2 As the town of Lyttelton responded in the weeks following the devastating earthquake of 22 February 2011, Lyttelton/Mt Herbert Community Board was aware of a growing number of conversations occurring around the community about ways the community could recover from the effects of the earthquake and how the town might be restored. On 11 April, three weeks after the earthquake, a public meeting was held in Trinity Hall which was attended by over 300 people. The Community Board organised the meeting because it needed to find out what the community wanted so it could advocate effectively and convincingly to and on behalf of the Lyttelton community, the Canterbury Earthquake Recovery Authority (CERA), Christchurch City Council and other agencies involved in earthquake recovery citywide. The Public Meeting was advertised by flyers delivered to letterboxes throughout Lyttelton by Community Board members. Some posters were put up in places around the damaged town. A notice was also sent out through a number of community networks.

5 At the Public Meeting, wall posters with headings and prompt words were prepared. Below each poster was a large envelope. Paper and pens were provided. Write your answers down onto the slips of paper provided and post them in the box below. 7 AT THE MEETING Attendees were asked to consider: And: How did the earthquake affect us or our town? How could the effects of the earthquake be fixed or remedied? And write their responses down and place them in the appropriate envelope. Because many more people attended than expected, the posters were moved to one wall and comments were passed forward through the audience and sorted into the envelopes. Using this approach, 485 responses were received in less than half an hour. Then the meeting was opened up to speakers from the floor. A microphone was passed around and speakers were recorded (soundlink is at Forty two people expressed views in this way and their views were later transcribed to written form. At the end of an hour, everyone who wanted to speak had spoken. The meeting closed. A number of participants addresses were also recorded for inclusion in the communications network. A temporary address (lytteltonmtherbert@gmail.com) had been set up to enable those who could not attend the meeting to contribute. Thirty five responses were received this way with many being quite detailed. The Board appreciates the time and trouble people went to in submitting their s. In addition, a postbox was set up in a prominent spot in the Lyttelton Library. Seven responses were received in this way.

15 A Recovery Plan for Lyttelton Public Meeting organised by the Lyttelton/Mt. Herbert Community Board held on Monday 11 April 2011 in the Lyttelton Recreation Centre. RESPONSES FROM THE PUBLIC Note: A cross (x) within a sentence means writing illegible) Category: SOCIAL and COMMUNITY Bridle Path track the earthquake created significant damage to the upper portion of the track. It is now closed and dangerous to pass. In addition a Lyttelton resident died as a result of the rockfall. Tennis courts on Voelas Road have also taken significant damage around the retaining walls. Damage to houses and other buildings. Businesses are unable to work the economy is lost, cruise ship no longer call. Cordons stop things to move ahead. Recreation impeded by closure of tracks and beaches. Lack of venues for community art and performance. Centre of town social hub. New school plan has not given enough space for the market. Replacing Holy Trinity There have never been enough green spaces to gather in. Not much left for entertainment. Lost but gained some too by people becoming closer. I would like to see the track repaired and opened to cyclists and walkers. It would be fantastic if we could repair the damage. That is assuming these are community assets. Build on our strengths, liaise with Project Lyttelton, schools co-ordinate with groups already here who have put a lot into building Lyttelton to be a great community. Rebuild community importance of library and community facilities. Preserve and create reserves/open spaces. Create community venues. Volunteers and Council effort to reinstate Port Hills tracks and parks as a priority. Needs a centre rebuilt which gives cohesion. A market square without cars ( has been quiet but pleasant in a way with fewer vehicles in the centre), so the Saturday markets can act as gathering place for our community. Opportunity to create a central square, building could be rebuilt to open out to street and in to the square. Venues, bars, cafes, sceneries surrounding would bring great social cohesion. Make provision for aging population baby boomers staying self reliant in appropriate housing. Build a combined church community facility. History of Lyttelton and social and community essential and port. Create green spaces Create new entertainment venues arts not just sport. Capitalise on that spirit and have more community involvement at all levels. This meeting is a good start well done.

16 Category: SOCIAL and COMMUNITY - continued No instant answers. Made many have to leave permanently. Also made many lose their jobs. The Impact of the quakes was devastating and scary. Loss of homes. Loss of confidence by younger people. Unsure of future by older people Flight by those with no deep attachment to Lyttelton Fear of repeated quakes and further damage. No investment in the short term. Danger of Lyttelton losing its soul. Lyttelton and had a wonderful mix of commercial and community services covering most things people need in day-to-day life. I think the strengthened sense of community is very precious and something to be cherished and built upon. Remember our children - play areas, nature reserves. Create a community which supports alternative modalities. We need a library, theatre for live shows and movies. Farmers market in the centre of the town with no cars. Open air theatre/concert area. No tilt slabs, something that retains the history or is in keeping with the town. People should be kept informed. Parking might become a problem. The spirit is willing to help rebuild Lyttelton. Confidence in the process of recovery. Clear communication by Council and CERA. Signs of progress. Do not let Lyttelton get left behind. Develop and improve the facilities to match the new town, making it a town that is more self sufficient with facilities. Health, welfare both conventional and alternative have their place. No cars in London Street. Market in London Street. Seating and green spaces with art A real sense of meeting place Community and Library should stay in London Street. Information Centre would be good in London Street also. A up date of all community services. Could be even better, e.g. bigger library, cinema. Importance of commercial/gathering places and reasons. Venue to replace Harbour Light. Outdoor spaces, parks, trees, birds, walks, waterfront access. 2

Community is easily isolated because of its geographical location i.e. closed tunnel, roads. Loss of places to meet coffee houses, restaurants Recreation Centre was OK in part for Civil Defence. Chemist opened first weekend even though shop trashed. Medical opened free. Main problems not able to get out of Lyttelton. School rolls will be down, some vital community facilities especially the Information Centre can t open which is a big gap. Walking tracks to be well maintained. Lack of places to socialise, Demise of favourite hanging out places. Wonderful community spirit kicked in with caring of each other. Time Bank xeand Project Lyttelton did great job in net working and connecting people up with each other. Sports clubs to be encouraged. Rebuild with community in mind. Create walking spaces e.g. lanes between London Street and Norwich Quay. Create social gathering places, e.g. cafes/bars that have view of harbour and crater rim. Create green spaces Sustainable GLAMS Plant trees The opportunity to create green areas needs to be utilised. We need to be part of the Garden City. A memorial needs to be created. Perhaps a central building such as Churches, time Ball Station, the Empire Hotel or Harbour Light could be used (the top tower or parapet) placed in parking with ivy growing over it, and a plaque, explaining about the earthquake. The Recreation Centre was not used as a welfare centre for people to sleep at etc. Devastated most people and buildings proved we are a community that deals with disasters. Taken far too long for demolition to happen. How can we start reinventing Lyttelton when we can t even walk down the main streets. We need such a place in an emergency. Needy people about in emergencies, we need a place to look after them. More involvement in community services. A commitment to the area. More support of local businesses. Make and EQ resistant building code so new buildings can be built to suit the active fault line conditions. Make a positive outlook towards the accommodation for resident of all incoming plus tourist facilities to encourage visitors to Lyttelton and the harbour area. Try to encourage some of the old character to be visible but encourage a new image as well. Need to keep harbour board/ccc to get decent liner facilities up and running. Need for venues for plays, theatre, cinema, concerts etc. Green spaces needed Swimming Pool indoor to service demand from peninsula/harbour area. 4

Community facilities coped well in dreadful situation. Loss of community performance venue and gathering places, e.g. loss of Harbour Light. Recreation Centre over booked Video EZY closed so no more film society. Films in Diamond Harbour few cinemas open in central city. Lyttelton as a community was well looked after and in many ways was self sufficient well done Lyttelton. Most usual watering holes unusable Pubs, cafes, restaurants, venues, churches destroyed. It also made me aware of what a great community I belong to as we relate our losses. Community facilities for young/old. Closed Recreation Centre. Closer neighbourhood division between those okay and not okay Places for socialising gone preschools, schools, cafes, squash courts, walks, swimming pool. Port Company seizing the chance to demolish the pumphouse institution violence. Opportunity for better urban design parking, greenspace, public integration with port. Put large screen roll up and data projector in Recreation Centre so groups can organise screenings. Build a community meeting facility carpeted lounge which is energy efficient. Reclaim public space Green area Car fee London Street Increase community facilities as largest area is Recreation Centre and this proved not to be big enough. Incorporate service centre and library. By replacing these things in some form not necessarily the same. An opportunity for better and making the most of waterfront and harbour views, e.g. Wellington waterfront. Maybe changing roading so port road lower and town road separate. Utilisation of the grassy. Welfare for those who are severely effected who are they, how can we identify them, how can we communicate more effectively, how do we know what help they require, how I can contribute to the wider community? Businesses going again/rebuild encourage healthy city with emotional, physical, social support offered. We need to provide the necessities of life. Make Lyttelton a place where people want to come and enjoy, so people will want to be part of our community be self-sufficient, not relying on the other side of the hill for our needs. This will eventually boost our population as well. N.Z. Justice system, Lyttelton again to become self-governing. Immediate need for place to meet i.e. marquee Restore and build new Harbour Light on harbour front and amptheatre. Connect London Street with waterfront master plan. 5

20 Category: SOCIAL and COMMUNITY - continued Library essential for all new and developing forms of communication. Different sorts of spaces, not all mown grass gardens, hanging baskets, village pots colour. Decentralise so people stay in the village as much as possible food supplies, medical, sport, clubs. All Ages support. We need to fix some buildings and remove others quickly. Even some heritage buildings must go and we also need a rebuilding plan for the community to gather. We need to preserve the community s amenities including buildings for recreation, community meetings, schools, walking tracks, open spaces for public access, reserves with native flora fauna churches. Lyttelton Community is a strong community with broad cross section this should be enforced. 6

21 Category: PHYSICAL INFRASTRUCTURE Hasn t it been good no cars on the main street. Loss of historical stone walls and degradation. Traffic in ChCh and congestion causes longer travel time stress. Sense of community and town centre which has a flow-on affect to social, economic sectors etc. Fix retaining wall Lets take them out of the central square block and we can have land freed up by demolition to create parking on the periphery. Rebuild for self sufficiency so can withstand better future disasters. Building to generate own electricity. Garden on waste land to grow food locally for local people. Import stone masons we need to rebuild these beautiful walls because of their historical significance (prisoners built them). Retain the rocks as quickly as possible as they will disappear. Put new mortar in degraded walls so they do not deteriorate further needs to be done quickly as every week they have more stones and mortar fall out of them. We need funding to do it. Great opportunity to create quality sustainable systems. Have fare free weeks to increase bus patronage and reduce congestion, Prioritise ride share systems. Make recreational spaces facing the harbour. Presently we are not appreciating the view. The waterfront needs to become Accessible. Drinking water, sewer and power systems need to be a priority for community health. Retaining walls supporting CCC services (road/sewer/water) compromising functioning buildings concerns likely timeframe for full repair. Rebuild old red walls. Roads and slipways to be fixed. Greenspace is important. Make sure LPC do not get CERA approval for any reclamation without any public process. Take the opportunity to get rail service (public and transport) to town. Great opportunity to rebuild with passive solar and energy-efficient building. Accommodate small business, mixed with office/cafe/hairdressers etc. Encourage co-operation. Rebuild as a leading sustainable town. This is the opportunity to be a leader in N.Z. and showcase Lyttelton. Restore buildings left and enhance by supporting landowners. 7

26 Category: HERITAGE and TOWN CHARACTER No pseudo heritage, retain what we have and integrate with the present and the future. Watch the Port Company they have no concept of heritage, e.g. Pump House Loss of three out of four Churches. Interdenominational co-operation. Build in wood best survival possibilities and build green. Commercial Rebuild Rebuld in a funky style rather than retro or heritage / pseudo colonial etc. Get the oversight of one architect or architectural team. If owners of buildings damaged cannot upgrade the buildings they should forfeit right to own. Must replace/repair iconic buildings, especially Timeball, Harbour Light so important to street and landscape. Dollars to do so. Many empty sites in town centre. Rebuild to same footprint and bulk. Establish temporary activities to fill the gaps gap filler. Keep / Reinstate some key buildings e.g. Timeball But take advantage of opportunity to build better place, e.g. access water front, greenspace, better location of Cenotaph (Rose Garden!) Keep memories of our history and incorporate into new structures not as art but as living memories. Walls of stones, walkways of mementoes of our story. Images overlayed onto walls glass strengthened. Steel and Wood. No tacky heritage look be authentic. Refer to original architects Thomas Cane Mountfert etc. Create the new built environment with a vision that reflects the era, the community and physical environment. Build spaces that have both character and community function. Lyttelton character is built on its physical environment, unique built environment and community. Of these the built environment has been severely damaged and the community character is at risk from de-population. EQ has destroyed buildings freeing up many sections and spaces especially on Norwich Quay. Older Heritage buildings destroyed. Restore Buildings Yes Replica Buildings No Consistent building style. Retain as much as possible without it looking fake. Don t let the developers and landlords take over and rush us this needs careful planning, thought and consideration. Don t try and recreate town as it was new creative design and town planning. Need a design plan for the new Lyttelton CBD. Would be easier to implement if whole streets i.e. London Street comply to same design standards. Make good use of space to suit needs of town e.g. shops set back so that coffee bars have plenty of space for outside tables and chairs etc. Under no circumstances knock down the old houses and cottages. The big buildings are pretty ugly and have very limited public access. Replace them with light, bright, tasteful buildings for the public to access. Rooftop cafes Open up the laneways. Emphasise the port character of the town. Bring port and town closer. Bring on the marina. Implode some of the crap modern buildings as out of keeping in the town. Rebuild St. Joseph s, Trinity, Union churches and Timeball. New houses should fit the town character. No more multi-storey monsters. Beautify Norwich Quay. Why not some lovely alley/steps/stairs with shops running between Norwich Quay and London Street. That way you can replace some of the heritage air with heritage character. Don t be afraid to break out of the heritage world and build some more functional buildings, e.g. a large meeting area for one. Present our heritage differently. As a long term resident we need Lyttelton redesigned in the character of old. How about a town square Close off London Street to cars. Don t really think there is one. EQC? What happens to rocks in meantime? We are happy with them on road but are concerned that over winter more wall will collapse. The type of people who reside in Lyttelton and most likely to stay and hope for repairs to their properties. Huge loss of heritage. Town has lost not only heritage, homes and commercial buildings but confidence in reinstating such buildings which contribute to the kind of people who populate Lyttelton. The earthquake destroyed churches where people met for community groups as well as church activities. Develop a theme not dissimilar to the Freemantle example. Develop a romantic 1850 image of a harbour city with artwork, shops and entertainment areas and venues in the style of this theme. Public access to the port connected to village commons centre, cafes etc. Safety first heritage second. Destructure when required and rebuild in styles both for past and present. A restaurant town like Lygon Street in Melbourne. I like that idea. The main group of town centre buildings that have survived are those built following the 1870 fire. Take those architectural styles as a guide to the replacement structures. What was old will be gone if it was broken keep what we can and sweep the broken away. Looks like Cenotaph will be put together stone by stone same for Timeball. Let heritage sites go re-establish some unique and wonderful alternative new/funky/sustainable. Town needs to evolve as much as possible rather than too much regimentation to allow for diversity of population and to make a unique and interesting community and buildings. Restore Timeball Restore Churches Replicate 19 th Century main street, shop facades, ie. Supermarket frontage with individual xxxx xx verandas and frontages. The Recreation Centre is too expensive for small community groups because of the requirement to have a staff member on duty increases the cost of the rent. The going rate elsewhere in other communities is $8 per hour. Try to keep the Timeball etc. and put character in the frontage of the shop ones. Try and fix and bring back character of the old Lyttelton it used to be. 20

Keep the Timeball, or have a functioning building installation that does the same thing. Lyttelton needs to be different to Christchurch. Needs to keep its zany fun character but not overwhelmed by alternative lifestyles. Sound and sustainable commercial activity critical. Plenty of parking in business area. Time to give consideration to pre Euro-Maori historic sites ignored during colonial construction. Many historic places destroyed. Lyttelton was based on heritage it brought in the tourism, overseas and local. from the earthquake. The harbour side of London Street needs to be a series of cafes, restaurants, heritage museum, naval museum, performance venues, bars, etc. The museums should have retail/café etc. within them. All of the above should have decks and a clear view to the harbour. The rebuilt street must view the harbour directly. This strip of activity will boost our local business owners who have been decimated by the quakes. Don t dwell on the past. Modern buildings please with a mixture of claddings. It would be good to keep some old buildings, so fingers crossed Timeball in particular. Greenspace in London Street with sculpture ex Harbour Light. No cars in London Street. Lots of walking and seating Could market be closer to centre. Preserve some pieces from buildings to be demolished to re-use. Urban design Rebuild with open space and with a control on height no more than 2 3 stories high. We should maintain and enhance Lyttelton s individual and historic character. This can be done by building new places with architectural details incorporating historical or part motifs, reminiscent and reflective of the colonial architecture. An example would be Arrowtown or Freemantle Australia. An integrated look on London Street and Norwich Quay would enhance the village atmosphere. Mixed use, residential and commercial in London Street would make it more attractive and lively. Coherent design in rebuild. Human scale Walkways and alleyways open links between streets. Restore red rock walls under houses Timeball rebuilt Holy Trinity rebuilt Preserve other buildings where possible. Good use for St. Josephs. 22

Assembly places, e.g. market and culture venue like Harbour Light was. Cinema to. Foster the creative village concept. Ensure the community memory and story is kept forever (digital and tangible heritage) We need a movie theatre and gallery Combine the GLAMS (galleries, library, churches, Museum sector) into one cultural hub. New public library and information commons really bad building. There has been a need for a centralised meeting place since the quake. A town square, perhaps in London Street, would provide a more suitable meeting location than the grassy area. Loss of key iconic buildings has changed the Opportunity to improve town and revitalise key characteristics of the town. areas such as Norwich Quay and Oxford Street. Sense of place has changed. Provide lane system from London Street to Norwich Quay. A lane system is a way of both physically but also visually connecting the London Street area with Norwich Quay and the harbour. Utilise spaces such as the area behind the bakery for things like a craft market/greenspace/café area. Will require co-ordinated plan, possibly some land acquisition. Norwich Quay buildings could have two fronts one onto the Quay, the other into the new spaces. As much of Lyttelton s heritage buildings will be lost it may be necessary / desirable to revisit the outcomes sought in the District Plan. The current design guidelines are largely contextual, but if the context no longer exists then the question arises as to what form any new building should take. When you come through the tunnel into Lyttelton it is like entering a new world. This feeling has to be continued into the township. First impressions should be important. Remembering the people who visit from overseas as well. We want them to go away with a feeling that Lyttelton is special, clean, interesting and a place to come back to. Keep the café society as well. 23

38 Category: HERITAGE and TOWN CHARACTER continued Make the most of the heritage to keep the old character but also make the most of the new situation to enliven the community. Rebuild to establish a positive character for Lyttelton apart for Christchurch. We need to plan well. Try and save as many historic places, objects etc. so that our town will still retain its uniqueness. We could have green areas and more parking. Take haulage trucks away from the town. Make it a place where people can relax and enjoy. This town may have lost some iconic buildings but we have to create a new innovative style conducive to the area taking a new path. This is our children s heritage now we need to make sure we don t build buildings that will date in style and materials. A lasting stylish heritage. Lyttelton has been defined by port and old buildings. So the port has already changed significantly and must be re-evaluated as a distant commercial activity (no longer pivotal to the town). Old buildings have been critical, but the new Lyttelton will be a mix of old and new. Emphasise the remaining old buildings with more people space (greenspace) and some acknowledgement of the Feb. 22 quake. Tiered townscape so that views of harbour and hills are possible, i.e. follow the contour of the hill. Taller buildings not to obscure views. Fusing of colonial not just contemporary but futuristic. Lets be an inspiration. Investigate the destruction of the dry dock Pump house and prosecute individuals and institutions responsible (LPC = CCC!). Timeball save as much as possible, including rubble. Keep the site and think hard about what to do with it. I would like to see as many of our special buildings retained as possible, but not at the expense of getting the community and businesses up and running again. Be better to demolish the lot and create a new town centre with an actual centre/village green. 24

In a small seaside town in NSW recently I saw a fabulous mosaic works depicting the surf, crocodiles etc. something like that as a focal point in Lyttelton. Another feature - painting roxxs on sea walls etc. with messages etc. One option is not to try to replicate this with constraints around zoning design rules. Most people agree that they live here for the character and historic features of the town and this is likely to be all but gone. Loss of buildings, Damage to surrounds. Loss of identify Historic Norwich Quay from Oxford Street - tunnel appears to be all to be demolished. Excepts Mitre, Telegraph office Damage to old Council chambers and its twin corner. London/Sumner Road and the police station risk that they ll be demolished for lack of private money. I think there needs to be a cohesive big picture plan, bringing all these issues together. If we approach issues in a piecemeal way we may end up with a piecemeal result. Devastating effect resulting from earthquake, huge loss of character and heritage. 41 Category: SAFETY / SECURITY Lost opportunity to enjoy environment. The Impact of the quake was devastating and scary. Ruined my house Feel Unsafe with aftershock Loved having Navy etc. What is safe? Where is safe? I have become more aware of what if I am careful where I am or where I park my car. Walls need to be maintained. Mortar only lasts so many years. Power / sewage / water all coped quite well plenty of underground water available. Build in wood not concrete. Secure rock fall hazards to make port hills available. Need to think about how isolated Lyttelton can be and having a plan and people local who can be co-ordinators. Community police walking around. Prevention of rock falls. We need to think about what we need to do if the army / navy aren t in town. What is our continuity plan then as a township. London Street should become one way lane. Safety and security are priority for everybody in Lyttelton and beyond. Infrastructure primarily related to roads / retaining walls / underground services. Repair/improve to earthquake proof standard. Tunnel is a major issue for access and safe travel. Must consider bikes / buses for those enlightened individuals who choose not to drive. Lots of difficulty using Norwich Quay and Oxford Street. People walking around looking and not watching where they re going. Don t use it, or let it slow us down being too scared to get things done. Red Tape Bulls**t. Locate underground water sources (springs and under runners) so that they will be channelled into the drainage system before they can damage property (i.e. land and housing, roads etc.) Rock Fences in suitable areas An emergency alarm for the district. Better neighbourhood watch co-ordination. Buildings and green areas need to be taken away from rock falls and insecure areas. Ground should be examined by Geotech before building or rebuilding of houses etc. Good building standards should apply with latest earthquake techniques. Insecure areas could become green areas and be enhanced with stabilising greenery. 27

42 Category: SAFETY / SECURITY Access to Lyttelton was very precarious immediately after the quake, and still seems risky. Made us aware and more resilient in the community. Community became very close. Great spirit. Evacuation from area. Inconvenience / Concern Leave to the experts. Civil Defence Walking tracks unsafe. Parking problems make walking hazardous for pedestrians. Going forward the town may need the flexibility to build in non masonry materials, i.e. light weight materials and this should be reflected in any planning provision. As long as the design outcome is achieved the materials should be acceptable. Rock falls. Feel need for police or other 24/7 in the port for the safety and security of the port. More work needs to be done to make the passes and tunnel access safer. An additional, safe, pedestrian route over the hills would be good, since the bridal path route was not safe. Perhaps a safer route coming down Cass Bay would be possible. Remove dangerous rocks ASAP. The removal of dangerous buildings where possible. The opening of London Street. Rubble and cordoned areas need to be removed as quickly as possible. We look like a war zone and it is now critical to encouraging people to come into port or even use what facilities that are still available for local residents. Single two storey buildings new building materials meet the required codes. Rock falls a maybe put fences up now. Still a risk of further rock falls within the Lyttelton basin. The old building will be unsafe and will need to be demolished especially historical building. All roads need urgent repairs and properly done no cheap short cuts. Keep rebuild to max two storey Enforce Cordons Remove buildings quickly and start rebuild. Police to be part of the community and on greeting terms with everyone. 43 Category: SAFETY / SECURITY Inability to walk on our beloved hills because of risk of rock fall and danger to some houses. Fear of cycling around harbour. Empty houses being burgled otherwise nothing has changed. Rock falls dodgy. East Cemetery is a landslide and is extremely dangerous with broken memorials statues and tombstones. Houses below are in danger as the fence around the cemetery is not strong enough to stop these sliding down the hill in aftershocks. Devastating for exercise opportunities walking in the hills banned recreation in the harbour s polluted water. Clear rock falls. Build with wood and concrete Leave it to experts. There is a risk of rock fall, landslide and collapsing rods and retaining walls that are Council owned but endangering private residences. Many people have been evacuated because of these. There needs to be a geotech survey done as quickly as possible of the areas that are possibly at risk and then some sort of cooperation between the Council and EQC so that the areas can be stabilized if possible and affected people kept informed. Need to make walking tracks safe again and road to Evans Pass. Fix the rock walls ASAP. Threat of rock fall significant especially with winter approaching. Need thorough investigation by Geotech specialists. Firstly needs to be cordoned off and a strong fence put at the bottom to protect houses below. Long term needs a huge rebuild and upgrade. Publicity to families of graves so they can attend to and upgrade individual graves. Buildings not safe need to be brought down. It wiped us out, here is very little left that generates income, but amazingly we have improvised with what is left. Loss of cafes and shops which were a great draw card to visitors to support a vibrant community. Part of our economy based on heritage/character/quirkiness both local and international visitors come for our novelty. Most of this gone or going. Now is the time to develop the waterfront with restaurants and multiple entertainment. Must have port and Business Assn. working to same end too much them and us type problem which stymies growth in a way that makes both suspicious. Not enough to have token open days. Grants Insurance Generosity of people willing community will get behind projects if goals are clear meaningful. For the community and visitors our Info. Centre is vital. It needs to be housed properly and supported financially. Likewise the Timebank. Economy relative to businesses - Cruise ships stopped - Local bus stopped due to another building, then their own. The impact of the quake was devastating and scary. The earthquake has created the opportunity to invest in the infrastructure of Lyttelton. No spaces for small businesses growth, few few offices/studios for start up businesses now all that were here have gone. Re: Farmers Market - Sack the committee who are only interested in collecting fees. - No imagination or rotation of stalls. - No future planning - This market is dead dying boring - the present location looks and feels unsafe. Lyttelton has a great opportunity to get the businesses open and running before the CBD. - don t miss the opportunity - make Lyttelton a destination. Needs to be social responsible, eco-friendly, future focused. Remedy is to clear all damaged buildings soon as possible NOW. To leave space for reconstruction of our commercial village in a new vision keeping some characteristics of Lyttelton. People have still some degree of hope but waiting six months to one year to reconstruct will push the people to leave for better shores. 1. Act now clear everything 2. Reconstruct 3. Allow roads to reopen Evans Pass cuts us off Sumner 4. If there was another EQ plan to reopen a train carriage through the separate tunnel for people. We need a substantial injection of money to rectify the damage. Removal of debris and demolition of required buildings ASAP so we can get the main street reopened. We cannot wait another few months so remove offending buildings promptly. Increasing the tourist influx and the chance to create accommodation and focus on Lyttelton becoming a greater attraction than Christchurch. The need to work with property owners in the CBD to ascertain their function and rebuild/repair to support better design outcomes the rebuild process fast track temporary solutions funding rebuild, along the lines set out in my memo presented to Project Lyttelton. Port needs to facilitate access to waterfront needed more than ever since earthquake. Keep what we can of existing buildings heritage. Tourism is the fastest growing part of the fast growing industry in NZ (Tourism). Also pays for itself very quickly. Public money to save what can be. NOT fake heritage styles. Creative Economy: Library should compliment businesses etc. Would be great to have a business and community centre which is up to speed in all IT matters to be included in any rebuilding. Port again accelerate port depot out east but to be ecologically sound. Begin developing inner harbour for the local community and tourism facilitate local employment. Hubs for Christchurch automatically should be where libraries are already situated. Our library should be included as one key focal point for the community and included in business and community tourism. Libraries have huge, untapped potential to enhance communities computer skills to teach etc. A pivotal hub for interaction, dissemination of research and information and libraries are under the control the Council, not CERA. Very visible Information Centre. Thoughtfully planned transition between cruise ships/ferry and town for foot traffic. Crying out for apartments ( I want one to buy). Loss of local businesses Port and Related Economy - that the port does not continue to use the earthquake and scale of emergency to take over further areas of the town without planning/resource consent. - that the Port Co. continue to operate within the zoning already in place. - Norwich Quay is not to become the defacto Port Road. The alternative road as planned must continue. This will mean Norwich Quay can develop into a people friendly place shops/cafes. Local Business: A matter of urgency open the town get the dangerous buildings down ASAP next month is too long. In rebuild, encourage practice room / artist spaces / affordable. Reign in the Port Company, e.g. expanding Norwich Quay we have a train system!. Large public buildings e.g. a medium sized venue for national/international bands. Cash injection for venues to support the arts and funding to support creative acts to come back to Lyttelton. A lot of our economy and income is served from visitors and tourists and we need to bring these people back as quickly as population. Demolition to be expedited for relevant buildings. Strong community consensus to be achieved in design for rebuilding. Rebuilding to strongly include a green, ecologically sustainable ethos. Would be good to see more of a diversity (i.e. less coffee shops) and more focused on locals and their needs rather than that of tourists/visitors. Keep character of a port town. Port rebuild opportunity to re-look at plans to move port and develop waterfront recreation area to incl. cafes etc. We re a port town with no or very limited access to the water for the public. Speedy demolition Thoughtful planning overarching design principles to ensure businesses can be rebuilt quickly but in line with a plan that will improve aesthetic and attractiveness and increase the appeal of Lyttelton as a place for ChCh people to visit. These businesses need support and incentives to start again. Need to get local businesses up and running ASAP to bring people back into the port. Make the most of the creative people of Lyttelton a special character. Port and related activities: Link to Diamond Harbour is special the two communities special relationship. The harbour for people shipping to one end for trade. Get fences down and buildings cleaned up temporary accommodation for businesses to get things going. Green areas where buildings were to encourage people to Lyttelton. Get the physical part of the port working. Speed up and support the consents, i.e. land full at Cashin Quay, otherwise we will be a third world port in a third world country. Local businesses need to be fresh clean like Coffee Culture, not shabby rickerty tables and chairs and dirty footpaths. With tourist ships the businesses need to meet their needs. Port Co. is not charged with a social agenda for the community. Give the Port back to the people MUST consider Norwich Quay and inner harbour as part of town. Move port to Cashin Quay and re-route traffic from tunnel whilst allowing people access to water. Temporary accommodation for businesses. More communication to residents outside of Lyttelton. Don t know. Sustainable! Quickly get place tidy buildings down. Support local businesses now. The people of Lyttelton need access to our waterfront redesigned. What we need now shops to be open, new cafes, quicker demolition of Harbour Light, No. 6 etc. but Not buildings that aren t consented to be demolished. Rebuild infrastructure fast provide venues unavailable in ChCh City. Community groups and local businesses need support in remedying the disaster of the earthquakes e.g. Harbour Light, Wunderbar performance venues for world class acts. Youth Centre, Community House, Information Centre, Time Bank, Project Lyttelton one building to house all these vital community services. Instead of this relating to historic quaint and quirky we need to address our future response to still maintaining a unique town. I would suggest town planning to keep to a theme, i.e. eco friendly town built to attract tourists and integrating past with future. I don t know why we don t have a cruise ship in port to have a floating mall only for a year or so until town is built. Poke the casino in there and you have tourist attraction, employment and an interesting and innovative solution to our immediate problem. 37

Attention should be taken of the amazing energy shown by some others and can t wait. Hotels and restaurants reduction of facilities for locals for entertainment. Encourage businesses to get up and running quickly. Demolitions are far too slow, thereby affecting the local economy. Council must work on an equal basis with the community this has not happened in the past. If Council doesn t work properly with the community then the result will be less than ideal. Increase local self sufficiency in essential goods and services food, fuel, building materials and local provision of finance for this e.g. local Credit Union At least 50% of the inner harbour to be reserved for people. Apply for as much financial assistance and PR advocating with local people particularly Volcano Radio. Port The onshore presentation for disembarking passengers of the visiting liners needs to be hugely upgraded. The channelling of $ from the visiting boats is important for the future of ChCh and Lyttelton. A naval and early settlers museum in London Street is a must, to introduce visitors to our city. - Kick start new retail and hospitality. - Don t wait too long to restart development. - Bring in temporary facilities/events ( Gapfillers ) Bring in/develop temporary stalls/shops to stimulate local trade. Encourage a Container Shanty on vacant sites, with retail/office/hospitality space inexpensive, deliberately temporary, have a strictly limited lease. Visually Bring the port up to the town - The Entertainment bar is set very low in ChCh at the moment. By giving the town a point of difference, people will come out of curiosity. - Leverage local talent to outfit and decorate the containers. Café s between the boxes with covered spaces. 38

Loss of character Hopefully people will return to the community. The earthquake has reduced the town to about 50% of its commercial area. It will need to bring this back with some historicness which has been lost. Boost security, amenities, confidence. Create a place people want to live schools, jobs, character and community. Lack of Services petrol should be available in Lyttelton. New ones will come back if we do a good job of rebuilding. Make it human green - diverse creative to attract the people who are naturally attracted to Lyttelton. People will come back when they are reassured that the rebuild will provide an interesting unique village and port. No fix no remedy we ve done that. Need to make the most of the things that make Lyttelton draw people to live here its uniqueness, diversity and cultural, making this a place for our old folk as well as the young. Ensure Harbour Light or equivalent is rebuilt. Attractive town centre with restaurants / shops / cafes. Adding environmental values sustainable buildings walkways. Employment to help young people to stay in Lyttelton. Opening of port to township, example tourist to be attracted to township rather than bus away. I feel benefit of our town, shops, supermarket, social gathering places we need to quickly rebuild, sooner the better but we hear things won t happen for at least months. That is depressing. Clean up broken down mess. Build and expand Port especially cruise ship berths. Involve the community. There are excellent social software options which can translate language and gauge public opinion. Inspired vision for the new Lyttelton leadership an issue (not Bob please). I think this brought us together more and increased our sense of community. I know more people now. I want to be here even more now. We have lost people, young families - fewer children in our schools. Loss of venues, therefore loss of artists and performers Lost the soul of the place because so much of the town centre was destroyed. Some iconic buildings lost which made Lyttelton Timeball, Harbour Light but also things like supermarket, video store, coffee shops basically where people congregated or just bumped into each other. Loss of many heritage / character buildings. It affected us by our whole village just about destroyed, shops, restaurants, churches, livelihood for so many, gone. People leaving and not wanting to return. Property values drop. Fear people feeling scared and on edge Businesses not being able to operate Community spirit really strong Neighbours caring for each other. We need the people of Lyttelton who live here to have a say in how Lyttelton is rebuilt. The rubble needs to be cleared quickly as it is depressing. Re-instate some key buildings, e.g. Timeball but take opportunity to build a better town Access to waterfront Traffic off Norwich Quay Move port eastwards. Could be remedied by ensuring quality buildings replace those we have lost. Need to retain character. To rebuild restaurants, shops, churches etc. again with a unique identity for Lyttelton. 44

59 Category: POPULATION It has cut out those who work in the entertainment / coffee drinking / pub settings. Cut out visitors. It showed the great community spirit that is what Lyttelton is about. Lots of people left through fear and lack of somewhere to live. Huge impact on businesses, school rolls, all the other services. Major de-population. Loss of Population school rolls, Loss base for running businesses. Loss of friends Loss of employment locally Tunnel closed Evans Pass closed Road to Governors Bay closed for a while No access to petrol, power, sewage, water Initially people panic. People stuck city side of tunnel took hours to get back to Lyttelton. Homes red stickered. Population some left once tunnel open. People with stickered homes needed to get accommodation either in city or other district areas. Pubs down, supermarket down, Churches down, except for Union Chapel. Loss of families effecting pre-schools/schools rolls. Loss of business loss of attracting outsiders dollar/company into Lyttelton. Brought our local community s strength to the fore something to be proud of. Gave our youth a sense of purpose initially to help during a crises then lack of jobs thereafter. Access to Lyttelton in the event of a major disaster tunnel closed, no way in/out, Bridle Path only access on day (not safe) Get them rebuilt. Get the gondola going Get the infrastructure up to get the tourists back. Get the cruise ships back and improve the passenger facilities. Rental Accommodation there is a definite need for accommodation, e.g. hotels, motels etc. Out of our control! Use that spirit to be firm on community based future Venues for art Markets Visit Friendly Open up London Street once the condemned buildings are demolished. Tourism is a big earner and the previous attractions need to be re-instated as soon as time and money allow. Get damaged buildings down quickly makes place look better and looks like something positive to happen. Population both local and foreign will be attracted back with business redevelopment. Some urgency for this to happen. Retain some of the old Lyttelton. 45

60 Category: POPULATION Population will decrease, to what extent I am not sure. I do however know of six couples that have left and not coming back. Population people moving away affect feel of town. Many people/families left the town affecting schools, medical centre, all businesses. Fear now of earthquakes Old houses with brick, stone severely damaged. A dramatic effect on the population. A lot of people have left Lyttelton because their homes are munted. Our colonial heritage has gone. Our local venues for cultural events, social collection, cafes, restaurants, bars, hotels etc. are gone. Jobs are gone. Some people will be too scared to live here and won t return. We have retaining walls collapsed onto road do not know who or what to do with rubble etc. Damaged moral Destroyed iconic buildings Housing best safe and sustainable with green spaces Places to meet and socialise A new architecture ideas from the best examples in the world. Rental Accommodation 2-3 storey roof gardens community gardens. No more stone and brick buildings unless they are earthquake resistant. We can t replace the past. Make the most of the sea and harbour an attractive place for city visitors. Property Values Ensure rocks won t fall from hills. Information share with residents / encourage return. New building must be sustainable, best practice in earthquake strengthening model for the country. Encourage return of people to a safe town, sitting lightly on the landscape. Value our young people their needs must be canvassed, catered for. Nervous population need to be assured that replacement buildings are safe. We need new buildings built for specific needs but built with character, built to be attractive, built with motifs or port and history so that Lyttelton remains a tourist attraction and has maintained its individual characteristics. The boulders need to be fixed. Some houses can be replaced with more suitable ones. More entertainment venues need to be in addition The Loons. Good health centre to remain Schools to remain Ecumenical Churches Sports grounds maintained. Get streets and housing cleaned up to encourage people back collapsed walls etc. Restore streetscapes and key buildings which will help hold property values and attract tourists and future residents. 46

61 Category: OTHER MATTERS My wife and I shall remain whatever in Lyttelton. More but I require a pad of A4. Concern re health of folks in compromised homes with no independent heating (fires). Loss of business meaning not viable in community. A camel is a horse designed by a Committee. The plan created for Lyttelton could be put into pictorial format and advertised nationally and internationally. Hold a workshop session for residents/community so we can provide proper feedback. This question should be an on line question where people have the time to consider a response. This should be an on line question. This should be an on line question. Environment This is an opportunity to ensure sustainable design in new buildings and urban landscape. - require / solar water (encourage/subsidise) Heating/thermal mass/rainwater Harvesting/low emmisivity glass and so on to make Lyttelton a 21 st Century town that can transition to a world with low carbon and more limited resources. On this matter there is no earthquake effect, HOWEVER, to overlook this opportunity to fix part of a system which cannot continue as it currently does would be a huge opportunity missed. Cruise Ships As a local and former Merchant Navy Officer with P & O, now retired - Lyttelton within the cruise ship industry is a laughing stock!!. One 40 foot container to welcome!!!. Beach watch and quality constant vigilance is required. Now is the time to remove trucks off of Norwich Quay. Also develop London Street as a more pedestrian friendly space. Bring forward the development of the Inner Harbour as a public recreation space. i.e. a 5 yr plan rather than a 50 yr one. Health re-establish/reopen walkways library, cafes, bars for healthy mind/bodes. Support local businesses. Cenotaph shifted to a more accessible site, safer for elderly etc. I appreciate what is being attempted but feel a questionnaire given through letterbox would have given more time and opportunity to comment or use the website mentioned on the flier. 47

Truck traffic off Norwich Quay. Too Rushed. Core group of locals to develop a creative strategy. Economy I want the Timeball to stay. Can you post these forums in local newspaper. Ensure there is a always some form of consultation. - Adequate environmental effects assessment - encourage EECA to prioritise clean heat, replacement of open fires and coal burners in Lyttelton homes - prioritise fixing sewage discharges.
