conducting art festivals, art training programmes in co-ordination with Regional Cultural Centres, Jawahar Siruvar Mandram, Tamil Nadu Ovia Nunkalai Kuzhu, Tamil Nadu Eyal Isai Nataka Manram and private organisatons. Director Regional Cultural Centre, along with three photograph, bio-data, may be sent to the concerned Assistant Director, Regional Cultural Centre. 6 Procedure for selection of Awardee Through the District Art Societies, the selection committee with officials and non-official members headed by concerned District Collector will select the awardees based on their eminence, intellectuality in their respective art field and age.

Three year Diploma courses are offered in Government Music Colleges. Only in Thiruvaiyaru Music College along with diploma courses, a three year degree course in Music is also offered. In the College at Chennai, four year Graduate Course in Industrial Design in Ceramic, Industrial Design in Textile Design, Visual Communication Design, Painting, Sculpture, Print making and two year post graduate course in Painting, Visual Communication Design, Ceramic Design and Textile Design are offered. A pass in +2 examination is the minimum educational qualification for admission to the Degree course in this College. This College was established in The curriculam and syllabus of the College are approved by the Madras University. In the College at Kumbakonam, Four Year Graduate course in Painting, Visual Communication Design and Sculpture are offered. Two year post Graduate Course in Painting and Sculpture are offered. A pass in +2 examinations is the minimum educational qualification for admission to Degree course in this College. Further, if the orchestra atristes such as Ghatam, Ganjira, Muharshingh, Konnakkol are selected, they are also paid Rs.650/- per programme. 4 Eligibility go get the benefit Only the young artistes who have thoroughly learnt in carnatic style and capable of performing programmes individually in any one of the art disciplines such as Vocal, Bharathanatyam, Kathakalakshepam, Veena, Violin (solo) Nadaswaram, Flute, Jalatharangam, Gottuvadhyam, Clarionet, Guitar, Mandolin, Saxophone, etc. can enjoy the benefit of the scheme. The age of the music artiste should be above 16 years and within 30 years and above 15 years and within 30 years to the Bharathanatyam artistes. 5 Procedure to apply On releasing the advertisement published by the Manram in the newspapers the eligible young artistes can apply by obtaining the application from the Manram. The artiste selected already in one art discipline can apply for another. Only one opportunity will be given in each branch for conducting the programmes. 6 Procedure for the selection The eligible artistes are selected by the Expert Committee by conducting an audition test. The Kalaimamani Award is conferred on the performing artistes with lasting contribution, popularity and merit of the art disciplines of Tamil Literature, Music, Bharathanatyam, Drama, Film, Folk arts, Painting, Sculptures, Vigadam etc. Even if the artiste is popular in various art disciplines, he will be conferred Kalaimamani for one time only. If more than one artistes are jointly engaged in artistic pursuit in any of the art discipline, the award will be given to them jointly.
40 38 This award is conferred regardless of Caste, Religion, race and age. Individual work of art or single achievement will not be considered for conferring this award. 5 Procedure for the selection of artiste for the award. If the artiste expires after the announcement of the award to him/her but before the investiture function, the award will be given to his/her dependent. The individual representations received from the artistes requesting for the award of Kalaimamani; Recommendations received from the senior artistes, Requests received from the Voluntary Cultural Organisations and also representations received from the experts belonging to various art disciplines are placed before the General Council of the Manram for consideration and deserving artistes are selected and recommended to Government. The list of artistes approved by the Government are conferred with Kalaimamani award. 03. The selection of deserving indigent Kalaimamani Awardee artistes for recommending to Government to give Porkizhi amount will be made in the General Council Meeting of the Manram, considering the age and income of the artiste. The artistes approved by Government will be given the Porkizhi amount in the Kalaimamani award conferring function. 4. Scheme of financial assistance to Indigent Artistes 1 Name of the scheme Scheme of financial assistance to Artistes and men of letters who are now in indigent circumstances and their dependents. 2 Institution implementing the scheme. 42 40 application. 6 Procedure for considering the application and to get final assistance. the newspapers, calling for applications by the Tamil Nadu Eyal Isai Nataka Manram, the indigent artistes having the above qualifications can obtain the proper applications from the Regional Assistant Directors of Art and Culture at Kanchipuram, Thanjavur, Madurai, Tiruchirappalli, Tirunelveli and Salem and to send the duly filled in application to the Regional Assistant Directors of Art and Culture concerned through the Revenue Divisional Officer / Sub Collector along with the certificates of evidence as to whether the applicant is genuine artiste, one copy of Passport size Photo, age certificate, income certificate, property valuation certificate obtained from the Thasildar. On scrutinizing the application received with the report of Revenue Divisional Officer /Sub Collector the applications will be placed before the District Art Society concerned. After scrutiny at District Art Societies, a list of artistes will be sent to Tamil Nadu Eyal Isai Nataka Manram. Based on the recommendations of the Selection Committee a list of artistes will be sent to Government through the Directorate of Art and Culture for the sanction financial assistance. Based on the Government Order sanctioning the financial assistance, the Principal Accountant General will issue authorisation for the payment of financial assistance to the artistes and the financial assistance will be disbursed through the concerned District and Sub Treasuries where the artistes are ordinarily resides for getting the financial assistance. On the death of artiste receiving financial assistance, the legal
43 41 heirs of the deceased artiste (Wife/ Husband) having income upto Rs.1000/- per month has to apply to the following address to receive the financial assistance continuously along with the 1)legalheir certificate, 2)income certificate, 3)death certificate of the artiste, 4)the evidence for receiving financial assistance, 5) three photo copies of the legalheir applicant. The spouse, unmarried Sons / Daughters of the deceased artistes should send the application for the Family Maintenance Grant to the Manram within one year from the date of the death of the artiste alongwith the original death Certificate of the deceased artiste, Legal heir Certificate, Income Certificate obtained from Thasildar and certificate from two senior artistes or cultural organisations as to whether the deceased is the genuine artiste, passport size photo of the deceased artiste and applicant, property certificate if owned house or

On receipt of the application from the legalheirs of the deceased artistes, it is scrutinised and with the approval of the Manram s Executive Board, the Family Maintenance Grant is given. 6. Scheme of extending grants for the publication of rare books on arts 1 Name of the scheme Scheme of grants for the publication of rare books on arts. 2 Institution implementing the scheme Tamil Nadu Eyal Isai Nataka Mandram Ponni, No.31, P.S.Kumarasamy Raja Salai, Chennai Telephone: Benefit of the scheme Grant is sanctioned for the publication of books which are considered as rare for the development of arts. In this regard, 60% on the total cost of the printing charges of 1000 copies or Rs.15000/- whichever is less will be sanctioned as the amount of grant. 4 Procedure for sending the application for the publication grant. 5 Selection procedure for grant. When the advertisement is published by the Manram in the Newspapers, the writer of the book requiring grants, should submit the application to the Manram along with the three copies of the book (manuscript) to be published and quotation for printing 1000 copies obtained from three Printing Press to the Manram. On scrutinising the copies of the books submitted under the Scheme, the selection of books will be made by the Expert Committee. For the publication of the selected books 50% of the grant amount as 1 st instalment, and the balance 50% of the grant amount will be released after receiving 100 copies of the printed books, together with the expenditure statement in the Manram. The book should not

Scheme of extending financial assistance to new drama productions 1 Name of the scheme Extending financial assistance to the professional drama troupes for production and staging new dramas. 2 Institution implementing the scheme Tamil Nadu Eyal Isai Nataka Mandram Ponni, No.31, P.S.Kumarasamy Raja Salai, Chennai Telephone: Benefit of the scheme Maximum of Rs.20,000/- will be paid as financial assistance to the professional drama troupes for the production and staging of new dramas. 4 Procedure for application As and when the advertisement is released in the news papers for the execution of the scheme the application can be obtained from the Manram and the duly filled in application should be sent to the Manram alongwith three copies of the drama scripts. The suitable dramas for staging will be selected by the expert committee. 5 Eligible dramas to get financial assistance. 6 Details about the financial assistance. The dramas should reflect the assistance Tamil art forms, culture, civilisation, tradition, society and history. The dramas selected for financial assistance should not have already been staged. Should not have caste or religious or political animosity. Without prior approval of the Manram no additional dialogues, scenes should be added in the drama scripts selected by the Manram. A certificate to be obtained from the District Collector / Police Department, to the effect that there is no objectional dialogues or scenes in the selected dramas. Based on the quality and sceneries of the social, historical, mythological, dramas selected by the expert committee, the financial assistance will be decided and given as follows:-
46 44 7 Details about staging the dramas First instalment will be 30%, Second instalment of 40% will be given 3 days prior to the conduct of the drama. Third instalment of 20% will be given on that day when the drama is staged. 50 48 Jawahar Siruvar Mandram Rural Centres Two rural centres for imparting artistic talents to children are effectively functioning in Ponpudupatti, Pudukkottai district and Madurai Ellis Nagar, Madurai. Part time training in the following disciplines are given in Siruvar Mandrams:- Bharathanatyam, Folk Dance, Crafts, Vocal, Drama, Gymnastics, Mridhangam, Tabela, Karathe, Computer, Key Board, Veena, Drums, Bands, Tailoring, Drawing & Painting, Screen Printing, Flute, Yoga and Silambattam. At Chennai, training is given for six days in a week in 16 disciplines. In the District Jawahar Siruvar Mandrams and Extension Centres, training is given for three days in a week in four kinds of disciplines. And in Rural Centres, training is given for three days in a week in two disciplines. Around 9000 children are being trained in all the Jawahar Siruvar Mandrams in our State. Children libraries are functioning in all Jawahar Siruvar Mandrams except two Rural Jawahar Siruvar Mandrams and Krishnagiri District Jawahar Siruvar Mandram. For the benefit of the children residing in Chennai and to spread the Jawahar Siruvar Mandram activities, a few centres were started in residential areas.
