It was suggested that it might have been more helpful if all the documentation had been drawn together. Professor Hurd confirmed that the resource visit to Hong Kong referred to in the documentation is going ahead. Dr Jo Allan would be doing the resource check. The External Examiner s comments had been very positive. No significant issues had been raised. Although there was mention in the documentation of WUSH as well as City University Hong Kong, there were no implications for the current WUSH delivery. Approved subject to clarification on whether the on-site delivery arrangements with CUHK includes the provision of tutorial support and is articulated in the memorandum of cooperation. Action: Mr H Woolf OVERSEAS STANDING PANEL AAR Ref: 1285 (linked to AAR ref 1176 UWBS undergraduate portfolio ) UWBS off-site delivery of BA (Hons) Business Administration in collaboration with City University Hong Kong (CUHK) During 2001/02 academic year, the UWBS/SLS Standing Panel reviewed and revalidated the undergraduate portfolio in UWBS. Arising from the revalidation a number of areas were highlighted that had implications to the overseas delivery of the BA (Hons) Business Administration top-up. The list of outcomes with overseas implications was forwarded to the Overseas Standing Panel (OSP) for consideration and it was agreed that any further action and changes required to the UWBS overseas provision as a result of the revalidation of the home provision would be implemented through the OSP. The final approval of the AAR for the UWBS undergraduate review & revalidation was received from the UQC AAR Sub-group, 3 rd March The following is the Overseas Standing Panel s record of work undertaken. The Overseas Panel has closed out all actions requested of it by the SLS/UWBS Standing Panel and UQC. The next review of the off-site delivery of BA (Hons) Business Administration (Top-Up) in collaboration with City University Hong Kong is scheduled to take place by the end of the 2008/09 academic year, which is following the review and revalidation of the home provision. 5 Appendix 1 Extract of the Minutes of the Overseas Standing Panel Thursday 3 rd April WBS UG review and Re-validation : outcomes with overseas implications 6.1 Business and Law SP: Extract from WBS UG Review and Re-validation AAR re Overseas Collaborative Links Received and AAR extract. OSP noted that the Business and Law Panel had completed their review and revalidation of the CUHK BABA top-up programme, but had passed the work on the WUSH programme to the OSP for completion. 6.2 Extract from WBS Undergraduate Re-validation Documentation: Management of Collaborative Links Received and Extract from the WBS UG re-validation documentation relating to the management of collaborative links. 6.3 Programme Specification Template for 18 month BA Business Administration Top-up Degree Received: PST for the 18 month BABA top-up. The PST provided a generic model for BABA Top-up programmes and the OSP felt it would be helpful to have a PST written specifically for each individual programme being run in collaboration with a partner. In addition the PST for the BA Business and Tourism programme was also required. The proposed length of the BABA and BA Business and Tourism top-up programmes with WUSH would continue to run over 12, rather than the newly validated 18 months. The reasons given to the Business and Law Panel for this were that substantial work had been done with WUSH to develop the curriculum of the programmes followed by the WUSH students prior to their commencement of level 3 study with the University, that the students did not need to do the bridging programme. The OSP would like to investigate this further with WBS. Action: WBS to prepare PSTs for the following programmes and submit them for discussion at the OSP meeting on 3 rd July 2003: BABA Top-up with CUHK BABA Top-up with WUSH BA Business and Tourism with WUSH WBS to prepare a brief statement outlining why the WUSH top-up programmes will continue to be delivered over 12 months with no level 2 bridging modules. To be submitted for discussion at the OSP meeting on 3 rd July Variation to the existing Memorandum of Co-operation between U of W and CUHK for the BABA top-up programme running from September 2002 to August Received and Variation to the existing Memorandum of Co-operation. 6.5 Revised Memorandum of Co-operation between U of W and CUHK for the re-validated 18 month BABA top-up programme to be implemented from September Received: Revised Memorandum of Co-operation. OSP Action checklist for Off-site delivery of BABA at CUHK for UWBS 5
6 A discrepancy in the list of validated modules being offered to CUHK as detailed in the Memorandum of Co-operation, as compared to those validated in the 18 month BABA PST. OSP would like to be assured that the pool of modules listed on the PST are those the School is using in delivering the programme. If there is a difference the Panel would like WBS to provide an explanation and an amended PST. Action: The revised Memorandum of Co-operation for each of the three programmes required by the OSP, noting that the modules being used in the different versions should be clearly stated in the annex listing the validated modules. To be submitted for discussion at the OSP meeting on 3 rd July Further actions required by OSP re: the programmes being taught with WUSH and at CUHK. In relation to CUHK, the OSP wishes to see the documents listed above, i.e. the PST and the revised Memorandum of Co-operation. It would also like to be provided with evidence that: The issue of access rights to the City University Hong Kong Computer Room has been completely closed out. That the External Examiner has visited CUHK and submitted a report for monitoring purposes to the School. In relation to BABA and BA Business and Tourism top-ups with WUSH, the OSP is responsible for the final validation of the programmes and needs to ensure / clarify that: The nature of the relationship. Given that up to 50% of the teaching is done by partners staff, it was agreed that this should be re-classified as a joint programme. But noted that the University is responsible for marking and final assessment. Specific PSTs are prepared for the BABA and BA Business and Tourism top-up degrees. OSP to ensure the programme for September 2003 equivalent to the home top-up programme. All teaching materials are brought into line with the new programme in time for its implementation in September 2003, including staffing and learning resources. Note SQC may already be checking this, if so the OSP would like to see evidence that this is happening. Clarification over the model of delivery to be used for the 30-credit year long module, part of which will be delivered in the UK and the second part supported by Spanish and UK staff in Spain. The OSP needs to know how this will operate in practice. Revisions to the memorandum of co-operation, clearly describing the modules in the new programme, and identify who is responsible for teaching which parts of the programme, when and where. Details of the staffing position at WUSH. Note SQC may already be monitoring this, if so the OSP would like to see evidence that this is happening. Details needed of staff development activities to bring the WUSH staff up to speed with the programme changes being implemented from September 2003 and the frequency of such development activities. Noted that this is particularly important, as Spanish staffs contracts are often short term. That the External Examiner has visited WUSH and submitted a report for monitoring purposes to the School. Clarification over entry assessment prior to admission to the university, taking on board the increasing costs to Spanish students attending summer school at the University. Action: WBS, and SSPAL in respect of the tourism aspects, be asked to prepare responses to the above concerns and those listed in points 6.3 and 6.5 above in readiness for discussion with the OSP on 3 rd July OSP Action checklist for Off-site delivery of BABA at CUHK for UWBS 6
7 Appendix 2 Extract of the Minutes of the Overseas Standing Panel Thursday 3 rd July BA (Hons) Business Administration (HKCU) UWBS 20.1 The Panel received the following response from CityU regarding student access to computer facilities: Regarding students access to computer, the BABA students as well as those of other overseas programmes do not have the same access as CityU students. As stated in our student handbook, this is a self-financing programme, CityU resources are generally not available to participants unless special arrangement is made through School of Continuing and Professional Education (SCOPE). Therefore, for this programme the only facilities available are the free use of internet accounts up to 50 hours per month and the use of the library. Access to the Computer Service Centre (is) not available. This is the standard policy for all other students studying our overseas awards at SCOPE the lecturing staff are made aware of this issue and that special arrangements need to be made for each module where appropriate the new MoU has been drafted to address the issue of access for our students The Panel sought verification that the following additional issues raised by students and included within the UWBS/SLS Standing Panel Undergraduate Review and Revalidation AAR had been addressed: how the students feedback on modules is used standardise the assessment given on coursework, in line with that given for the Information Age module consider extending the teaching period in Hong Kong by two days consider re-instating the two weeks taken off the dissertation submission deadline Action: Roger Pinkney to provide the Panel with a brief written response to each issue raised within the AAR. The Panel acknowledged receipt of the PST and programme schedule, but highlighted that the following was outstanding and were required by the Panel: Revised Memorandum of Co-operation o Pathway Guide o MSTs o Resource visit report Action: Roger Pinkney to provide the outstanding documentation to the next meeting of the Overseas Standing Panel. Appendix 3 Extract of Minutes of Overseas Standing Panel meeting 6 th November UWBS and HKCU: BA (Hons) Business Administration Received: UWBS response to the issues raised at the meeting on 3 rd July 2003 (Paper 30.i) Received: The Variation to the Memorandum (Paper 30.ii) Received: The Pathway Guide (Paper30.iii) Received: Copies of the MSTs (Paper 30.iv) As the MSTs were produced in the transition phase between MVTs and MSTs, UWBS had approval to use the MVT Template. Team has produced a set of documentation to match the MVT to the PST. Discussed: The need to update MVTs to MSTs, to ensure consistency of documentation i.e. reference to Subject Benchmarks. The Pathway Guide still includes some references that are applicable only to the home provision (e.g. reference to Campus Registry page 15) The Guide also includes a number of web addresses, but students need to be informed of how to access the ATHENS password / system, to enable them to access electronic resources. 8 Action: UWBS Team to update the Pathway Guide to make it appropriate for overseas programmes and to ensure overseas students can access websites. Team to present the revised Pathway Guide to UWBS SQC The Panel queried whether the Indicative Timetable (page 10) reflects the reference to the teaching period being extended by two days. Jo Gittens confirmed that this had been actioned. Agreed: Approved, subject to approval of Pathway Guide by UWBS SQC. Closed-out. Officer to complete AAR. Appendix 4 Extract of Minutes of Overseas Standing Panel meeting 8 th January 2004 Item 30 UWBS and HKCU: BA (Hons) Business Administration Action: Paul Buszard to ensure Pathway Guide is updated for overseas programme. Action: AAR to be written by Maggie Jones, and signed off by the Chair, once the Pathway Guide is received. Appendix 5 Extract of Minutes of Overseas Standing Panel meeting 11 th March 2004 The Officer has received the revised draft Pathway Guide for BA (Hons) Business Administration (CUHK). To be approved in school by Dean of UWBS. Action: Officer to advise P Buszard and Dean of UWBS that approved Pathway Guide for BA (Hons) Business Administration (CUHK) required by Panel.
