2 DATIS - Who We are The Drug & Alcohol Treatment Information System (DATIS) was created in 1994 as a project of the Addiction Research Foundation. DATIS is a department within CAMH that provides electronic health records management systems and support to community-based health service providers in Ontario. We offer products to assist HSPs provide high quality services to their clients, and we offer reporting and analytical tools and services to the funders of those programs. There are currently over 177 participating agencies utilizing Catalyst, a Client Management System developed and maintained by CAMH- DATIS.
3 DATIS - Who We are CAMH-DATIS has extensive experience in consolidating separate data projects. Currently, CAMH-DATIS tracks service utilization for substance abuse, problem gambling and other programs such as mental health and community services. CAMH-DATIS is also the service provider for the Toronto Central LHIN s Community Business Intelligence database.

5 Do we really need big data? Everyone talks about it. Nobody really knows how to do it. Everyone thinks everyone else is doing it. So, everyone claims they are doing it.
6 Proposed Solution DATIS proposes a common set of elements and workflows to be developed a core for the Harm Reduction Client Utilization Database Application (HRCUD). Specific workflows will be built into the HRCUD to meet the service needs for delivering the programming as well as address end-users requirements. The service standards will be based on input from stakeholders, the Advisory Committee and any required documentation on best practises.
7 Proposed Solution The HRCUD will be able to track and report on all variants of service events, client interactions and harm reduction equipment distribution by type of program (IDU, Hep C, Needles Exchange, or other), by service location (site) and PHU. Workflows will be standardized based on requirements driven by the type of services being tracked, the service location and context to suit the needs of each PHU offering the services. The extent of the customization or adaptation of standard workflows will be determined by the end-user engagement phase and Advisory Committee.
8 Proposed Solution
9 Engagement Process Sector engagement is a critical and intrinsic component of development and ongoing success of the HRCUD. It will involve intensive and detailed structured interviews to ensure the initial requirements meet end-users business needs and expectations. Sector engagement will be particularly intensive at the project start and will continue throughout the needs gathering, system planning, building, testing, training and roll out process. Engagement will not end after the system build phase is complete, but persist into business as usual phases.
10 Governance Model The full details of the model must be determined through collaboration of the Advisory Committee, CAMH-DATIS and potentially the end-user engagement process. Once the project is underway the Advisory Committee will create terms of reference and engage in member selection for the Governance Committee. The Advisory Committee is a temporary entity that will dissolve at the end of the HRCUS s initial development phase. Once the Application is ready for deployment to all HR service providers, the Governance Committee will begin oversight of ongoing operations.
11 Governance Model The Governance Committee will provide stewardship and oversight for the data elements and data dictionary for standard information being collected in the HRCUD. Provide CAMH-DATIS with structured feedback on how the Solution can be improved to better the end-users experience and evolve to meet any required service changes. Oversee requests for new functionality and changes to existing features in the application. Monitor and promote access to de-identified data that is generated by the Solution to prescribed entities, such as ICES.
12 Governance Model Advisory Committee PHU leads MoHLTC leads CAMH-DATIS management or designee(s) Lead Software designer(s) Lead Business /IT Analyst(s) The Governance Committee will be comprised of key members of PHUs and HR service providers and/or their designees; with additional members from stakeholders in the MoHLTC (and potentially LHIN staff), and CAMH-DATIS staff. The implementation of the governance model will be initiated at the outset of the project during the kick-off with the creation of the Advisory Committee
