46 PREMIUM ADJUSTMENT PROGRAM Summary of credit/surcharge factors as applied to the rate process for the State of Texas. The purpose of the Premium Adjustment Program (PAP) is to adjust the premiums in accordance to the risk associated with the account. The premiums shown on the base rate pages are preferred rates that are to be manipulated by the following surcharges and credits to determine the proper rate for each driver. The base premiums will be adjusted based on a three (3) year driving record. ELIGIBILITY AND QUALIFICATIONS The qualifications to determine acceptance into the private passenger automobile program is determined by the Non-Insurable and Non-Binding listed circumstances as listed within these guidelines. In addition, the limits of liability that may be bound varies with the number of at-fault accidents and or violation convictions charged to each driver. The greater the number of at-fault accidents and violation convictions, the lower the accepted limits as listed below: Binding Limit Restrictions Drivers age 24 and under may not be insured if they have any major violations.
