1 A Comparative Study of Accountability of Management and Teachers of Selffinancing and Government-aided degree Colleges Affiliated to C.C.S. Universiy, Meerut Genesis of the Problem The quality of higher education depends on a wide range of factors. But Accountability, at every level is a critical determinant. The higher education system must, therefore, provide for accountability vis-à-vis the outside world and create accountability within the system. Accountability of universities must not be confined with control of the state. Institutional mechanisms, based on checks and balances constitute the most effective system of this purpose. The essential objective of accountability to society must be to empower students to take decisions rather than simplify increase the power of the state. Stipulated performance criteria or inspections are forms of control. We need to create systems that enable students or their parents to choose the best institution.
2 The researcher is a student of education. Keeping in view, the role of accountability in quality of higher education, an idea came into the mind of researcher that she should make a comparative study to measure the accountability of management and teachers of self-financing and government-aided degree colleges. Hence, she is proposing a research to study this problem. Statement of the Problem The problem may be stated as A comparative study of Accountability of management and teachers of self-financing and government-aided degree colleges affiliated to C.C.S. University, Meerut. Definitions of the terms used Accountability Accountability refers to the accountability of management and teachers of degree colleges in their specific area. Teachers Teachers refer to those who are teaching in different colleges affiliated to C.C.S. University, Meerut. 2
3 Management Management refers to the secretary, president and other executive members of a degree college. Government-aided Colleges Government-aided Colleges are those colleges where finance is run by the state government. Self-financing Degree Colleges Self-financing degree colleges refer to the institutes which manage the finances at their own. Affiliated Affiliated refers to those institutes which are affiliated to C.C.S. University, Meerut in the matters of management. Objectives of the Study The study has been designed to achieve the following objectives: 1. To study the Accountability of management of self-financing degree colleges. 2. To study the Accountability of management of governmentaided degree colleges. 3
4 3. To compare the Accountability of management of selffinancing and government-aided degree colleges. 4. To study the Accountability of teachers of self-financing degree colleges. 5. To study the Accountability of teachers of government-aided degree-colleges. 6. To compare the Accountability of teachers of self-financing and government-aided degree colleges. 7. To compare the Accountability of management of male and female degree colleges. 8. To compare the Accountability of teachers of male and female degree colleges. 9. To compare the Accountability of management of rural and urban degree colleges. 10. To compare the Accountability of teachers of male and female degree colleges. Hypotheses of the Study The following hypotheses have been formulated in this study: 4
5 1. There is no significant difference between the Accountability of management of self financing and government aided degree colleges. 2. There is no significant difference between the Accountability of teachers in self financing and government aided degree colleges. 3. There is no significant difference between the Accountability of management of male and female degree colleges. 4. There is no significant difference between the Accountability of teachers of male and female degree colleges. 5. There is no significant difference between the Accountability of management of rural and urban degree colleges. 6. There is no significant difference between the Accountability of teachers of rural and urban degree colleges. Delimitations of the Study 1. The study in hand has been confined to study the degree colleges affiliated to C.C.S. University Meerut only. Hence, it does not include in its purview, the degree colleges affiliated to other universities. 5
6 2. The study in hand has been confined to study the selffinancing and government-aided degree colleges only. Hence, it does not include in its purview, the government degree colleges. 3. The study in hand has been confined to study the degree colleges only. Hence, it does not include in its purview the junior high schools and inter-colleges. Design of the Study Research method : The researcher will use the Survey Method of Research to collect the data about Accountability in degree colleges affiliated to C.C.S. University, Meerut. Sample : A sample of 50 degree colleges will be selected among all the degree colleges affiliated to C.C.S. University, Meerut. Among these degree colleges 30 colleges will be self-financing degree colleges and 20 will be government-aided degree colleges. While selecting these colleges the researcher will keep in view the urban and rural areas and also male and female degree colleges. 6
7 Tools : The researcher will develop her own tools in the form of questionnaire separately for management and teachers. Procedure : First of all, the researcher will develop two questionnaires one to study the accountability of management and other to study the accountability of teachers of degree colleges. Then she will select the required number of colleges as mentioned for sample. She will meet the management authorities and teachers and administer her questionnaire. After collecting the data from all desired colleges, date analysis will be made to find out the results. Statistical Techniques : To analyze the data of present study the t- Test will be used. Need and Implications of the Study Our government has given the higher education an autonomous status. Principals and teachers are considered the intellectual persons of the society. So, the degree colleges provide for them the freedom and independency in their work. 7
8 It is the destiny of India, that degree colleges have become the centres of quarrels, indiscipline and politics. Teachers do not want to teach properly in the classrooms. The main problem in the higher education all over India is, the problem of accountability. The teachers and management are not fulfilling their duties properly. The major aspect of accountability of principals in the institutions is to maintain better relationship with their higher authorities and subordinates. The best management is that who knows the art of taking work from his subordinates. The efficient management impresses his subordinates with his behaviour. This shows their accountability. The teachers are responsible for encouraging students in their studies and evaluating student work and progress. But we find that accountability is lacking in every sphere of educating system. Specially higher education is suffering with this problem. Hence, the study in hand, will be of immense importance in the area of higher education for the proper planning of the idea education system. The study in hand will go a long way in achieving the goals of education. 8
