3 Presenters Patte Barth Director of the Center for Public Education, National School Boards Association Patte Barth spearheads the effort of the National School Boards Association to provide practical insights and solutions in response to the myriad of challenges facing public schools in the U.S. today. Ms. Barth has over 20 years of experience in educational issues and policy. Before joining the NSBA, Barth spent nine years as a senior associate at the Education Trust, focusing on standards, assessments, and accountability systems. Among her various publications, Ms. Barth has co-authored two books on elementary education for the 21st Century. rhonda clark Principal Consultant, Early Childhood Education Division, Illinois State Board of Education Rhonda Clark has over 20 years of experience in early childhood education. She began her career as a lead teacher in a childcare center and later opened a private preschool program. In 1999 she expanded into a full service childcare program that received National Association for the Education of Young Children (NAEYC) Accreditation in She worked for a Regional Office of Education, serving five counties in the southern part of Illinois, as the Preschool Program Director. She has since served on a number of state boards and consulted regarding the development of state-funded pre-kindergarten programs. She received a Master of Education Administration from National Louis University. hillary weis coustan Adjunct Faculty, Loyola University Chicago School of Law Hillary Coustan teaches disability law and the Education Law Practicum at Loyola University Chicago School of Law, and she also teaches disability law at Northwestern University School of Law as adjunct faculty. She previously served as associate director of the ChildLaw and Education Institute at Loyola. Professor Coustan has published articles regarding access to educational resources and has advocated on behalf of the educational rights of children. She received her JD from Stanford Law School. amy KosanovIch dickerson Associate, Franczek Radelet P.C. Amy Dickerson represents educational institutions, including public school districts, charter schools, private schools and higher education institutions, in a variety of general education law matters. She counsels clients in the areas of special education, student rights, student discipline, school board policy and governance, and a wide range of labor and employment matters. Ms. Dickerson represents public school districts in individual educational program (IEP) meetings, due process matters, and residency and discipline hearings. She also represents clients in state and federal court litigation and before the U.S. Department of Education Office for Civil Rights and various Illinois state agencies. Ms. Dickerson received her JD from Loyola University Chicago School of Law. She is recognized by Illinois Super Lawyers as a Rising Star in Schools and Education. maureen hager, edd Adjunct Faculty, Loyola University Chicago School of Law and former Illinois School Superintendent Dr. Maureen Hager has worked in private and public education for 36 years, 22 of those years as an administrator in public education, including 13 years as a superintendent of schools. Dr. Hager has a strong interest in early childhood education, and she participated in the development of successful federal legislation related to impact aid and state legislation allowing for property taxes on previously untaxed federal land. Dr. Hager teaches Education Law, Practice & Planning: Counseling the School District at Loyola University Chicago School of Law. She has also volunteered on the boards of several organizations. Dr. Hager holds an EdD from the University of Illinois at Urbana-Champaign and BS and MA degrees from Northwestern University. Karen haigh, Phd Assistant Professor, Early Childhood Education, Columbia College Chicago Dr. Karen Haigh joined Columbia College Chicago in She has worked extensively with diverse, innercity, and low-income populations in early childhood education. Her areas of expertise include Reggio Emilia-inspired principles and practices in an American context, observation and documentation, environments, emergent curriculum, parent partnerships, collaboration, and professional development. Dr. Haigh has worked as a teacher of young children, an education coordinator, and program director within Chicago area social service agencies, and as Director of Professional Development for the Chicago Public Schools Early Childhood Education Department. She has also served on boards of several organizations and continues to consult regularly to public schools and Head Start Programs. Among her many publications, Dr. Haigh co-authored, WeAreAll Explorers:LearningandTeachingwithReggioPrinciples inurbansettings. Dr. Haigh holds a Master of Child Development from Erikson Institute and a PhD in Arts and Sciences with a concentration in Early Childhood Education from Union Institute and University. Kathleen hirsman Faculty, Loyola University Chicago School of Law For 25 years, Kathleen Hirsman has been representing and counseling school districts in a variety of ways, contributing her expertise in school law practice. She has additionally taught English-as-a-Second- Language classes in public schools as well as at the college level. She is on the faculty at Loyola University Chicago School of Law and serves as a member of the
4 adjunct faculty at Benedictine University and Concordia University Chicago. She holds an MA in Linguistics from the University of Illinois-Chicago and a JD from Loyola University Chicago School of Law. miranda Johnson Associate Director, ChildLaw and Education Institute, Loyola University Chicago School of Law Miranda Johnson has worked at Loyola University Chicago School of Law since Prior to working at Loyola, she was a staff attorney at Advocates for Children of New York, an organization promoting access to better educational services for New York City school children. She holds a JD from New York University School of Law and a Master in Public Affairs from Princeton s Woodrow Wilson School. michael Kaufman Dean of Academic Affairs, Professor of Law, and Director of ChildLaw and Education Institute, Loyola University of Chicago School of Law Michael Kaufman is the author of dozens of books and countless law review articles, including one of the leading text books on Education Law and Policy. Dean Kaufman also was elected to three terms as a member of the Board of Education for a large, diverse school district in the Chicago area, serving as the board s president and vice-president. After graduating with honors from Kenyon College and the University of Michigan Law School, Dean Kaufman clerked for the Honorable Nathaniel R. Jones of the United States Court of Appeals for the Sixth Circuit. He also has received numerous public service awards. adam Kennedy, Phd Assistant Professor, Loyola University Chicago School of Education Dr. Adam Kennedy has taught at Loyola since 2003, and he directs the Early Childhood Special Education program, including the instruction of courses in early childhood development, introduction to early childhood special education, inclusive instructional methods (birth to 3 and preschool), and assessment courses for both early childhood education and school psychology students. Dr. Kennedy previously worked for Northeastern Illinois University where, among other responsibilities, he taught Head Start teachers and staff and provided instructional support and classroom and developmental assessment for Chicago Public School teachers. He has also served as a teacher for young children with disabilities and an early interventionist with infants and toddlers with special needs and their families. Dr. Kennedy holds a PhD in School Psychology from Loyola University Chicago and a MEd in Special Education from the University of Illinois at Chicago. His research is focused primarily on cultural competence in early childhood educators and school psychologists, and well as social competence in preschoolers with special needs. sarah mead Principal, Bellwether Education Partners Sara Mead is a Principal with Bellwether Education Partners, a non-profit organization working to improve educational outcomes for low-income students. In this role, she writes and conducts policy analysis on issues related to early childhood education and K-12 education reform and provides strategic advising support to clients serving high-need students. Ms. Mead has written extensively on education issues including federal and state education policy, charter schools, teacher effectiveness, and early childhood education. Her work has been featured in numerous media outlets. Before joining Bellwether, she directed the New America Foundation s Early Education Initiative. She has also worked for Education Sector, the Progressive Policy Institute, and the U.S. Department of Education. She serves on the District of Columbia Public Charter School Board and on the board of Democrats for Education Reform. Ms. Mead holds a bachelor s degree in public policy from Vanderbilt University. BrIan michalski Project Director, Illinois Resource Center: Early Childhood Professional Development Brian Michalski is the Director of Professional Development at the Illinois Resource Center: Early Childhood. Brian is a former Child Development Associate (CDA) advisor, State Accreditation Mentor, and early care and learning director of a NAEYC accredited center. Brian has also served in the roles of preschool teacher and staff trainer. Brian contributed as a member of the Linguistically, Culturally and Diverse Committee of the Early Learning Council. He has presented at local, statewide, and national conferences on such topics as curriculum, observation and documentation, assessment, and literacy. Bela moté Vice President, Educare Development, The Ounce of Prevention In her role at the Ounce of Prevention Fund, Bela Moté works to cultivate and sustain relationships with various stakeholders, including philanthropic partners, to ensure strategic and successful expansion of the Educare model. She previously worked as the Director of Government & International Programs at Teaching Strategies where she led all statewide and international business development initiatives. Ms. Moté has extensive experience in philanthropic grantmaking and worked as a Senior Program Officer at the McCormick Foundation. She also has experience as an infant/toddler and preschool teacher and administrator in early childhood programs for lowincome children, including Early Head Start, where she developed and implemented multiple research-based, innovative teacher and parent training programs. Ms. Moté also works closely with diverse early childhood stakeholders as part of the Global Leaders for Young Children project and is the chair-elect for NAEYC s Council
5 on Accreditation. Ms. Moté holds a master s degree in Early Childhood Education from the Erikson Institute. milagros nores, Phd Associate Director of Research, National Institute for Early Education Research Dr. Milagros Nores is Associate Director of Research at NIEER. She analyzes quantitative data from both NIEER research studies and additional large-scale data sets. Her expertise is in early childhood attainment, the economics of education, poverty, and international and comparative education. Dr. Nores currently runs an early childhood study in Colombia and another study on parental-child educational practices for minority children in the U.S. She has a PhD in Education and Economics from Columbia University and an EdM in Educational Administration and Social Policy from Harvard University. Dr. Nores previously worked as a Postdoctoral Research Associate at the Taubman Center in Public Policy, Brown University, where she taught Education Policy in a Comparative Perspective, and Economics of Public Policy. Dr. Nores also consults for various organizations on education projects in Latin America and Asia. carolyn newberry schwartz Executive Director, Collaboration for Early Childhood Care and Education Carolyn Newberry Schwartz became the Collaboration for Early Childhood Care and Education s first executive director in July The Collaboration has developed and supported the implementation of a strategic plan that provides the road map for developing a comprehensive early childhood care and education system in Oak Park that supports all families and promotes kindergarten readiness. Ms. Schwartz has almost 30 years of experience working in the not-for-profit sector developing and administering programs for children and teens. She served on the Oak Park Elementary School District 97 Board of Education from including two years as president. Ms. Schwartz helped to establish the Collaboration in 2002 and has served on the Illinois Early Learning Council since Kathy villano Project Director, ECDEC Preschool for All and FIND Prevention Initiative Kathy Villano is the Project Director for the ECDEC/PFA and FIND/PI joint application programs in northwest Cook County through The Center: Resources for Teaching and Learning (enrolling approximately 1300 families birth-five). A school psychologist by training, Ms. Villano has worked with Secretary of State Family Literacy, Even Start and United Way grants plus community grants since She was on the working committee for each of the revisions of the play-based Assessment in a Natural Context: Miniwheel of Developmental Milestones, the original Illinois Early Learning Standards, the Prevention Initiative Implementation Manual development work group and, through her role on the Early Learning Council Executive committee, the Early Learning Challenge Grant. Ms. Villano has been part of the ISBE New Program Mentor initiative, the Illinois Birth-Five Evaluation Advisory Committee, the ISBE Prevention Initiative Special Projects Advisory Committee, and is an I-TEACHe Train the Trainer. ECDEC is also piloting the new Illinois Early Learning and Development Standards. Kathy has recently been appointed to the Illinois Shared Learning Environment Advisory Committee. sara watson, Phd Director and Co-Founder of ReadyNation and Executive Vice President for National Partnerships, America s Promise Alliance Dr. Sara Watson plays two leadership roles at America s Promise Alliance, where she is the Executive Vice President for National Partnerships and the Director and co-founder of ReadyNation, a collaboration of business leaders, economists and philanthropists that is mobilizing business to advocate for proven investments in young children. Formerly, she was a senior officer at The Pew Charitable Trusts, where she directed Pew s national campaign to advance high quality early education for all 3 and 4 year olds. With a total budget of over $90 million, she managed 30 national organizations supporting campaigns in more than half the states. State spending on prekindergarten doubled over the life of the campaign. Before joining the Trusts, she worked for The Finance Project in Washington, D.C.; the Family Policy Council in Olympia, Washington; and the Center for the Study of Social Policy in Washington, D.C. Dr. Watson has published dozens of articles and monographs on family and children s services reform and disability policy. She has a Master of Public Policy and PhD degrees from the Harvard Kennedy School. cindy Zumwalt Division Administrator, Early Childhood Education Division, Illinois State Board of Education Cindy Zumwalt has a long career in early care and education at the state level. She began her career as a family therapist. She went on to oversee a variety of programs for families and children birth to age eight, including teen parent programs, comprehensive family literacy programs as well as early childhood education programs. Ms. Zumwalt is a member of the Illinois Good Start, Grow Smart team, a state and federal partnership that acts to share information and updates regarding early care and education programs and to discuss solutions to collaboration issues or discontinuities at federal, state, and local levels. She also serves on the Illinois Early Learning Council and the Illinois Child Care Advisory Council. She has a master s degree in clinical psychology from Illinois State University.
6 event co -sponsors Illinois state Board of education The Early Childhood Division of the Illinois State Board of Education supports the youngest learners in Illinois by administering the Early Childhood Block Grant which funds programs specifically designed to serve families with children birth to age three called Prevention Initiative programs and programs specifically designed to serve children age 3 to 5 years called Preschool for All. The division provides leadership and technical assistance to support high-quality educational programs for children who are determined to be at risk of academic failure and children with disabilities as well as a variety of resources for parents, teachers and administrators.
