1 Assistant Director of MBE Services Job Description (Position Located in St. Louis, MO) About the Organization The Mid-States Minority Supplier Development Council ( Mid-States MSDC) is one of the nation s premier organizations for increasing business opportunities between major buying organizations and minority-owned businesses. It serves as a membership organization for major corporations, financial institutions, government agencies, and universities and operates within the states of Central Illinois, Indiana and Eastern Missouri. Specifically, the Mid-States MSDC promotes and facilitates the development of business relationships between its members and certified minority-owned business enterprises. The Mid-States MSDC works to expand business opportunities for minority-owned companies in an effort to build a stronger, more equitable society by supporting and promoting minority business development. The Council has over 57 local corporate members 14 national corporate members and approximately 400 certified minority businesses. The Council organizes networking events, educational sessions and unique opportunities that serve as venues for Minority Business Enterprises (MBEs) and corporate members to come together and identify mutually beneficial opportunities to work with one another. The Council is a private, non-profit organization categorized by the IRS as 501(c)(3). The Council is headquartered in Indianapolis, IN with a regional office in St. Louis, MO and relies on local advisory committee volunteers to assist with programs in each region. This approach helps develop closer relationships with members, and better defines programs and services. The Council is an affiliate of the National Minority Supplier Development Council (NMSDC). The Assistant Director of MBE Services assists in the management of the Mid-States MBE certification process as prescribed by the NMSDC s Standards of Affiliation and Licensing Agreement and MBE Certification Policies & Procedures Manual. The Assistant Director of MBE Services is responsible for ensuring compliance with all NMSDC s Certification Guidelines, Policies, and Procedures in accordance to the NMSDC Standards of Affiliation, Licensing Agreement, and Certification Policies and Procedures Manual.

2 NMSDC Strategy and Goal The NMSDC strategy is to engage in the business of aiding the growth and development of ethnic-minority-owned business through facilitating the purchase of goods and services, by public and private purchasing entities. The goal is to assist certified ethnic-minority businesses become long-term, qualified entities capable of competing in the national and international economic market. The strategic goals are as follows: Goal I Serve Corporate Members Goal II Enable Growth of Certified MBEs Goal III Develop Certified MBEs Goal IV Promote Excellence in Global Minority Business Development Goal V Enhance NMSDC National Network NMSDC Certification The rigorous NMSDC certification process, created to authenticate ethnic-minority ownership, management and control, is best in class across all major industries and markets. The NMSDC certification process protects against establishment of minority front companies. As such, the NMSDC has created a certification strategy and goal along with certification policies and procedures. To ensure the NMSDC s strategy remains consistent and comprehensive versus the stated goal, the Assistant Director of MBE Services shall research, develop, and implement measurable strategies and tools to comply with current certification standards at the Mid-States MSDC. Additionally, the Assistant Director of MBE Services will continually strive to enhance the certification process. Mid-States MSDC Certification Activities Current Services: 1. Initial Certification Process (Pre-certification, Application Review, Site Visits, Certification Committee Recommendation, Board of Director Actions, Invoicing MBEs, and Supplier Database/ MBISYS Management) 2. Recertification (Recertification Notice, Invoicing, application Review, Certification Committee Recommendation, Board of Director Actions, Invoicing MBEs, and Supplier Database/ MBISYS Management) 3. Subscription Services Management (Subscription Services Notice, application Review, Board of Director Actions, and Database Management) 2

3 Re-Certifications and Subscription Services Responsibilities: To plan, develop, implement and manage a pre-certification briefing to inform potential applicants regarding the NMSDC policies and procedures related to ethnic-mbe certification and to ensure the educational briefing materials comply with the policies of the NMSDC. The Assistant Director shall create and brand a Mid-States MSDC precertification training module for potential applicants. To analyze and process new certification applications as provided by the Director of MBE Services, based on empirical data presented by the applicant, against NMSDC standards in preparation for the certification committee meetings. To present certification committee results at the Mid-States MSDC s Board of Directors meeting for action, as directed To conduct site visits for new applicants in the Eastern Missouri and Central Illinois regions and complete required Site Visit reports To maintain a comprehensive knowledge regarding the NMSDC certification policies and procedures, the Certification Portal, and the data within the Minority Business Information System (MBISYS). To manage the process of Mid-States MSDC Subscription Services to ensure the services offered are completed and performed in a timely manner and as subscribed. Mid-States MSDC Certification Objectives General Activities Provide staff support for the Mid-States MSDC Executive Director for Eastern Missouri and Central Illinois at regional and national network-related activities and networking functions (i.e., the primary certification contact with the NMSDC and the Vice-President for Field Operations). Support the preparation of the certification section of the Mid-States MSDC quarterly report. Mid-States MSDC Certification Objectives Research Activities Provide program enhancements to the NMSDC regarding the certification standards. Research, develop, and present information on NMSDC certification guidelines consistent with the current supply of applicants and the marketplace. (REMOVE?) Research, develop, and present findings that correctly evaluate and rank Mid-States MSDC among its affiliated peers. 3

4 Maintain a comprehensive knowledge regarding the NMSDC certification policies and procedures, the Certification Portal, and the data within the Minority Business Information System (MBISYS). Assist in the management and the submission of all Mid-States MSDC certified MBEs into the NMSDC s MBISYS database and Portal. Attend NMSDC MBISYS and Portal workshops and training, as directed Attend NMSDC certification workshops and training, as directed Assist the Mid-States MSDC executive director in performing certification informational sessions for Mid-States MSDC partners. Attend NMSDC annual conference at the direction of the President Assist in providing staff support to the Mid-States MSDC Certification Committee. Present certification reports to the Mid-States MSDC Board of Directors meeting, as directed. Qualifications: To perform this job successfully, an applicant must have at least five (5) yea rs project management, compliance and/or auditing experience. Must have an understanding of ethnicminority business enterprise certification or equivalent. (Note NMSDC Certification is extremely proprietary in nature). Must also have an understanding of small business relationship building. Education: Bachelor of Science (B.S.) degree in management, business, accounting, Industrial Engineering or related fields that teach inductive and deductive reasoning from an accredited four-year college or university. Master s in Business Administration (MBA) and a Project Management Institute (PMI) certification are a plus. Language Skills: The ability to understand, analyze, and interpret certification documents presented by an applicant. This includes general business periodicals, professional journals, technical procedures, governmental regulations and some legal documents (e.g., Limited Liability Company Operating Agreements, Corporate Bylaws and Partnership Agreements) is essential. The ability to write reports, business correspondence, and procedure manuals in a business writing style is necessary. Also, the ability to effectively present information and respond to questions from groups of mid-level and senior managers, clients, customers, and the general public is essential. The applicant must be able to ask reasoned questions. 4

5 Quantitative (Mathematical) and Qualitative Skills: The ability to calculate and interpret financial information such as Balance Sheet, Profit & Loss Statement and Statement of Cash Flows. The applicant must possess the ability to understand and apply abstract quantitative concepts (e.g., basic mathematical word problems,) and legal charter documents (e.g., Bylaws, Operating Agreements and Partnership Agreements) and to apply to the applicant s qualitative data. Also, the applicant must have the ability to use skills and ask reasoned questions. (e.g., Remember, when applicant has a control issue (i.e., 51% ethnic -minority: 49% non-minority ownership structure), by asking an applicant a direct question, the applicant may not provide a truthful answer). Reasoning Ability: The ability to apply basic deductive and inductive reasoning and logic is necessary to carry out the certification process. This includes interpreting presented information whether furnished in written, oral, diagram or other visual forms and to determine if the information meets the certification requirements. Also, the ability to deduce complex issues that have not yet been incorporated into the certification standards. The ability to understand these issues with minimum instructions or directions from the NMSDC. The applicant must be able to understand the question not asked (tacit knowledge). Computer Skills: Skilled in the knowledge of computer word processing, spreadsheets, , Internet software, PowerPoint, Excel, QuickBooks, and Desktop Publishing.
