Leave of absence, was received from Dr. Deelip Govindrao Mhaisekar, Member; Prof.(Dr.) DhrubaJyoti Borah, Member; Dr. K S Sharma, Member; Dr. Raja Babu Panwar, Member. 1. Minutes of the last meeting of the Postgraduate Medical Education Committee confirmation of. The Postgraduate Medical Education Committee confirmed the minutes of the Postgraduate Medical Education Committee meeting held on 18 th February, Minutes of the last meeting of the Postgraduate Medical Education Committee action taken thereon. The Postgraduate Medical Education Committee noted that the actions are being taken on the minutes of the previous meeting of the Postgraduate Medical Education Committee. The Postgraduate Medical Education Committee decided that the Action Taken Report must be prepared and placed before the Committee in each meeting at Agenda Item No. 2. Agenda Item No. 3 should be deferred Items Action taken on them.
2 2 The Postgraduate Medical Education Committee noted that Quorum for Executive Committee meetings (which has total of 11 members) is presence of 4 members. However, for Postgraduate Medical Education Committee (which has 9 members), the Quorum is presence of 5 members. It was resolved that Quorum for Postgraduate Medical Education Committee meetings should also be reduced to presence of 4 members including Chairman. The Resolution be sent to the General Body for approval. The Postgraduate Medical Education Committee further resolved that the Assessment for Degree and Diploma courses should be done separately and examination should also be held separately. The Postgraduate Medical Education Committee resolved that assessment for 10A and 11(2) i.e. Assessment for increase of seats in any Degree/ Diploma course and assessment for Recognition of already permitted seats in that subject should be held separately. The Postgraduate Medical Education Committee resolved that in cases where any deficiency has been pointed out about conduct of examination/ eligibility of Examiners, Compliance Verification Assessment, should be done at the time of next examination. The Postgraduate Medical Education Committee resolved that Compliance Verification Assessment must address to the deficiencies pointed out in the earlier Report and any new deficiency of clinical material and Faculty during Compliance Verification Assessment. The decision be communicated to the Assessment Cell for inclusion in the letter to be sent to the Assessors. A copy of earlier Report and decision of the Postgraduate Medical Education Committee should also be sent to the Assessor. The Postgraduate Medical Education Committee resolved that all those new subjects, in which eligibility qualifications and experience for Faculty and eligibility of candidates for admission to that course have not yet been prescribed, should be sent urgently to TEQ/ Academic Committee for prescribing the same. Fresh Assessments be got done after these qualifications/ experience have been prescribed by the TEQ/ Academic Committee so that the Assessment could be done accordingly. The Postgraduate Medical Education Committee considered the D.O. letter dated 17/02/2015 received from the Joint Secretary, Ministry of Health & Family Welfare, New Delhi about lesser number of PG seats sanctioned this year in comparison to previous two years. The Committee was of the considered view that it has processed all the applications that were received from the Central Government strictly in conformity with the provisions of section 10A of the IMC Act, 1956; 'The Opening of a New or Higher Course of Study or Training (including Post-graduate Course of Study or Training) and Increase of Admission Capacity in any Course of Study or Training (including a Postgraduate Course of Study or Training) Regulations, 2000 and Postgraduate Medical Education Regulations, The Committee had made its recommendations on the basis of the statutory provisions. The applications that were received by the Council for reconsideration has also been considered by the Postgraduate Medical Education Committee and recommendations have been duly forwarded. In view of the aforesaid, the Committee is of the view that the issue of increase of Postgraduate seats for this year vis-a-vis previous two years will not be in accordance with statutory Regulations and will be difficult at this stage.
3 3 The Postgraduate Medical Education Committee noted the decision of the Executive Committee dated 14/03/2014, which states that No College should be considered for further increase of seats unless it is recognized for the existing number of seats. The Postgraduate Medical Education Committee resolved that the same decision should apply to the Postgraduate seats also i.e. in a particular subject request for increase of seats should be considered only after all the seats already permitted in that subject are recognized. The resolution should be placed before the General Body, if required. The Postgraduate Medical Education Committee resolved that its decision (taken in consultation with Academic Committee) dated 09/09/2014 regarding eligibility of those holding DNB qualification for appointment as Senior Resident and Asst. Professor be placed before the General Body for approval. Failure to seek timely renewal of recognition as required shall invariably result in However, the Central Government, Ministry of Health & Family Welfare, New Delhi may issue necessary Notification after taking final decision on the CBI complaint. Many Asst. Professors & Senior Residents were not able to produce proper proof of residence. 3. Registers of speciality clinics are not maintained. 4. Many publications shown in the list are not produced in this institute. 5. There are no Senior Residents. 6. From the date of admission to the commencemnet of examination the duration was two years eleven months. 4. Other deficiencies as pointed out in the Assessment Report.

He has been Asst. Professor for 4 years against the requirement of 5 years. 3. Promotion of Dr. Abhijit V. Boratne, Assoc. Professor is not as per Regulations. He has been Asst. Professor for 4 years against the requirement of 5 years. 4. Promotion of Dr. Partha Nandi, Assoc. Professor is not as per Regulations. He has been Asst. Professor for 4 years against the requirement of 5 years. 5. Consequently, there is a deficiency of Assoc. Professors: Other deficiencies as pointed out in the Assessment Report.
11 Dr. N.T.R. University of Health Sciences, Vijaywada - Recognition of MS(Ophthalmology) qualification for 02 seats & DO qualification for 01 seat in respect of students being trained at N.R.I. Medical College and Hospital, Guntur. Read: the Council Assessor s Report (May, 2013) and Opinion of the Law Officer on the standard of examination and other teaching facilities for Recognition of MS(Ophthalmology) qualification for 02 seats & DO qualification for 01 seat at N.R.I. Medical College and Hospital, Guntur granted by Dr. N.T.R. University of Health Sciences, Vijaywada. Assessor s Report (May, 2013) and Opinion of the Law Officer and decided to recommend not to recognize MS(Ophthalmology) qualification for 02 seats & DO qualification for 01 seat granted by Dr. N.T.R. University of Health Sciences, Vijaywada in respect of students being trained at N.R.I. Medical College and Hospital, Guntur because of the following facts:- 1. There are no publications from the department in indexed journals in last 3 years. 2. Average daily Minor Operations only 2 to Details of Examiners not provided. There was same set of Examiners for Degree and Diploma for which examination was held simultaneously, which is not permissible. 4. Other deficiencies as pointed out in the Assessment Report Yenepoya University - Recognition of MD(Paediatrics) qualification against increased intake from 02 to 04 seats in respect of students being trained at Yenepoya Medical College, Mangalore. Read: the Council Assessor s Report ( ) and letter dated 22/11/2014 received from the Dean, Father Muller Medical College, Mangalore on the standard of examination and other teaching facilities for Recognition of MD(Paediatrics) qualification against increased intake from 02 to 04 seats at Yenepoya Medical College, Mangalore granted by Yenepoya University. Assessor s Report ( ) and letter dated 22/11/2014 received from the Dean, Father Muller Medical College, Mangalore and noted that the Dean has stated as under: This is to inform you that the enclosed Experience Certificates of Dr. Errol R. Pinto, who was working in this institution are authentic. In view of above, it was decided that no further action is required in the matter.
