1 Attachment B Services to be provided through the WorkSource System In order to promote a seamless system to the customer, teams formed by the co-located site partners provide many of the services. Partners, varying by site, may include providers funded by: WIA (Wagner-Peyser, Veterans), DVR and WorkFirst. Therefore, the general terminology of Service Provider Team appears in the Provider Column. The following are the services that will be delivered through the WorkSource System: A. CORE SERVICES CORE SERVICES AT WORKSOURCE CENTERS & AFFILIATES INCLUDE BUT ARE NOT LIMITED TO: SERVICE DESCRIPTION PROVIDER (S) Eligibility Determination Outreach/Intake/Orientation Initial Assessment Determination of Title I-B assistance eligibility. Outreach includes marketing services to job seekers, workers and employers through a wide variety of approaches including the WS website. Intake, determines appropriate service delivery to customers, including their ability to register for programs. Orientation to services includes description of state s one-stop services, links to local areas and information about accessing services in the specific site. Begins with intake and sorts for customer needs and available options. The focus is on determining customer s job readiness, including workforce skills, and available appropriate services. WIA funded service providers. The operator is responsible for ensuring that this is done in accordance with WDC policies. and Connections Teams.
2 Labor Market Information Includes current and projected occupational supply and demand information; current occupational wage information; occupational skill standards and employer nonproprietary information. Training and Retraining Information Performance Information on Local One-Stop Information and Referral for Supportive Services Includes access to and information about vocational exploration, basic skills and literacy training, job search skills, self-employment and entrepreneurial training, training leading to the award of skill certificates, work-based learning, two-year or four-year degree programs and stateapproved apprenticeship programs. Also includes information on education and training program outcomes, including completion rates, placement rates, and wage rates of graduates. Includes how the local area is performing on the local performance measures and any additional performance information with respect to the one-stop delivery system in the local area. Includes access to information regarding services needed by job seekers, such as income assistance, housing, food, or medical care. Limited support service funds are available for registered Title I-B participants who cannot access services from other sources.. ES will be the primary source of information. The operator will be responsible for providing information specific to each of the centers and affiliates.
3 Unemployment Insurance (UI) Information All sites required to provide phone accessibility and internet connections to file for UI benefits. WorkSource Centers are required to have someone on site with knowledge to take claims in person when customer is disabled or unwilling to file their claim by phone. ES provides assistance Assistance establishing eligibility for Welfare-to-Work activities and for other training and education programs. Resource Room Usage Workshops and Job Clubs Job Counseling and Initial Development of an Employment Plan Follow-Up Services Translation Services Includes individual program criteria for client self-screening on Website, and available literature and information on financial aid assistance for other training and education programs available in the area. Required access to Internet and Internet Accounts, printer and copier, posted job listings, and literature. Includes How To group sessions such as selfassessment, resume preparation, and job search. If provided with Title 1-B funded staff assistance, WIA registration will be required. Can be offered either individually or in group sessions that help job seekers make the best use of the information and services available. Includes counseling regarding the workplace for a minimum of 12 months for individuals participating in Title 1 funded activities that are placed in unsubsidized employment. Upon request and availability, services must be to customers in their first language. (Wagner-Peyser, Veterans), DVR eligible and WorkFirst., CBO and private business.
4 Job Referrals Talent referrals offered for nonregistered customers. Both workers and employers may choose to post job announcements and resumes on an electronic system that is open to all. Employers may recruit directly from the centers. For registered customers, consists of job development services that are tailored to the needs of specific employers and job seekers. Staff assisted testing or background checks may be provided for referrals. B. INTENSIVE SERVICES (REGISTRATION REQUIRED FOR TITLE I- B PARTICIPANTS) Comprehensive and Specialized Assessments Development of an Individual Employment Plan Group Counseling/Job Clubs INTENSIVE SERVICES AT WORKSOURCE CENTERS & AFFILIATES INCLUDE BUT ARE NOT LIMITED TO: Assessments of the skill levels and service needs of adults and dislocated workers, may include: diagnostic testing, use of other assessment tools, indepth interviewing and evaluation to identify employment barriers and appropriate employment goals. Identifies the employment goals, appropriate achievement objectives, and appropriate combination of services for the participant to achieve the employment goals. Group activities includes interest and skill assessment, career planning, labor market information, job resumes and application, job search, and job advancement and retention. (Veterans), DVR eligible, WorkFirst, and Community and Technical Colleges. (Veterans), DVR eligible, WorkFirst, and Community and Technical Colleges Title 1-B, NAFTA/TAA, and WorkFirst.
5 Prepares and coordinates comprehensive employment plans, including appropriate testing. Individual Counseling and Career Planning Case Management Short-Term Prevocational Services Follow-Up Services Ensures access to WIA and other support services and training, and provide job and career counseling, including follow-up services. Includes development of learning skills, communication skills, interviewing skills, punctuality, personal maintenance skills, and professional conduct, to prepare individuals for unsubsidized employment or training. Ensures retention and wage progression through counseling registrants after entering employment. Retention services will be provided for a minimum of 12 months for individuals participating in Title 1 funded activities that are placed in unsubsidized employment. Title 1-B, Boeing, NAFTA/TAA, ES (Veterans), DVR eligible, WorkFirst, and Community and Technical Colleges. (Veterans), DVR eligible and WorkFirst. (Veterans), DVR eligible and WorkFirst. (Wagner-Peyser, Veterans), DVR eligible and WorkFirst. C. BUSINESS SERVICES BUSINESS SERVICES AT WORKSOURCE CENTERS & AFFILIATES INCLUDE BUT ARE Business Services NOT LIMITED TO: Access to labor market information; recruitment, screening, and referral of qualified applicants; assisting employers with regulations; access to economic development information and resources; allocating job vacancies; brokering customized job training; connecting firms to One- Stop information; technical assistance on assessment, recruitment, and human resources, and Rapid Response activities. Business Services Teams throughout WorkSource, Rapid Response Team and the service provider team, under the direction of the Business Services Manager.

TRAINING SERVICES (REGISTRATION REQUIRED FOR TITLE 1 PARTICIPANTS) TRAINING SERVICES INCLUDE BUT ARE NOT LIMITED TO: (ITA S ARE AVAILABLE FOR TITLE 1 PARTICIPANTS ELIGIBLE FOR TRAINING SERVICES TRAINING PROVIDERS MUST APPEAR ON THE ETP LIST) SERVICE DESCRIPTION PROVIDER (S) SITE (S) Occupational Skills Training Private Sector Training Skills Upgrading and Retraining Entrepreneurial Training On The Job Training Workplace Training and Cooperative Education Programs Job Readiness Training Adult Education and Literacy Activities in Combination With Training Training for specific occupations with an emphasis on those with identified skills gaps. Apprenticeship and preapprenticeship programs. Training available through the private sector. Training for reemployment of dislocated workers and wage progression for all job seekers and workers. Training for selfemployment and business start-up and operation. Job-site training to develop skills specific to a particular job Work experience and internships in conjunction with classroom training. Preparation for applying for, retaining and advancing in employment. ESL, literacy and basic skills programs. Providers that appear on the Eligible Training Providers List (ETPL) if utilizing an ITA. Depending on specific funding of individual WorkSource partners. Depending on specific funding of WorkSource partners. Service provider team. Institutions of higher education and CBOs. 7 SITE (S) Customized Training Training to meet both worker and employer needs for specific job skills. Providers that appear on the ETPL and WDC approved CBO exceptions. ETPL sites and employer sites The above lists of services may be modified or expanded from time to time by the Washington State Plan or the Seattle-King County Workforce Development Council Local Unified Plan. These changes, when made, are incorporated into this MOU by reference. Each WorkSource system Operator shall convene representatives of each WorkSource partner to determine which core, intensive, training or other services are applicable to each agency and how the applicable services can be most effectively delivered to common customers.
