1 City of High Point Budget Office Non-Profit Agency Application Guidelines The City of High Point allocates a portion of its Annual Budget to provide support to various nonprofit groups. Below is the timeline for the non-profit funding process: January 5, 2015 Applications are made available to organizations. Friday, February 20, 2015 Applications and all necessary documents are due to the City of High Point Budget Office for initial review. Friday, February 27, 2015 Application packets are forwarded to City Council Committee. March 2 March 27, 2015 Council Committee meets to review and make funding recommendations. April 6, 2015 Council considers Committee recommendations and makes final recommendation, which will be included in the proposed budget. The steps below outline the steps of the application and review process. 1. The City Council will appoint a Committee of City Council members to review all non-profit requests. All meetings will be public meetings, and all packet materials are public documents. 2. All non-profit requests will be submitted to the City of High Point Budget Office. The Budget Office will compile the requests and forward them to the Council Committee. 3. The Committee reserves the right to require any non-profit agency requesting funds to make a presentation to the Committee prior to any funding decisions. 4. If funded, the Committee reserves the right to require the agency to make a mid-year update to the City Council, to give a report on how the funds have been or will be spent. 5. The following items must be submitted prior to funding consideration: a. A completed copy of the Non-Profit Agency Funding Application b. A copy of the current IRS 501(c)3 non-profit status certification letter c. A list of the current Board of Directors d. The most recent copy of an independently audited financial statement (if not available, submit an internally conducted and board approved financial audit The City Council Committee will review all applications. The Committee will utilize a scorecard during the funding review. The Committee will make funding recommendations to the City Council. The City Council will take final action on the funding requests as part of the annual budget adoption process in June. If approved, the funds will be disbursed after the start of the new fiscal year. Approved funding under $20,000 will be disbursed in a lump sum during the first month of the fiscal year. Approved funding over $20,000 will be disbursed on a quarterly basis during the fiscal year.

5 -Appendix A- General Fund funded non-profit agencies are eligible to receive one of these four types of grants: 1. One-time project grant These grants fund such projects as capital campaigns or any other type of special project. 2. Start-up grant for new programs A grant for new programs within established non-profit agencies. Programs are only eligible within the first two years of existence. If a second consecutive year of funding is approved, this amount shall be no more than 50% of the initial year s funding. 3. Sustaining grant These grants fund core operational expenses such as overhead costs including rent, utilities, director s salaries, phone, etc. Agencies must be providing an essential service that the City would have to provide at a potentially greater expense if the non-profit agency were not available to do so.
