Administrative difficulties: An "important consideration" for 70% - 88% of internationalising SMEs Entrepreneurship: 37% of Europeans want to be selfemployed (US: 55%, China: 71%) Access to finance: Large proportion of SMEs unable to obtain formal loan Internationalisation: 25% of SMEs export to other markets (outside EU: 13%)

4 Aims: COSME the EU's first SME programme Strengthen the competitiveness and sustainability of EU SMEs Encourage entrepreneurial culture Promote the creation and growth of SMEs Budget: 2,3 billion for (big increase over CIP)

8 Two Financial instruments Equity facility for growth: investment in SMEs in expansion phase Loan guarantee facility: guarantees to cover loans for SMEs Coordination with equity & loan instruments for R&I under H2020, including multi-stage support Budget 2014: approx. 1.1bn

9 Better access to finance Minimum 60% of COSME budget. Implementation: EIB / EIF Expected impact: loan guarantees Financing for between 220,000 and 330,000 SMEs Total value: 14 bn to 21 bn (loan guarantees) facility Expected impact: venture capital investment Investment in between 360 and 550 companies Overall volume: 2.6bn to 4.0 bn
