Minutes The minutes of the meeting held on 14 th January, 2016 were agreed as a true record, subject to the insertion of the following sentence in the fifth paragraph of Minute 61 headed Petition To Retain the Bollard Protecting the Pathway between Fosseway Road and Anchorway Road, Finham : This decision was appealed to the Planning Inspectorate and the appeal was upheld as there were no concerns regarding safety and the insertion of the following sentence in the sixth paragraph: Coventry City Council was not the land owner. The minutes of the joint meeting of the Cabinet Members for Business, Enterprise and Employment and Public Services held on 2 nd February, 2016 were agreed as a true record. There were no matters arising. 68. Petition - The Management of Trees in Loudon Avenue The Cabinet Member considered a report of the Executive Director of Place concerning a petition, bearing 29 signatures, requesting the removal of 50 per cent of the trees along Loudon Avenue. The petition was submitted by Councillor Mal Mutton, a Radford Ward Councillor, who attended the meeting and spoke in support of the petitioners. The petition organiser was also invited but was unable to attend. The report indicated that in April, 2015 the Trees and Woodlands team received a complaint from a resident of Loudon Avenue concerning tree route activity from 1 Page 3

4 the street trees and the risk to properties of subsidence damage. Following several assessments it was concluded that 4 trees needed to be replaced by houses and that there should be a reduction in the number of trees in the southern section of the Avenue. It was proposed that this work be phased over two to three years to allow the works to be funded from the tree maintenance budget. Consultation letters were sent out on 27 th October, 2015 notifying residents of works to remove the current trees during November. As a result the petition was submitted requesting the removal of every other tree along Loudon Avenue. The report informed of the numbers of trees in the three sections of the road, highlighting that the southern section was overstocked in relation to the other two sections. It was recommended that 9 trees be removed and that they be replaced by 18 young trees in nearby Moseley Park at a cost of 6,678. This responded to the issues raised by the petitioners, maintained the street tree amenity and satisfied the Highway Tree Policy which required all highway trees to be replaced on a two for one basis. Councillor Mutton outlined her support to this approach. RESOLVED that: (1) Approval be given to the reduction in the number of trees in the southern section of Loudon Avenue, between Steeplefield Road and Barker Butts Lane, from 21 to 12 by removing trees in a pattern that will leave a balanced level of amenity greening. (2) Approval be given for replacement trees being planted in the nearby Moseley Park on the 2 for 1 basis and retaining the overall tree canopy cover for this area but also further enhancing Moseley Park. 69. e-petition - Reopen Stoney Road to all Traffic The Cabinet Member considered a report of the Executive Director of Place concerning an e-petition bearing 9 e-signatures which requested the removal of the bus gate on Stoney Road allowing access to all traffic. Mr Prajapati, the petition organiser, attended the meeting and spoke on behalf of the petitioners. Matthew Davies and Jeremy Thomas, both local residents attended and spoke on behalf of residents. Councillor Bailey, a Cheylesmore Ward Councillor also attended for the consideration of this item. The report indicated that the bus gate was installed in April 2012 as part of the works associated with traffic mitigation measures relating to the Friargate development. The bus gate reduced the volume of traffic able to travel on Stoney Road in a southwest bound direction towards Leamington Road. It was enforced by the City Council using a CCTV camera. Reference was made to two previous petitions considered by the Cabinet Member in December It was agreed that the bus gate would remain and monitoring would be undertaken. In July, 2013, following analysis of the monitoring, it was subsequently endorsed that the bus gate would remain. The Cabinet Member was informed that monitoring had continued and details of previous traffic flows along with latest traffic flows undertaken in November, 2015 were set out at an appendix to the report. Attention was drawn to the changes still taking place in the area which resulted in temporary road closures which had an Page 4 2

5 effect on traffic flows as drivers used alternative routes. Results showed that traffic had increased on Quinton Road, consequently mitigation measures had been installed at the junction of Quinton Road/ Daventry Road to assist the flow of traffic. Mr Prajapati spoke as a daily user of the train station drawing attention to the difficulties caused by congestion in the vicinity of the station at peak times. Councillor Lancaster reiterated that the traffic issues were continually being monitored and that the situation would improve once the access to the ring road from Manor Road was re-opened. Matthew Davies and Jeremy Thomas both spoke in support of the retention of the bus gate on Stoney Road which had been welcomed as a mitigation measure by local residents. Councillor Bailey also detailed his support for the bus gate which was vital to help control traffic in the area. RESOLVED that: (1) The concerns of the petitioners be noted. (2) It be endorsed that no further action is undertaken at the current time but the location continues to be monitored. 70. Civil Parking Enforcement - Annual Report 2014 / 2015 The Cabinet Member considered a report of the Executive Director of Place which sought approval of the Civic Parking Enforcement Annual Report for 2014/2015, a copy of which was set out at an appendix to the report. The report indicated that in 2008 the Department of Transport made it a requirement for parking enforcement authorities to issue an annual report detailing certain financial, statistical and other information relating to parking enforcement performance. The information was required to be placed in the public domain to ensure transparency and accountability. Regular and consistent reporting of civil parking enforcement matters helped to keep the public abreast of performance and to understand what improvements were planned or were happening. It also provided a framework through which performance could be benchmarked with other authorities. This report was an opportunity for the Council to outline its plans and the initiatives to be used to help deliver improvements. Once approved it was proposed to submit the report to the Secretary of State for Transport and other key stakeholders and to make it available via the Council s website. In future it was proposed to make the report available on an annual basis every October. Discussion centred on the problems of illegal parking outside schools and what had been done to educate parents regarding this issue including working with police community support officers and using the ANPR camera. Councillor Lancaster, Cabinet Member requested that in future reports further information be included in the Annual Parking Account figures, in particular a detailed breakdown of running costs. 3 Page 5

6 RESOLVED that the Civil Parking Enforcement Annual Report 2014/ 2015, as set out at the appendix, be approved. 71. Outstanding Issues The Cabinet Member noted a report of the Executive Director of Resources that contained a list of outstanding issues and summarised the current position in respect of each item. She agreed that further report on the 12 month trial concerning The Introduction of an ANPR Camera Car to Enforce Dangerous and Illegal Parking be deferred to the first meeting in the new municipal year to allow for the conclusion of the trial period. 72. No Executive Summary: A petition containing 42 signatures has been received requesting the introduction of traffic lights at the junction of Longford Road and Oakmoor Road to reduce the delays experienced by drivers exiting Oakmoor Road. This follows similar petitions submitted in January 2011 and November In March 2015 (minute 97/14 refers), it was agreed by the Cabinet Member for Public Services that a detailed traffic management study be undertaken along Longford Road including its junction with Oakmoor Road to look at the options and report back the findings. The study is now completed and this report summarises the options considered and makes recommendations as to the most effective solution. Recommendations: The Cabinet Member for Public Services is recommended to: i) Note the concerns and requests of the petitioners; ii) Approve that Option 4 (southbound bus layby & relocation of northbound bus stop) be designed and implemented in the 2016/17 financial year as outlined in para. 2.4 and 2.5 of this report; iii) Approve that, following implementation of option 4 as outlined in recommendation ii) above, the effectiveness of the changes be monitored for a period of approximately 6 months, after which a further report be presented to a future Cabinet Member meeting detailing the results of the monitoring and any subsequent findings. 9 Report title: Petition Request for Traffic Lights at Junction of Longford Road and Oakmoor Road 1. Context (or background) 1.1 A petition containing 42 signatures was received in January 2016 requesting that traffic signals be installed at the junction of Longford Road and Oakmoor Road to address concerns over delays to traffic exiting Oakmoor Road. This follows similar petitions submitted in January 2011 and November In response to the 2014 petition, it was acknowledged that a scheme to improve the junction had been included in the 2014/15 transportation and highways capital programme. However, in order to determine which type of scheme would work best overall, it was agreed by the Cabinet Member for Public Services at her meeting on 17 th March 2015 (minute 97/14 refers) that a detailed and holistic traffic management study be undertaken first along Longford Road, to include the junction with Oakmoor Road, and report back the findings. 1.3 The detailed traffic management study is now complete and this report presents the findings and recommendations. A plan showing the location of the junction is shown in Appendix A. 2. Options considered and recommended proposal 2.1 Longford Road is classified as the B4113 and is a major radial route in the north-east part of the city carrying up to 11,000 vehicles per day. It is also an important bus corridor and is used by up to 30 buses per hour in peak periods. There are also two bus stops in close proximity to the junction; an outbound stop a few metres north of the junction and an inbound bus stop a short distance south of the junction. 2.2 Given the relative importance of Longford Road, in considering the types of measures that could be introduced, an important consideration was that any solution to assist drivers existing Oakmoor Road should not have a detrimental impact to journey times along Longford Road. 2.3 Following the Cabinet Member decision on 17 th March 2015, the Council appointed specialist traffic management consultants to undertake a detailed study along Longford Road, which included an assessment of the operation of the junction of Longford Road and Oakmoor Road using a computerised traffic flow simulation model. 2.4 Five different options were assessed. A brief outline of the options and the study findings is shown below: Option 1 (Traffic Signals) Whilst traffic signals are likely to have an overall benefit in the peak periods to drivers exiting Oakmoor Road, in particular to right turners, the traffic model showed that in terms of the impact on Longford Road, this to be the worst option with journey times almost doubling. This is not therefore the preferred option to take forward Option 2 (Roundabout) For this option, due to the need to create deflection to reduce vehicle speeds on Longford Road southbound approach to the junction, the inbound bus stop could be segregated from general traffic through carriageway markings alone. When this option 3 Page 9

10 was modelled it indicated that it would have no significant impact to the traffic flow on Longford Road inbound but caused some delay outbound. For Oakmoor Road traffic the roundabout option on its own was shown to have negligible benefit. For this reason the roundabout option is not the preferred option Option 3 (Southbound bus layby) This option would involve creating a physical layby for inbound buses to pull into off the main carriageway so enabling inbound traffic to pass unimpeded. The study as well as site observations indicated that the frequent use of the bus stop, particularly in the peak hour, was a contributory factor behind the delays to traffic exiting Oakmoor Road. The model indicated that this option would provide a small benefit to traffic on Longford Road but by far the greatest time saving would be to vehicles turning left out of Oakmoor Road which would benefit as with buses stopping in a layby as opposed to the main carriageway, it is likely that more gaps would be created in the flow of traffic on Longford Road for Oakmoor Road traffic to merge into. This is therefore a possible option, subject to confirmation of the cost of any diversions to statutory undertakers equipment Option 4 (Southbound bus layby & relocation of northbound bus stop) This option would involve creating a layby for inbound buses and also relocating the outbound bus stop currently situated immediately north of the junction. In total around 30 buses use one of these bus stops (an average of one every two minutes) during the peak hours and the study as well as site observations indicated that the frequent use of the bus stops was a significant contributory factor behind the delays to traffic exiting Oakmoor Road. For this option the model indicated that there would be a significant benefit to traffic on Longford Road, particularly in the outbound direction, but also that there would be significant benefit to traffic on Oakmoor Road, including right turners, as the relocation of the outbound bus stop reduced the blocking of the junction and created more gaps for vehicles on Oakmoor Road to merge into. Overall, the model indicated that this was the best option when considering the needs of traffic on Longford Road and Oakmoor Road Option 5 (Roundabout & relocation of northbound bus stop) This was the last option modelled and involved the roundabout option with the relocation of the northbound bus stop. The model indicated that this option would have minimal impact on Longford Road and some benefit to Oakmoor Road traffic, particularly right turners. This is therefore a potential option but not, based on the results of the model, the preferred option at this stage. 2.5 The findings of the detailed modelling exercise concluded that the best option overall was option 4 (Southbound bus layby & relocation of northbound bus stop). It is therefore recommended that this option be designed up and approved for implementation in the 2016/17 financial year, subject to Cabinet approval of the 2016/17 Transportation and Highway Maintenance Capital Programme at the meeting on 8 th March Page 10 4

11 2.6 If is further recommended that following implementation of option 4, the effectiveness of the changes be monitored for a period of approximately 6 months, after which a further report be presented to a future Cabinet Member meeting detailing the results of the monitoring and any subsequent findings. 3. Results of consultation undertaken 3.1 No formal consultation has been undertaken, however, officers presented the findings of the detailed traffic management study to Longford C.A.N. Forum on 3 rd February Timetable for implementing this decision 4.1 Subject to approval of the recommendations the improvements to the junction outlined in this report will be implemented in the 2016/17 financial year. 5. Comments from Executive Director of Resources 5.1 Financial implications The cost of the measures highlighted in this report will be funded from the Transportation and Highways Maintenance Capital Programme. The scheduling of works will be based on priority of the scheme and the funds available. The cost of implementing option 4 is likely to be in the region of 65,000, subject to confirmation of detailed design and statutory undertaker costs. 5.2 Legal implications The Council has a range of highway improvement and traffic management powers available to it consistent with Department for Transport regulations/guidance. Any other additional features or realignment of the highway (not involving road humps or traffic-calming) can be introduced using general traffic management/highway improvement powers. 6. Other implications 6.1 How will this contribute to achievement of the Council's key objectives / corporate priorities (corporate plan/scorecard) / organisational blueprint / Local Area Agreement (or Coventry Sustainable Community Strategy)? The introduction of the measures highlighted in Para 2.4 contribute to the City Council s aims of making Coventry an attractive and enjoyable place to be and towards ensuring the economic prosperity and safety. Executive Summary: In accordance with the City Council's procedure for dealing with petitions, those relating to traffic management and road safety issues are considered by the Cabinet Member for Public Services. In June 2015, amendments to the Petitions Scheme, which forms part of the Constitution, were approved in order to provide flexibility and streamline current practice. This change has reduced costs and bureaucracy and improved the service to the public. These amendments allow a petition to be dealt with or responded to by letter without being formally presented in a report to a Cabinet Member meeting. In light of this amendment, it is proposed that a summary of those petitions received determined by letter, or where decisions are deferred pending further investigations, be reported to subsequent meetings of the Cabinet Member for Public Services, where appropriate, for monitoring and transparency purposes. Context (or background) 1.1 In accordance with the City Council's procedure for dealing with petitions, those relating to traffic management and road safety issues are considered by the Cabinet Member for Public Services. 1.2 Amendments to the Petitions Scheme, which forms part of the Constitution, were approved by the Cabinet Member for Policing and Equalities on 18 June 2015 and Full Council on 23 June 2015 in order to provide flexibility and streamline current practice. 1.3 These amendments allow a petition to be dealt with or responded to by letter without being formally presented in a report to a Cabinet Member meeting. The advantages of this change are two-fold; firstly it saves taxpayers money by streamlining the process and reducing bureaucracy. Secondly it means that petitions can be dealt with and responded to quicker, improving the responsiveness of the service given to the public. 1.4 Each petition is still dealt with on an individual basis. The Cabinet Member considers advice from officers on appropriate action to respond to the petitioners request, which in some circumstances, may be for the petition to be dealt with or responded to without the need for formal consideration at a Cabinet Member meeting. In such circumstances and with the approval of the Cabinet Member, written agreement is then sought from the relevant Councillor/Petition Organiser to proceed in this manner. 2. Options considered and recommended proposal 2.1 Officers will respond to the petitions received by determination letter or holding letter as set out in Appendix A of this report. 2.2 Where a holding letter is to be sent, this is because further investigation work is required of the matters raised. Details of the actions agreed are also included in Appendix A. 2.3 Once the matters have been investigated, a follow-up letter will be sent to the petition organiser or, if appropriate, a report will be submitted to a future Cabinet Member meeting, detailing the results of the investigations and subsequent recommended action. 3. Results of consultation undertaken 3.1 In the case of a petition being determined by letter, written agreement is sought from the relevant Petition Organiser and Councillor Sponsor to proceed in this manner. If they do not agree, a report responding to the petition will be prepared for consideration at a future Cabinet Member meeting. The Petition Organiser and Councillor Sponsor will be invited to attend this meeting where they will have the opportunity to speak on behalf of the petitioners. 4.
